involving opioids (opioid pain relievers and heroin)."

opioid. This was the largest number of Opioid deaths to be recorded.

Summary of Information:
State statute requires the Board of Supervisors to update, every two years,
jointly with the Virginia Department of Transportation (VDOT) , a six-year
plan identifying improvements that are anticipated to be made to the
secondary road system in the county. Each year VDOT requests that the Board
of Supervisors approve a secondary road improvement budget. The budget
reflects the first year of the six-year plan and identifies project
allocations for the fiscal year. Staff is requesting in the consent agenda,
that the Board set June 28, 2017 as the date to hold a public hearing to
consider both the plan and budget.

selected as the 2017 Treasured Volunteer recipient.
The Treasured Volunteer Award was established in 2004 in honor of the late
Lucille Moseley, former county Museum Director and Historical Society
volunteer. The award recognizes individuals who contribute significant
volunteer hours and service to the county. The honorees are selected from
nominations made for National Volunteer Week.

WHEREAS, Mrs. Gaynor Baker is recognized as a volunteer and valued
contributor to Chesterfield County's Cooperative Extension Office; and
WHEREAS, Mrs. Baker has been volunteering as leader of the Classic
Equestrians 4-H Horse Club for 25 years; and
WHEREAS, Mrs. Baker serves as a mentor and positive role model to the
youth in her club; and
WHEREAS, Mrs. Baker stresses the importance of community service to the
youth in her club, resulting in thousands of hours each year that the club
gives to help others in need; and

Virginia 4-H by being tapped as an All Star in 2013 and, more recently, by
receiving the prestigious Virginia 4-H Leader of the Year Award in 2016; and

improving the lives of children and their families in Chesterfield County.

D. Boyce on February 8, 1910, and was chartered by Congress in 1916;

WHEREAS, after earning at least 21 merit badges in a wide variety
of skills including leadership, service and outdoor life, serving in a
leadership position in a troop, carrying out a service project
beneficial to their community, being active in the troop, demonstrating
Scout spirit, and living up to the Scout Oath and Law, Mr. Joseph L.
Johnson, Jr. and Mr. Michael Augustus Smith, both of Troop 2806,

RECOGNIZING CORPORAL RICHARD S. TISDALE UPON HIS RETIREMENT
WHEREAS, Corporal Richard S. Tisdale will retire from the Chesterfield
County Police Department on June 1, 2017, after providing over 27 years of
outstanding quality service to the residents of Chesterfield County; and
WHEREAS, Corporal Tisdale's law enforcement career began in 1987 as a
member of the Richmond Police Department; and
WHEREAS, Corporal Tisdale has faithfully served the county in the
capacity of Patrol Officer, Senior Police Officer, Master Police Officer,
Career Police Officer and Corporal; and
WHEREAS, during his tenure, Corporal Tisdale also served as a Field
Training Officer, Desk Officer, Community Policing Officer, Evidence
Technician, Breathalyzer Operator, and Patrol Rifle Handler; and
WHEREAS, Corporal Tisdale has been assigned to the Office of
Professional Standards where he has been an integral part in assisting the
department with earning CALEA (Commission on Accreditation for Law
Enforcement Agencies) accreditation; and
WHEREAS, Corporal Tisdale received a Life Saving Award for working
jointly with another officer to preserve the life of an individual who had
attempted to commit suicide; both officers intervened in the critical moments
just after the individual made the attempt, and their swift response saved
the victim's life; and
WHEREAS, Corporal Tisdale's easy going demeanor, combined with his
knowledge and expertise, made him an asset on the patrol shifts, and
supervisors routinely recognized him as being an informal leader for the
younger and less experienced officers who frequently sought the benefit of
his knowledge and advice; and
WHEREAS, Corporal Tisdale was the recipient of an Achievement Award for
his efforts as a member of the Accreditation Team; during the accreditation
process there were 612 individual standards that had to be met under the
Virginia Law Enforcement Professional Standards Commission, and the team
worked long and diligent hours to ensure the success and extraordinary
outcome of the evaluation, with their efforts resulting in a 99.9875 percent
accuracy rating for the Police Department; and
WHEREAS, Corporal Tisdale is recognized for his communications and human
relations skills, his strong work ethic, and his teamwork, all of which he
has utilized within the Police Department and in assisting residents of
Chesterfield County in a professional manner; and
WHEREAS, during his tenure, Corporal Tisdale has received numerous
letters of commendation, thanks and appreciation for services rendered; and

Department with many years of loyal and dedicated service; and
WHEREAS, Chesterfield County and the Board of Supervisors will miss

