Mr. David Welchons~Asst.Coo Engo On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that the minutes of November 11~ 1970~ be and they hereby are approved. On motionof Mr. Browning, seconded by Mr. Martin~ it ~s resolved that water contract W70-36D for the installation of a water line in the Grubb Trailer Park in the amount of ~3168.00 be and the same is hereby approved. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that sewer contract S70-30D for the installation of sewer lines in the Meadowdale Townhouse Park, Section Ir be, and it hereby is approved. On motion of Mr. Browning, seconded by Mr.Martin~ it is resolved that the Common- wealth~s Attorney institute condemnation proceedings against the property owners listed below if the amounts offered by the County as set out opposite their names is not accepted. Be it further resolved~ that the Executive Secretary notify the said property owners by registered mail on November 30~ I970 of the intention of the County to enter upon and take the property which is to be the subject of the said condemnation proceedings. An emergency existing~ this resolution shall be~ and it is hereby declared in full force and effect immediately upon passage: Project WT0-5CD/16 Edward M. Flowers and Ula P. Flowers, his wife $25.00 Project W70-5CD/18 James L. Woodfin and Lettie B. Woodfin, his wife 25°00 Project 6511-45/1A George Wo Wilson and Mildred E. Wilson, his wife 250.00 On motion of Mr. Apperson,seconded by Mr.. Browning, it is resolved that the Commonwealth's Attorney institute condemnation proceedings against Burrell B. Dudley (Catherin Dudley Estate) if the amount of $50.00 is not acceptede Be it further resolved,that the Executive Secretary notify the said property owner by registered mail on November 30, 1970~ of the intention of the County to enter upon and ~ke the property which is to be the subject of the said condemnation proceedings, provided the developer of this adjacent tract~ William M. Benton, pays the condemnation cost. An emergency existing~ this resolution shalli be, and it is hereby declared in full force and effect immediately upon passage. There was presented a street sign report showing that there were 1114 street signs needed to replace the various signs that are missing and it was generally agreed that this work would be started and the matter given further consideration at a later date. Mr. Porter Vaughan comes before the Board seeking the County's help in obtaining an easement across the property of Irvin H. Davis for the installation of sewer lines to Skyleigh Road and ~hent Drive. Upon consideration whereof~ and on motion of Mr.Martin~seconded by Mr. Browning, it is resolved that the Commonwealth's A~torney institute condemnation proceedings against Mr. irvin H.Davis if he fails to accept a reasonable offer for an easement to serve the ~lmont Hills ~ubdivis~on with sewer lines. On motion of MroMartin,secon~ed by Mr.Browning~ it is resolved that a resolution for the disposition of delinquent and past due water-sewer service accounts be adopted, which policy would be as follows: Within ninety days after a sewer or water service account becomes delinquent or services have been discontinued and the County has exhausted all means at its disposal to collect same, the account shall be placed in the hands of a reputable collecting agency. Before they are turned over to the collecting agency they are to be charg~O off of the books of the County and the agency is required to make monthly remittances of collections on accounts and a monthly. report as to the accounts in its hands. The Board of Supervisors will be given a list of delinquent accounts to be approved before chamging same off the utility accounts. t On motion of l~r. Browning, seconded by ~ir. Martin, it is r~solved that the County tEngineer be authorized to install a sewer line on River Road, immediately west i~ of the Railroad~ provided eight homes agree to connect. ion motion of Into Browning~ seconded by Mr.Martin~ it is resolved that the County !IEngineer be authorized to install a sewer line on Lee Street in Matoaca to serve ii the Matoaca School by gravity, provided the School Board participates in the !i extra cost of this construction. On motion of Mr.Marton,seconded by Mr. Apperson, it is resolved that the Executive SeCretary be requested to write a letter to the DuPont Company thanking them for the Article in their Monthly Magazine concerning the Chesterfield County Fire Department. There was read a letter from MroW.Ro Davidson, Resident Engineer, Virginia Depart- men~ of Highways~ enclosing resolutiins from the State Highway Commission granting $125.~000.00 for an Industrial Access road to the FoH.Lawson Company and $25~000.00 for the construction of a road to the Adley Express Company. There was received a letter from the Southside Churches Recreation Association requesting a basketball court on which this ~urch group could continue the activities of this basketball association. Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr.Browning~ it is resolved that this Board agrees to pay the School Board its fee for the use of a basketball court at Providence School for two nights a week if same is possible. At this point in the meet%n9, Mro Martin absents himself and since there was no quorum available, the meeting is adjourned to December 3, 1970 at 7:00 P.M. ExeCutive Secretary
