(AMENDED) Amendment of zoning approvals (Cases 83SN0026 and 84SN0032) to permit a health

SUMMARY
A health club and martial arts school currently operate within the Crossroads Business Park without
requisite zoning. Conditions of Cases 83SN0026 (Condition 12) and 84SN0032 (Condition) limit uses
in the business park to office, warehouse, light industrial and limited retail uses. The applicant
requests to amend these zoning approvals to include health club and martial arts school uses.

Proposal
A health club and martial arts school (Mongrel Fitness) have operated in a portion of an existing
building within the Crossroads Business Park since April of 2016. While health clubs and martial
arts schools are first permitted in the Neighborhood Business (C-2) District, existing zoning
conditions limit uses in the Crossroads Business Park to a variety of office, warehouse, light
industrial and limited retail uses. In October of 2016, while performing an inspection of a
neighboring unit, staff identified these uses as necessitating zoning approval. Once notified by
staff of the violation, the applicant filed an amendment of zoning approval to permit continued
operation of the health club and martial arts studio. It should be noted that, prior to the
another martial arts school had previously occupied this
tenant space without requisite zoning approval.
While currently occupying one unit consisting of 3,407 square feet of gross floor area, the
applicant has informed staff of plans to expand the health club and martial arts studio into the
neighboring unit addressed as 11619 Busy Street, which contains 3,761 square feet (gfa).
Condition 1 would limit the building area for these uses to a total of 7,200 square feet (gfa), and
to within the interior of the enclosed building only.
Parking
The Crossroads Business Park was developed with 30 tenant units. The parking requirement at
the time of development was 8 spaces per unit (235 required parking spaces) based upon the
Ordinance requirements for office and warehouse uses. Currently, the property has four
buildings with a total of 277 parking spaces.

The proposed health club and martial arts school uses require one parking space per 200
square feet of building area. The current tenant space along with the proposed expansion
(7,200 square feet total) would require a minimum of 36 parking spaces. All uses in the
development would be required to provide a minimum of 260 parking spaces.

Staff finds, as conditioned, the proposal continues to provide an appropriate land use transition
along North Courthouse Road, as intended by the original zoning conditions, and maintains
compatibility of uses within the business park.

The Comprehensive Plan, which includes the Thoroughfare Plan, identifies county-wide
transportation needs that are expected to mitigate traffic impacts of future growth. The
anticipated traffic impact of the proposal has been evaluated and it is anticipated to be
minimal.
