Ranrsey Summary of Actions Taken by the Board on February 11, 2004 3:30 P.M. SESSION COUNTY ADMINISTRATOR'S COMMENTS Colonel Horace Mann, President of the Chesterfield Historical Society, presented Board members with copies of "Chesterfield: an Old Virginia County, 1607- 1954" and "Chesterfield: an Old Virginia County, 1955-1989." Mr. Robert Eanes, Assistant to the County Administrator, was recognized for attaining Certification in Homeland Security - Level III, the highest level available. BOARD COMMITTEE REPORTS Approved Deferral of all new zoning applications that include residential uses filed after February 11, 2004 in the Upper Swift Creek Land Use Plan for one year to allow the Board of Supervisors time to review recommendations or changes to the Plan. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing Mrs. Evelyn T. Price, Treasurer's Office, upon her retirement. Presented Joseph E. Pittman, Jr. Award for Continuous County Service, formerly held by Mrs. Evelyn Price, to Mr. William Cable, an employee of the Environmental Engineering Department since 1967. WORK SESSIONS © Ms. Becky Dickson, Director of Budget and Management, presented an overview of Financial Polices and Projected FY2005/2006 Revenues. Ms. Frances Hayes-Brown and Mr. Dean Lynch, Chesterfield Community Services Board members, presented an overview of the Community Services Board's Proposed FY2005/FY2006 Budget. Ms. Joan Salvati, Water Quality Administrator, provided details of proposed amendments to the Chesapeake Bay Preservation Ordinance. Approved Public hearing date of May 26, 2004 to consider amendments to the Chesapeake Bay Preservation Ordinance. APPOINTMENTS Approved Appointment/reappointment of Mr. Hadi YazdanPanah to serve on the Parks and Recreation Advisory Board. Approved Reappointment of Dr. James F. McClellan, Mr. Richard "Rick" L. Young III, and Mr. John Thayer to serve on the Airport Advisory Board. CONSENT ITEMS Approved Appropriation of Juvenile Accountability Incentive Block Grant Funds from the Department of Criminal Justice Services. Approved State road acceptance of roads in Wellington Farms, Section D; Windy Creek, Section A, a portion of; Brandy Oaks, Section 7; River Ridge, Section E; and Huguenot Ridge. Adopted Resolution recognizing March 2004, as "Purchasing Month." Adopted Resolutions recognizing Mr. Christopher William Lawrence and Mr. Erik Kristen Loken upon attaining the rank of Eagle Scout. Adopted Resolution approving the selection of the Treasurer of Chesterfield County as the fiscal agent of Appomattox Regional Governor's School. Approved Request to quitclaim two 16-foot sewer easements and a ten-foot temporary construction easement across the property of Virginia Paint Distribution Corporation. Public hearing date of March 10, 2004 to consider amendments to the Water and Sewers Ordinance relative to connection fees where projects are funded by the Federal Community Block Grant Program. Public hearing date of March 10, 2004 to consider an ordinance establishing an Auxiliary Police Force. Public hearing date of March 10, 2004 to consider acceptance of grants and appropriation of funds for Rayon Park Wastewater Improvements Project. Public hearing date of March 10, 2004 to consider an ordinance amendment relative to public liability insurance requirements for taxicabs. Public hearing date of February 25, 2004 to consider the effects of methyl tertiary butyl ether (MtBE) on the county's public water supply. SESSION Reverend Martha Jenkins, Vicar of Saint Matthew's Episcopal Church, invocation. Eagle Scout Zachary Robert Napier led the Pledge of Allegiance. gave the RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing February 2004, as "National Children's Dental Health Month" in Chesterfield County. Adopted Resolution recognizing Ms. Sad6 Simmons as Chesterfield's Junior Miss 2004. Adopted Resolution recognizing Ms. Kim Wray as Midlothian's Junior Miss 2004. Adopted Resolutions recognizing Mr. Daniel Luis Cheatham, Mr. Christopher Michael Eugene, Mr. David Michael Brenner, Mr. Zachary Robert Napier and Mr. Alex Lee Odom upon attaining the rank of Eagle Scout. Adopted Resolution recognizing Mr. Bruce E. Moseley of the Moseley Family Limited Partnership as the 2003 recipient of the Bay Friendly Clean Water Farm Award for Chesterfield County. PUBLIC HEARINGS Adopted Ordinance establishing connection and user fees for college and university dormitories. Approved Sale of 2.77 acres of surplus county property on Rivers Bend Boulevard.
