On motion of the entire Board, :the following resolution is adopted:
WHEREAS, our County schools are still in jeopardy of being consolidated
into one system with Henrico County and the City of Richmond; and
WHEREAS, it is readily apparent ~nder the proposed plan that the citizens
of ~esterfield will not have proper representation in the expenditure of County
tax funds; and
WHEREAS~ the geanting=of a stay from the i~elementation of the District
Court's Order indicates tha= the actions of the ~ople in trying to protect
themselves have been heeded~
NO?~, BE IT RESOLVEi}~ TH~JREFORE, that this Board publicly requests the
citizens not only of Chesterfield County but the whole metroDolitan area to
continue their efforts to make the entire nation aware of ou~ problems of the
possible loss of neighborhood schools and the possibility of taxation without
representation; and
BE IT FURTHER RESOLVED, that this Board pledges to take every Possible
step to save the school system of this County. ~

mt.Henson of the consulting firm of J.K.Timmons & Associates, explains 'the cost
of pumping sewage from Ashton Creek to Proctor's Creek vers~s a package treatment
further,plant at Ashton Creek and it was generally agreed that this matter be studied
tt was pointed out that the Ling King Restaurant and the Martha Kay Notel would
pay a total of $24~900.00 in connection charges and that a sewer line could be
cons'~ructed at less than this cost.
Upon consideration whereof, and on motion of Mr.Myers~ seconded by [~r.Apperson~
it is resolved that the County Engineer be and he hereby is authorized to
construct a sewer line to serve the Ling King Restaurant and the Nartha Kay Note~
provided the necessary charges are received. ~

Upon consideration whereof~ and on motion of Mr. Horr~ it is resolved that West
Road, Welch Drive~ Becket Drive and Pierson Drive in ~lmont Hills, Section "A"
Clover Hill Magisterial District, be, and they hereby are established as public
roads. _
And be it further resolved, that the Virginia Department of Highways be~ and it
hereby is requested to 'take into the Secondary System, ~est ~Oad from its inter-
section with Route 2286 southwestwardly .13 mile to a cu!-de-sac~ Welch Drive~
from its intersection with Ghent Drive eastwardly .09 mile to Becket ~ive,
thence northeasuwardly .05 mile to a cul-de-sac and from the same intersection

And be it further resolved, that the Board of Supervisors guarantees to the

On motion of Mr. Krepela,s~conded by Mr. Myers, it is resolved that the resolutio~
dated October 27, 1971, concerning the extension of Rt.802 be rescinded and that
the Highway Department be requested to improve the 0.2 of a mile extension of
Rt.802 at a cost not to eKceed $1500.00 and same be charged to the 3¢ Road ~nd
of Midlothian District.

On motion of Mr. Krepela, seconded by Mr. Myenm, the following resolution is
adopted:
WHEREAS, the Board of Supervisors has reviewed the preliminary plans for the
extension of Powhite Parkway into 'the County from Chippenham Parkway; and,
WHEREAS, the Board of Supervisors is anxious to have this extension formalized
and implemented as soon as possible; and,
.WHEREAS, the State Highway Commission usually holds a corridor public hearing
and design public hearing prior to the acquisition of any right-of-way for new
road~ays~and~
WHERE~%S there are several Droperty owners in the County concerned with this
extension~and who w~>utd like ~o know ~ its disposition as soon as possible; :.
NOW: THEREFORE, BE iT RESOLV~D~ that the Chesterfield County Board of SuperviSors
requests that the State Highway Commission schedule the corridor and design
hearings on the Powhite Parkway extension as soon as possible and that the County
be advised of these dates.

On motion of Mr. Krepela, seconded by Mr. Myers~ it is resolved that since the
extension of Powhite Parkway is being studied at this time, that some considera-
tion be given to the extension of Powhite Parkway across Buford Road without
interchanges~in~'an effort to minimize the impact of such a roadway coming throug~
this area,

On motion of Mr. Krepela: seconded by Mr. Apperson, the following resolution is
adopted:
~HEREAS, the State Highway Commission has held one or more public hearings
on the r~construction and/or relocation of Route 147 from its intersection with
Route 60 to somewhat past its intersection with Route 711; and
WHERE~S~ the area of Chesterfield County generally within the area bounded
by U.S. 60, Route 711, and Route 147 is experiencing intense developmental
pressures; and
WHEREAS~ the relocation of Rt.147 will have substantial impact on future
development in the area; and
WHEREAS, the Highway Department plans for Route 147 should be finalized
as soon as ~ossible so that the County can proceed with proper planning and
use controls around the proposed improvements;
NOW~ THEREFORE, BE IT RESOLVED, that Chesterfield County Board of Supervisors
requests the Virginia Department of Hi~!~way Commission to proceed with the
planning and implementation of the Route 147 improvements as soon as possible
and the Board of Supervisors be advised as to the Commission's final action as
soon as possible.

