Hold a work session on the Proposed FY2018-2022 Capital Improvement Program.
Summary of Information:
A work session on the proposed Capital Improvement Program (CIP) has been
scheduled for this date. The CIP encompasses a five-year period, FY2018-
2022, and proposes funding for new facilities, renovations and expansions of
existing facilities, transportation and technology projects.
The Proposed CIP sets forth a plan for the acquisition, development,
enhancement or replacement of public facilities to serve County residents as
guided by the adopted Public Facilities Plan. Availability of funds is driven
by the County's adherence to financial and debt management policies
established by the Board of Supervisors. Details of the plan will be reviewed
at the work session.
There is no action requested of the Board during the work session. A public
hearing on the CIP is scheduled for March 29, 2016, followed by budget
adoption on April 26th.
The County Charter requires adoption of the CIP by May 1st

Hold a work session to describe the outline of an upcoming bond refunding.
Summary of Information:
The County regularly evaluates its collective debt portfolio (general
government and schools) in order to identify outstanding issuances that can
be refinanced at a lower interest rate. Refunding candidates are evaluated
based a couple of criteria: 1) the total amount of present value savings
available, and 2) that total amount of present value savings as a percentage
of the total amount to be refunded. The County's refunding guidelines suggest
that any refunding should generate at least $500,000 in aggregate savings,
and that savings should be at least five percent of the total amount to be
refunded. Currently, the County has a candidate refinancing that meets both
tests and is scheduled to bring forth a resolution in February for Board of
Supervisors approval to proceed with the transaction. There is no action
requested at this time on this matter.

Proposal
A new elementary school, serving as replacement tothe existing Enon Elementary School, is
planned. The existing facility was constructed in 1935, with several additions constructed
thereafter. The new facility would be located on approximately 14.8 acres composed of the
existing school property /11.1 acres), property that recently acquired substantial accord approval
(3.1 acres), and the request property (O.6acres).The facility would include an educational building,
parking area, bus loop and outdoor recreational facilities, such as playground and sports fields.
This proposed location is within the existing attendance boundary for Enon Elementary School.
Capacity of the elementary school would be for approximately 750 students.
Public Facilities Plan
The proposed elementary school satisfies the criteria of location, character and extent as
specified in the Code of Virginia. Specifically, the Public Facilities Plan, an element of the
Comprehensive Plan states that the existing Enon Elementary School should be revitalized or
replaced between the years of 2014-2020. Recommended site criteria for new facilities include:
w Located on a nninirnunn of twenty (20) acnes;
* Have direct access toatleast one collector road;
w Contain the school's own athletic fields, practice areas and playgrounds for students as
well as for use by the residents in adjoining community (where appropriate); and
w Located within residential areas, not along a major arterial road or within a non-
residential area.
The redeveloped school facility will continue to access Walnut Drive, a local street within dose
proximity to East Hundred Road (e major arterial). The proposed school site is located in an
existing residential area, on e total of 14.8 acnes. Due to area buildout, obtaining additional
acreage toachieve atwenty (ZO) acre site isnot currently possible. However, Schools continues
to pursue additional acreage adjacent tothe existing school site when possible. The remaining
criteria of the Public Facilities Plan would be achieved with the preliminary site design of the
school.
Development Standards & Setbacks
Typically nonresidential development would comply with the Enon [bre Design District standards
within commercial, office orindustrial zoning districts. The applicant's request would maintain the

site's current residential zoning with substantial accord approval to permit a public school.
Therefore, building setbacks would normally comply with residential standards and parking areas
setbacks would comply with Enon Core Design District standards.
As conditioned, building and parking area improvements on the request property would be
regulated by Enon Core Design District standards for the Corporate Office (0-2) District, except
where the requirements of the underlying Residential (R-7) zoning are more restrictive or
where conditions stipulate a modified setback or buffer requirement (Conditions 2 & 3).
To address the potential impact of outdoor recreational facilities near existing dwellings,
Condition 2 contains a provision to provide a minimum setback and landscaping treatment
(Exhibit A) for outdoor recreational facilities, including playgrounds. A minimum setback and
landscaping treatment for parking areas has also been conditioned (Condition 3). Lighting for
any school facility, except security and parking area lighting, would also be prohibited.

of site construction plan development to assure the safe entrance(s) location and vehicular
turning movements. No entrances should be allowed on East Hundred Road. Any proposed
entrance on Florence Avenue should be located more than 225 feet from the edge of right-of-
way on East Hundred Road.

profound impact on the social, economic and physical character ofa neighborhood. Public
sector investment acts as a catalyst to spur private investment in these areas. The applicant's
proposal to replace the existing school facility at and adjacent to its current location would support
the Plan's general revitalization goal to encourage public facility parity throughout the County.

Note:
The following conditions were recommended by both staff and Planning Commission
1. Design District. Except where the requirements of the underlying Residential (R-7)
zoning are more restrictive, as well as the modified setback and buffer requirements
outlined in Conditions 2 and 3, development of the property shall conform to the
requirements of the Zoning Ordinance for Corporate Office (0-2) Districts in the Enon
Core Design District. (P)
2. Recreational Facility Setbacks & Buffer. All playground areas (i.e. area accommodating
swings, jungle gyms or similar such facilities) and all outdoor play fields, courts,
swimming pools and similar active recreational facilities shall be located a minimum of:
a. Thirty-five (35) feet from adjacent properties (owned by others) zoned
residential and occupied with residential use. Within the thirty-five (35) foot
setback, a buffer consisting of fencing and landscaping shall be provided in
accordance with Exhibit A. Nothing herein shall prevent development of indoor
facilities within the thirty-five (35) foot setback.
b. Fifteen (15) feet from Florence Avenue & Mayfair Drive. Within the fifteen (15)
foot setback, a buffer consisting of fencing and landscaping shall be provided in
accordance with Exhibit B. However, any swimming pool shall meet the required
minimum setback for these structures located within R Districts. (P)
3. Parking Setbacks & Buffer. All parking areas shall be located a minimum of thirty-five
(35) feet from adjacent properties (owned by others) zoned for and occupied by
residential uses. Within the thirty-five (35) setback, a buffer consisting of fencing and
landscaping shall be provided in accordance with Exhibit A. (P)
4. Lighting. Other than security and parking area lighting, there shall be no exterior lighting
for any facilities located on the property. (P)

