On November 25, 2003, the property owner, John M. Hubbard, Jr. requested that Condition 1 be amended. The applicant is the property owner's daughter who originally resided in the manufactured home. The daughter no longer resides in the manufactured home. The property owner desires to live in the home. Therefore, staff recommends that Condition 1 be amended as stated herein. SINCE THIS AMENDMENT WAS NOT SUBMITTED PRIOR TO ADVERTISEMENT OF THE CASE, THE BOARD WOULD NEED TO SUSPEND THE PROCEDURES TO CONSIDER THE CHANGE. CONDITION The applicant and/or the property owner (John M. Hubbard, Jr.) shall be the occupant of the manufactured home. Staff continues to recommend approval of this request as outlined in the "Request Analysis" subject to revised Condition 1 and Conditions 2 through 5. RECOMMENDATION Recommend approval for the following reasons: A. This request is for renewal of a previously approved manufactured home permit. B. This request will not have an adverse impact on the character ofthis residential area. CONDITIONS The applicant shall be the owner and occupant of the manufactured home. Manufactured home permit shall be granted for a period not to exceed seven (7) years from date of approval. No lot or parcel may be rented or leased for use as a manufactured home site nor shall any manufactured home be used for rental property. No additional permanent-type living space may be added onto a manufactured home. All manufactured homes shall be skirted but shall not be placed on a permanent foundation. Providing a FIRST CHOICE Community ThrOugh Excellence in Public Service Location: A minimum twenty (20) foot buffer shall be maintained aroUnd the property boundary. Except for access through this buffer; existing mature vegetation shall be preserved and maintained, unless removal is approved bythe Planning.Department. The first permit'was issued ori.August 28, 1996. 2 04SR0156-NOV25-BOS The manufactured home is located on property belonging to. John M. Hubbard, Jr., father of the applicant. The property is served by private well and septic system. Staff finds there is one (1) manufactured home located within-one-quarter (1/4) mile of this property. Staff's field visit revealed that the manufactured home and property is very well-maintained. The manufactured home is surrounded by existing mature vegetation which helps mitigate potential adverse impacts on adjacent property owners. Therefore, staff Continues to recommend the eXisting vegetation surrounding the manufactured home not be disturbed per Condition 5. This request, which is for seven (7) years, appears to be in character with the neighborhood at the present time. Because of.the potential for future development in this area, staff believes that the Board should advise the applicant to look upon this reqUest as a temporary dwelling and if approved, it may or may not necessarily be renewed.
