Purdy On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the minutes of June 10, 1970, be and the same are hereby approved. Mr. E. B. Wiley, of 8137 Brown Road, comes before the Board requesting a Variance to alloW the construction of a cOttage 24' x 38' on his lot which measures 100 feet wide by 400 feet deep. Mr. Martin points out that this would be two houses on one lot, there is believed to be a deed restriction, and that some of the neighbors in the area do not wish a Variance to be granted. On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that Mr. Wiley's request, for a Variance be and it hereby is denied. On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that certain adjustments be made in the salaries of the Probation Department, which adjustments are according to a letter written by Judge D. W. Murphey concerning this matter. On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that a Variance be awarded to Mr. J. H. O'Bannon for the division of his parcel of land at 3910 Lake Hill Road to allow the construction of another dwelling on an approximate acre of land. There was read the resignation of Mrs. Ann R. Confer, Extension Agent, and a letter from Mr. D. T. Rogers, Jr., District Agent of the Extension Division, concerning this matter. The Board expressed great regret at the resignation of Mrs. Confer, cited her long tenure of service to the County and wished her a long and happy re- tirement. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the budget of the Health Department is hereby revised to show an appropriation of $219,095.00 payable to the State and to revise the estimated revenue to show an income of $35,000.00. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that the stated amounts in the 1970-'71 budget in the various funds, be and they hereby are appro- pria. ted for expenditure as of July 1, 1970. On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that Mr. Benny L. Dunkum and Mr. William Ritchie be re-appointed for a term of four (4) years each, to the Board of Social Services. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that Mrs. Kath- leen M. Bingeman, who resides at 4921 Southmoor Drive, be and she hereby is appoints- ed for a term of four (4) years to the Chesterfield County Library Board of TrusteeS. On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the game claim of Helen V. Nightengale, 9501 Reams Road, in the amount of $26.00 for 13 pul- lets killed by dogs, be and it hereby is approved for payment. On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that Chief E. P. Gill be authorized to employ Charles Wallace Redden, Sr. and Dennis Stewart Proffitt "as Police Dispatchers to fill existing'vacancies in the Police Department. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that Mr. George W, Moore, Jr. be appointed to the Chesterfield Policemen,s Pension and Retirement Board for a period of four (4) years effective July 1, 1970. And be it further resolved, that Mr. Oliver D. Rudy be appointed to said Board to fill the existing vacancy which will expire Juhe 30, 1973. . On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the sum of $55.00 be appropriated from the unappropriated surplus of the General Fund to the office of the Commonwealth,s Attorney for one-half the cost of a ~acation substitute. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the Virginia Department of Highways be requested to accept the following roads into the State Secondary System of roads: This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Wadebridge Road, in S~ isbury Subdivision~ Sec. "A" and 'E", in Midlothian Magisterial District, which shows that in the opiniom of the County Road Eugineer it is expedient that said road be established as a pub- lic road. Upon consideration whereof, and on motion of Mr. Martin, it is resolved that Wade- bridge Road, in Salisbury Subdivision, Sec. "A" and "E" in Midlothian Magisterial District, be, and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways be, and it hereby is requested to take into the Secondary Road System, Wadebridge Road, from its intersection with Rt. 902 southwardly .30 miles to a cul-de-sac. This road serves 12 houses. ' And be it further resolved, that the Board of Supervisors guarantees to the Virginia Department of Highways, a 50-ft. right-of-way on this road. Redbridge Road in Shenandoah Subdivision, Sections "C" and "D", in Midlothian Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Martin, it is resolved that Tux- ford Road, Northfield Lane, Swansea Road and Redbridge Road in Shenandoah Subdivision, Sections "C" and "D", Midlothian District, be, and they hereby are established as public roads. ~ And be it further resolved, that the Virginia Department of Highways be and it here- by is requested to take into the Secondary Road System, Tuxford Road, from its in- tersection with Rt. 2509, southwestwardly .08 mi. to Northfield Lane, thence south- westwardly .11 mi.