WHEREAS, the Boy Scouts of America was incorporated by Mr. William
D. Boyce on February 8, 1910, and was chartered by Congress in 1916;
and
WHEREAS, the Boy Scouts of America was founded to build character,
provide citizenship training and promote physical fitness; and
WHEREAS, after earning at least 21 merit badges in a wide variety
of skills including leadership, service and outdoor life, serving in a
leadership position in a troop, carrying out a service project
beneficial to their community, being active in the troop, demonstrating
Scout spirit, and living up to the Scout Oath and Law, Mr. Joseph
Alexander Cramer, Troop 800, sponsored by Bethel Baptist Church, and
Mr. JohnRyan G. Irvin, Troop 2877, sponsored by Chester Presbyterian
Church, have accomplished those high standards of commitment and have
reached the long -sought goal of Eagle Scout, which is received by only
four percent of those individuals entering the Scouting movement; and
WHEREAS, growing through their experiences in Scouting, learning
the lessons of responsible citizenship, and endeavoring to prepare
themselves for a role as leaders in society, Joe and JohnRyan have
distinguished themselves as members of a new generation of prepared
young citizens of whom we can all be very proud.

WHEREAS, participation in high school sports has long been an integral
part of Chesterfield County's educational, physical and emotional development
for students; and
WHEREAS, Mr. Michael Blankenbecler completed his third season as head
coach of the James River High School Varsity Boys Volleyball Team and was
named Conference 3 Coach of the Year and VHSL 6A State Coach of the Year; and
WHEREAS, under Coach Blankenbecler's guidance and direction, along with
his staff, Ian McClure, Ned Flemming, and Jay Wu, the 2016 James River Rapids
finished the season with an overall record of 19-1; and
WHEREAS, through determination and hard work, the James River High
School Boys Varsity Volleyball team won their second straight VHSL 6A State
Championship by defeating Cosby High School at the Siegel Center on November
17, 2016; and
WHEREAS, Kyle Brumbaugh was named Conference 3 Player of the Year, Metro
Player of the Year, and VHSL 6A State Player of the Year; and
WHEREAS, the team members are seniors Kyle Brumbaugh, Hampton McClellan,
Luke Wynne, Sean Pinney, Ryan Barock, Danny Barock, Cabell Early, Jackson
Griffith; juniors Adair Moore, Gavin Wolfe, Brian Baum, Will Daniels; and
sophomores Tanner Lewis, Jonas Wilkey, Ryan Plonski, and Mattias Cosmo.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of

resolution celebrating the 100th anniversary of the 1917 Courthouse on

RECOGNIZING THE 100TH ANNIVERSARY OF CHESTERFIELD COUNTY'S 1917 COURTHOUSE
WHEREAS, the cornerstone for the Chesterfield County's Historic 1917
Courthouse was laid on October 26, 1917, and the county will celebrate the
100th anniversary of this occasion in 2017; and
WHEREAS, the Historic 1917 Courthouse is a point of pride in our
community, and one that we treasure and hope to preserve for future
generations; and
WHEREAS, the 1917 Courthouse is a Chesterfield County Historic
Landmark, a Virginia Historic Landmark and on the National Register of
Historic Places; and
WHEREAS, the 1917 Courthouse sits on the same site where the first
colonial courthouse, built in 1749, was once located; and
WHEREAS, in 1916, plans were made to demolish the 1749 courthouse and
replace it with a larger and more modern one; and
WHEREAS, this decision was met with opposition from some residents,
and resulted in the first preservation struggle in Chesterfield County,
which was ended when the Board of Supervisors elected to construct the new
building, which was opened after only eight months of construction; and
WHEREAS, the courthouse is an excellent example of the Colonial
Revival style of architecture, with four prominent Roman Doric columns and
portico, crowned with an octagonal belfry, and an interior courtroom that
boasts the original woodwork; and
WHEREAS, for many years, the cupola contained a bell from the 1749
courthouse, which is the oldest historic artifact in Chesterfield County
and three years older than the Liberty Bell; and
WHEREAS, as part of this centennial commemoration, the Chesterfield
County's 1917/1918 Centennial Committee plans to replace the 1749 bell
with a restored bell; and
WHEREAS, the 1749 bell will be stabilized and placed on permanent
display in the Chesterfield County Museum to preserve it for the future,
and so that Chesterfield County residents can remember when it was rung
when court was in session; and
WHEREAS, the cornerstone of the building was inscribed with the name
of the Board of Supervisors at that time, and was laid by members of the
Masons on October 26, 1917; and
WHEREAS, as part of the ceremony on October 26, 1917, a county fair
was held, there were speeches by politicians, and 100 men who had been
drafted for the World War I effort were camped on the courthouse green;
and
WHEREAS, the Chesterfield County's 1917/1918 Centennial Committee also
is planning a special event on Thursday, October 26, 2017, to commemorate
the day that the cornerstone was laid in 1917; and
WHEREAS, as part of this day, there will be the unveiling and ringing
of the new reproduction courthouse bell, a new display of the 1749 bell in
the Chesterfield County Museum, a new interpretive sign will be unveiled
and a reenactment of the first case in the courthouse will be performed;
and
WHEREAS, the Chesterfield County Historic 1917 Courthouse and WWI
Committee and Fort Lee will be partnering during this commemorative year,
since Fort Lee also is celebrating its 100th anniversary; and
WHEREAS, Chesterfield County residents should feel pride that the
1917 Courthouse represents a revered, important, and well-preserved
historic building, that is part of other preserved buildings on the
courthouse green, including the 1828 Clerk's Office, the 1889 Clerk's
Office and 1892 Old Jail; and
WHEREAS, renovations to the 1917 Courthouse were completed and the
building was re -dedicated in 2014, and it continues to be used to hear
cases by the Chesterfield County Courts as well as being used for numerous
events.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors, this 25th day of January 2017, publicly recognizes
Chesterfield County's 1917/1918 Centennial Committee, and commends its
efforts to preserve the 1749 bell, and celebrate the 100th anniversary of
the Historic 1917 Courthouse on October 26, 2017, extends on behalf of its
members and the citizens of Chesterfield County, appreciation for the

