06-14-1971 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on June 14, 1971 at 7:30 P.M. Present: Also Present: Mr. Irvin G. Horner, Chairman Mr. M. W. Burnett, Exec. Secretary Mr. H. O. Browning, Vice-Chr. Mr. J. Ruffin Apperson Mr. F. F. Dietsch Mr. A. R. Martin Mr. C. J. Purdy The Chairman explains that this is the time set for reviewing, with the officials of each Fire Company, the policies suggested to be established for the more efficient operation of Chesterfield Fire Departments. The Executive Secretary read the Policy statements. Chief Anderson, of the Wagstaff. Fire Department states that the $25.00 limit on accidents is too small and should be changed. Chief Van Bowen, who is speaking for the majority of theChiefs, states that the dollar amount is relatively unimportant and that the responsibility of the accident is the main question involved. Mr. Cooper, President ~agstaff Fire Department, raised the following questions: 1. Will Chief Eanes write the specifications for each Fire Department? It was the Board's understanding that the Chief of the Department would write all specifications, primarily those involving fire trucks~ 2. On Items 2, 3, and 4, Mr. Cooper had no re~l objections. 3. On the operational policy suggestions, Mr. Cooper had no objections to 1 and 2~ however, on officer qualifications he asked how the qualifications would be determined. Chief Eanes states that the Training Officer with the District Chief will set the standards for all jobs. ~[r. Purdy suggested that the word "approved" be changed to "certified". Where- upon, Mr. Cooper agrees that this will be in order. Mr. Cooper questions the intent of Item 4 and some discussion ensued concerning the changing of this paragraph. ~ Chief Vincent of Midlothian, states that the $25.00 on accidents should be deleted in favor of an outline as to what types of damage should be reported. Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that the Board adopts the following Policy Amendments: 1.' The Chief of the Department (Chief Eanes) will be responsible for writing the specifications and sending requisitions to the Purchasing Officer, who will purchase materials for the Fire DeDartment in the same manner as purchases are made for other departments. 2. Ail Fire Department personnel shall fill out all necessary insurance forms on every accident where the daraage to 'the County vehicle~ $25.00 or more and where there is any damage to other property. The District Fire Chief shall be responsible for filing accident reports for his department.. 3. In the location or relocation of fire departments, the Board of Supervisors shall pay due consideration to recommendations from the Fire Departments of adjacent districts, the County Fire Chief and the Southeastern Underwriters. 4. The Fire Committee of the Board of Supervisors will meet at least once every twc months and through the Fire Chief will maintain a close liaison with the District Fire Chiefs. All problems of any nature shall be submitted to the Fire Chief who will then present same to the Executive Secretary and the Fire Committee who will make recommendations to the Board of Super- visors for action. In the operation of the Fire Department it will be the policy to: i. FI~E GROUND OPERATIONS To improve the fire fighting procedures, County Chiefs may take charge of fires at their discretion or when they deem it prudent, after properly changing command with the original officer in~ charge. This will give complete authority to direct all 9ersomnel taking part in the operation. - 2. POST-MORTEM Critiques must be held on all fires of consequemce a'L whic~ a County Chief is presentj This will aid in the pointing out of good procedures as well as bad procedures so that companies may recognize mistakes that are made and will be complimented for good procedures. 3. OFFICER QUALIFICATIONS 4e Dach operational officer in the Fire Department; District Chief, Assistant District Chief, Captain, Lieutenant and Engineer will be required to meet certain performance and training standards. These standards are to be established by the Training Office'- with the District Chief. Before.taking office the proficiency of all officers elected or appointed must be certified~by the Chief of the DepartmentJ This will stimulate more training and better coordination of joint fire fighting efforts. It is understood that the County Fire Chief in conjunction with district Chiefs involved and the Fire Committee shall have the right to change first-due areas for all fire departments. Ail vote Aye. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved t~at this Board go into Executive Session to hear personnel matters and a report from our Counsel concerning Court litigation.