There was a brief discussion onroads in the Briarwood Subdivision and ~ir. Covingt~n
reiterates the Highway~s position if the necessary work were done by Mr.Kei~h, ~
that the Highway would accept these roads. It was generally concluded that theil
Executive Secretary again contact Mr. Keith to ascertain the progress of this
projecte
Mrs. D.G.Me!drum, Secretary of the County Electoral Board, states that three
Precinct voting places were being studied for changes and that the County shouldli
obtain eight additional voting machines to handle the increase in voting-for the~i
Presidential election. Upon consideration whereof, and on motion of
Apperson,seconded by Mr. Myers, it is resolved that the Purchasing DePartment b~
requested to secure eight (8) additional voting machines.

The Executive :Secretary cited I:he request for ex%fa help in %he Registrar,s
office made n~cessary by the need for extra typing. On motion of i'-lr.Apperson,
seconded Dy Mr. Myers, ±t is resolved that the sum of $1250.00 be appropriated
to budgez item 130-109-Extra help.

Mr. Larence A. StrollO, ~rchitect, comes before the Board requesting a Variance
from the current building code which does not allow shingles on roofs of multi-
family housing.
Mr. ~qumma states that Henrico County allows this construction and the City of
Richmond will.allow this construction within a feq weeks when the BOCA Cede is
adopte4.
Chief Robert Fanes and Chief David Barfield both cite the problems of fire hazards
on wood roofs with a flat slope on multi-family projects.
On motion of Mr. Apperson, seconded by Mr.Myeds~ it is resolved that this Board
grants a Variance for the four (4) buildings already completed but that the
remaining 40-units of this section must have Class "C" shingles if wood shingles
are used.

Mr. James Hul0bard comes before the Board requesting the rezoning from ~gricul~ural
(A) ho Residential (R-2) and General Business (C-2) of various parcels of land~
containing approximately 87 acres, fronting approximately 50 feet on Robious
Road ( ~. 675), approximately 400 feet on Old Farm Road and 395 feet intermittently
on Midlothian Turnpike ~Rt.60 )~ being located between N~bious Road and idid!othian
Turnpike~ in ~iidlothian Magisterial District. Refer to Tax Map Sec. 17-1 (1)

This ma~er having been deferred from a previous meeting, it is on motion of
Mr. Krepela, seconded by Mr. Myers, resolved that since the Planning Commission
had recommended the zoning of C-2 to a depth of 500 feet and no opposition had
appeared~ that the aforedescribed parcel of land be and it hereby is rezoned
to R-2 and General Business C-2 as shown on plats filed with thepapers of this
Board and a depth of C-2 zoning from R~. 60 be limited to 500 feet.

Mr. Harold R. Francis comes before the Board requesting the rezoning from
Agricultural (A) to General Business (C-2) of part of a parcel of land of
irregular shape fronting approximately 970 feet on Iron Bridge Road (Et. 10)
and extending westwardly to a depth of 500 feet~ being located immediately north
of the intersection of Iron Bridge Road and Courthouse Road (Rt.604) in Dale
Magisterial District. Refer to Tax Map Sec. 79-15 (1) part of par. 2e
~r. Francis explains that he has no immediate plans for the development of the
property in question and that the property is located in an area which should be
zoned C-2 by virtue of the intersection of Rtso 10 and 288.
Comes also Mr. Henry Walter.., who states :~hat he speaks for 91 families in the
Deerfield Subdivision, all of whom streneously object to the rezoning of this
parcel.
On motion of i'dr. Apperson,seccnded by Mr. Myers, it is resolved that since the
Planning Ccmmission had recommended denial and the people in the area object
to the zoning~ that the request for rezoning of the~aforedescribed parcel of land
be and it hereby is denied.

Mr. Graham Jennings, representing the Trustees for the Thomas B. Jolly Estate,
comes before the Board reouesting the rezoning from Agricultural (A) to
Residential (R-2) of a p~cel of land of irregular shape~ containing 22.76 acres~.
fronting approximately 1200 feet~on Hull Street Road (Rt.360) and approximately
1200 feet on Walmsley Blvd.(Rt.647), being located approximately 250 feet east
of the intersection of the aforementioned roads in Clover Hill Magisterial
District. Refer to Tax Map Sec. 39-12 (1) parcel 19.
Mr. Jennings states that he wishes to be very open in his request, that on this
property there will be a ~equest for multi-family homes~ that the presen~ request
for R-2 zoning is an attempt to carry out the requirements of the zonin~ ordinance,
that an apartment project at this location would be the highest and bes~ use of
the land.
~r. Julian Smith~ Attorney~ representing the Longwood and other Civic organizations,
stanes that they are opposed to the heavy concentration of families in the area
and and presents 18 ~eople who appear against the request.
imf. Franklin l~lills, states that he is opposed to gte apartments because apartments
~generate too much traffic and that people bring crime.
Mr. John Thomas, Attorney~ states that he is the Trustee for the Estate and that
there is a contract to sell if the area is zoned properly.