RECOGNIZING MAJOR KEVIN L. SMITH UPON HIS RETIREMENT
WHEREAS, Major Kevin L. Smith retired from the Chesterfield County
Police Department on January 1, 2017, after providing 35 years of outstanding
quality service to the citizens of Chesterfield County; and
WHEREAS, Major Smith's history with the Chesterfield County Police
Department began over 38 years ago in 1978 when he became a member of Law
Enforcement Explorer Post 609 at the age of 15; and
WHEREAS, Major Smith has faithfully served the county in the capacity of
Police Explorer, Police Dispatcher, Patrol Officer, Sergeant, Lieutenant,
Captain, and Major; and
WHEREAS, during his tenure, Major Smith served in various positions,
including Field Training Officer, General Instructor, Explorer Post Advisor,
Lead Shift Sergeant, Forensic Sergeant, Training Academy Lieutenant, Patrol
Shift Commander, Night Watch Commander, South Division Commander, and
Commander of the Uniform Operations Bureau; and
WHEREAS, Major Smith earned a Chief's Commendation for his integral role
in the successful implementation of a Booking Technician Program in the
Police Records Unit; and
WHEREAS, Major Smith was recognized with the Mason T. Chalkley
Supervisory Concern for People Award for developing the skills, decision-
making abilities, and confidence of the forensic technicians, thereby
increasing the efficiency and versatility of the Forensics Unit; and
WHEREAS, Major Smith has been a dedicated supporter of Law Enforcement
Explorer Post 609 and has served in many support roles, including advisor for
16 years, member of the oversight board, and chairman of the steering
committee, and he was recognized with a Special Achievement Award and later a
Unit Citation for his role as Post Advisor to Law Enforcement Explorer Post
609, which provides young adults opportunities to explore law enforcement
careers; and
WHEREAS, Major Smith received the Meritorious Service Award for his
dedicated work while serving as a member of the Police Department Memorial
Committee, after the committee worked diligently to design, fund, and
contract for the construction of a permanent memorial to honor Chesterfield
County Police Department officers killed in the line of duty; and
WHEREAS, Major Smith received the Meritorious Service Award for his
leadership and contributions on the Centennial Committee, which was tasked
with developing a plan to research, document, and celebrate the Chesterfield
County Police Department's 100 -year anniversary and to create a new
department mission, vision, and values statement; and
WHEREAS, Major Smith was recognized for the implementation of a Hispanic
Liaison Officer to foster better communications with the Hispanic community;
and
WHEREAS, Major Smith and his fellow dedicated team members were
recognized with an Achievement Award for their efforts in the evaluation and
successful implementation of a new 12 -hour shift schedule within the
Chesterfield County Police Department; and
WHEREAS, Major Smith is recognized for his communications and human
relations skills, his work ethic, and his teamwork, all of which he has
utilized within the Chesterfield County Police Department and in assisting
citizens of Chesterfield County during his exemplary career; and
WHEREAS, during his tenure, Major Smith has received numerous letters of
commendation, thanks, and appreciation for services rendered; and
WHEREAS, Major Smith has provided the Chesterfield County Police
Department with many years of loyal and dedicated service; and
WHEREAS, Chesterfield County and the Board of Supervisors will miss
Major Smith's diligent service.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of

The Board of Supervisors is requested to nominate/ appoint a new member to
serve on the Personnel Appeals Board.
Summary of Information:
The purpose of the Personnel Appeals Board is to hear employee grievances
relating to disciplinary actions or discriminatory application of county
personnel policies. The Personnel Appeals Board has the ability to modify
or reverse disciplinary decisions of department directors.
An employee who has a grievance shall initially discuss the complaint with
his supervisor (Step 1). If the supervisor's response does not resolve the
issue, the employee may file a grievance with the department director (Step
2). If the director's response does not resolve the issue, the employee may
request a review by the County Administrator (Step 3) . If the first three
steps of the grievance process fail to resolve a grievance, the grievant may
request a panel hearing of the Personnel Appeals Board (Step 4). Personnel
Appeals Board appointments are for a three-year term and are not related to
residing in a particular magisterial district.

Mr. Steven Bowman's second term on the Personnel Appeals Board expired on
December 31, 2016, and he is not eligible to serve another term. The Board
of Supervisors is requested to nominate and appoint Mr. Charles Maguire to
serve the next full term, which would begin immediately upon appointment and
end on December 31, 2019. Mr. Maguire, who resides in Chesterfield County,
has indicated his willingness to serve.

Request that the Board suspend the rules and simultaneously nominate/
reappoint Mr. Jim Daniels and Ms. Dorothy Jaeckle to serve on Virginia's
Gateway Region Board.
Summary of Information:
The purpose of Virginia's Gateway Region Board is to assist the Counties of
Chesterfield, Dinwiddie, Prince George, Surry and Sussex and the Cities of
Colonial Heights, Hopewell and Petersburg in their efforts to enhance the
economic development opportunities for participating communities within the
Virginia's Gateway Region service area.
The term of Mr. Jim Daniels and Ms. Dorothy Jaeckle will be effective March
1, 2017, and will expire February 28, 2018. The Board received a request
from Mr. Daniels for reappointment. No additional applications were
received. Board members concur with the reappointments.

