1. REQUEST FOR SEWER SERVICE FOR THE ROSE TRACT
The County has been requested by the developers of the Rose
Tract to allow them to connect to the Little Tomahawk Trunk Sewer
and Pumping Station. This is a 500-acre tract which is adjacent
to Brandermill and is served by the Little Tomahawk and the Big
Tomahawk drainage areas.
The County is obligated by a previous contract to build the
Tomahawk Pumping Station large enough to serve Brandermill. Brander-
mill can be served by pumping to the Nuttree Trunk Sewer without
overloading the existing facilities. Any additional pumped flow,
however, will use up the remaining capacity reserved for gravity
flow in the undeveloped portion of the Nutree drainage basin.
This pumping station is now being designed. Before design
was started, the owners of the Powell property (Evergreen)and
the Reynold's property (Charter Colony) were contacted to see
if they would share in the cost of providing sewer service to
the area. The owners of the Rose property were not contacted
because it was thoughtthiswas part of the Powell property.
Because of the very high cost of serving the entire area, the
developers did not wish to participate. The options considered
at the time were to extend the trunk sewer along the reservoir
at a cost of $3,596,000 or to enlarge the Tomahawk Pumping Station
in increments and pump to Nuttree Creek or to the Swift Creek
Trunk below Route 360. The Nuttree Trunk Sewer would have to be
paralleled in increments as the flow increased. The cost would
depend on the amount of flow generated. The Tomahawk Pumping
Station can also generate flow from the Big Tomahawk Creek
and the upper Swift Creek drainage area.
The developers of the Rose Tract are requesting that they
be allowed to serve their property by making use of off-peak
pumping at the Tomahawk Pumping Station, which involves storing
the peak flow and pumping at an average rate over a period of
time. This method of pumping has been proposed for other loca-
tions a number of times, but has not yet been approved by the
County or the State Health Department. Since the County has not
had any experience with this type of pumping, we do not believe
that the County's water supply is the proper place to try this
concept. The estimated cost of this option is $198,000.
An alternate to the off-peak pumping is to pump peak flow
to the Nuttree Trunk at a point where some capacity is avail-
able. The estimated cost for this option is $407,000. Another
alternative is to pump to the Swift Creek Trunk at Route 360 at
an estimated cost of $405,000.
Every time another upstream parcel wants sewers, the same
procedure as above would have to be followed, with the enlarge-
ment of the pumping station, paralleling of force mains, enlarging
of the receiving trunk sewers, etc. If the trunk sewers along
the reservoir are ever to be installed, the force mains must be
kept out of the trunk sewer easements.
We recommend the County determine the future land use of
the Little Tomahawk, Big Tomahawk and Swift Creek drainage areas
and require that the developers get together to finance the neces-
sary facilities before any additional property is developed.

