Amendment to Conditional Use Planned Development (Case 81S104)
relative to signs. Specifically, Condition 9 or Case 81S104 restricts
freestanding signage to one (1) freestanding sign along Hull Street
Road to identify all uses on the request property and adjacent
property to the north and west, fronting Hull Street Road. At the
time of original zoning, the subject property was to have been
developed as a part of the adjacent M-1 property to the north and
west. The property to the north and west has been developed with
access and orientation to Hull Street Road. The request property has
limited frontage along Hull Street Road and has its primary access and
frontage along Price Club Boulevard. The applicant seeks amendment to
Condition 9 of Case 81S104 to allow freestanding signs along Price
Club Boulevard to identify uses oriented towards Price Club Boulevard.
PROPOSED LAND USE:
A portion of the property has been developed for a plumbing supply
showroom and warehouse with access to Price Club Boulevard. The
remainder of the property is vacant and could be developed for a mix
of commercial and light industrial uses.

Recommend approval for the following reasons:
The recommended condition will provide adequate site identity for all uses
while complying with the Emerging Growth Area requirements of the "new"
Zoning Ordinance for properties located within industrial parks.

and industrial zoning and land uses.

Zoning History:
On October 28, 1981, the Board of Supervisors, upon a favorable
recon~endation by the Planning Commission, approved rezoning from
Agricultural (A) to Light Industrial (M-l) with Conditional Use Planned
Development to permit use and bulk exceptions on the request property and
adjacent property to the north and west fronting Hull Street Road (Case
81S0104). At that time, Price Club Boulevard did not exist and property
frontage and access was planned to Hull Street Road, exclusively.
Condition 9 of Case 81S0104 restricted freestanding signage to the
following:
One (1) freestanding sign, not to exceed 100 square feet in area and a
height of twenty-five (25) feet, shall be permitted. This sign shall
identify the development and tenants therein. Other than directional
signs, no other freestanding signs shall be permitted. Individual
business establishments shall be permitted attached building signs as
regulated by the Zoning Ordinance for Light Industrial (M-l) zoning.
This condition would allow building-mounted signs having an aggregate area
not to exceed 2.5 square feet for each one (1) foot of lot frontage. A
freestanding sign has now been erected along Hull Street Road and
identifies the office uses which have been developed on the adjacent
property to the north and west. As noted herein, the applicant seeks
amendment to Condition 9 of Case $1S104 to permit additional freestanding
signs to identify uses fronting Price Club Boulevard.
Site Design:
Since approval of Case 81S104, the Hull Street Road frontage portion of the
property has been developed as an office complex. The remainder of the
property consists of two (2) building sites, the northernmost of which is
currently vacant and the southerr~ost of which is occupied by a light
industrial use with access to Price Club Boulevard.
Conclusions:
As noted herein, the current request is for amen~nent to Conditional Use
Planned Development (Case 81S104) to permit freestanding signs along Price
Club Boulevard to identify individual businesses on the request property.
Specifically, current zoning conditions restrict freestanding signage to
one (1) freestanding sign along Hull Street Road to identify all uses on
the request property, which fronts primarily on Price Club Boulevard, plus
an existing office complex on adjacent property occupying the majority of
the Hull Street Road frontage included in the original zoning case. The
applicant seeks amendment to permit businesses fronting Price Club
Boulevard to have individual freestanding signs along Price Club Boulevard
for site identity.
The request property lies within the Emerging Growth Area and individual
parcels front primarily or exclusively on Price Club Boulevard. Given the
orientation of the property toward Price Club Boulevard, rather than Hull
Street Road as originally planned, coupled with the adoption of the "new"

Zoning Ordinance, it would be appropriate to allow freestanding signs in
accordance with recently adopted standards provided that building-mounted
signs also comply with recently adopted standards. The recommended
condition would have the effect of reducing the amount of building-mounted
signage permitted from that originally allowed. However, the condition
would allow freestanding business signs, as requested by the applicant.
Approval of signage, in conformance with Emerging Growth standards, would
be appropriate (Condition). Specifically, Emerging Growth standards would
permit each lot or parcel fronting Price Club Boulevard, of two (2) acres
or less, to have a fifty (50) square foot freestanding sign having a height
of fifteen (15) feet. Each lot or parcel fronting Price Club Boulevard of
more than two (2) acres would be permitted a 100 square foot freestanding
sign having a height of fifteen (15) feet. However, the overall aggregate
area of all freestanding and building-mounted signs on any one (1) lot or
parcel could not exceed one (1) square foot for each two (2) lineal feet of
building frontage provided a minimum of twenty (20) square feet and a
maximum of 150 square feet of aggregate sign area would be permitted for
each use. Further, freestanding signs cannot be legible from external
public rights of way (Hull Street Road). These requirements are designed
to provide individual, freestanding businesses with adequate site identity
while discouraging sign proliferation.
CASE HISTORY
Planning Commission Meeting (6/18/91):
The applicant accepted the recommendation. There was no opposition
present.
On motion of Mr. Belcher, seconded by Mrs. Boisineau, the Commission
recommended approval of this request subject to the condition on page 2.

The Board of Supervisors on Wednesday, July 24, 1991, beginning at 2:00 p.m.,
will take under consideration this request.
