The Executive Secretary notified the Board that the Richmond-Petersburg Turnpike Authority had officially deferred action on any proposal to widen the present Toll Road for a period of at least ninety (90) days. There was read a letter from Mr. E. L. Covington, Resident Engineer, Virginia Department of Highways, stating that the speed limits on North Arch and South Arch Roads were being investigated. There was read a letter from the SCL Railroad Company concerning the crossing at Dupuy Road which letter is filed with the papers of this Board. Mrs. Claudie Swinson comes before the Board requesting a Variance to allow the construction of a home on a 1-acre parcel of land in the rear of 7020 Walmsley Blvd. and it was generally agreed that this matter would be deferred to January 12, 1972. There was received a Variance request from Mr. T. Neg, 1 Ingram on behalf of Mr. Robert D. Rogers on a parcel of land at the southern end of Hopkins Road as shown on plat filed with the Board's papers and upon consideration whereof and on motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that a Variance from the Subdivision Ordinance be granted to allow the construction of a dwelling on a parcel of land 140-ft. in wi4th at the southern end of Hopkins Road, provided a 50-ft. right-of-way be dedicated to the County and provided further that the County has no responsibility for building or maintaining a road on said right-of-way. On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that a bond for the Treasurer be increased according to the suggestion of the County's Auditor.. And be it further resolved, that the sum of $900.00 be transferred from the unappropriated surplus to Item 11-031-212.0 in the budget to cover this cost. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that this Board approves the request of the Chief of Police for the sum of $13,246.00 to pay for the hiring of three men for the remainder of this fiscal year to set up a Vice=Squad for the County of Chesterfield. And be it further resolved, that the sum of $13,246.00 be, and it hereby is transferred from the unappropriated surplus to 11-061 in the Police budget. Mrs. Lottie H. Williams, who resides on Loyal Avenue, comes before the Board complaining about the necessity of paying a monthly sewer charge and not receiving the services of the sewer system. Whereupon, it was explained to Mrs. Williams that when the sewer line was installed she signed a contract with the County to obtain a sewer connection at $200.00, provided such charges were made. Mr. Larry Sterling and Mr. Henry Miller comes before the Board seeking some changes in the Board's ruling that the sum of $13,920.00 in sewer connection charges would have to be paid by them. After a lengthy discussion and upon. consideration of this matter, it is resolved, on motion of Mr. Purdy, seconded by Mr. Apperson, that Messrs. Sterling and Miller pay the sum of $13,920.00 for back sewer connections at the rate of $500.00 per month at 6% on the unpaid balance. Mr. Jake Limerick of the R. S~uart Royer Company and Mr. J, K. Timmons and Mr. John ~enson of the J. K. Timmons Company come before the Board to present and explain a comprehensive County-Wide sanitary sewer study. After ~pproximately two hours discussing the many facets of sewer problems, it is on motion of Mr. Purdy, seconded by Mr. Apperson, resolved that this report be accepted and officials are authorized to inform interested citizens of said report. ' On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that the County Engineer be and he hereby is authorized to have the plans for a sewage treatment plant on the Ashton Creek completed and approved by the necessary State Agencies and to have finished plans drawn so that the construction of this plant can be awarded as soon as possible. On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that due to the emergency of installing a utility line across the property belonging to Mr. and Mrs. R. R. Newcomb, that an easement be condemned if satisfactory arrangements cannot be completed. WHEREAS, the State Water Control Board has allocated a sizeable sum for the City of Petersburg to construct a sewage treatment plant area embraces a portion of Chesterfield County; and, for the area, which ~HEREAS, IT will be necessary to transport the County,s sewage through Colonial Heights to get to the regional sewage treatment plant; and WHEREAS, it will be necessary to increase the size of the sewer trunk mains in the City of Colonial Heights to transport the County's sewage, NOW, THEREFORE, BE IT RESOLVED, that this Board of Supervisors requests the City Council of the City of Colonial Heights make application to the State Water Control Board for an additional grant to support the increased size of the sewer trun~ line in Colonial Heights to transport Chesterfield sewerage to the regional sewage treatment plant. It is understood that the County of Chesterfield will pay its share in increasing the size of this sewer main and any other costs relative to the transportation of the County's sewage. Ayes: Mr. Homer, Mr. Browning, Mr. Apperson, Mr. Martin and Mr. Purdy. On motion of Mr. Browning, seconded by Mr. Martin, it is resolved that the officials of the County of Chesterfield be requested to negotiate with officials of the City of Petersburg for the increase in volume of sewage pumped from Ettrick to Petersburg. Ayes: Mr. Hornet, Mr. Browning, Mr. Apperson, Mr. Martin and Mr. Purdy. On motion of Mr. Purdy, seconded by Mr. Martin, it is resolved that eight people in the Water and Sewer Departments be raised 5% as of January 1, 1972, due to the recent up-grading of salary ranges in the labor classification. Ayes: 'Mr. Horner, Mr. Browning, Mr. Apperson, Mr. Martin and Mr. Purdy. On motion of Mr. Apperson, seconded .by Mr. Martin, it is resolved that the Executive Secretary be authorized to have appraised the parcel of land on the western side of Route 655 of the Camp Baker site, since this is the parcel desired by the Highway Department and the County holds in trust the property in question. Ayes: Mr. Horner, Mr. Browning,=Mr. Apperson, Mr. Martin and Mr. Purdy. This day again the matter of trading properties between the County of Chesterfield and Mr. H. R. Francis at the intersection of Routes 604 and 10, comes before the Board. It was pointed out that conditions were rapidly changing in this area making it mandatory that rights-of-way be tied down for placing utilities, it is on motion of Mr. Apperson, seconded by Mr. Purdy, resolved that the Executive Secretary be authorized to effect a trade of .6 of an acre owned by the County for approximately 1-3/4 acres owned by Mr. H. R. Francis. Ayes: Mr. Hornet, Mr. Browning, Mr. Apperson and Mr. Purdy. Nays: Mr. Martin. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that the plans for the Juvenile Detention Home as drawn by Mr. William Moseley, be, and the same are hereby approved and bids are authorized to be received as soon as the plans and specifications have been finally approved by the State officials. Ayes: Mr. Horner, Mr. BrownSng, Mr. Apperson, Mr. Martin and Mr. Purdy. On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that this Board adjourns at 7:30 P.M. to 9:00 A.M. on Janu~y 10, 1972.