CHESTERFIELD RESIDENCY'S RESIDENCY ADMINISTRATOR
WHEREAS, Mr. M. A. "Butch" Sirry has faithfully served the public for
38 years with the Virginia Department of Transportation (VDOT); and
WHEREAS, Mr. Sirry, whose family's roots in the county can be traced
back to 1740, is a graduate of Matoaca High School's class of 1973; and
WHEREAS, Mr. Sirry began his career with VDOT working his way through
the ranks at VDOT's Area Headquarters located in Chesterfield County as an
Equipment Operator, Foreman and Maintenance Superintendent; and
WHEREAS, Mr. Sirry's service to the county continued at the Chesterfield
Residency where he served as the Contract Administrator beginning in 1997,
as the Preliminary Engineering Manager in 2000 and as the Assistant Resident
Engineer in 2004; and
WHEREAS, in 2010, Mr. Sirry was again promoted to his current position
as Residency Administrator at the Chesterfield Residency where he oversees
the maintenance, construction and operations of the transportation network
in Chesterfield County, as well as Powhatan and Amelia counties; and
WHEREAS, Chesterfield County is the fourth most populous county in
Virginia with the second highest road mileage, and Mr. Sirry has found ways
to cost-effectively maintain the road system despite flat or declining
budgets; and
WHEREAS, VDOT and Chesterfield County staff regularly call upon Mr.
Sirry for his experience and expertise in solving challenging maintenance
and construction issues; and
WHEREAS, Mr. Sirry has worked cooperatively with many of Chesterfield
County's departments including Police, Fire and EMS in responding to traffic
accidents; Environmental Engineering in addressing drainage issues;
Utilities with repairs associated with damaged utility lines; School Bus
Transportation for reporting road conditions and prioritizing snow removal
along bus routes; and General Services during post -hurricane clean-up; and
WHEREAS, Mr. Sirry has diligently worked to get Chesterfield's roads
cleared after snow and ice storms while patiently responding to numerous
calls from citizens; and
WHEREAS, Mr. Sirry has always responded to citizens, county
administration and elected officials diplomatically and professionally; and
WHEREAS, Mr. Sirry has demonstrated his commitment to providing
excellent public service to Chesterfield County by conducting the business
of the Virginia Department of Transportation efficiently, effectively and
with a positive attitude; and n
WHEREAS, the Board of Supervisors, county administration and staff have
enjoyed an excellent working relationship with Mr. Sirry.

Team completed his 12th year of coaching and has compiled a career record of
253 wins and 67 losses and three consecutive VHSL State 4A Championships; and

WHEREAS, Asian Pacific American Heritage Month is recognized
nationally each year during the month of May since 1992; and
WHEREAS, Virginia is fortunate to be home for more than
500,000 residents of Asian and Pacific Islander descent; and
WHEREAS, the United States Census Bureau found that the
Asian Pacific American population has grown faster than any other
racial or ethnic group in Virginia over the last decade, surging
more than 74 percent between 2000 and 2010, a growth rate more
than four times faster than the total Virginia population; and
WHEREAS, the Asian Pacific American community is an
inherently diverse population, comprised of over 40 distinct
ethnicities and over 100 language dialects; and
WHEREAS, Asian Pacific Americans have achieved recognition
as governors, mayors, members of Congress, astronauts, judges,
actors, professional athletes, scientists and many other notable
careers; and
WHEREAS, thirty-three Asian Pacific Americans have earned
the Medal of Honor, the nation's highest award for bravery in
combat; and
WHEREAS, Asian Pacific Americans, through advocating issues
of justice and equality continue to break down barriers of
discrimination, indifference and intolerance, while at the same
time expounding civic responsibility and inclusiveness, thereby

Summary of Information:
The Chesterfield County Airport Advisory Board (AAB) was established by the
Board of Supervisors in 1995 as an advisory body with the responsibility of
providing advice and recommendations to the Board of Supervisors, including
long-term conceptual planning, master planning, airport development, and
airport safety. The AAB may also perform other duties as directed by the
Board of Supervisors. The AAB consists of one (1) member from each
magisterial district, and a representative from county staff.
Mr. Steve Uphoff's term has expired as the Matoaca District representative
on the AAB. Mr. John Mazza has submitted an application and expressed
interest in serving. No additional applications have been received for the
vacancy. Mr. Mazza's term would begin immediately and expire on May 21, 2020.
Mr. Elswick concurs with the appointment of Mr. Mazza.
Under the existing Rules of Procedure, appointments to boards and committees

The Board is requested to appoint Richard Billingsley as the license
inspector effective July 1, 2017.
Summary of Information:
In his capacity as director of the Department of License Inspection, Richard
Billingsley has served as the county license inspector since 2007. Mr.
Billingsley was appointed as license inspector by virtue of his appointment
by the county administrator as the director of the Department of License
Inspection pursuant to §4-2 of the Chesterfield County Charter. Now, through
the creation of the new Department of Community Enhancement, the functions
of the Department of License Inspection will be combined with several
additional inspection functions to form one component of the new department.
Mr. Billingsley will continue to be in charge of license inspection and Kirk
Turner will be the director of the new department. In order to continue to
serve as license inspector in the new department, Mr. Billingsley must be
appointed by the Board as the license inspector pursuant to the provisions
of Va. Code §58.1-3735.
Staff recommends appointing Richard Billingsley as the license inspector
effective July 1, 2017, the date that the functions of license inspection
will be transferred to the Department of Community Enhancement.

