On motion of P~r. Purdy~seconded by t~Zro Browning~ it is resolved that a water line be extended on Gettings Lgne~ east of Route 1, provided all who agreed to sign pay for the necessary connections. On motion of iVlro Dietsch,seconded by lVZr.Browning, it is resolved that the County Engineer be authorized to extend a water line on Snyder Road~in the Lyndale Subdivision~ at a cost of approximately $1600.00 for three (3) connections. The Engineer reported the requewt of Mr. J.L.Talley for a private water line from Rt.60 at the intersection with Buckingham Road. Upon consideration whereof, and on motion of Mr. Dietsch~seconded by Z'~r. Purdy~ it is resolved that the Enginmr be authorized to install a meter for MroTalley on the south side of Rt.60 to which Mr. Talley would bear the expense of connection. On motion of Pit. Purdy, seconded by Mr.Apperson, it is resolved that application be made to the Federal Government for Federal Aid in making sewerage improvements under Project WPC-VA-307. The Chairman of this Board~ Irvin G.Horner~ is authorized to sign said application, to accept the offer for Federal funds and to sign all other documents necessary in connection with this project. On motion of Mr. Dietsch~ seconded by Mr.Purdy, it is resolved that the County Engineer be authorized to extend sewers to Dwayne Lane, provided all of the proposed customers on this road take the sewer service. On motion of ~r. Dietsch, seconded by Mr.Martin~ it is resolved that the Board employ the firm of J.K.Timmons & Associates to perform the engineering services for drainage improvements in the Crestwood Farms area for the approximate cost of $3800.00. There was presented a report from the Assistant County Engineer concerning the condition of certain sewer lines in the Sanitary District of Ettrick. Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Dietsch~ it is resolved that the manhole tops be adjusted to the pavement grade and the line be inspected as well as possible to determine what further work is needed in this area. ~r. W.R.Davidson~ Resident Engineer, Virginia Department of Highways, presented the final budget for 1970-'71 and the Board deferred action on this matter until the next meeting. The petition sent to the Highway Department by a number of citizens in the Woodmont area concerning a request to have a cross-over at the intersection of Rt.147 and It Penrose Drive was discussed and it was generally agreed that action be deferred on this matter. This street serves as a connecting road~ And Be it Resolved Resolved, that the Board of Supervisors guarantees to the Virginia Department of Highways a 50-ft. right-of-way for this road. Plat recorded in Plat Book 16, Page 31~ on March 8~ 1968. This day the County koad Engineer in accordance with directions from this Board made report in writing upon his examination of DellDrive in the subdivision of Forest Dale, Section "B" in Manchester Magisterial District. Upon consideration whereof, andon motion of Mr. Dietsch, it is resolved that Dell Drive in the subdivision of ~orest Dale, Section "B", in Manchester Magiseerial District, be, and it hereby is established as a public road. - And be it further resolved~ that the Virginia Department of Highways be~ and it hereby is requested to take into the Secondary System, Dell Drive from its intersection with Rt.2657 westwardly .17 mile to the existing maintenance. This street serves as aconnecting road. And be it further resolved~ that the Board of Supervisors guarantees to the Virginia Department of Highways, a 50-ft. right-of-way for this road° Plat recorded in Plat Book 17, pages 6 and 7 on February 14~ 1969. Mr. Daniel Patrom and Magnolia Patrom come before the Board to oppose the Highway,s position in setting back the ditch line along Centralia Road in the subdivision of Patromdale. Mr. Davidson~ Resident Engineer~ explains it was for the ~ood of the subdivision and would be followed more closely in the future in all subdivisions. Upon consideration whereof~ it is on motion of Mr. Apperson~ seconded by Mr. Browning, resolved that the Executive Secretary be authorized to sign the subdivision plat of Patromdale to allow same to be redorded in an attempt to work out this problem. It is here noted that Mr. Dietsch and P~r. Martin abstain from voting. There was presented a resolution from the Highway Safety Commission of the County. Upon consideration whereof, andon motion of Mr. Apperson~ seconded by mr.Purdy, said resolution is approved and is as follows: " WHEREAS, the Virginia State Police Department has made recommendations to the Virginia State Highway Department for the improvement of traffic flow and traffic safety at the intersection of State Route 10 and Chippenham Parkway (Rt. 150); and WHEREAS, there is not an improvement scheduled for this intersection in the near future; and WHEREAS~ this Commission recognizes this intersection to be hazardous and in need of improvement~ NOW, THEREFORE, BE IT RESOLVED, that on motion of