Advisory Board (AAB), representing the Bermuda and Clover Hill Districts.
Summary of Information:
Terms for two of the five district representative members to the AAB expire
on February 14, 2017. Terms are for three years, staggered amongst the AAB
membership.
The members seeking reappointment are Mr. Richard L. Young, III, Bermuda
District, and Mr. Alfred Dillard, Clover Hill District. No additional
applications were received for either district. The terms would be effective
February 15, 2017, and expire February 14, 2020. Ms. Jaeckle and Mr. Winslow
concur with the reappointment of Mr. Young and Mr. Dillard.
Under the existing Rules of Procedure, appointments to boards and committees
may be nominated and appointed at the same meeting. Nominees are voted on
in the order in which they are nominated.

RECOGNIZING FIREFIGHTER DONALD Y. NOBLES II
UPON HIS RETIREMENT
WHEREAS, Firefighter Donald Y. Nobles II retired from the Chesterfield
Fire and Emergency Medical Services Department, Chesterfield County, on
January 1, 2017; and
WHEREAS, Firefighter Nobles attended Recruit School #20 in 1989 and has
faithfully served the county for over 27 years in various assignments as a
firefighter at the Dutch Gap, Buford Road, Matoaca, Forest View Rescue Squad,
Wagstaff, Manchester, Clover Hill, Chester, Manchester Rescue Squad and
Courthouse Fire and EMS Stations; and
WHEREAS, Firefighter Nobles served as a Flight Paramedic with the
Virginia State Police Med-Flight 1 program; and
WHEREAS, Firefighter Nobles became the first employee to graduate from
the University of Virginia's accelerated Critical Care Paramedic Program in
2008; and
WHEREAS, Firefighter Nobles became one of the first EMS Field Training
Officers for the department while serving as a Paramedic assigned to the
Forest View Rescue Squad; and
WHEREAS, Firefighter Nobles was recognized with an EMS Lifesave Award
and a Unit Citation Award in June 2006 after providing exemplary lifesaving
measures to a patient in cardiac arrest; and
WHEREAS, Firefighter Nobles was presented the Shining Knight Award from
the Virginia Commonwealth University Health System Trauma Program for his
exemplary patient care during a Med-Flight response to assist Goochland
County Fire -Rescue with a motor vehicle accident in April 2015, and the award
recognizes the systems approach to trauma care in Central Virginia that
resulted in the saving of a life; and
WHEREAS, Firefighter Nobles was awarded the Chesterfield Fire and
Emergency Medical Service Department Medal of Valor, as well as an EMS Unit
Citation, for his heroic actions during a structure fire on Wicklow Lane in
January 2016, removing a trapped victim down a ladder from a second -story
window, and then providing advanced life support care to the patient; and he
was also presented with the Richmond Retail Merchants Association Valor Award
for his actions.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors recognizes the contributions of Firefighter Donald Y. Nobles II,
expresses the appreciation of all residents for his service to the county,
and extends appreciation for his dedicated service and congratulations upon
his retirement.

RECOGNIZING MRS. JULIE L. TILLEY UPON HER RETIREMENT
WHEREAS, Mrs. Julie L. Tilley was hired by Chesterfield County in August
1998, in the Department of General Services, Environmental Division, as a
customer service representative; and
WHEREAS, in August 2004, Mrs. Tilley was promoted to secretary at the
Chesterfield County Airport; and
WHEREAS, in 2005, Mrs. Tilley was an example of teamwork, commitment and
dedication in the aftermath of Hurricane Isabel, as she volunteered to work in
the field as an inspector to bring relief to Chesterfield County citizens; and
WHEREAS, in 2006, Mrs. Tilley was instrumental to the success of the Airport
Planning Conference, served as facilitator for the Radio Shop Planning
Conference, and was commended for her dedication in assisting with the monthly
Leadership Group meetings; and
WHEREAS, in 2012, Mrs. Tilley was selected as the Employee of the Year for
the Airport by her peers; and
WHEREAS, Mrs. Tilley demonstrated her commitment to the county and
contributed to a positive work environment by supporting the county's goals,
values and objectives, as well as providing quality service; and
WHEREAS, Mrs. Tilley contributed toward the goals of Total Quality
Improvement (TQI) by continually updating her skills and practicing those skills
on the job, while always seeking ways to improve; and
WHEREAS, Mrs. Tilley was always willing to assist co-workers by being a team
player with a positive attitude, tremendous compassion, and a willingness to help
others recognize their own strengths by sharing her knowledge and skills; and
WHEREAS, Mrs. Tilley participated in focus groups and developed processes to
improve services to Chesterfield County citizens; and
WHEREAS, Mrs. Tilley was a volunteer liaison for the Department of General
Services and also served as lead in several community service projects; and
WHEREAS, Mrs. Tilley volunteered her time and talents to Airport events each
year, such as the many airshows held at the Airport during her tenure; and
WHEREAS, Mrs. Tilley never met a stranger; she made customers feel at ease,
while displaying exceptional customer service skills; and she was invariably
polite and courteous to customers and always presented herself in a professional
manner.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors recognizes the outstanding contributions of Mrs. Julie L. Tilley,
expresses the appreciation of all residents for her service to Chesterfield
County, and extends appreciation for her dedicated service to the county and

WHEREAS, Mr. William B. Vier, II retired from Chesterfield County
Utilities Department on October 1, 2016; and
WHEREAS, in 1981, Mr. Vier began his public service with Chesterfield
County working as an Engineering Assistant I; and
WHEREAS, Mr. Vier received several promotions while working for the
department that included serving as a Senior Engineering Assistant, a
Principal Engineering Assistant, an Engineer and a Senior Engineer from 2003
until his retirement; and
WHEREAS, Mr. Vier continued his education by taking courses in civil
engineering and public management and receiving a Certificate in Public
Management in July 1994; and
WHEREAS, Mr. Vier has been recognized by customers for his courtesy and
assistance in resolving issues and providing information related to the
utilities on private development projects and for the time, effort and
thoroughness of the information he provided; and
WHEREAS, Mr. Vier also was praised for his timeliness of reviews,
thoroughness and concern for quality and professionalism as part of the
Community Development plan review team; and
WHEREAS, Mr. Vier was commended for his willingness to provide customer
service above and beyond expectations by reviewing critical projects and
providing feedback in the same business day; and
WHEREAS, Mr. Vier focused on and provided world-class customer service
by consistently meeting or exceeding expectations and by assuring that all
customers' needs and expectations were met in an expeditious, courteous and
effective manner.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors recognizes Mr. William B. Vier, II, and extends on behalf of its