UPON HIS RETIREMENT
WHEREAS, Captain John G. Sayers, Jr. retired from the Chesterfield
Fire and Emergency Medical Services Department, Chesterfield County, on
April 1, 2017; and
WHEREAS, Captain Sayers attended Recruit School #26 in 1993, and
has faithfully served the county for over 23 years in various
assignments, as a firefighter at the Ettrick and Airport Fire and EMS
Stations and as a flight paramedic at EMS Med-Flight 1; and
WHEREAS, Captain Sayers was promoted to lieutenant in October 2005,
and served as a company officer at the Swift Creek Fire and EMS Station,
mentoring probationary and less -tenured firefighters, as well as
experienced firefighters; and
WHEREAS, Captain Sayers was promoted to captain in June 2008, and
served as the station captain at the Ettrick and Airport Fire and EMS
Stations; and
WHEREAS, Captain Sayers was assigned to the Training and Education
Unit to conduct a daytime EMT -Intermediate course; and
WHEREAS, Captain Sayers was assigned as the Professional
Development Officer using his talents to manage the delivery of all EMS
training, promotional testing, and officer development programs; and
WHEREAS, Captain Sayers was selected as an advanced life support
field training officer and utilized his vast knowledge, skill, and
experience to enhance the training of many new advanced life support
providers for the organization; and
WHEREAS, Captain Sayers was assigned to the Emergency Medical
Services Division where he served as the Deputy Director of Emergency
Medical Services, and during which time he continued to build and
strengthen the department's relationships with local, regional, and
statewide healthcare partners; and
WHEREAS, Captain Sayers was involved in the creation and management
of the Mobile Integrated Healthcare Program.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board
of Supervisors recognizes the contributions of Captain John G. Sayers,
Jr., expresses the appreciation of all citizens for his service to the
county, and extends their appreciation for his dedicated service and

WHEREAS, in 1987, Mr. Davis helped establish the Itron hand-held meter
reading system for the department, thus providing more accurate collection
of data and substantially improving the efficiency and production of the
meter -reading process; and
WHEREAS, Mr. Davis was instrumental in the implementation of the Hansen
Infrastructure Management System, which automated the management of water
and wastewater assets for the department; and
WHEREAS, in 1994, Mr. Davis established the first computer network for
the department and one of the first in the county; and in 1999, he did
substantial work on the Y2K project to insure computer applications would
function properly in the next millennium; and
WHEREAS, in 2007, in recognition of his technical expertise, Mr. Davis
was promoted to the position of Automation Coordinator; and
WHEREAS, in 2011, Mr. Davis was responsible for the implementation of
the department's first Customer Information System which not only improved
the efficiency of the Billing and Customer Service staff but also increased
customer satisfaction; and
WHEREAS, Mr. Davis showed community support and volunteered over 20
years of his time to the Battlefield District of the Robert E. Lee Council
of the Boy Scouts of America, with three years served as the district
chairperson; and served sixteen years in the U.S. Coast Guard Auxiliary
promoting boating safety and retiring with the rank of Flotilla Vice -
Commander; and
WHEREAS, Mr. Davis has always worked diligently to ensure customers'
needs are met in a timely and professional manner, demonstrated excellent
work ethic, and always sought out the best technology solutions.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of

WHEREAS, Staff Sergeant Michael D. Moody, Jr. was born in
Maryland and spent his teenage years in Chesterfield County,
graduating from Meadowbrook High School in 1994; and
WHEREAS, Staff Sergeant Moody enlisted in the Army in 1997,
completed basic training in Fort Knox Kentucky and was deployed to
Germany and Bosnia; and
WHEREAS, in 2007, while assigned to the 2nd Battalion, 69th
Armor Regiment, 3rd Brigade Combat Team, 3rd Infantry Division Staff
Sergeant Moody was deployed to Iraq, marking his third deployment
to the region; and
WHEREAS, on June 23, 2007, Staff Sergeant Moody died from
wounds sustained while engaging the enemy in Baghdad Iraq when his
unit was attacked by insurgents using improvised explosive devices
and small arms fire; and
WHEREAS, over the course of his distinguished career, Staff
Sergeant Moody was awarded two Army Commendation Medals and two
Army Achievement Medals; and
WHEREAS, known for his radiant smile and his strong sense of
duty, Staff Sergeant Moody will be fondly remembered and greatly
missed by his parents, his brother, his two young children and
countless other family members, friends and fellow soldiers; and
WHEREAS, Staff Sergeant Moody gave his life in defense of a
grateful nation; and
WHEREAS, the Chesterfield County Board of Supervisors wishes

