3. JLARC PRESENTATION, VIRGINIA’S K-12 FUNDING FORMULA 63

Ms. Natalie Spillman introduced Mr. Mark Gribbin, the JLARC 65
Chief Legislative Analyst, to present information relative to 66
Virginia’s K-12 Funding Formula from JLARC. 67

County Discussion topics included: an appreciation of the JLARC 1
study and the presentation especially the student based 2
formula, special ed and English language learners; an overview 3
of the recommended formula changes & state budget impact; 4
Chesterfield County shouldn’t be underfunded by their peers; 5
the need to look at results; a belief that the county is funding 6
schools properly but it is being underfunded by the state; a 7
reminder this funding impacts operations at the schools; 8
thankful for the commitment of both boards over the last four 9
years to find funding; the County looks forward to assistance 10
from the State to make sure we have what is needed in the 11
classrooms; and, an ask to make the JLARC presentation as part 12
of the record. 13

Legislative Delegation Discussion centered around a 15
confirmation that education is one of the hot topics discussed 16
at the state level, and an appreciation of the detailed 17
presentation. 18

School Discussion topics included: an appreciation of the study 20
and the presentation; a review of the student based formula; 21
an overview of what “at risk” means to JLARC; encouragement to 22
the current and newly elected legislative delegation to have 23
pride in our state; a highlight of the collaborative nature of 24
the work of the two Chesterfield Boards to fill the gap from 25
State; concerns expressed that the school division needs only 26
keep increasing; and, an appreciation of the legislation for 27
their work and time listening at the concerns. 28

Mr. Shawn Smith and Ms. Spillman provided an update relative 33
to the 2024 legislative program to members of the legislative 34
delegation. 35

Mr. Carroll and Ms. Coker congratulated the newly elected 39
members, thanked the delegation and provided closing remarks. 40