Mr. Wadkins~seconded by mr. Hollander, the Chesterfield Highway Safety Commission hereby does recommend that the Board of Supervisors support the plan of the State Police for improving the intersemtion of Chlppenham Parkway and State Route 10." On motion of Mr. Apperson~seconded by Mr. Browning~ it is resolved that this Board requests the Highway Department to study the traffic problems at the intersectiom of Hopkins Road and Chippenham Parkway in an effort to alleviate some of the congestion during peak traffic hours. ii WHEREAS, M.W.Ha~thorne is the sole owner of all property shown on plat of Northlake Hills, Section "B", dated June 11~ 1963, made by Foster & Miller, i!Certified Surveyors, Richmond, Virginia, recorded in Plat Book 13, page 42, in i the Clerk's Office of the Circuit Court of this County; and ,~ii WHEREAS, by resolution of the Board of Supervisors of Chesterfield County~ [which resolution was recorded i~.De~d Book 798, page 281, on June 30,1965 in the Clerk's Office, Circuit Court, ~nesterfield County,Virginia, the above referenced iisubdivision plat was vacated except as to a 16-ft. easement along the East property .~ line (Referred to as North line) of Lots 8and 9, shown on said plat; WHEREAS, pur~ant to Section 15.1-481 of the Code of Virginia M.W.Hawthorne di~ires to vacate said 16-ft. easement along the East Line 1950, of said ii Lots 8 and 9; ii NOW, THEREFORD, BE IT RESOLVED, on motion of Mr. Dietsch~seconded by Mr.Purdy, that this Board of Supervisos doth hereby approve the vacation of the 16-ft. easement along the east line of said Lots 8 and 9 as shown on a plat of Ii Northlake Hills, Section "B", dated June 11~ 1963 made by Foster and Miller, Certified Surveyors, Richmond, Virginia, recorded in Plat Book 13 page 42, in the Clerk's Office of the Circuit Court of this County. The ERecutive Secretary cited to the Board the necessity for the collection of data deemed necessary by the Highway Department in the continuing transportation study; and WHEREAS, it appears that the County has no alternative except to provide the necessary data collection; NOW, THEREFORE, BE IT RESOLVED, that the agreement b~tween the Hi ghway. Department and the County be and it hereby is approved and the Chairman and Clerk are hereby authorized to sign said agreement. Mr. Apperson cites to the Board that the intersection of~Dundas Road an~ ~oute ] is ~ili the location for traffic problems which are highlighted by the School bis and fire engine involvement. 'ifhereupon, Mr. Davidson cited the fact that this 'intersection had been studied by the Traffic Engineers fairly recently but admitted that traffic patterns could change quickly. On motion of Mr. Apper~on, seconded by Mr. Purdy, it is resolved that this Board requests the Highway Department to again study the intersection of Dundas Road and~Route ~t in an attempt to devise some lighting system which would safeguard the citizens of the County and offer better fire protection and school bus service. ~ Dr. W. P. Wagner gives a brief talk concerning the Mental Health Program proposed for the County and states that the six month's cost for establishing a clinic in- volving the part-time services of a Psychologist will be approximately $!0,000 with the health program getting underway January I, 1971. ~ Upon consideration whereof, and on motion of Mr. Martin, seconded ]Dy Mr. Apperson, it is resolved that the Mental Health Program be approved and the psvcholoeical services now being rendered at the Courthouse be a~gmented by the services of a Psychologist and put under a separate Menqal Health Board to be established by the Board of Supervisors at the next meeting. Mrs. S. Hartz, from the Bon Air Woman's Club comes before the Board speaking .for the Bon Air Counselling Service which is at present furnishing psychological ser- vice to the young people in the Bon Air area and states that the service of Dr. Thomas from VCU had been contributed free of charge for the past tkree years but asked now that the amount of $1600.00 for one year's operation be funded by the County of Chesterfield. ~ Upon consideration whereof, and on motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that the request for the sum of $1600.00 to finance the Bon Air Counselling Service be and it hereby is approved. Mr. Thomas S. Winston, Attorney, comes before the Board requesting the County to take whatever action is necessary to direct the Commonwealth's Attorney to ~et tke members of the Park Authority to repay the $9000spent in promoting the recent Park Authority Bond Issue, which action had recently been criticized by the Attorney General. On motion of Mr. ~pperson, seconded by Mr. Die%sch, it is resolved that this Board request the Commonwealth's Attorney ~o investigate the possibility of taking action against the Park Authority conc~rninc' the r~payment Lf the $~000.00. Woodsock comes before the Board requesting the rezoning from Agriculture to General Business (C-2) of a 1.41 acre parcel of land of irregular shape fronting 242.7 feet on Rte. 60 extending southw~rdly to a depth of 424 feet and being located 1050 feet west of the intersection cf Rte. 60 and Wadsworth Road in Midlothian Magisterial District. Refer to Sec. 28-2 (1) parcel 4 & 5. Mr. Glenn states there was some mix up in the representation of this zoning request to the extent that no one appeared, that the Planning Commission had recommended disapproval, and that the applicant at this time wishes to withdraw the request. On motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that this Board accepts the withdrawal of this zoning request. 