part of the 39th Basic Police Academy Class in January 2003; and
WHEREAS, in 2003, while assigned to the Uniform Operations
Bureau, North Midnight Shift, Officer Cappelletty was protecting
and serving the residents of Chesterfield County; and
WHEREAS, on May 28, 2003, Officer Cappelletty died from wounds
sustained while answering a call for service for shots fired at a
home in Chesterfield County; and
WHEREAS, Officer Cappelletty protected and served this
community with honor and dignity, placing his life in danger to
protect others; and
WHEREAS, known for his youth and sense of duty, Officer
Cappelletty will be fondly remembered and greatly missed by his

Summary of Information:
In June 2016, the Chesterfield County School Board entered into a multi -
jurisdictional written agreement to operate and control a joint school known
as CodeRVA located within the City of Richmond. The written Agreement to
Establish and Operate the CodeRVA Regional High School is pursuant to Section
22.1-26 of the Code of Virginia and regulations of the State Board of
Education. CodeRVA will offer a program for students from the participating
school divisions to graduate with a high school diploma and information
technology work experience. CodeRVA intends to first offer classes during the
2017-2018 school year.
Section 22.1-118 of the Code of Virginia permits school boards operating a
joint school to select the treasurer of a participating locality to serve as
fiscal agent with the approval of the respective governing bodies. CodeRVA
has requested the governing bodies of the participating school districts
approve the attached resolution. The Henrico County Board of Supervisors
approved the Director of the Department of Finance to serve as the fiscal
agent for CodeRVA on April 11, 2017. Staff recommends approval.

WHEREAS, the School Boards of the Counties of Chesterfield,
Cumberland, Dinwiddie, Goochland, Hanover, Henrico, New Kent,
Powhatan, Prince George and Sussex, and the Cities of Colonial
Heights, Hopewell, Petersburg and Richmond (the "School Boards"),
pursuant to Virginia Code §22.1-26 and regulations of the Virginia
Board of Education, operate and control a joint school known as
CodeRVA as set forth in a written Agreement to Establish and
Operate the CodeRVA Regional High School ("CodeRVA Agreement")
signed by the School Boards; and
WHEREAS, the School Boards seek to ensure the responsible
operation and management of CodeRVA; and
WHEREAS, Virginia Code § 22.1-118 and Section V of the
CodeRVA Agreement requires the School Boards to appoint a fiscal
agent; and
WHEREAS, Henrico County is a participating locality and is

The Eastern Midlothian Service District was created in 2010 to finance the

the businesses in that area via a supplemental real estate tax of $0.03.
The County received one (1) bid on April 18, 2017, from RSG Landscaping &
Lawn Care, Inc., in the amount of $31,152. RSG currently provides similar
contract median maintenance services for the Chesterfield Towne Center -
Southport Area Service District.

secondary road system in the county. The recommended FY2018-FY2023 Plan has
been developed by VDOT and staff based on projected revenues of approximately
$1.16 million per year, plus $22,000 which must be used for hard surfacing
unpaved roads. A summary of the proposed Six -Year Plan is shown on Attachment
A.

Staff also recommends adding the Bailey Bridge Connector, Phase I project to
the Plan with a future allocation of $1,319,000. This project, estimated to
cost $22,960,000, was selected as part of the Smart Scale process along with
the Route 288 Southbound to Route 360 Westbound Ramp project. Both projects'
Smart Scale applications identified $1,319,000 from VDOT's Six Year
Improvement Program (SYIP) for Route 288/Route 360 Improvements as potential
leveraging funds. Because these funds cannot be applied to both projects,
VDOT is requiring the county to provide other funds, totaling $1,319,000,
for one of the projects. Secondary road construction funds can be used for
the Bailey Bridge Connector, Phase I. With the exception of the secondary
road construction leveraging funds, both of these projects are otherwise
fully funded with Smart Scale.
Unpaved Secondary Roads
The Code of Virginia requires that approximately 5a of statewide secondary
construction funds are set aside for the paving of unpaved roads. These funds
are then distributed among localities proportionately based on the number of
miles of unpaved roads carrying over 50 vehicles per day (vpd),,,in each
locality.

