Proposal Operation of a commercial retail greenhouse is planned on the 24.9-acre property. Commercial retail greenhouses are permitted by-right in C-3, C-4 and C-5 districts and by conditional use in I-1, I-2 and I-3 districts. Boulevard Flower Gardens has maintained greenhouse buildings on the subject property in conjunction with the commercial greenhouse, nursery and agricultural fields on the adjacent properties located at 2022, 2032 and 2100 Ruffin Mill Road since 1986. The existing retail building located at 2100 Ruffin Mill Road was constructed in 2007. All four noted properties obtained conditional use in 2013 for events associated with seasonal pick-your-own crops and outside public address systems. Relocation of the retail greenhouse store and crop fields from 2022, 2032 and 2100 Ruffin Mill Road to the subject property is proposed. Improvements on the property must meet the Emerging Growth Design District development standards of the Zoning Ordinance which address setbacks, parking, buffers and landscaping. The northern portion of the property steepens to slopes greater than 20 percent down to Ashton Creek. Erosion and Sediment Control Steep slopes greater than 20 percent are difficult to stabilize when disturbed. The steep slopes on the subject property borders Ashton Creek; therefore, disturbance of these slopes will result in the increased potential for sediment to impact the creek if erosion occurs. These steep slopes should remain in their natural, undisturbed state to the maximum extent practicable.