2. REQUEST FOR SEWER SERVICE FOR PIGEON HILL
The County has received a request from some of the owners
of Brandermill for sewer service to be provided to the Pigeon
Hill area, which is located across the reservoir from the area
presently being developed. They state that it is critical for
them to determine the availability of sewer service to consummate
the purchase of this property.
By a previous contract, the County guaranteed 6,284 connec-
tions to Brandermill for the land they owned or had under option
as of March 22, 1978. It was the County's understanding that
the optioned property was the Powell property, now Evergreen,
Smoketree and Queensmill, on Little Tomahawk Creek, Nuttree Creek
and Falling Creek. The County Attorney has received a request
to transfer the surplus connections from Brandermill to the new
owners of the Pigeon Hill trust.
The method by which the Pigeon Hill area will be served by
sewer, if it is to be served, was a matter of considerable dis-
cussion by the Board of Supervisors on previous occasions. It
was discussed at the time the County required the easements for
the trunk sewer along the reservoir and when the site for the
Bright Hope Pumping Station was dedicated. During these discus-
sions, Brandermill submitted a plan for a number of smaller
pumping stations to serve their area only. This plan was rejected
by the Board at that time.
At the time we requested Brandermill to dedicate the property
for the Bright Hope Pumping Station, this matter was again discus-
sed. After much discussion, the size of the usable site was re-
duced, and the maximum size pumping station that can be constructed
on the site would handle 4.5 millon gallons average flow. This
decision means that the trunk sewer along the reservoir would have
to be constructed once the sewer demand reached this amount. The
acreage tributary to this point is 17,800 acres, and at a developed
density of 10 people per acre will require capacity of 17.8 MGD.
The County's master plan proposed that the entire area to
the south and west of the upper Swift Creek drainage area that
is tributary to the reservoir be served by large trunk sewers
and one low-head lift station.
Brandermill is requesting that the County sell a revenue
bond issue to finance a system that can be extended to serve the
drainage area with repayment of the bonds being made from the
sewer connection fees and part of the sewer service charges.
As an alternate, the developer's position is that if the County
does not help them finance the ultimate sized system by the sale
of bonds, then they should be allowed to construct facilities
needed to serve their property only. This would mean that sev-
eral smaller pumping stations would be built along with smaller
internal sewers. Ail of these facilities would have to be re-
placed at a future date before additional property could be
served. These facilities would entail higher operating costs
and would have a higher probability of polluting the reservoir.
We have reviewed Brandermill's proposal and feel that if
the Pigeon Hill area is developed, it should be developed within
the existing sewer ordinances. The ordinance provides for the
developer to pay for the onsite sewerage facilities needed to
serve his property. The facilities are to be sized by the County
and, if larger facilities are required than needed by the developer,
the cost of the increased size will be refunded through sewer
connection fees.
The report on sewer capacity requirements and the financial
report clearly shows that the financing of the sewage treatment
plants alone will be extremely difficult. Financing a Brandermill
revenue bond issue will reduce the funds available for plant
expansion financing.
If Brandermill is allowed to develop by installing only the
facilities needed to serve their property, it will mean that the
facilities will have to be paralleled in the future as other
property develops, or the upstream property cannot be developed
using public sewer. Brandermill's proposal would also require
additional sewage pumping stations along the reservoir which are
more susceptible to pollution of the reservoir than are trunk
sewers.
If Brandermill chooses to develop the Pigeon Hill area, the
Utilities Department feels the sewer system should be constructed
so the County will not have to parallel any more sewer lines, and
Brandermill should finance these improvements without the use of
County revenue bonds.
The cost to construct the facilities to serve Brandermill
only, at 1.2 MGD, is estimated to be $1,622,000, constructed in
two phases. The first phase would be constructed in 1983 for
$1,322,000, and the second phase in 1988 for $300,000.

The cost to size the trunk sewers to serve the entire
drainage area and to provide 2.5 MGD capacity in the pumping
station for other development is estimated to be $3,307,000.
The first phase would be constructed in 1983 for $1,889,000,
and the second phase in 1988 for $1,418,000. The cost
estimates for phase one and two are subject to some variations
depending on the size pumping station and force mains actually
installed.
We would recommend that the first phase construction be
financed by Brandermill to serve the drainage are~ and the
County refund the developer, from connections only, the difference
in cost of the facilities to serve the drainage area which is
estimated to be $567,000 ($1,889,000 and $1,322,000).
This will have the pumping station at a location that can
be relieved in the future by a gravity system as proposed
by the County's master plan.

Revenue Sharing Project Allocation
On June 3, 1981 a list of proposed revenue sharing projects was submitted
to the Board after consultation with each Board member. We have received
the preliminary cost estimates from the VDH&T reflected in the attached
list of tentative revenue sharing projects. The attached list is based
on allocating equal revenue sharing funds to each magisterial district,
and the amount shown reflects $45,000 in County revenue sharing funds
for each district matched by $45,000 in State funds. No projects are
shown for Matoaca District because $45,000 in revenue sharing funds will
be contributed to the Chesterfield Avenue project unmatched by State funds.
Ail of the intersection projects and the Robious Road project will require
right of way acquisition. VDH&T and County staff believe that right of way
costs can be minimized through effective communication with the communities
involved. Direct participation by each Board member will be quite helpful
in dealing with the community and individual property owners.
It may be possible to have Dakins Road and Adkins Road plant-mixed this
summer if the Board adopts the attached resolution on July 8.

governing body of up to fifteen percentum of funds received by it

1981/82 VDH&T Secondary Road Improvement Budget
BACKGROUND
The Board has before it the proposed VDH&T FY81-82 Secondary Road Improvement
Budget. This memo provides an explanation of the particulars of the proposed
budget and its relationship to overall road .improvements and funding realities.
The total amount proposed is $1,050,003.40. This amounts to a 40% reduction
of the current year's budget, which actually is only 77% of last year's
original budget proposal. This reflects the overall decline in road funds
available for construction.
The following table compares road.improvement fund forecasts incorporated
in the secondary six-year plan adopted by the Board of Supervisors in January,
1980,1allocations and current revenue forecasts, and the effect of inflation
on allocations and current revenue forecasts.