Approximately $22,000/year has been allocated to the Plan specifically for
hard surfacing unpaved roads. One unpaved road will be hard surfaced this
summer: Adventure Hill Lane. Staff recommends the addition of Scottwood
Road to this year's update of the Plan.
Rural Addition
For localities that meet certain criteria, VDOT allows 5% of secondary road
construction funds, up to a maximum of four years of allocations, to be used
towards upgrading qualifying non -state standard roads so that they can be
accepted into the state road system as a rural addition. Under the rural
addition program, VDOT will pay the road construction costs. The county, or
others, must pay right-of-way acquisition and utility adjustment costs. Based
on the FY2018 secondary road allocation of $1.16 million, approximately
$230,000 could be applied to any one rural addition project.
In the past, rural addition projects have been selected by the Board on a
case-by-case basis as requests are received from citizens. Staff has received
eleven requests for rural additions in the past five years (Attachment B).
For all candidate rural addition projects, staff will work with VDOT to
confirm the road is eligible and refine cost estimates to upgrade the road
for acceptance into the state system.
Staff recommends the following project be included in the Plan as a Rural
Addition project:
Quay Street - This rural addition project would involve the following
improvements: 1) Womack Road would be extended and improved from the
current end of state maintenance to Lee Street and 2) Quay Street would
be upgraded from Lee Street to the last driveway. The remainder of
existing Quay Street to its connection to Ecoff Avenue would be eliminated.
The cost estimate to upgrade the roads is $100,000. This cost does not
include the cost of any utility relocations that may be necessary or the
work associated with recording the right-of-way for the roads.
FY2018 Secondary Road Improvement Budget
Each year VDOT requests that the Board of Supervisors approve a Secondary
Road Improvement Budget. The budget reflects the first year of the Six Year
Plan and identifies specific project allocations for the fiscal year. The
following projects are recommended for funding in FY2018: Nash Road over
Rita Branch Bridge Replacement, Adventure Hill Lane paving and the TBD -

Authorize the Appomattox Regional Governors School (ARGS), to receive and
appropriate $172,400 in grant funds from the Cameron Foundation and the Mary
Morton Parsons Foundations for the renovation of the I.B. Pittman Building
dance studio.
Summary of Information:
The County serves as the ARGS fiscal agent and therefore is required to
subject budget amendments and grant appropriations to similar County
government processes. Board of Supervisors is requested to approve the
acceptance and appropriation of $87,400 in grant funds awarded from the
Cameron Foundation and $85,000 in grant funds awarded from the Mary Morton
Parsons Foundation to the ARGS. These funds will be used for renovations to
the I.B. Pittman Building dance studio to include HVAC replacement, interior
and exterior building work, dance floor, mirrors, and security cameras. This
new studio space, located near ARGS in Petersburg, will take the place of
rental dance studio space at the Richmond Ballet. It is anticipated that
grant funds will be sufficient to cover the full cost of renovations.

REMARKS TO BOARD OF SUPERVISORS DURING PUBLIC COMMENT
PERIOD
School Board members often express their focus on the academic
mission and efforts to increase classroom resources. I do not dispute
the intent of that focus.
However, the current and previous School Boards have failed to
establish and maintain a generally accepted set of even basic business
practices to control and ensure proper execution of administrative and
support functions essential to accomplishing academic goals. Thus,
such failures drain resources from the classroom.
Among these failed practices is the administration of an equitable
compensation program. Although the School Board and top school
division executives espouse the value of teachers, one has only to
compare teacher compensation with that of central office staff to
question such statements. Why are there so many coordinators and
staff members compensated at levels far above even experienced
teachers when research shows the qualification of the teacher to be a
critical indicator of increased student learning? Why does the
organization chart for the upcoming budget year show new upper level
positions that were not identified and justified during budget
development while only limited resources were applied to addressing
teacher salary scale compression?
Many failures have been documented in consultants' reports, the limited
number of internal audits performed of high risk actions, local news
reports, public comments of informed citizens at local government and
community meetings and in numerous emails to School Boards and
Boards of Supervisors.
Documentation from 2010 through June 2016 clearly establishes the
mismanagement and neglect of responsibility by the current and two
previous School Boards that led to the almost $100 million unfunded
liability in the Supplemental Retirement Plan and added County and
citizen oversight.
I personally have thousands of pages of documentation of the egregious
failure of the outsourcing of school custodial services. For the School
Board to sanction the claim of millions in savings and to trade off the
health, safety and welfare of teachers, students and staff for less
important initiatives is unconscionable. To renew that contract without
documented justification and in spite of dirty schools being
commonplace is simply irresponsible decision making.
For another example of wasted efforts resulting from lack of strategic
planning and proper controls, look at the process that began in 2011 to
buy land for Matoaca Elementary School's renovation. That process has
extended over six years. The latest effort to acquire a site for that
school's replacement will be the fifth attempt.
To generate real savings for use in the classroom, I am proposing that, in
coordination with the School Board, the Board of Supervisors initiate a
review and analysis of all school division functions other than strictly
academic ones to determine which functions may be consolidated with
county functions or transferred to county administration. Examples
include: facilities acquisition and maintenance, technology,
transportation, food service, and payroll.
We can no longer tolerate the consequences of operating without even
basic internal controls and basic business management processes in so
many school division functions. Thank you for your consideration.