~ Northfield Lane, from its intersection with Tuxford Road,south-i wardly .26 mi. to Swansea Road~ Swansea Road, from Rt. 2511 .03.mi. west of Rt. 2509, westwardly .06 mi. to Northfield Lane, thence westwardly .03 mi.~ Redbridge Road, from its intersection with Rt. 2509, westwardly .11 mi. and from its intersec~ tion with Rt. 672, westwardly .17 mi. to Stanmore Road. ' ' On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that the Purchas- ing Agent be authorized to replace the wooden fence around the race track with a chain link fence, at the lowest available price. On motion Qf Mr~ Apperson, seconded by Mr. Browning, i~ is resolved that this Board expresses its agreement to petition the State Highway.Department for an ~ndustrial Access road from Route 1 to approximately 16_acres on the East side of Route 1 in the proximity of the White House Motel, according to a Plat drawn by M. E. Floyd, dated December 17, 1963, in the event that the Adley Express Company contracts to build a break bulk station on said site. On motion of Mr. Apperson, seconded by'Mr. Martin, it is resolved that a Petty CashI Fund not to exceed $100.00 be established for the Chesterfield Nursing Home. On motion of Mr. Martin, seconded by Mr. Browning, it is resolved that this Board request the Commonwealth,s Attorney to prepare a proposed ordinance imposing a li- cense tax upon owners of automobiles which do not display current license plates according to Sec. 15.1-27.1 of the Code of Virginia as amended. It is here noted that Mr. Apperson does not vote. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that sewer con- tract ESD-70-8 in.the amount of $9431.50 be awarded to the T & E Construction Com- pany for the extension of sewers on Main and Jackson Streets in Ettrick. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that sewer con- t~act 6511-3B be awarded to the T & E Construction Company, who submitted the low bid of $23,598.50 for the extension of sewers on Warren Avenue, provided nine (9) connections at $200.00 each be received and a $500.00 fee for twenty-four (24) va- cant~%Qts be prepaid. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that the County Engineer be authorized to proceed with the water line installation on General Boule~ yard with the fourteen (14) connections prepaid. On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the Common~ wealth's Attorney institute condemnation proceedings againSt the property owner listed below if the amount offered by the County as set out opposite his name is not accepted: , 6511-20B/25 Eugene W. Obery, unmarried $25.00 BE IT FURTHER RESOLVED, that the Executive Secretary notify the said property owne~ by registered mail on June 25, 1970 of the intention of the County to enter upon and take the property which is to b~ the subject of the said condemnation proceed- ings. An emergency'existing, this resolution shall be, and it is hereby declared in full force and effect immediately upon passage On motion of Mr. Apperson, seconded by Mr. Browning, it is.resolved that the Pur- chasing Agent be authorized to purchase a Dixie Trailer for the transportation of' the slope mower, said purchase to be at the lowest price. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that a street light be installed at the corner of LeConbury Road and Fitzroy Road in Garland Heights and that three (3) additional street light requests be referred to the Street Light Committee. There was presented a letter from J. K. Timmons concerning the study of the Swift Creek drainage area for sewer facilities. Upon consideration whereof, and on motion of Mr. Browning, seconded ~y Mr. Apperson, it is resolved that a copy of this proposal be sent to the City Manager of ColonialS. Heights, Virginia. Mr. Apperson states that there are now in excess of 1600 boys in the baseball pro- gram in the County and that Umpires for these games are costing $3992.00 a current year. It was generally agreed that this matter be deferred for further consideration. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Sherri Drive and Oa~haven Court in Bermuda Country Estates, Bermnda Magisterial District, which shows that in the opinion of the County 'Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Purdy, it is resolved that Sherri Drive and Oakhaven Court.in Bermuda Country Estates, Bermuda District, be, and they hereby are established as public roads. And be it further resolved, that the Virginia Department of Highways be and it here- by is requested to take into the Secondary Road System, Sherri Drive, from its inter- section with Rt. 819, northwardly .10 mi. to Oakhaven Court, thence northwesterly .03 mi.; Oakhaven Court, from its intersection with Sherri Drive, eastwardly .02 mi, to a cul-de_sac. These roads serve as connecting roads. And be it further resolved, that the Board of Supervisors guarantees to the Virginia Department of Highways, rights of way of 50-ft. for these roads.