RECOGNIZING MRS. SANDRA K. SEBOLT UPON HER RETIREMENT
WHEREAS, Mrs. Sandra K. Sebolt retired from the Chesterfield County
Utilities Department on December 30, 2016; and
WHEREAS, Mrs. Sebolt began her public service with Chesterfield County
on December 8, 1986, as a meter reader for the Chesterfield County Department
of Utilities; and
WHEREAS, on October 31, 1988, Mrs. Sebolt was promoted to an inspector
trainee and one year later, a senior utility inspector for the construction/
inspection section and was the first female inspector for the department; and
WHEREAS, on January 16, 1996, Mrs. Sebolt transferred to the wastewater
pretreatment section of the department where she served as an engineering
assistant for two years; and
WHEREAS, on November 14, 1998, Mrs. Sebolt returned to the construction/
inspection section as a senior utility inspector, where she faithfully served
the department and the county until her retirement; and
WHEREAS, with continuous improvement and education throughout her
career, Mrs. Sebolt achieved certifications and accrued many training hours
to stay abreast of the latest technology associated with utility inspection,
erosion control and construction practices for both water and wastewater
systems; and
WHEREAS, Mrs. Sebolt possessed superior knowledge of the department's
many processes and procedures and used effective communication skills to
successfully resolve difficult issues affecting communities and individual
citizens through her patience, compassion and dedication to excellent
customer service; and
WHEREAS, Mrs. Sebolt inspected a wide variety of water and wastewater
infrastructure projects such as water and wastewater pumping stations, both
small and large utility -line work and elevated water -storage tanks while
earning the admiration and respect of contractors, engineers, developers and
her peers, all with whom she worked on a daily basis to ensure the highest
quality of construction for the installation of the utility infrastructure,
including the construction of numerous critical facilities that continue to
serve the utility system to this day; and
WHEREAS, throughout her career with Chesterfield County, Mrs. Sebolt
displayed dependability, aptitude, good character and the ability to inspect
water and wastewater installations with efficiency, credibility and with a
sustained dedication to providing excellent customer service to the citizens
of Chesterfield County.
NOW THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors recognizes Mrs. Sandra K. Sebolt and extends on behalf of its
members and the citizens of Chesterfield County, appreciation for over 30

RECOGNIZING MR. MICHAEL T. "MIKE" YEATTS UPON HIS RETIREMENT
WHEREAS, Mr. Michael T. "Mike" Yeatts will retire as Employee Relations
Manager with the Department of Human Resources on February 1, 2017, after
almost 35 years of service to Chesterfield County; and
WHEREAS, Mr. Yeatts began his career in Chesterfield County in 1982 as a
marketing specialist for Mental Health Support Services after earning an
undergraduate degree from James Madison University and a master's degree from
Virginia Commonwealth University; and
WHEREAS, Mr. Yeatts was promoted to program supervisor in 1986; and
WHEREAS, Mr. Yeatts' exemplary performance and service moved him through
the ranks, earning him a position with Human Resources as a Senior Analyst, a
promotion to Human Resources Administrator, and a promotion to Human
Resources Manager; and
WHEREAS, Mr. Yeatts has provided 26 years of dedicated service to the
Department of Human Resources; and
WHEREAS, Mr. Yeatts was a key contributor in Human Resources providing
solid leadership of the employee relations function for the county, which had
a positive impact on the work environment; and
WHEREAS, Mr. Yeatts was a key contributor in development, implementation
and improvement of numerous programs, processes and policies, including the
organizational climate assessment and employee engagement survey, a new
Employee Development program, Reduction -in -Force procedures, the summer
internship program, Nuts and Bolts of Supervision training, a Paid Time Off
program, and the Human Resources Annual Report; and
WHEREAS, Mr. Yeatts provided hundreds of employee relations
consultations and educational opportunities to managers and employees; and
WHEREAS, Mr. Yeatts implemented changes to the background check program
that involved an ordinance change; and
WHEREAS, Mr. Yeatts actively served on the Workplace Violence Resource
Team, Health and Safety Steering Committee and HR Recognition team; and
WHEREAS, Mr. Yeatts spearheaded a Request -For -Proposal (RFP) team to
identify a cost effective Employee Assistance Program (EAP) vendor that
provides quality services and saved the county and schools over $100,000; and
WHEREAS, Mr. Yeatts assisted with the Pandemic Influenza policy and
process, which resulted in the county receiving a National Association of
Counties (NACo) award for this program; and
WHEREAS, Mr. Yeatts developed a countywide smoking policy that met
Leadership in Energy and Environmental Design (LEER) requirements; and
WHEREAS, Mr. Yeatts achieved outstanding professional recognition
through certification as a Compensation Professional, Senior Professional in
Human Resources, SHRM-Senior Certified Professional, and a Professional
Mediator; and
WHEREAS, more than anything, Mike Yeatts has been a committed human
resources professional and a loyal friend and colleague to many, whose
patience, kindness and knowledge leaves a legacy for us at the county; and
WHEREAS, the Department of Human Resources is very happy for Mr. Yeatts
and wishes him all the best during his retirement; and
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of