The purpose of this table is to show that although the six-year plan contains
projects totalling $11,336,795, only $3,866,672 or 34% of the programmed funds
will be available in the six-year period to implement the plan.

The Board adopts a Secondary Six-Year Plan every two years. The Board will
be requested to review and adopt a new Six-Year Plan late this year.

The proposed FY81-82 improvement budget includes the following categories
of expenditures:
(1) Budget items - This is the first list of projects in the budget on
sheets 1 through 4, and numbered 5401 through 5416. These projects
originate primarily from VDH&T maintenance district supervisors, but
also include projects requested by the County. These are relatively
low cost projects, constructed mainly by State forces, funded within a
single budget y~ar, and usually do not involve right of way acquisition
or extensive plan preparation.
(2) County-wide items - The list on sheet 5 shows the activities in this
budget category. Rural addition projects are programmed in this category.
The other funds are expended on a demand responsive basis.
(3)
Numbered projects - The improvements shown on page 6 are relatively
large-scale projects, in terms of cost, design requirement, etc. These
projects are routinely funded over a number of years. If the funding
forecasts on page 1 prove to be correct and funding for budget items
and County-wide items continues at the proposed FY81-82 level, there will
only be approximately $1,600,000 available for numbered projects after
FY81-82.
The submitted budget also lists pFiority index numbers proposed by the VDH&T
and priorities proposed by County staff. The purpose of these numbers is to
establish which projects will be deleted from the budget if revenues are less
than forecast and budget cuts become necessary.
RECOMMENDATION
Staff makes the following recommendations:
(1)
Proceed with construction of Salem Church Road from Centralia (Route 145)
to 1.1 mile north past Salem Church Elementary and Junior High Schools.
Pay off right of way and utility relocation costs on the remaining
section of Salem Church Road, but do not proceed with construction.
(2)
Proceed with Buford Road bridge project as proposed. If Board decides
safety concerns do not warrant $400,000 expenditure, then allocate funds
to pay off Salem Church Road project.
(3)
Allocate $30,000 to the Turner Road project which includes the Belmont
Road intersection north to Walmsley Boulevard. Depending on Board action
on Recommendation (2), $30,000 may be taken from Salem Church Road C-502
or Buford Road bridge project. This is the "missing link" in the
road network accessing to the recently constructed Belmont Road and.

Chippenham Parkway interchange. This project has been in the
Six-Year Plan for six years and has not progressed because of
utility relocation and right of way difficulty. Include a resolution
in the statement that the Turner Road project is the next major
secondary road project to be constructed.
Adopt budget with modification necessary based on recommendations (1),
(2) and (3) with priorities as recommended by County staff.
Upon conclusion of Toll Road Study, begin evaluation of County primary
and secondary highway priorities based on a realistic appraisal of
the construction of Powhite extension and Route 288. If Powhite
extension and Route 288 are not to be constructed in the near future,
the County must make some hard decisions on improvements to existing
roads to move traffic through the County. For example, Courthouse
Road may have to be improved and access limited to act as a lateral
traffic carrier if Route 288 is not constructed. The evaluation
should be based on needs (as influenced by the Powhite, Route 288
situation) and available funds. A Six-Year Plan should be adopted
in the fall of 1981 that is based on realistic funding limits.
Establish a formal program for joint County/VDH&T request of property
owners to donate right of way for projects in new Six-Year Plan.