70-48CS Mr. George O. Gratz represented by Mr. Alton Bryant, Attorney, come oefo_e the Board requesting the rezoning from Agricultural to General Business (C-2) of a 1.69 acre parcel of land of irregular shape fronting 24'.7.86 feet and 195.03 feet on Grove Road & Rte. 60 respectively and being situated on the southwest corner of said intersection,in Midlothian Magisterial District. Mr. Apperson says the Board has tried to take care of this situation quietly, that the Board has every right to seek better help. Mr. Purdy states he was elected to do the best possible job for the County of Chesterfield, that the County lacks planning, that there is no question of Mr. Mayo's integrity~ that an adequate job is not being done, that there is nothing personal, nothing political in his decision, that the County needs greater enforcement of County planning policies~ more comprehensive planning, and we should start now. We have tried to correct our mistakes in the past and try not to make any more in the future and we must do a better ~jo~ planning- wise for the COunty. Mr. Hornet states the County has asked Mr. Mayo if he would step down from being the Planning ~rector~ that is, to take a second position in ~he Planning Department~ but ~r. Mayo declinded, that, we are not trying to crucify Mr. Mayo as alleged but trying to upgrade the County's Planning Department, that there is no animosity against Mr. Mayo and hopes he can find comparable work elsewhere~ Mr. Dietsch states that Mr. Mayo has campaigned for better planning and it is the Board's fault for not giving more money and direction to the Planning Department and that the Board is at fault for not passing the Zoning Ordinance. Mr. Martin states that he sees no reason why Mr. Mayo cannot continue in his present job and if we lose him we are losing the most dedicated department head,~ and that he is glad to hear the Chairman say there is no question about his honesty. Upon consideration whereof, Mr. Purdy makes the following motion~ Which Was seconded by Mr. Apperson: Be it Resolved~ that the resignation of Mr. Mayo be accepted if it is changed to' take effect October 15~ 1970 and that if the resignation is not changed that the Board terminates his services as of October 15~ 1970. At this point Mr. Mayo explains that he called Mr. Homer's office and found his father had died and that he did not wish to talk further with Mr. Browning as he did not know of his previous conversations with Mr. Hornet. Mro Mayo cites his background and states he haa been friendly with everyone and has tried to do a good job and thinks that he has. E~nes~ County Fire Chief and Mr. Minor Stoney official of the County's Insurance Company on the County Accident Review Board be and they hereby are appointed to the County's Highway Safety Commission. On motion of Mr. Apperson~ seconded by Mr.Browning, it is resolved that the Executive Secretary meet with officials of Colonial Heights in an attempt to work out %he details of increasing the ratio of population between the City and the County which ratio is to be used in ascertaining the cost of services rendered to Colonial Heights by the County of Chesterfield. The Executive Secretary pointed out that due to accounting problems encountered in the setting up of the Chesterfield Nursing Home that the County was unable ~ to colledt some of the Outstanding accounts and that the Director of Social Services had indicated that action would be taken by the Board of Social Services to increase the rates at the Nursing Home in order to place this facility in a better economic condition~ and that in mrder to keep the Nursing Home operating for the next few months, it would be necessary to lend $50~000 to the Nursing Home until such time as accounting procedures can be perfectede Upon consideration whereof~ and on motion of Mr. Apperson~seconded by Mr. Browning~ it is resolved that the sum of ~0~000 be transferred to the account of the Nursing Home to be treated as a loan. There was some discussion concerning the possible increase in license ta~es for the County and an ordinance was presented calling for a change in license taxes in several categoriese Upon consideration whereof~ and on motion of Mr. Dietsch~seconded by MroAppersom, it is resolved that the License Tax Ordinance be introduced for a public hearing on December 23~ 1970 at 2:00 P.M.
