SESSION COUNTY ADMINISTRATOR'S COMMENTS Mr. Ramsey commended Ms. Becky Dickson and staff of the Budget and Management Department upon being awarded the Distinguished Budget Presentation Award by the Government Finance Officers Association of the United States and Canada (GFOA) for the 20th consecutive year. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing Dr. Frank Darpli, Mental Health/Mental Retardation/Substance Abuse Department, upon his retirement. Adopted Resolution recognizing Master Police Officer Roberto J. Lopez, Police Department, upon his retirement. Adopted Resolution recognizing Mr. Vincent Keith Fisher, Department of General Services, upon his retirement. WORK SESSION Mr. Jay Payne, Budget Manager presented an overview of the FY2005-2010 Capital Improvement Program. STREETLIGHT COST APPROVALS Approved Streetlights as follows: Villas Drive, vicinity of 12330; Intersection of Centralia Road and Patromdale Drive; Intersection of Surreywood Drive and Surreywood Court; and Intersection of Lancashire Drive and Lancashire Court. APPOINTMENTS Approved Appointment/reappointment of Mr. Ray Cullop, Mr. Fred Key, Mr. Ronnie Waters, Mr. Doug Conner, Sgt. David Deringer and Officer Howard Barnes to serve on the Towing Advisory Board. Approved Appointment of Mr. Shermon Litton to serve on the Richmond Regional Planning District Commission. Approved Bermuda District appointments as follows: Mr. Jim Morris to serve on the Committee on the Future; Mr. Tim Mick and Mr. Jack Griffin to serve on the Parks and Recreation Advisory Commission; Rev. Approved Request from Christopher S. Leitch and Michelle D. Leitch for an asphalt driveway and a wooden retaining wall to encroach within a 16-foot drainage easement across Lot 14, Bayhill Pointe, Section 13. Deferred until March 24, 2004 Consideration of the Special Project Service Agreement First Addendum for Residential Recycling Services with the Central Virginia Waste Management Authority (CVWMA) to extend the contract with Tidewater Fibre Corporation for residential recycling services for Chesterfield County. Approved Funding for the acquisition of nine acres by the Industrial Development Authority at the Meadowville Technology Park from H. Gordon Peters; and authorization for the transfer of funds from the Industrial Access Road Account. Approved Transfer of Funds from the Clover Hill, Dale, Matoaca and Midlothian District Improvement Funds to the Bermuda District Improvement Fund.