PROPOSED RESOLUTION APPROVING FY81-82
SECONDARY ROADS IMPROVEMENT BUDGET
WHEREAS, a public hearing on the FY81-82 secondary roads
improvement budget was jointly held by the Chesterfield County Board
of Supervisors on June 10, 1981, and
WHEREAS, the proposed FY81-82 secondary road budget amount of
$1,033,366 is insufficient to meet road needs in Chesterfield County
but must be expended in an expedient manner to minimize inflationary
effects,
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County
Board of SuPervisors hereby approves the proposed FY81-82 secondary
roads improvement budget in the amount of $1,033,366, dated July 8, 1981, and
FURTHER, BE IT RESOLVED that the Chesterfield County Board of
Supervisors urges the Virginia Department of Highways and Transportation
to proceed with all due haste to complete construction and tasks pre-,
requisite to construction for all projects shown in the aforementioned budget.

The Extension Service is currently using trained volunteers to
help meet the increasing public demand for information on horticulture.
Eleven volunteers received 50 hours of intensive training by local
Extension Agents and specialists from Virginia Tech. In return for
this training they agreed to donate a minimum of 50 hours of volunteer
service to the residents of Chesterfield County.
Each MASTER GARDENER had to pass a comprehensive examination at
the end of the course before being certified as a MASTER GARDENER.
Since April 1, these eleven MASTER GARDENERS have donated over
200 hours and have handled 626 requests from county residents.
Today we'd like to have the board recognize these dedicated
volunteers as they are presented with their certification.

We have been contacted by Mr. Bob Schrum who represents the Richmond
Homebuilders Association with a request for the Board not to adopt the
proposed fee schedule at the scheduled hearing on July 8. Mr. Schrum
stated they would like additional time to consider the effects of
said revisions and stated they would have comments submitted to us
prior to the Board's next meeting (July 22).

BE IT ORDAINED by the Board of Supervisors of Chesterfield
County:
1. That Section 6-4 of the Code of the County of Chesterfield
is amended and reenacted as follows:
Sec. 6-4. Permit fees.
(a). Generally. Unless otherwise excepted, no permit to
begin work for new construction, alteration, removal, demolition
or other building operation for construction required by the
several provisions of the Virginia Uniform Statewide Building
Code shall be issued until the fees prescribed in this section
shall have been paid. No amendment to a permit necessitating an
additional fee because of an increase in the estimated cost of
the work involved shall be approved until the additional fee has
been paid. All such permits shall be issued by the building
official on forms approved and~ furnished by his office. The fees
for permits shall be based upon the project cost in accordance
with the following schedule:

PUBLIC HEARING TO CONSIDER
REVISIONS TO CHESTERFIELD COUNTY'S
MAGISTERIAL DISTRICT LINES, PRECINCT
LINES AND POLLING PLACES
On July 8, 1981 at 2:00 p.m. the Board of Supervisors
of Chesterfield County will hold a public hearing to consider
proposed changes to the magisterial district boundary lines
as shown on the map in this ad.
At that hearing the Board of Supervisors will also
consider revisions to precinct lines for five precincts and
a split of four precincts creating four new precincts with
four new polling places.
A copy of the proposed changes in the elections
ordinance and a more detailed map showing precinct lines and
polling places is available for inspection by the public at
the Office of the County Administrator, Chesterfield County
Courthouse. The Board of Supervisors encourages public
participation at the public hearing by all those persons
desiring to comment on the proposed redistricting plan.

The ~o~e o~ virginia requires that County election districts
be reapportioned to equalize population by the governing
bodies every ten years. We are required by law to accomplish
the magisterial district and precinct changes by December
31, 1981.
The attached proposal for both magisterial district reappor-
tionment and precinct boundary changes was presented to the
Board of Supervisors on June 10, 1981, and a public hearing
was set for this Board meeting. To accomplish redistricting
and precinct boundary changes prior to the November election,
it is necessary for the Board to adopt a redistricting and
precinct boundary change proposal at the July 8th meeting
following the public hearing. If the Board fails to adopt
a plan on July 8th, the chances of completing the magisterial
district and precinct boundary changes prior to November 5th '
are virtually non-existent. If this action is not completed,
the November elections will be held on the basis of the
existing magisterial district boundaries although the
Electoral Board will likely still have to split a number of
voting precincts prior to November's election.