So many people think that, because they once went to school, they know how to fix what ails
public education. Even though I have an accountant file my taxes every year and have had a
lawyer process a mortgage for me, I would never presume to tell any of you on this board how to
fix accounting errors or legal issues. However, because you control the purse strings, I need
your assistance in fixing our teacher and paraprofessional crisis.
One of the things all good teachers know is not to punish an entire class for the misbehavior of a
few. Though some parents expressed their dissatisfaction with some of your words and a
particular decision you made a month ago, it would be entirely inappropriate to call out parents
for exercising their free speech in a way you thought inappropriate, not only because we live in a
democracy, but also because not all parents acted in a way that displeased you.
Likewise, it is inappropriate to call out teachers for behavior you don't like. If you can identify
folks you think were offensive, even though being offensive is part of the free speech guaranteed
in a democracy, call them up on the phone and have a conversation with them about what you
think is appropriate in a public forum. But do not call out teachers in a public forum and then
expect the president of their union to sit idly by as if your remarks are in any way appropriate.
Scapegoating is not attractive, whether it's for inappropriate remarks about immigrants or for
what in your opinion is inappropriate volume at a public meeting. Public education is not a
special interest, and the employees of our schoolsand the multitude of our community who
support them are not a special-interest group.
When I asked you in March to fix our teacher crisis, referring to our inability to provide regular
teachers for hundreds of our students, I meant for you to make it better, not worse. Your
decision not to honor the work of either our most loyal school employees or our much needed
middle-aged teachers who have come from other employment will not help our students perform
better on standardized testing, will not help our schools earn or maintain accreditation.
It is my understanding that your plan for the CCPS Supplemental Retirement Plan will actually
cost more than the one devised by CCPS employees. Our taxes are low, somewhat average to
below average for Virginia, which is a low -tax state. Still, citizens shouldn't have to pay extra
for something they could have had more cheaply.

The Board is requested to approve an amendment to § 9-57 of the Chesterfield
County Code after holding a public hearing.
Summary of Information:
The County currently has special tax classifications for motor vehicles owned
or leased by auxiliary police officers and members of volunteer rescue squads
and volunteer fire departments. Only one vehicle per person is entitled to
the special tax rate, which is currently $0.96 on every $100 of assessed
value. State law also permits the County to establish a separate tax
classification for motor vehicles owned or leased by auxiliary deputy
sheriffs. Creating a special classification for auxiliary deputy sheriffs
will correct the inequity that has been created by exempting other public
safety volunteers, but not auxiliary deputy sheriffs. Currently, the
Sheriff's Office utilizes only two auxiliary deputies, so the fiscal impact
will be nominal.
Staff recommends approval of the changes to the County ordinance after
holding a public hearing.

(1) That Section 9-57 of the Code of the County of Chester geld, 1997, as amended, is
amended and re-enacted to read as follows:
Chapter 9. Finance & Taxation
Article III. Tangible Personal Property Taxes
Division 1. General Provisions
Sec. 9-57. - Motor vehicles owned by members of volunteer rescue squads, members of
volunteer fire departments and auxiliary police officers.
(a) Motor vehicles (i) owned by members or auxiliary members of a volunteer rescue squad or
volunteer fire department or persons appointed to serve as auxiliary police officers pursuant
to Code of Virginia, § 15.2-1731, or persons who serve as auxiliary, reserve, or special duty
sheriffs collectively, "auxiliary deputy sheriff') or (ii) leased by members or auxiliary
members of a volunteer rescue squad or volunteer fire department or by an auxiliary deputy
sheriff if the berep rson is obligated by the terms of the lease to pay tangible personal
property tax or -on the motor vehicle hereby constitute a separate classification for tangible
personal property taxation, subject to the standards, conditions and requirements provided in
this section.
(b) For any tax year, only one motor vehicle per owner may be separately classified pursuant to
subsection (a); however, if a volunteer rescue squad or fire department member and an
auxiliary member are members of the same household, that household shall be allowed no
more than two special classifications.
(c) To qualify for separate classification under this section, the motor vehicle must:
(1) Be owned or leased by a member or auxiliary member of a volunteer rescue squad or
volunteer fire department or auxiliary deputy sheriff or owned by a person appointed to
serve as an auxiliary police officer pursuant to Code of Virginia, § 15.2-1731;

