Purdy VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on April 7, 1971 at 7:30 P.~. Also Present: Mr. Oliver D. Rudy, Comm. Atty. Mr. M. W. Burnett, Exec. Sec'y Mr. John E. Longmire, Asst. Exec. Mr. Robt. A. Painter, Co. Eng. On motion of Mr. Apperson, seconded by ~r. Browning, it is resolved that the minutes of March 10, 15 and 24, 1971 be and the same are hereby approved. The Executive Secretary presented the budget for the year 1971-'72 and stated that same had been advertised for public discussion at this time. Mr. H. Franklin Taylor, III, from Henrico County requested that more softball fields be provided and states that many Chesterfield teams are using the lighted fields in the City of Richmond. Mr. George H. Heller, President C. E. A raises certain questions concerning the salary schedule for the coming year. It was stated that on the advice of the School Superintendent and with the passage of the budget the teacher salary range would be $7,000 to $11,200. Mr. Henley and Mr. Wolf raised certain questions about financing the County Airport. Upon further consideration and on motion of ~r. Browning, seconded by Mr. Apperson, it is resolved that, WHEREAS, a tentative budget in the amount of $42,987,968.00 for the fiscal year ending June 30, 1972 was advertised in the Richmond Times-Dispatch and the Richmond News Leader on March 27, 1971 and April 7 1971 was set as the date ~of the public hearing on said budget, ' · NOW, THEREFORE, BE IT RESOLVED, that this Board of Supervisors of Chesterfield County, Virginia, held public hearings in accordance with the resolution passed on March 24 1971 for informative purposes on a contemplated budget for the fiscal year 19~1-72. This budget is for informative and fiscal planning purposes and it is not approved, adopted or ratified by the Board of Supervisors. A vote being taken on the resolution _ all vote Aye. On motion of Mr. Appe'rson, seconded by Mr. Dietsch, it is resolved that this Board doth fix the tentative County and District levies for the year 1971 on each$100.00 assessed and liable for such levies for the purpose of meeting the requirements of the County budget, to-wit: Bermuda Magisterial Dist. $3.10 Clover Hill Mag. All of the Board members vote Aye. There was presented a plat on the Rolling Hills Subdivision, Sect. showing a strip of land 18 feet in width dedicated to the County of Chester- field and it was further cited that certain improvements had to be made at the intersection of Licking Creek and Belmont Road by the Highway Department and that the Highway Department had requested the use of a portion of this County-owned strip. Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that this Board concurs with the recommendations of the Executive Secretary and allows the Highway Department to use any part of this 18-ft. strip lying on the south side of Bel~aont Road, provided the County retains the right to put in utility lines at no exDense~to the County. On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that the Executive Secretary be and he hereby is authorized to sign Certificate No. 1979 · issued by the State Water Control Board to the Board of Supervisors concerning Centralia lagoon, provided the Commonwealth,s Attorney approves same. On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that the Executive Secretary be requested to write to Representatives in Congress asking that they support the County's effort in keeping the General Equipment Testing Agency. from being moved from the Fort Lee Area. On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that Mr. Lynn Newcomb and Lt. John Simmons be authorized to attend the Virginia ~ Statewide Safety Conference to be held in Roanoke in May, 1971. It was cited that the Board had recieved copies of the budget request of the Sheriff and the Treasurer given to the Compensation Board. On motion of Mr. Browning, seconded by Mr. Martin it is resolved that the ~ following game claims be and they hereby are approved for payment. Mary Pulliam 13 rabbits killed by dogs Frank I. Variance be given to Mr. Ollie J. Francisco to build a dwelling on Parcel 3 · ~ of Map Sec. 22 which parcel faces a .road not in the State Secondary System. It is understood that the County has no responsibility for improving or maintaining Said road. On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that the County pay to the Capital Region Park Authority $1,950.00, being its share of expenses of this Authority to June 30, 1971 -· It is understood that the Authority will be terminated as of April 15, 1971. On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that the following erroneous tax claims be and they hereby are approved for payment: Virginia W. Catalina $10.88 Marie King 6100 Strathmore Road Richmond~, Virginia Property in annexed area- Taxes paid to City of Richmond $28.56, On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the sum of $10,000.00 be transferred from the unappropriated surplus of the General County Fund to ll-093-Mental Health Program, to cover the cost of said program for the remainder of this fiscal year. On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that this Board go into Executive session to discuss the employment of a Recreation Director.
