SUMMARY
Continued parking of a recreational vehicle (a motorhome) within the side yard is planned. The
applicants do not plan to meet the Ordinance restriction that the recreational vehicle be parked in
the rear yard.

Proposal
The applicants have been parking recreational equipment on the property since 1999 without the
required zoning. A motorhome measuring 33 feet in length by 8 feet wide is currently parked on
an asphalt driveway within the side yard. In September 2016, the Planning Department received a
complaint relative to the parking of the motorhome in the front and side yards of the property.
Subsequent , the motorhome was relocated further down the driveway behind the
front line of the dwelling and entirely within the side yard. A boat was also identified in the side
yard and included in this application; however, this boat was recently relocated behind the home
in compliance with the Ordinance.
The Zoning Ordinance permits the parking and storage of recreational equipment within a
residential district with certain restrictions:
No more than two (2) items of equipment permitted to be stored outside of an enclosed
building
Equipment is located in the rear yard with minimum setbacks from the rear and side
property lines
Except for repair, wheels on the equipment are not removed
Equipment is not used for living or commercial purposes; and,
Equipment is not connected to utility services.
These ordinance restrictions are designed to minimize impacts of larger vehicles and equipment
on area residential development and the streetscape. If any of these restrictions cannot be met,
the use may be allowed by conditional use.
The applicants recreational vehicle complies with the ordinance restrictions except that the
s are
seeking conditional use approval to permit parking of the recreational equipment at their
residence.
The following provides an overview of conditions that may reduce the impact of this use at the
requested location on area properties.

Alternative Parking & Storage Location
Upon inspection of the property, staff observed the location of the motorhome parked in the
paved driveway and behind the front line of the dwelling. Two detached accessory buildings are
located on the property within the side and rear yards. An above-ground swimming pool is
located within the rear yard, approximately 25 feet behind the dwelling. The boat is now stored
between the rear of the dwelling and the pool. (Exhibit A)

The location of these accessory structures in combination with the length of the motorhome
preclude parking of the vehicle in the rear yard. While the location of a gas easement hinders
screening efforts such as trees or fencing along the eastern property boundary, the location of the
motor home is to the rear of the adjacent dwelling, minimizing visual impacts from the east. In
addition, the motorhome has been relocated behind the front line of the dwelling and outside of
the front yard, thereby reducing visual impacts from Meadowburm Drive.

Conditions

1. Non-Transferable Ownership. This Conditional Use approval shall be granted exclusively to

2. Use. This Conditional Use approval shall be for the parking of a motorhome having no more