D. Boyce on February 8, 1910, and was chartered by Congress in 1916;

WHEREAS, the Boy Scouts of America was founded to build character,

WHEREAS, after earning at least 21 merit badges in a wide variety
of skills including leadership, service and outdoor life, serving in a
leadership position in a troop, carrying out a service project
beneficial to their community, being active in the troop, demonstrating
Scout spirit, and living up to the Scout Oath and Law, Mr. Camillo R.
Desantis, Jr., Mr. Richard R. Dotson, Mr. Benjamin B. James, Mr. Kevin

RECOGNIZING CHESTERFIELD EMPLOYMENT SERVICES ON ITS 40TH ANNIVERSARY
WHEREAS, Chesterfield Employment Services (CES), a program of the
Chesterfield Department of Mental Health Support Services, has provided training
and employment opportunities to citizens with disabilities for 40 years; and
WHEREAS, CES began as Chesterfield Occupational Center in 1976 on Hull
Street Road by parents looking to provide employment opportunities for their
children with disabilities initially serving four individuals; and
WHEREAS, CES expanded over the next decade to serve more than 70
individuals, becoming Chesterfield Vocational Services and relocating to
Whitepine Road; and
WHEREAS, CES began placing individuals in community businesses in 1987,
implemented a transition plan in 1991 to move out of the sheltered workshop and
solely into community businesses, and in 1996 became Chesterfield Employment
Services; and
WHEREAS, CES has been a leader in the field of supported employment, being
one of five sites in Virginia to participate in the original Person -Centered
Planning Grant that introduced the supported employment concept to the state and
was the first organization in Virginia to implement the Project SEARCH transition
model; and
WHEREAS, CES has won awards from APSE (Association of People Supporting
Employment First) and NACo (National Association of Counties) and has maintained
continuous Commission on Accreditation of Rehabilitation Facilities (CARF)
certification since 1997; and
WHEREAS, CES has presented at AAIDD (American Association on Intellectual
and Developmental Disabilities) and NADD (National Association for the Dually
Diagnosed) Conferences on Transitional Supported Employment and working with
persons with Dual Diagnoses; and
WHEREAS, CES partnered with Virginia Commonwealth University to train staff
on Customized Employment through class instruction and mentoring, focusing on
talents of individuals while negotiating employment, thereby improving the
experience for individuals and employers alike; and
WHEREAS, CES has maintained long-term positive relationships with many
businesses within the community including Chesterfield County, UPS Freight,
Cintas Uniform Rentals and Ingram Book Distribution; and
WHEREAS, CES has successfully assisted individuals with disabilities seeking
employment, independence and purpose for four decades with the average longevity
in group employment being 14 years and eight years in individual placement,
including several individuals participating for over 30 years.
NOW THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors recognizes the outstanding contributions of Chesterfield Employment
Services and extends appreciation, on behalf of its members and the citizens of

The Board of Supervisors is requested to: 1) accept a grant and appropriate
funding up to $300,000, as anticipated grant funding reimbursements, from the
Virginia Department of Environmental Quality and authorize the County
Administrator to execute any necessary documents; 2) award the construction
contract to Capitol Carbonic Gas Corporation T/A Harbor Dredge & Dock in the
amount of $586,385; and 3) authorize the Director of Purchasing to execute
the necessary documents.
Summary of Information:
The James River High School BMP Retrofit Project was identified in the
Capital Improvement Program for FY2015 as a means for county compliance
towards the Chesapeake Bay Total Maximum Daily Load (TMDL). The proposed
project includes retrofitting three stormwater treatment facilities located
at James River High School. The pollutant reduction as a result of the
proposed retrofits will be credited towards the county's stormwater
regulatory responsibilities under Chesapeake Bay TMDL.

Authorize the Director of Purchasing to enter into a contract with
Correctional Medical Services for the procurement of Correctional Nursing
Services for the Chesterfield County Jail.
Summary of Information:
The Purchasing Department issued a solicitation on behalf of the Sheriff's
Office for Correctional Nursing Services. Correctional Medical Services
submitted a comprehensive proposal for Nursing Services, and after review of
all proposals, Correctional Medical Services was deemed to have presented the
most favorable proposal for the County's needs. The contract will replace the

contracted staffing, with an option to increase contracted services in the

to convert existing staff and provide the contracted service. Upon approval
of the current staffing portion of the contract, six positions will be
transferred from the Sheriff's department to the County's unassigned reserve.

proffer policy since the Board approved the current policy on September 28,
2016. The adoption did not define what was originally called "Revitalization
and Preservation Areas." In addition, certain aspects of the road cash
proffer policy need to be further clarified in order to provide a more
consistant and goal oriented process. Over the course of the last several
months staff has been engaged in numerous conversations with business
leaders, builders and developers, as well as their representatives, attorneys
and association leaders.

As a result of these multiple conversations, staff proposes a number of
clarifications to the road cash proffer policy. Proposed changes are
highlighted in the attached draft policy. Notable clarifications include:
• Reduction in the impact is applied to the board's adopted maximum road
proffer of $9,400.
• While offsite work generally reduces the impact of development, onsite
work is not counted to reduce impact of development unless it is in
excess of the impact of the proposed development.
• Completed improvements that have occurred prior to development can be
utilized to reduce impact on the road proffer where these improvements
are in excess of the need created by the development.
Geographic Areas For Implementing Road Cash Proffer Policy
On December 14, 2016 the Board discussed criteria for revitalization and
preservation areas to implement the Road Cash Proffer Policy. The Policy
allows the County to consider unique circumstances for revitalization
projects when the development proposal meets established locational or other
criteria for revitalization. For development proposals considered under these
circumstances, a road cash proffer will not be accepted. Staff had presented
a conceptual map and recommended criteria to implement the new cash proffer
policy.
At the December 14th work session there was limited consensus on these
matters. The Board deferred consideration of this item for one month. Board
members provided input on a range of ideas, including: weighting the
criteria; developing other criteria; simplifying the criteria; providing a
one-year review of this program; providing additional flexibility to
determine areas where the cash proffer would not be accepted; and expanding
areas shown on the map.
Recommended Map
Staff recommends approval of a map to provide guidance for zoning case review
in establishing areas where cash proffers would not be accepted.
Original Proposal: Attached map depicts the areas discussed at the 12/14/16
Board meeting. This is a criteria -driven approach, depicting areas of
generally greatest revitalization need, based on measurable indicators.
Optional Areas: A broader approach to encourage reinvestment in older
communities is shown as Optional Areas (major expansion concept). This
revised map includes:

