(8/15/2017) Proposal An aquatic training center is proposed on the subject property (see Exhibit A, Conceptual Site Layout). This use is permitted by current zoning. The Zoning Ordinance requires that, within projects, architectural treatment of buildings, including materials, color and style, are compatible, and that the use of inferior materials is discouraged. The applicants propose to construct a ridged steel frame structure with a polyethylene cover to enclose an indoor pool. The design of the pool enclosure will utilize a gable roof. Nearby buildings are predominantly constructed of brick, steel, concrete, and EIFS. These buildings have flat roofs and include multiple windows on facades that front along streets. Surrounding buildings are mostly occupied by office or light industrial uses; no similar aquatic facilities are located in the vicinity. Given the following, staff finds the proposed building design acceptable: Brick treatment along the lower portions of pool enclosure and signage to break up flat facade Use of light beige color on polyethylene enclosure to blend with surrounding buildings Landscaping and screening consisting of deciduous and evergreen trees along portion of building facing Powhite Parkway and at entrance to site (Case 17PR0214) As required by Case 86SN0117, the proposed building design must be approved by the Brandermill Association Architectural Review Board. A letter dated June 16, 2017 has been provided by the association stating that the proposed concept is supported however additional materials samples and details are requested.