The following shall be the precinct boundaries and polling
places for magisterial districts in the county:

BELLWOOD VOTING PRECINCT:
Beginning at the intersection of the center line of Proctor's
Creek with the boundary line between Henrico County and Chester-
field County; thence northwestwardly along the boundary line
between Chesterfield County and Henrico County as it meanders
with the James River to the center line of Falling Creek; thence
westwardly along the center line of Falling Creek to its intersec-
tion with the center line of a spur line of the Seaboard Coast
Line Railroad right of way; thence southwardly along the center

Mr. Chairman (Harry G. Daniel), I am Jesse J. Mayes,
President of the CAPAAMMD organization, and I appreciate
this opportunity to make a statement on redistricting on
behalf of my organization.
We can certainly appreciate the many hours and the
energy you must have put into arriving at this redistricting
plan to achieve the one man one vote mandate of the
Constitution; however, there is just a chance that in your
many considerations and compromises, you may have overlooked
some basic facts facing the minority and associated commun-
ities within the Matoaca Magisterial District:
1. Combining the Brandermill area, which appears to
have a different focus both economically and politically,
with the Matoaca and Ettrick minority and associated commun-
ities, appears to destroy the one man one vote status that
existed prior to the redistricting plan.
2. This redistricting plan appears also to destroy any
hope of ever achieving minority representation on the Board
of Supervisors for about thirty per cent of the population.
3. The adverse affect of this redistricting plan on the
Matoaca District does not appear to exist anywhere else in
Chesterfield County.
We believe that an alternative solution would be to
combine similar areas of the Bermuda District with Matoaca
to more justly meet the one man one vote criteria for the
Matoaca Magisterial District.
Mr. Chairman, we wish the record to show that we oppose
this redistricting plan in its present form, and again we

COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION
This attached ordinance addresses many concerns of citizens,
staff and Board members. Items of particular concern
addressed in this ordinance include:
· Lowering the speed limit to 45 mph on the lake;
· Eliminating the use of boats which release exhaust
directly into the atmosphere; and
· Prohibiting persons from being within 300 feet of
the George F. Brasfield Dam.
Enforcement of the proposed ordinace is currently handled by
the Chesterfield County Police Department. In the near
future an agreement between the surrounding localities will
be proposed which will grant the Game and Inland Fisheries
Commission police powers on the lake. Commission officials
have stated that sufficient equipment and manpower will be
available to patrol Lake Chesdin. The County Police Depart-
ment and Dinwiddie County officials have expressed their
interest in proposing and passing such an ordinance.

Today I met with Dee Hartman from the Appomattox River
Water Authority, Captain Applewhite from the Police Depart-
ment, representatives from the Game and Inland Fisheries
Commission and Larry Elder, Commonwealth,s Attorney from
Dinwiddie County to discuss any possible changes that can be
made in the ability of localities to enforce trespassing and
other restric.tions on recreational use of Lake Chesdin.
After much discussion,, it was the consensus that the best
approach appeared to be to enter into a cooperative agree-
ment ceding primary police jurisdiction over Lake Chesdin to
the Game and Inland Fisheries Commission. They would at
that point have the authority to enforce all state and local
laws relating to use of Lake Chesdin. Game and Inland
Fisheries currently has sufficient manpower and equipment to
[~atro[ Lake Chesdin if they are delegated complete police
powers over the Lake. Both Dinwiddie and Chesterfield
indicated that they currently did not have sufficient
manpower to adequately enforce County ordinances on Lake
Chesdin. The Game and Inland Fisheries representative is to
send me a copy of the Attorney General's agreement relating
to cooperative jurisdiction and at that point both counties
wouJd consider entering into such an agreement. }~oth
Dinwiddie and Chesterfield will continue their efforts to
adopt a local ordinance

The Appomattox River Water Authority Board discussed at some length, the
situation with people using the public boat ramp on Lake Chesdin. They are
coming out onto the dam and swimming near the spillway. It is our hope
that Chesterfield will continue occasional patrols of the north side of the
dam and respond to our calls about trespassers on that side. The Game
Commission has agreed to intensify enforcement at the boat ramp. Additionally,
we hope Dinwiddie County can make routine visits to the ramp, especially on
days when the Game Wardens are not there. We would ask that Dinwiddie also
request State Police patrols of the area.
The Board also requested that Chesterfield and Dinwiddie Counties favorably
consider the ordinances sent to them several months ago to aid in enforcement
of dangerous acts.

