91SN0228MOBILE HOME REPORT The Board of Supervisors of the County of Chesterfield, on Wednesday July 24~ 1991, beginning at 2:00 p.m. in the Public Meeting Room at Chesterfield County Administration Building, Chesterfield, Virginia, will take under consideration the granting of a Mobile Home Permit on the parcels of land described herein. It shall be the policy of the Board of Supervisors that approval of a mobile home permit to park a mobile home on a parcel of land shall be subject to com- pliance with the following Standard Conditions: 1. The applicant shall be the owner and occupant of the mobile home. No lot or parcel may be rented or leased for use as a mobile home site, nor shall any mobile home be used for rental property. Only one (1) mobile home shall be permitted to be parked on an individual lot or parcel. The minimum lot size, yard setbacks, required front yard, and other zoning requirements of the applicable zoning district shall be complied with, except that no mobile home shall be located closer than 20 feet to any existing residence. No additional permanent-type living space may be added onto a mobile home. Ail mobile homes shall be skirted but shall not be placed on a permanent foundation. Where public (County) water and/or sewer are available, they shall be used. Upon being granted a Mobile Home Permit, the applicant shall then obtain the necessary permits from the Office of the Building Offi- cial. This shall be done prior to the installation or relocation of the mobile home. Any violation of the above conditions shall be grounds for revoca- tion of the Mobile Home Permit. 91SN0228: In Bermuda Magisterial District, KATIE B. DAVIS requests a Mobile Home Permit to park a mobile home in a Residential (R-7) District. The density of the proposal is approximately 2.5 units/acre. The Comprehensive Plan designates the property for residential use of 1.51 to 4.00 units/acre. This property fronts the west line of Brandywine Avenue, approximately 265 feet south of General Boulevard, in the vicinity of 10014 Brandywine Avenue. Tax Map 81-16 (5) Central Park, Block 8, Lots 53 through 56 (Sheet 23). This is the applicant's first permit request. The mobile home will be located on property belonging to the applicant. The applicant has made an agreement to purchase the property, contingent upon the mobile home permit being approved. The property will be served by public water and sewer. Staff finds there are ten (10) mobile homes located within one-quarter (1/4) mile of this property, however, no mobile homes are located in the immediate area of this request. This request, which is for seven (7) years, appears to be out of character with the neighborhood at the present time. The mobile home will be located in an area designated by the Central Area Land Use and Transportation Plan for medium density residential use. Adjacent property is zoned Residential (R-7). Development in this area has started and gives the neighborhood a stable residential character. Central Park Subdivision began development in the 1950's and has continued to the present. The most recent construction of a single family dwelling was completed in 1990 and is located two (2) parcels south of the request site. Because of the present development and the potential for future development in this area, staff cannot support this request.
