The design of the school is representative of schools built in the style of the Rosenwald Schools of that era. The school exterior retains the original board siding and metal roof. The interior contains the original floors, walls, ceilings, blackboard and several of the original desks. The school was closed in 1947, but the building was actively used and maintained by the Pleasant View Community Association from 1947-1998. Organizations such as the B&B Hunt Club, the Chesterfield Braves Baseball Club, the Imperial Order of King David Lodge #64, 4H Clubs and various church congregations all used the building. Community dances and fundraisers were also held in the building. The property was sold to a private owner in 1998 and after hearing community concerns regarding the sale, the Board of Supervisors re-purchased the building later that year. In 2007 the Parks and Recreation Department moved was not willing to sell land). One privy was also demolished at this time. After the move, structural building improvements were made, including lead abatement. The building is currently open for tours by appointment and during the annual Eppington Day each fall. It is anticipated that this building will be used for neighborhood meetings, educational sessions and special events. The Pleasant View School is an important site to catalogue and interpret the COMPREHESIVE PLAN The Comprehensive Plan speaks to the importance of preserving historic and cultural resources. Specifically, the following guidelines and recommendations support this designation: Historic Designations: Encourage voluntary local, state and national historic landmark and district designations through incentive programs. Consider designation of only that area necessary to accomplish preservation thereby affording the option for future use of the remaining area. (Chapter 8: Historical and Cultural Resources) AREA DEVELOPMENT TRENDS The area along River Road is characterized by residential uses on large, non-subdivided parcels. Nearby historically designated properties include the Eppignton Plantation. Churches and agricultural uses are also found in the area. 417HP0123-2017MAR17-CPC-RPT HISTORIC LANDMARK DESIGNATION FINDINGS The historic landmark designation is representative of, and compatible with, existing and anticipated area development, and is supported by the countywide Comprehensive Plan, to protect and preserve historic and cultural resources. The Comprehensive Plan also suggests that only that area necessary to accomplish preservation be designated. The Pleasant View School was emains in its historic setting. The pr development.taff recommends that new historic designations be placed on structures only S unless the land itself has specific historic value (such as a battlefield, formally designed garden or known archaeological artifacts). 517HP0123-2017MAR17-CPC-RPT CASE HISTORY Applicant Submittals 1/5/17 Application submitted 2/9/17 Application revised Preservation Committee Meeting 1/24/17 Issues Discussed: The Preservation Committee, the applicant and staff attended this meeting at the Community Development Building Preservation Committee recommended that the property (2 acres) not be included, just the school building and privy (and building envelopes) No opposition to the historic landmark designation was expressed at the meeting Joint Public Hearing Planning Commission & Preservation Committee 3/21/17 Citizen Comments: Three (3) citizens spoke in favor of the designation on behalf of the African American community and the Chesterfield Historic Society of Virginia Committee Discussion: The committee noted their support of the case Committee Recommendation - APPROVAL Motion: Cogbill Second: Morris AYES: Howe, Daniels, Cogbill, Crowe, Dutton, Morris and Scherzer Commission Discussion: The commission thanked the community and noted their support of the case Commission Recommendation - APPROVAL Motion: Wallin Second: Freye AYES: Sloan, Jackson, Freye, Jones and Wallin The Board of Supervisors on Wednesday, April 26, 2017, beginning at 6:00 p.m., will consider this request. 617HP0123-2017MAR17-CPC-RPT ATTACHMENT 1 PLEASANT VIEW SCHOOL 717HP0123-2017MAR17-CPC-RPT REVITALIZATION Staff Contact: Carl Schlaudt (804-318-8674) schlaudtc@chesterfield.gov COUNTY TRANPORTATION Staff Contact: Jim Banks (804-748-1037) banksj@chesterfield.gov VIRGINIA DEPARTMENT OF TRANSPORTATION Staff Contact: Brian Lokker (804-674-2384) brian.lokker@vdot.virginia.gov UTILITIES Staff Contact: Jamie Bland (804-751-4439) blandj@chesterfield.gov ENVIRONMENTAL ENGINEERING Staff Contact: Rebeccah Ward (804-748-1028) WardR@chesterfield.gov FIRE AND EMERGENCY MEDICAL SERVICES Staff Contact: Anthony Batten (717-6167) battena@chesterfield.gov SCHOOLS Staff Contact: Atonja Allen (804-318-8740) atonja_allen@ccpsnet.net LIBRARIES Staff Contact: Jennifer Stevens (804-751-4998) stevensj@chesterfield.gov PARKS AND RECREATION Staff Contact: Stuart Connock (804-751-4484) ConnockS@chesterfield.gov The proposed request will not impact these facilities. 817HP0123-2017MAR17-CPC-RPT