1) All areas shown on the December 14th map (shown in light blue).
2) The orange areas outlined include older communities and extend along the
length of Jefferson Davis Highway as a result of comments by the Board.
3) Additional areas (shown in light green) that include generally older,
developed communities and commercial corridors that could benefit from
focused investment.
Staff continues to recommend adoption of a map to formally designate such
areas, to provide reasonable certainty, transparency, and predictability in
the zoning process.
For purposes of implementing the cash proffer policy, staff recommends these
areas be called "focused investment and redevelopment areas."
Finally, there was interest in better understanding the relationship between
older housing and code violations. A map depicting these factors is also
attached, and generally indicates a concentration of older housing and code
violations in older communities.
Recommended Criteria
Staff recommends a simplified and flexible approach to determine where cash
proffers would not be accepted, as follows:
1) Cash proffers would not be accepted for zoning cases located within focused
investment and redevelopment areas shown on the map.
2) Cash proffers would not be accepted for zoning cases located in other areas
identified through the zoning process on a case by case basis. Such areas
will be:
a. Be largely developed; and
b. Have buildings that are generally older than countywide averages; and
c. Have an existing road network not requiring major road widening or new
Thoroughfare Plan roads/road extensions; and
d. Have a demonstrated need for additional private investment, as
measured by permit activity, assessment trends, code violations, or
other similar objective measures.
3) These criteria should be reviewed annually and updated as needed.

Revitalization Efforts
For compliance with this policy, Revitalization staff will review the merits
of zoning cases in other areas outside of the focused investment and
redevelopment areas identified through the zoning process. Other
revitalization efforts would remain focused in limited geographic areas which
would be smaller than those shown on the attached maps.

ROAD CASH PROFFER POLICY
This road cash proffer policy is effective as of September 28, 2016. This policy applies to all
zoning applications filed on or after September 28, 2016 as well as any pending zoning case
which has not received final action from the Board of Supervisors. Cases approved prior to
September 28, 2016 which contain cash proffers will continue to be governed by the earlier cash
proffer policy which was reaffirmed by the Board on June 24, 2015.
A. General Guidelines
1. New residential development has an impact on the health, safety and welfare of county
citizens, especially with respect to use of the county's public facilities. For rezoning
requests that permit residential uses, the Board will evaluate and accept proffers for
transportation facilities in accordance with this policy. In its review of zoning requests,
the Board will consider health, safety and welfare issues and measures taken by zoning
applicants to address impacts on transportation facilities in accordance with this policy;
however, an application containing proffers that satisfactorily mitigate the impact on
transportation facilities may not necessarily satisfy allhealth, safety and welfare issues.
2. In accordance with Virginia Code § 15.2-2303:4, any cashiroffer must be reasonable to
be accepted by the Board. A reasonable p is offered to address an impact that is
specifically attributable to the proposed nek residential development. Moreover, the
proposed residential development must create< a need or a portion of a need for the
transportation facility improvements) in exce s of existing transportation facility
capacity at the time of the rezoning,and tae proposed development receives a direct and
material benefit from a proffer spect to such transportation facility
improvement(s).
3. Staff determines the c04E.,ofanslaortation facilities generated by new growth by relying
on the assumption t,-at any avenue derived from growth (residential and commercial real
estate taxes, sales taxis, feetc.) will pay all the normal operating costs for services to
residents of pew de�elopi is with no funds remaining to pay for the cost of
transportation%cilitie "needed to serve these residents. State and county laws permit the
Board to accepi`c�h' proffers to fund certain public facility needs generated by any new
residential devell ment.
4. Transportation facilities may be funded by cash proffers. Cash proffers will not be
accepted to fund other public facilities.
5. A development proposal's impact on transportation facilities will be evaluated based on
the gross number of proposed dwelling units and transportation needs related to the
proposed development.

B. Methodology and Policy Terms
1. There are eight steps involved in calculating the impact of a new residential dwelling unit
on the transportation network. The components are as follows:
a. Demand Generators: Using the County's Land Use Plan parcel -level database for
build -out, the transportation model generates and assigns trips to the County's road
network, as identified in the Thoroughfare Plan, per Institute of Transportation
Engineers (ITE) standards.
b. Typical Improvement Costs: Typical road improvement costs are based on actual
construction costs derived from recently completed projects in the county.
c. Capacity Improvements: The model calculates the capacity improvements necessary
to maintain a Level of Service E network -wide, but the��Board could adopt a different
Level of Service standard for a particular developinenL area, or region of the County
or for the entire County.
d. Gross Cost of Improvements: The model

of trips generated by a typical single family dwelling unit by the trip cost.
2. In order to ensure that money proffered by an applicant is used to fund the transportation
facilities necessitated, in whole or in part, by the applicant's development, geographic
service areas or districts are established across the County. For road cash proffers,
rezoning requests are analyzed based on two geographic service districts, one north of
Route 360 and one south of Route 360, to determine costs and impact. These service
districts are used to calculate a road cost per dwelling unit. The Transportation
Department has identified 43 -traffic sheds across the County and money collected from a
development within a particular shed will be spent on road improvements within that
shed or on roads that provide relief to that shed.

