Purdy VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on April 14, 1970, at 7:30 P.M. Also: Mr. M. W. Burnett, Exec. Sec'y. Mr. Robt. A. Painter, Co. Engr. Mr. Tom Daniel, Asst. Co. Engr. Mr. Willis Pope, Engr. The Chairman states that the meeting is called to discuss the proposed adoption of a drainage policy which has been discussed by various groups for the past few months~ that at the last such hearing it was cited that it would be a conflict of interest if he were to participate in the discussion since he was in the land development business~ that he will not vote on the matter at hand but will participate in the discussion of the problem. Mr. Dietsch states that he thinks this would be a conflict of interest, that Mr. Horner should remove himself from the Board. Whereupon, Mr. Apperson, Mr. Purdy, Mr. Martin and Mr. Browning state that they have no objections to Mr. Horner discussing the issue, most agreed he should not vote on the matter. Mr. Apperson thanks all of the members of the Drainage Committee and all who parti- cipated in this general policy on drainage. Mr. Tom Daniel, explains the policy in detail which is generally acceptable to those present with the possible exception of the bonding requirements. iAfter a lengthy discussion of this matter, it is generally agreed that the policy. resolution will be presented at the Board meeting on April 22, 1970, for final :' adoption. It was cited that several calls and letters had been received concerning the hour of the hearing of the County budget on April 22, 1970, which would not allow School teachers to present their views on the budget. Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the budget be presented at 3:00 P.M. on April 22, 1970, and the meeting be recessed until 7:00 P.M. to allow those who wish to speak on this impor- tant issue to be heard.