(1) That the Code of the County of Chesterfield, 1978, as
amended, is amended by adding the following section:
CHAPTER 15.1
OFFENSES--MISCELLANEOUS
Sec. 15.1-31.
Restrictions on recreational or other use of
Lake Chesdin.
(a) For the purposes of this section, "motorboat" shall mean
any watercraft, of any description, propelled by machinery
whether or not such machinery is the principal source of propul-
sion.
(b) It shall be unlawful for any person to operate a motor-
boat on Lake Chesdin at a speed in excess of forty-five (45)
miles per hour.
(c) It shall be unlawful for any person to operate a motor-
boat on Lake Chesdin which motorboat is equipped with a motor or
engine that expels exhaust directly into the atmosphere.
(d) It shall be unlawful for any person to operate a motor-
boat on, to swim in, or to otherwise use Lake Chesdin for recre-
ational or other purposes, within a distance of 300 feet from the
George F. Brasfield Dam.
(e) It shall be unlawful for any person to use the George F.
Brasfield Dam for recreational or other purposes.
(f) Any person who violates any provision of this section
shall be guilty of a misdemeanor punishable by a fine of not more .
than fifty dollars.
(g) Nothing in this section shall be construed to apply to
any person performing any official duty pertaining to the opera-
tion or maintenance of Lake Chesdin or the George F. Brasfield
Dam, or pertaining to the enforcement of this section.

Approval of a lease agreement with Bermuda Optimist Clubs to operate a concession
facility at Point of Rocks Park.

On behalf of Chesterfield Count, Parks and Recreation wishes to enter into a leases~_~
agreement with Be~uda Optimist Clubs to operate a concession facility at Point o~-~__
Rocks Park. The Optimist Club is the only organization in the Point of Rocks Park
vicinity large enough to handle this concession operation. The period of the agree-
ment will be 18 months, J~y 8, 1981 and ending December 31, 1982. The reason for
this contract length is to allow the concession to be operated by the same organization
through a total sports year and also bring it in line timewise with other similar
agreements. This agreement is similar to those at Rockwood Park and Robious Athletic
Complex with the exception of a clause to waiver the rental fee for the initial lease
agreement period. This rental fee is designed to cover county costs for operation
(water, sewer, etc.). It also should be noted that the county has assumed a cost of
over $20,000 to build this concession facility.
The action requested does set a precedent in that the county has never waived a con-
cession rental fee for such an operation. Mr. Dodd, Board of Supervisors, has discussed
this situation with the Bermuda Optimist Clubs, and recommended this first year waiver.
This waiver is based on the fact that since this is a new park, there are fewer
events and activities expected this first year as to other recreation facilities.
It should be noted that if similar facilities are built in other parks in the future,
we may have to face the precedent we are setting as a result of this request, and the
department will be unable to absorb these costs.

