91SN0197June 26, 1991BS REQUEST ANALYSIS AND RECOMMENDATION 91SN0197 Richmond Cellular Telephone Company Clover Hill Magisterial District Off the south line of Hull Street Road REQUEST: Conditional Use Planned Development to permit a communications tower in an Agricultural (A) District, plus a forty-five (45) foot exception to the 150 foot height limitation for towers in Agricultural (A) Districts. PROPOSED LAND USE: A 195 foot communications tower with accessory equipment is planned. PLANNING COMMISSION RECOMMENDATION RECOMMEND APPROVAL SUBJECT TO TIIE CONDITIONS ON PAGE 2. STAFF RECOMMENDATION Recommend approval for the following reasons: The subject property and surrounding area are zoned agriculturally and occupied by a fire station, an existing communications tower, or is vacant. The proposed tower will replace the existing communications tower; therefore, the proposed tower will not generate additional traffic or noise and will have minimal ,impact upon existing area development. The plan prepared by Jordan Consulting Engineers, P.C., dated April 9, 1991, and submitted with the application shall be considered the plan of development. (P) (STAFF/CPC) 2. (STAFF/CPC) 3. There shall be no signs permitted to identify this use. (P) The base of the tower and associated equipment shall be secured to preclude trespassing. The exact method of securing the site shall be approved by the Planning Department at the time of site plan review. (P) (STAFF/CPC) 4. Any building or mechanical equipment shall comply with Section 21.1-248 of the Zoning Ordinance relative to architectural treatment of building exteriors and screening of mechanical equipment. (P) (NOTE: This condition would require the screening of mechanical equipment located on the building or ground. Screening would not be required for the tower or tower-mounted equipment.) (STAFF/CPC) 5. Prior to release of a building permit for the tower, a copy of FAA approval shall be submitted to the Planning Department. (P) (STAFF/CPC) 6. The tower and equipment shall be designed and installed so as not to interfere with the Chesterfield County Public Safety Trunked System. The developer shall perform an engineering study to determine the possibility of radio frequency interference with the County system. Prior to release of a building permit, the study shall be submitted to, and approved by, the Chesterfield County Communications and Electronics staff. (GS) (S A_FF/CPC) ?. The developer shall be responsible for correcting any frequency problmms which affect the Chesterfield County Public Safety Trunked System caused by this use. Such corrections shall be made immediately upon notification by the Chesterfield County Communications and Electronics staff. Tax Existing ZoninK: 2 91SN0197/PC/JUNE26K Size: 0.3 acres Existing Land Use: Public/semi-public (Manchester Fire Department) or vacant Adjacent Zoning & Land Use: North, South, East and West - A; Public/semi-public (Manchester Fire Department) or vacant PUBLIC FACILITIES Utilities: Public water and wastewater not required for proposed use. Drainage and Erosion: Site drains south through tributaries of Swift Creek. anticipated drainage or erosion problems. Fire Service: Manchester Fire Station, Company #2. This amendment will not generate additional need for services. County Co~mua~ications: The proposed tower should be designed so as not to interfere with the Chesterfield County Public Safety Trunked System (Condition 6). Once the facility is in operation, if interference occurs, the developer should be required to correct any problenns. (Condition 7) County Airport: This facility should have no adverse impact upon the operation of the County Airport. (Condition 5) Transportation: This proposed use will have minimal impact on the existing road network. LAND USE General Plan: Lies within the boundaries of the Northern Area Land Use and Transportation ~lan, which designates the request property for public/semi-public use. No existing or fire protection 3 91SN0197/PC/Jl~26K Area Development Trends: The request site is part of a large parcel of agriculturally zoned land, portions of which have been developed for public/semi-public uses (Manchester High School and Fire Department). Site Design: The proposed tower site is located in the vicinity of the Manchester Fire Station, adjacent to an existing tower operated by Chesterfield County. The proposed tower would replace this existing tower. Space would be made available to the County on the proposed tower, as necessary to satisfy the needs of the Chesterfield County Public Safety Trunked System. Yehicular access to the tower site would be provided via a twenty (20) foot access easement to Hull Street Road. Architectural Treatment: The request property lies within an Emerging Growth Area; therefore, the architectural treatment of any building erected on the property and the screening of mechanical equipment should comply with Emerging Growth standards (Condition 4). Specifically, imposition of Emerging Growth standards would require that no building exterior, which would be visible to any agricultural district or any public right of way, consist of architectural materials inferio~ in quality, appearance, or detail to any other exterior of the same building. There would be nothing to preclude the use of different materials on different building exteriors, but rather, the use of inferior materials on sides which face adjoining property. No portion of a building constructed of unadorned concrete block or corrugated and/or sheet metal could be visible from any adjoining agricultural district or any public right of way and no building exterior could be constructed of unpainted concrete block or corrugated and/or sheet metal. In addition, mechanical equipment, whether ground-level or rooftop, would have to be shielded and screened from public view and designed to be perceived as an integral part of the building. Conclusions: The subject property and surrounding area is zoned agriculturally and occupied by a fire station and a communications tower or is vacant. The proposed tower will replace the existing communications tower; therefore, the proposed tower will not generate additional traffic or noise and will have minimal impact upon existing area development. Further, similar communications towers have been erected in the area without any apparent adverse impact upon area development, and the conditions recommended herein will further minimize the possibility of any adverse impact on existing or future area development, the Chesterfield County Public Safety Trunked System, or the County Airport. Therefore, approval of this request is recommended. 4 91SN0197/PC/JUNE26K CASE HISTORY Staff and Applicant (6/17/91): Staff and the applicant discussed the recommended conditions. The applicant indicated that they may desire to commence construction on the facilities, except the proposed tower, prior to FAA approval of the tower. Since FAA approval is not required for any facilities except the tower, Condition 5 was amended, as reflected herein. Planning Commission Meeting (6/18/91): The applicant accepted the recommendation. A concerned citizen stated that per Condition 4, the applicant would be required to screen mechanical equipment. He expressed concern that mechanical equipment on adjacent property had not been screened. On motion of Mr. Warren, seconded by Mr. Belcher, the Commission recommended approval of this request, subject to the conditions on page 2. AYES: Unanimous.
