SUMMARY
Designation of Pleasant View School, the last African American elementary school owned by the
county from the segregation era. The designation will apply to the school structure and 20 foot
building envelope as well as a privy structure and 20 foot envelope.

HISTORICAL BACKGROUND
The Pleasant View School (Attachment 1) was built in 1930 and represents the last African-
American elementary school building from the segregated era still owned by Chesterfield County.
The design of the school is representative of schools built in the style of the Rosenwald Schools of
that era. The school exterior retains the original board siding and metal roof. The interior contains
the original floors, walls, ceilings, blackboard and several of the original desks. The school was
closed in 1947, but the building was actively used and maintained by the Pleasant View
Community Association from 1947-1998. Organizations such as the B&B Hunt Club, the
Chesterfield Braves Baseball Club, the Imperial Order of King David Lodge #64, 4H Clubs and
various church congregations all used the building. Community dances and fundraisers were also
held in the building. The property was sold to a private owner in 1998 and after hearing
community concerns regarding the sale, the Board of Supervisors re-purchased the building later
that year. In 2007 the Parks and Recreation Department moved

building improvements were made, including lead abatement.
The building is currently open for tours by appointment and during the annual Eppington Day each
fall. It is anticipated that this building will be used for neighborhood meetings, educational sessions
and special events. The Pleasant View School is an important site to catalogue and interpret the
COMPREHESIVE PLAN
The Comprehensive Plan speaks to the importance of preserving historic and cultural resources.
Specifically, the following guidelines and recommendations support this designation:
Historic Designations: Encourage voluntary local, state and national historic
landmark and district designations through incentive programs. Consider
designation of only that area necessary to accomplish preservation thereby
affording the option for future use of the remaining area. (Chapter 8: Historical and
Cultural Resources)
AREA DEVELOPMENT TRENDS
The area along River Road is characterized by residential uses on large, non-subdivided parcels.
Nearby historically designated properties include the Eppignton Plantation. Churches and
agricultural uses are also found in the area.

HISTORIC LANDMARK DESIGNATION FINDINGS
The historic landmark designation is representative of, and compatible with, existing and
anticipated area development, and is supported by the countywide Comprehensive Plan, to
protect and preserve historic and cultural resources. The Comprehensive Plan also suggests that
