of Supervisors of Chesterfield County, held at

Reconven lng:
On motion of Mr.Martin~seconded by lV~r. Apperson, it is resolved that the
Executive Secretary be authorized to thank the Federal Government for its
offer of 3-acres of land in Midlothian District and respectfully declines the
offer under the conditions imposed.
There was read a resolution from Accomack County Board of Supezvisors presenting
the Board's opposition to Section 63.1-122 and 123, which controls the ability
of the County to reduce the Welfare budget~ which resolution is filed with the
papers of this Board.
On motion of Mr. Apperson~seconded bY i~r.Martin, it is resolved that the Chairman
and Clerk of this Board be and they hereby are authorized to sign an agreement
between the County and the Industrial Development Authority of the County to
guarantee the payment of taxes from industries borrowing money by tax-free lands,
a copy of which agreement is filed with the papers of this Board.
On motion of Mr. Purdy~seconded by Mr. Apperson~ it is resolved that this Board
approve~ the purchase of a strip of land 40-ft. wide and approximately 800 feet
deed for the sum of $400.00 from the Circuit Courtt which land is being sold
on~a delinquent tax basis.
On motion of Mr. Dietsch~seconded by Mr. Apperson~ it is resolved that the
following named persons be given a 5% Step increase as of January 1~1971:
Lettie Jarrell
Helen Dykes
Harry Livesay
Wesley Dolezal
On motion of the entire Board the following resolution is adopted:
WHEREAS~ the Board of Supervisors of Chesterfield County has for some
time considered the advantages ~6 Chesterfield County of becoming a city~ and~
WHEREAS~ the Board of Supervisors deems it advisable %o suhmit for the
consideration of the General Assembly of Virginia~ when they convene on
January 6~ 1971~ a proposed charter which would effectuate the incorporation
of Chesterfield County into the City of Gnesterfield~ and~
WHEREAS, the said proposed charter has been prepared and has been
considered by this Board~ and~
WHEREAS~ this Board has individually and collectively sought to obtain
a varied cross-section of public opinion as to the advisability of incorporating
the County of Chesterfield~ and~
WHEREAS, the overwhelming response to the public has been that Chester-
field County should become a City~
NOW, THEREFOR~ BE IT RESOLVED that this Board of Supervisors:
(1) Approves and respectfully submits the proposed charter, which is
attached hereto, to %he Legislature of Virginia ~d request that this charter
be enacted at the special session of the General Assembly which commences
January 6~ 1971.
(2) Requests that the legislatRve representatives of Chesterfield
County do everything in their power to obtain fa-¥orable action on this charter.
(3) Requests that all the citizens of Chesterfield County who are in
favor of Chesterfield County being incorporated inform their legislative
representatives and any other legislative representatives whom they know in
order to obtain favorable action on this proposed charter.
(4) Directs the Commonwealth's Attorney and Executive Secretary of this
County to do any and all things necessary to see that this matter is properly
brought to the attention of the upcoming sDecial session of the General Assembly~
On motion of Pit. Dietsch, seconded by Mr. Apperson, it is resolved that this Board
adjourns at 6:00 P.M. to ~2~00 p~M. on January 8~ 1971.