3. An applicant may choose to mitigate the development's calculated impact on public
facilities by dedicating property or doing in-kind improvements in lieu of all or a portion
of the maximum road cash proffer of $9,400 as established by the Board of Supervisors.
For property designated for dedication (excluding roads) staff will follow the County's
procedure for "Acquisition of Private Property for Public Use". The value of donated
land generally will be based on the current assessed value of the property, not to exceed
the cost per acre used in the calculation of the proffer. The value of improvements shall
be the estimated cost as determined by the County and calculated as if constructed by a
governmental entity. Generally, onsite work will not be considered unless it provides
capacity beyond what is required of the development. Consideration can be given to
improvements that have been constructed as part of an overall development, prior to the
traffic impact of the entire development being present. If the dedication or in-kind
improvement does not fully mitigate the development's calculated impact on
transportation facilities, then the dedication and/or improvement's value may be applied
as an offset against, but not more than, the development's calculated impact on the
applicable transportation facility. The offset cannot exceed the development's calculated
impact on the applicable transportation facility. If the value of the dedication or
improvement is more than the calculated impact for toe applicable transportation facility,
the County may pay the difference. An offset` for Toads may be allowed if the
Transportation Department determines that theiinpact on reads created by development
will be affected by off-site land dedication 1�mproyements
4. The County will continue to consider any cirestances about a proposed development
that: (i) mitigate the development's projected impacton transportation facilities; and (ii)
create a demonstrable reduction in transportation facility needs. The County, the zoning
applicant, or any other person may id "'"bTy and demonstrate such mitigating
circumstances.
5. The County wilLeonsider a rque trcfimstances for- revitalization of preserwation prejeets
when the deveoprni proposal is located in a focused investment and redevelopment

6. Notwithstanding'ihe provisions of any proffer for a dwelling unit calculated on a per unit
basis and accepted in any zoning case, the County will accept the road cash proffer
payment on such unit after final inspection but before issuance of a certificate of
occupancy, whether temporary or final. Under no circumstances shall the County issue a
certificate of occupancy for such dwelling unit until the road cash proffer for the unit has
been paid in full to the County. Other proffered cash contributions, the payment of which
is tied in the proffer to a particular time or event, shall continue to be payable in
accordance with the terms of the proffer. Timing for dedication of property or in-kind
improvements should be specified in the proffer.

7. Transportation proffers, land dedications and in-kind improvements must be used for
projects identified in the Capital Improvement Program. The Capital Improvement
Program is based in part on the County's Public Facilities Plan, which projects long-term
facility needs. Transportation proffer payments shall be used to fund transportation
facilities. Payments shall be expended in accordance with state law.
8. The Board of Supervisors has established $9,400 as the maximum per dwelling unit road
cash proffer that it will accept in a zoning case to address the transportation impacts of a
proposed new residential development on the County's transportation facilities. For the
purpose of applying this policy, any reduction in impact shall be applied to the maximum
per dwelling unit road proffer of $9,400 established by the Board of Supervisors.

Board Action Requested:
Hold a public hearing and authorize the exercise of eminent domain for the
acquisition of right-of-way and easements for the Arch Road (Route 60 to
Arboretum Parkway) Widening and Roundabout Project, including the filing of
certificates of deposit, so that construction may begin prior to the
commencement of eminent domain proceedings.
Summary of Information:
On October 9, 2013, the Board authorized staff to proceed with the Arch Road
(Route 60 to Arboretum Parkway) Widening and Roundabout Project, including
acquisition of right-of-way and easements. The Board also authorized the
advertisement of an eminent domain public hearing, if needed.
The county's right-of-way acquisition consultant has been successful in
acquiring right-of-way and easements from eight (8) parcels impacted by the
project. The Board authorized the exercise of eminent domain on an
unidentified parcel owner on December 14, 2016. The county's consultant has
been unable to reach agreement with two (2) parcels under common ownership.

Parcel 002: The property located at 9211 Arboretum Parkway, GPIN 7527044668,
is owned by Map Fee Owner, LLC. The county needs to acquire 2,204 square
feet (sf) in fee right-of-way, 478 sf in waterline easement, 724 sf in
Dominion Virginia Power and Verizon easement, 17,784 sf in Columbia Gas
easement, and 4,953 sf in temporary construction easement. In addition, the
existing "Arboretum" identification sign will be removed to accommodate the
road improvements. The county's consultant valued the acquisition at
$75,632.40.
Parcel 005: The property located at 9210 Arboretum Parkway, GPIN 7527057316,
is owned by Map Fee Owner, LLC. The county needs to acquire 2,707 sf in fee
right-of-way, 841 sf in Dominion Virginia Power and Verizon easement, and
4,920 sf in temporary construction easement. The county's consultant valued
the acquisition at $17,185.00.
The county's consultant made an offer, based on the valuations of both
parcels, to Map Fee Owner, LLC on August 19, 2016. A revised offer, to
address the loss of signage, was provided for Parcel 002 on December 14,
2016 to the property owner. The county's consultant has communicated with
the property owner numerous times since August 19, 2016 to discuss the
acquisition. The property owner has never presented a counteroffer for the
acquisition.ws

Diligent efforts to obtain voluntary conveyance from the property owner have
failed. Staff has sent notification to the owner of the eminent domain
request before the Board.
If the county proceeds with eminent domain, a certificate of deposit will be
filed with the court, which will allow the county to immediately enter and
use the right-of-way and easements so the project can proceed without delay.
Sufficient funds are available in the budget to pay the anticipated
condemnation costs.
Staff will continue to negotiate with the property owners in an attempt to
reach a settlement after the certificate is filed, and, if requested, the
owners will be paid the county's value for the property prior to the
condemnation hearing.
Recommendation:
Staff recommends that the Board authorize the exercise of eminent domain on
the following parcels, including the filing of a certificate of deposit, for
the acquisition of right-of-way and easements for the Arch Road (Route 60 to
Arboretum Parkway) Widening and Roundabout Project:
1. Map Fee Owner, LLC., 9211 Arboretum Parkway, GPIN 7527044668; and,
2. Map Fee Owner, LLC., 9210 Arboretum Parkway, GPIN 7527057316.