Mr. C. J.Purdy comes before the Board requesting the rezoning from General

shape having an east-west depth of approximately 210 feet and a north-south
depth of approximately 1350 feet, being located approximately 425 feet south
of the intersection of Willis Road (Rt.613) and the Richmond-Petersburg Turnpike
(Rt. 1-95) in Bermuda Magisterial District. Refer to Tax Map Sec. 82-5 (1)

Mr. Purdy states that this is a standard trailer park.
[{r. Don Gilbert requested the direction of the drainage flow in the area and
wants to know if the development of this property will affect the drainage in
Bellwood Manor.

~<esidential (R-2) to Local Business (C-l) of a parcel of land of irregular shape,il
containing 3.97 acres, fronting 241.00 feet on the ~idlothian Turnpike (Rt.60)
and extending southwardiy to a depth of 795.98 feet~ being located approximately
1450 feet northwest o~: the intersection of Coalfield Road (Rt.754) and Midlothiani
Turnpike in Midlothian Magisterial District. Refer to Tax Map Sec. 15-11 (1)
parcel 5.
r~[r.Holt stat~s he will not hnrt the opponents in this case, that he will be an
~sset to the community.
[~r.Robert Bradham states that he moved in the Carriage Hill Subdivision because
this subdivision was relatively free of business zoning and speaks for the
Carriage Hill residends opposing the requested rezoning. He states that the
construction by ~ir.Hott would cause trees to be cut and a s~'~:ptic 'hank to be
located adjacent 'to his lot.
After much discussion of this matter, it is on motion of 1,'ir. Krepela, seconded
by ~r. Myers~ resolved that the first 600 feet be zoned for C-l~that a Use Permit
for a septic tank be granted for the next 150 feet and that the last 50 feet be
used as a buffer zone and more if the Health Department will design the septic
system so that a larger buffer can be obtained with the stipulation that plans
and layout of this project be subject to the approval of the Planning Director.

and a north-south depth of approximately 1,200 feet, being located approximately
650 feet so%3th of the intersection of Willis Road (Rt. 613) and Burge Avenue
~ in Bermuda Magisterial District. Refer to Tax=Map Sec. 82-5 (1) parcel 6.
Mr. Gilbert again complains of the possible bad effects of the development of
,i this property on the drainage in Bellwood Manner.. Mr. Leo Myers gives the
!ihistory of the zoning in the area and then states that he refrains from voting
iibecause of a possible conflict of interest.

Mr. and Mr. Richard R. Baugh comes before the Board requesting a Use permit
to park a mobile home on a parcel of land of rectangular shape fronting
approximately 175 feet on Ridge Road and extending southwestwardly to a depth
of approximately 150 feet, being located approximately 135 feet south of the
intersection of Velda Road and Ridge Road in Bermuda Magisterial District.
Refer to Tax Map Sec. 97-4 (2) Block 1, lots 24-30.
Mr. Baugh states that they have two children, and they own the home on this
tract of land, which home is rented and that they wish to live in a trailer ,
which is located on said site. ,
He Stated further that the Usry Trailer Company moved the trailer on the site.
Mr. Myers states that he is reluctant but under the circumstances he has no
alternative but to make the following motion which was seconded by Mr. Krepela:
Be it resolved that a Use Permit be awarded to Mr. Richard R. Baugh for the
location of a mobile home on the aforedescribed parcel of land for a period
not to exceed two (2) years.

Mr. Kautz of the Planning Department, suggested that some consideration be
g~ven to to the mobile home zoning of 71-T-1S in the name of David L. Jones,
stating that the stipulation ofthe Board of Supervisors had not been complied
with and it was generally agreed that this matter would be investigated further.

bids for the installation of paved channels in the Pocoshock Hills Subdivision
be rejected and that this work be done by the County,s forces and that special
forms be purchased for this work.

Mr. Prosise, Asst. County Engineer, states that there are a number of street
signs missi~ involving bracke~s, bolts and will cost approximately $~800.00

shown on Tax Map 65-Parcels 20 and 21, involving 7 ~ acres.

On motion of Mr. Myers, seconded by Mr. Apperson, it is resolved that this
Board grant a Variance to Mr. Ernest Goad for the Construction of a dwelling
on lot 68, Westover Farms Smbdivision in Bermuda District, the same being on
a sub-standard right-of-way to Route 10, with the provision that the County
has no obligation to construct or maintain said right-of-way.