(2) Be used regularly by the member to respond to rescue squad, fire department or police
department emergency calls or used by a member who regularly performs other duties
for the rescue squad, fire department or police department; or is regularly used by the
auxiliary deputy sheriff to respond to auxiliary deputy sheriff duties; and
(3) Be used for such calls or to perform such other duties more often than any other motor
vehicle owned by the member or deputy.
(d) Any member or auxiliary member of a volunteer rescue squad or volunteer fire department
or person appointed to serve as an auxiliary police officer pursuant to Code of Virginia, §
15.2-1731, or auxiliary deputy sheriff who seeks to have a motor vehicle separately
classified for a tax year under this section must, prior to January 31 of the tax year, furnish
the commissioner of the revenue with a certification, signed under oath by the fire chief or
head of the member's volunteer organization or department stating that:
(1) The member is a member of the organization or department;
(2) The member regularly responded to emergency calls received by the organization or
department or regularly performed other duties for the organization or department
during the previous calendar year;
(3) The motor vehicle for which a separate classification is sought was regularly used to
respond to such calls or to perform such other duties; and
(4) Such motor vehicle was used for such calls more often than any other vehicle owned by
the member.
(e) Any member or auxiliary member of a volunteer rescue squad or volunteer fire department
or person appointed to serve as an auxiliary police officer or auxiliary deputy sheriff may
replace a motor vehicle certified pursuant to this section as of January 31 of the current tax
year at the time that the certified vehicle is sold or transferred.
(f) Notwithstanding the January 31 deadline provided by subsections (d) and (e), the
commissioner of revenue shall be authorized, in his discretion, and for good cause shown
and without fault on the part of the member, to accept a certification after January 31.
(2) That this ordinance shall become effective immediately upon adoption.

service fees for emergency ambulance transport.
Summary of Information:
The Board is requested to hold a public hearing on the proposed changes to
the ordinance regarding service fees charged for emergency ambulance
transports, fees for other emergency medical services as might be approved,
and additional technical changes.
The ambulance transport fee was established to recover costs typically
reimbursed by Medicare and commercial insurance companies for the cost of
emergency transport services and to enhance emergency medical services. The
allowable Medicare reimbursement rates for emergency medical care and
transportation are adjusted annually and are higher than Chesterfield's
current charges. The requested changes in the emergency ambulance transport
fee schedule would allow the county to recover costs in accordance with
current allowable insurance and Medicare rates without further ordinance
updates. This change has been recommended by the Internal Audit Department
and is supported by the Fire and EMS Department. This rate change will take
effect immediately upon adoption to maximize reimbursements from Medicare and
private insurance to the county without delay.

BE IT ORDAINED by the Board of Supervisors of Chesterfield County:
(1) That Section 10-10 of the Code of the County of Chesterfield, 1997, as amended, is
amended and re-enacted to read as follows:
(a) Pursuant to Code of Virginia, § 32.1-111.14, it is hereby determined and declared
that the exercise of the powers and duties set forth herein is necessary to assure the provision of
adequate and continuing emergency services and to preserve, protect and promote the public
health, safety and general welfare.
(b) Definitions. The following definitions shall apply to ambulance charges: Basic life
support (BLS), Advanced life support level I (ALS -1), and Advanced life support level 2 (ALS -2)
shall be those services as defined by applicable federal or state regulations and administered in
accordance with applicable law. Ground transport mileage (GTM) shall be assessed from the
location of the point of pick-up of the patient to a hospital or other facility where a patient is
transported.
(c) The sehedule of rates for emergency ambulance transport services provided by the
county department of fire and emergency medical services (including any volunteer rescue squad
with which the county fire and EMS has a billing agreement) shall be set at 135% of the
Medicare Allowable Charges, as established by the Centers for Medicare & Medicaid Services.

PROJECT: As recommended by the comprehensive plan, evaluate industrial uses and the districts in
which they are permitted by right, with restrictions, or with conditional use. The industrial uses
enumerated in the zoning ordinance have not been comprehensively evaluated since the early 1970's.
Many new uses and technologies have evolved since that time.
The Qoe| is to determine if any such uses should be changed to a different zoning category based upon
current technology, to add additional uses based upon evolving industries, and to accommodate targeted
industries necessary for a strong and diverse economy. Based upon the evaluation, the plan suggests that
the ordinance beamended, asappropriate.
The Planning Department, in concert with the Economic Development Department, evaluated the
enumerated industrial uses in each zoning category and also identified industrial uses which are not
specifically addressed by the current ordinance. During this process, a limited number of commercial uses
were identified for possible amendment. A 2013 Richmond Regional Planning District study comparing
various localities' industrial districts and permitted uses permitted was used to benchmark Chesterfield's
ordinance with Henrico, Richmond, Caroline, Prince William, Stafford, Charlottesville, Virginia Beach,
Norfolk, Chesapeake, Loudoun and Fairfax.
The recommendations herein would place Chesterfield in m competitive market with similar localities in
the Commonwealth.
The amendment will require public input and hearings by the Planning Commission and Board of
Supervisors. The Planning Commission held work sessions in December 2016 and February 2017 and
public hearing on March 21, 2017 and the public hearing was closed and a decision was deferred to April
2017. In April the Planning Commission forwarded recommendation of approval. The Board of
Supervisors will hold apublic hearing nnMay 74'2O17. Prior toformal public meetings and hearings, the
proposed amendment was posted tothe web for public comment. There were no comments received.
During this period, the Economic Development Department continued to evaluate the emerging craft
brewery, distillery and winery industries and based upon their recommendation, the proposal was
amended to allow consideration of permitting outside dining and nightclubs as accessory to such uses.