sufficient. Because of the precedent that this situation presents, and because of
the information supplied above, the Parks and Recreation Department recommends against
the waiver and recommends that it be in line with other such agreements.
LEASE AGREEMENT
THIS AGREEMENT, made this by and between the
COUNTY OF CHESTERFIELD, VIRGINIA, hereinafter referred to as "Lessor," party
of the first part, and Bermuda Optimist Clubs, hereinafter referred to as
"Lessee," party of the second part,-
WHEREAS, the Lessor owns and operates a recreational park in Chesterfield
County, Virginia, known as "Point of Rocks Park," located in Bermuda District,
and fronting on Enon Church Road in which there has been constructed a con-
cession facility, and
WHEREAS, the Lessee is desirous of operating the concession facility for
the purpose of offering food, beverages and other products to the general
public using such facility.
W ITNESSETH :
That for and in consideration of the mutual covenants herein contained,
the Lessor hereby grants a nonexclusive lease to the Lessee, and the Lessee
accepts a nonexclusive lease to operate the concession facility located at
Point of Rocks Park upon the following terms and conditions:
1. The lease herein granted shall be effective for a period of one year,
commencing July 8, 1981 and ending December 31, 1982 but may be terminated by
the Lessor in the event of any violation of the covenants herein, if such
violation shall not be remedied within thirty (30) days after written notice
of same.
2. The Lessee shall not be charged a rental fee for the first year of
this agreement (July 8, 1981 through December 31, 1982). A such fee will be
negotiated as part of a renewal of the agreement. This rental fee should be
sufficient to pay monthly utility charges.
I. By acceptance of this Lease, the Lessee covenants with the Lessor:
a. To keep and maintain an adequate set of books and records for
the operation of the concession facility.
b. To permit, during regular business hours and at reasonable times
an audit of its books and records.
c. To install, at its expense, all necessary approved equipment
for operation of the concession facility and keep same adequately staffed
during business hours.
d. To keep and maintain the concession facility and appurtenances
thereto neat, clean, and in a good state of repair; normal wear and tear
and loss or damage caused other than by negligence of the Lessee, its agents,
servants and employees, excepted.
e. To secure and keep current all necessary health and sanitation
permits required by law, and other licenses or permits as may be necessary
or required by law for the operation of the concession facility.
f. Shall save and hold the Lessor harmless of and from any and all
claims, suits, damages, costs and expenses arising out of or in any way
relating to the Lessee's conduct and operation of the concession facility.
g. To maintain regular operating hours, Monday through Sunday, in
accordance with the following schedule:
Monday through Friday ...................... 6 p.m. to 10:30 p.m.
Saturday .................................. 11 a.m. to 7 p.m.
Sunday ..................................... 2 p.m. to 7 p.m.
or as otherwise may be agreed upon in writing from time to time. Yearly
opening and closing dates will be decided in writing by the President of
Bermuda Optimist Club and Director of the Parks and Recreation Department.
h. To perform routine policing of all litter in and around the
immediate vicinity of the concession building.
i. Prior to the commencement of operation, the Lessee shall file
with the Director of Parks and Recreation of Chesterfield County, a schedule
of prices to be charged for items sold for human consumption for approval,
and on approval by the Director of Parks and Recreation, the price list, so
published, shall not be altered, amended or modified without prior approval
of the Director of Parks and Recreation.
j. Assist in conservation of energy by shutting down all major
equipment during the off season.
II. The Lessor and the Lessee mutually covenant and agree that:
a. The Lessee has inspected the concession facility and agrees to
accept same. The Lessee assumes no obligation to make any repairs or improve-
ments to said premises during the period of this Lease or any renewal there-
of. Improvements to the premises may be made or installed by the Lessee,
but shall remain the Lessor's upon expiration or termination of the Lease.
All capital improvements shall be deemed a part of the realty. All such
~mprovements shall be first approved by the Lessor.
b. The Lessor shall not be liable for damage to any property or
injury to any person, in , on , or about the concession facility from any
cause whatsoever.
c. The Lessor shall provide without cost to the Lessee, electric,
water and sewer utilities and shall provide regular trash collection.
d. The Lessee shall not assign this Lease without prior written
consent of the Lessor.

e. All items of indebtedness or damage under these covenants shall
be considered as items of rent and the Lessor shall have the same liens and
the same remedies for the collection thereof as are provided herein and by
law for the collection of rent.
f. Upon the breach of any covenant herein contained or the abandon-
ment or vacation of the premises by the Lessee, the Lessor may, at its op-
tion, immediately terminate this Lease, and shall have the right to enter the
premises at once and take possession thereof, including improvements erected
thereon. Such termination or possession, however, shall not deprive the
Lessor of any other action or remedy for possession, rent or damages.
g. In the event the demised premises is condemned, in whole or in
part, or otherwise acquired by a public authority, this Lease, at the option
of the Lessee, may thereupon be terminated and the Lessor shall not be liable
for any inconvenience or damage to the Lessee caused thereby. The Lessor
reserves the right to condemn as provided by law and such action by the Les-
sor shall constitute a means for termination of this Lease without penalty.
h. Either party hereto may terminate this Lease at the end of the
said term by giving the other written notice at least sixty (60) days prior
to the expiration of this Lease, but in the absence of such notice, or in
the event the Lessee holds over with consent of the Lessor after having given
such notice, this Lease shall continue on a month to month basis upon the
same terms and conditions as are herein contained until terminated by either
party hereto. Notice of any change in the terms or conditions of this Lease
shall be given as provided above.
i. If this Lease Agreement is terminated because of a breach of any
covenant by Lessor, the Lessor shall purchase from the Lessee the equipment
and inventory on hand install ed and purchased by the Lessee on the basis of
actual cost therefor, less depreciation on fixtures based on a straight line
10-year depreciation schedule.

