SUMMARY A nonresidential community identification sign for the Arboretum office development is planned to be placed within a proposed roundabout at the intersection of Arch Road and Arboretum Parkway. The applicants request Conditional Use Planned Development to locate the sign inside the roundabout, which is within the public right-of-way. RECOMMENDATIONS APPROVAL PLANNING COMMISSION APPROVAL Sign meets Ordinance requirements for height and area The ordinance permits residential community identification signs within STAFF median strips at the entrance to a community. As conditioned the sign would be appropriate to replace the community identification sign that will be removed during reconstruction of the intersection. The uses are located completely within an enclosed building as well as professional and administrative offices or similar uses. Typical uses could include doctor, lawyer, accountant and real estate offices. The applicant plans to relocate an existing 12-foot wide by 5-foot tall (60 total square feet) sign, currently located southeast of the intersection between Arch Road and Arboretum Parkway, to a new location within the roundabout (Exhibit B, Attachment 3). The existing sign would be removed as part of an intersection improvement project conducted by the Virginia Department of Transportation (VDOT). The Zoning Ordinance permits non- commercial signs within median strips at the entrances to non-residential communities. The applicant requests to place the sign in the right-of-way maintained by VDOT therefore a conditional use planned development is required. An alternative sign design may be provided should the existing sign be damaged during the relocation process. Such sign shall meet the Ordinance requirements for sign area and height. Setback Exception The Zoning Ordinance permits signs within the VDOT right-of-way subject to meeting a setback of 20 feet from the edge of pavement or face of curb. Due to ongoing discussions with the Chesterfield County Department of Utilities as well as VDOT, an exact location within the roundabout has not been finalized. VDOT will dictate the location of the sign during the permitting process, upon satisfaction of site and visibility guidelines. The applicant is requesting a conditional use planned development for relief of the setback requirement should the sign be required to be placed further from the center of the roundabout and closer to the pavement. Size and shape are issues to be resolved. Signs should not distract a driver from proper control of his/her vehicle, or to elicit any confusion in the mind of the motorist. Therefore, such sign, if permitted, must be simply informational, non-obtrusive, and non-distracting.