Attachment A shows the industrial uses permitted by right, with restrictions, and with conditional use in
the existing ordinance. The C-4 and C-5 Districts are included in the matrix as some industrial uses are
either permitted byright orwith restrictions inthose districts. Generally, those uses permitted byright in
the Light Industrial(I-1) District are allowed in General Business(C-5) Districts. In addition, the current
ordinance allows in Agricultural(A) by conditional use most uses permitted byright, with e:trktkzn4 or
with conditional use inthe commercial and industrial districts; therefore, the Agricultural (A) District has
been included inthe matrix.

recommended that the ordinance be amended to bring the districts in which particular industrial uses are
permitted in line with localities benchmarked in the 2012 Richmond Regional Planning District study.

use may be allowed in the respective zoning district through either a Conditional Use or Special
Exception.

the Public Meeting Room at the Chesterfield
Administration Building on May 24, 2017, at
6:00 p.m.
RESOLUTION and ORDER
WHEREAS, a sketch has been provided to the Board of Supervisors of Chesterfield County
depicting a portion of Deergrove Road, State Route 7333, to be abandoned from the Secondary
System of State Highways; and,
Whereas, pursuant to a resolution of this Board, dated March 29, 2017, the required notices
of the County's intention to abandon a portion of Deergrove Road, State Route 7333, from its
intersection with Deerhill Lane, State Route 7385, to its terminus approximately 0.01 miles west of
Deerhill Lane, State Route 7385, identified as segment A -B on the attached sketch, have been
given in that: on April 7, 2017, a notice was posted in at least three places along Deergrove Road,
State Route 7333, west of Deerhill Lane, State Route 7385; and on May 10, 2017, and on May 17,
2017, a notice was published in the Richmond Times -Dispatch having general circulation within
the County announcing this Public Hearing to receive comments concerning the proposed
abandonment; and on April 6, 2017, notice was sent to the Commissioner of Highways; and,
WHEREAS, after considering all evidence available, this Board is satisfied that no public
necessity exists for the continuation of the section of Deergrove Road, State Route 7333, segment
A -B a distance of approximately 0.01 miles, since it serves no public necessity and is no longer
necessary as part of the Secondary System of Highways.
NOW, THEREFORE BE IT RESOLVED, that the Chesterfield County Board of
Supervisors hereby abandons the above described section of Deergrove Road, State Route 7333,
and removes it from the Secondary System of State Highways, pursuant to Section 33.2-909, Code
of Virginia, 1950, as amended.
AND, BE IT FURTHER RESOLVED, that a certified copy of this resolution be forwarded
to the Chesterfield Residency Administrator for the Virginia Department of Transportation at 3301
Speeks Drive, Midlothian, VA 23112.
AND, BE IT FURTHER RESOLVED, that the Board of Supervisors does hereby request
that the Commissioner of Highways certify, in writing, that the portion of Deergrove Road lying
west of Deerhill Lane, State Route 73 85, hereby abandoned is no longer necessary for uses of the
Secondary System of State Highways pursuant to Section 33.2-913, Code of Virginia, 1950, as
amended.

Approve the leasing of a portion o� the Smith -Wagner Building to the
Commonwealth of Virginia, Department of General Services for use by the
Virginia Department of Health.
Summary of Information:
Since 1988 the county has leased space in the Smith -Wagner Building to the
state for use by the Chesterfield -Colonial Heights Health Department. The
current lease is for 21,825 square feet and automatically renews year to
year. With the expansion of the building, staff has negotiated a new ten-year
lease for 36,795 square feet beginning September 1, 2017 at current market
rent of $620,681 annually that will increase 5 percent every four years. In
addition, furniture, moving, storage and installation expenses provided
through the Smith -Wagner Renovation/Addition project in an amount not to
exceed $475,000 will be reimbursed to the county in equal monthly
installments over the term of the lease as additional rent. The General
Assembly approved a budget amendment in an amount sufficient ($197,700) to
cover the State's pro -rated share (equal to 10 months) of the FY2018 costs.
The County's budget, including revenue from the State amendment, is
sufficient to cover the County's reimbursement to the State.

In 1996, the county acquired four parcels of land containing a total of four
acres, more or less, for the Meadowville Technology Park identified as 1120,
1130, 1230 and 1300 Meadowville Technology Parkway. The remainder of the
technology park is held in the name of the Economic Development Authority and
the authority has requested that these parcels be conveyed. A public hearing
is required to convey county property.
