The Chairman states that this is a continued hearing on Modular Homes and
Trailer Parks and a general discussion on the status of tlhese two ordinances
is held by the Board.
On motion of Mr. ADperson, seconded by Mr.=Purdy, it is resolved that after
the effective date-of this ordinance no premises shall be used for t}'},e location
of mobile homes provided, however, that nothing herein shall prohibit those
persons who have located a mobile home in an R-2 district by virtue oz a use
permit so long as it may be granted consecutively by the Board of Zoning
Appeals and provided further that after the effective date of this ordinance
a use permit may be granted for the original location of a mobile home in an
R-2 district by the Board of Supervisors, which permit shall specify the
location of such trailer on the premises and assure compliance with health
and sanitary requirements of the County. The permit shall be valid for a
period not to exceed two (2) years. At tile expira'~,ion of the time sDecified .
on the permit a new application may be made for a new use permit. The Board ~'
of Supervisors may take action on such renewal application without prior
notice being published in a newspaper of the date the Board will act on such
application and no notice to adjoining landowners shall be required unless
directed by the Board of Supervisors.
The foregoing is ~ change in Section 17-5 in the paragraph entitled:
"Mobile Homes and Modular Homes or Units Prohibited".

Mr. Bill Usry, an official of USCO states that a 5 and 12 roof may be
obtained by hinging the roof at about $600 to $700 extra, that modular
homes are built to the BOCA Code and that trailers are constructed by an
entirely different set of rules. ~
Mr. John Davenport, Executive Secretary, Richmond Home Builders' Association,
states that the area Home Builders' approves of modular construction.
Mr. James Seifert and Mr. Zane Davis speak for the modular homes.
Mr. Richard Bullock, Executive Vice-President, National Association of BuilCing
Manufacturers, states that only one other locality in the Country has tried to
control modular housing by zoning and this was declared illegal, that this is
one way to attack the cost of plumbing in some areas which is reported to be
$14.00 per hour and risin~ rapidly and that the price gaps between conventional
built homes and modular h~mes will widen in the years to come.
Mr. Apperson states that he is wary of some modular constructioD, that units
are stacked on top of units in apparent confusion.
Mr. Purdy states that mass housing must come but when you build to price,
certainly the volume will increase[ that we need some kind of controls and
that under the present proposal no modular townhouse will be allowed.
Mr. Dietsch states that modular homes are better than some of the construction
we have now.
Upon further consideretion and on motion of Mr. A'oDerson, seconded by Mr. Martin,
it is resolved that this matter be deferred to Ju~, 23 1971. and th~ C n

On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that the
petition from Mrs. John Gilliam requesting the C & P ~elephone Company to
have some telephones in in the County changed from the Colonial Heights
exchange to the Chester exchange, be and it hereby is received and the Executive
Secretary is requested to notify the C & P TelephOne Company of this request.
There was cited to the Board the receiot of a Notice from tko State Corporation
Commission of a public hearing on July~l, 1971, of the proposed change .in the
handling of baggage, mail, newspapers, express and passenQ,,~rs on Certain routes
in the County by the James Rive~- ~us Lines. " -~ '~
There was cited the receipt of a Notice from the State Corporation Commission
that the Virginia Electric & Power Company is reqllesting a sl.~ght increase i~
the cost of electric power.
On motion of Mr. Dietsch, seconded by ~r. Browning, it is resolved 'that the
Executive Secretary send an appropriate official to Milwaukee~ ~fisconsin to
the meeting of the National Association of County O='' ' '
and appear on a Panel. =flclals to receive an award
On motion of Mr. Browning, seconded by ~lr. Dietsch, it is resolved that this
Board adjourns at 11:35 P.M. to 1:00 P.M. on June 23, 1971.
