Proposal
The applicants have been parking a single item of recreational equipmentonthe property since
2010 without the required zoning. Currently, the boat is parked in the side yard behind a six (6)
foot privacy fence. InAugust 2016, the Planning Department received a complaint relative to
the parking of the recreational vehicle outsidethe rear yard.
The Zoning Ordinance permits the parking and storage of recreational equipment within a
residential district with certain restrictions:
No more than two (2) items of equipment permitted to be stored outside of an
enclosed building
Equipment is located in the rear yard with minimum setbacks from the rear and
side property lines
Except for repair, wheels on the equipment are not removed
Equipment is not used for living or commercial purposes; and,
Equipment is not connected to utility services.
These ordinance restrictions are designed to minimize impacts of larger vehicles and equipment
on area residential development and the streetscape. If any of these restrictions cannot be met,
the use may be allowed by conditional use.
The applicants’ recreational vehicle complies with the ordinance restrictions except that the
vehicle is parked within the side yard. Therefore, the applicants are seeking conditional use
approval to permit parking of the recreational equipment at their residence.
The following provides an overview of conditions that limits use and may reduce impactson area
properties.

Storage Location
Upon inspection of the property, staff observed the location of the boat within a six (6) foot tall
wood privacy fence enclosing the side and rear yards.The property slopes to the rear (ranging
from approximately 8 to 10%) with soft ground toward the rear yard. An existing detached shed,
located in the left rear corner of the property,does not leave navigable room to maneuver the
boat between the house and shed safelygiven the boat is thirty-four (34) feet in length (including
the trailer). (Exhibit A)

The fence, which minimizes the view of the recreational vehicle from the right of way and adjacent
properties, should be maintained in good conditionwhile the recreational vehicle is stored on
site. Additionally, the boat is stored with accessory features in adown position, and is equipped
with a cover that further minimizes visual exposure from the streetscape and adjoining properties.

Note:
Both the Planning Commission and Staff recommend approval of the following conditions.
1.Non-Transferable Ownership.This Conditional Use approval shall be granted exclusively
to Denise and Keith Costley, and shall not be transferable nor run with the land. (P)
2.Use.This Conditional Use approval shall be for the storage of one (1) recreational
vehicle (boat) and no greater than thirty-four (34) feet in length (includes trailer). (P)
3.Location of Recreational Vehicle.The recreational vehicle shall becovered andstored
within thefencedside yardas shown in Exhibit A.(P)
