SUMMARY Reduce the existing designation of 68.3 acre parcel and all structures on parcel to 3 acres and house structure known as Adventure Hill. The outbuildings would not be included in the designation. Condition: This designation shall not apply to any of the property needed for any improvements to Winterpock Rd per the Thoroughfare Plan. Designation based on the following findings: 88HP0007 This is a distinguished building of high architectural quality and historic Approved interest (6/1988) This designation will cause no significant adverse effect on the future development of the County Attachment 2 HISTORICAL BACKGROUND The exact date of construction for Adventure Hill (Attachment 1) is not known, but it is possible the house was built as early at 1830 (it first appears in the land tax books in 1847). The name Adventure Hill first appeared in 1887. The earliest owner of the property was William Pinchbeck the property. The home remained in the Norvell family until 1951 when the Hankins family purchased the home. Upon the death of Dorothy Hankins in 1997, the property was transferred to the Howell family. It remained in the Howell family until purchased by the current owner in January 2017. Adventure Hill is one of two early dwellings in Chesterfield County built on an original T plan. The house features a two-room-plan front block with twin front doors. It has original shed-roofed verandas at either face of the rear T, creating a building rectangular in total plan. Most of the original exterior a renovation. A western shed-roofed porch was enclosed and mule team used a scraper to excavate the basement. COMPREHESIVE PLAN The Comprehensive Plan speaks to the importance of preserving historic and cultural resources. Specifically, the following guidelines and recommendations support this designation: Historic Designations: Encourage voluntary local, state and national historic landmark and district designations through incentive programs. Consider designation of only that area necessary to accomplish preservation thereby affording the option for future use of the remaining area. (Chapter 8: Historical and Cultural Resources) AREA DEVELOPMENT TRENDS The area along Winterpock Road is characterized by residential uses on large, non-subdivided parcels. Nearby historically designated properties include Clover Hill, Physic Hill and Fuqua Farm. Small subdivisions, churches and agricultural uses are also found in the area. 517HP0124-2017MAR21-CPC-RPT HISTORIC LANDMARK DESIGNATION FINDINGS The proposed change to the historic landmark designation is representative of, and compatible with, existing and anticipated area development, and is supported by the countywide Comprehensive Plan, to protect and preserve historic and cultural resources. The Comprehensive Plan also suggests that only that area necessary to accomplish preservation be designated. The three (3) acres identified as a portion of the proposed designation will not have an adverse effect on the Coun.taff recommends that new historic designations be placed S on structures only unless the land itself has specific historic value (such as a battlefield, formally designed garden or known archaeological artifacts). The Preservation Committee considers the rural nature of the immediate surrounding of Adventure Hill to be integral to the context of the structure and therefore should be included in the designation to prevent degradation of this view shed. 617HP0124-2017MAR21-CPC-RPT COUNTY TRANSPORTATION Staff Contact: Jim Banks (804-748-1037) banksj@chesterfield.gov The Adventure Hill structure and proposed 3-acre property historic designation front Winterpock Rd, identified as a major arterial on the Thoroughfare Plan with a recommended right of way width of ninety (90) feet.