SUMMARY OF INFORMATION:
The K3C, at its own expense, proposes to print and distribute postage-paid litter
control postcards (see samples from Virginia Beach and Henrico County) as an easy
method for citizens of Chesterfield County to report acts of littering. The post-
cards will be mailed to the K3C, who in turn will bring the post cards to General
Services for a standard D.M.V. check to determine the name and address of the car
owner. The License Inspector has agreed to furnish the data. The K3C would then
send the owner of the vehicle a friendly letter reminding them of the negative
aspects of littering. Also they will send a litter bag that could be used in the
future. (See samples of letters)
We ask for the Board's consent in using County staff to gather and report D.M.V.
information to the K3C.
The funds will come from the State Litter grant which the County received.
It is estimated that only one employee will be needed to carry out this
project and will spend 15-30 minutes a week.

Construction began in May, 1980, and subsequent to that time condemnation was
considered infeasible due to the excesSive cost and the process was discontinued.~~I
Instead, additJ.onallandwas purchased around the perimeter of the parcel already
owned by the County. This caused a partial redesign and reengineering of the
landfill as well as some additional construction.
The landfill is now nearing completion and the final cost will exceed the original
estimate by $601,029. This overrun is the result of reengineering, redesign,
additional construction, the upgrade of Warboro Road to state standards, and
expansion of the original cell. Attachment 1 is an analysis detailing the
original and additional costs. Even thou~ there is an overrun, the total cost
is less than it would have been if the original Fendley/Pritchard parcel had
been purchased. An additional appropriation of $240,000 is being requested and
the staff recommends corresponding budget cuts as shown in Attachment 2. The s~aff
has attempted to impact services as little as possible and to impact the fewest
number of departments.

Thank you for your note of June 11, 1981.
In early 1980, I undertook the construction of a Solar
type house. The idea was to sub out all the work. Unfor-
tunately, it has not turned out as expected and I have been
working 7 days a week ever since it started. I would judge
the house is about 80/% complete at this time, but there
is still a long way to go before completion. Once you start
a project like this there is no way to stop it.
I have enjoyed serving on the Mental Health and Mental
Retardation Services Board and regret that the combination
of my practice ~nd the "project" have prevented me from
attending the meetings this past year. However, it does
not appear that the situation is going to change anytime
soon, and accordingly, I offer this as my resignation from
the Board.
Perhaps when this project is completed and life gets
back to normal, I will be able to serve the County again
in some capacity.

improvement budget was jointly held by the Chesterfield County Board

SUBOECT~ To Request the Board to Pass a Resolution asking its Congressional
Delegation to Support Full Funding of the Airport Development and Aid
Program
COUNTY ADMINISTRATOR'S COMMENTS:
SUMMARY OF INFORMATION: The Airport Development and Aid Program is now being considered
by Congress for reappropriation. Because the program is not currently funded, there
are no federal funds available for the planned improvements at the Chesterfield County
Airport. The portion of the Phase I expansion of the Airport which is eligible for
federal funds is expected to cost $3,151,000. Under past funding formulas, the federal
share would have been $2,836,000; State share - $151,000, and local share - $151,000.
Legislation pending varies from continuing the present funding formulas to reducing the
federal participation from 90% to 75%. If legislation passes with 75% federal sharing
costs, local costs will increase. The extent of the increase to the County is not known
because the State may continue contributing only 5% or may increase its share to 12.5%
or more. A most unfavorable situation would result if the federal participation changes
to 75%, and if the State participation remains at 5%. This situation causes the cost
to the County to increase from $151,000 to $630,000.
Staff recommends that the Board pass the attached resolution and send it to federal
representatives along with a cover letter asking for their assistance and offering
to meet with them to discuss airport needs, and the benefit of making improvements to
Chesterfield's airport. As well, a Board representative, the County Administrator and
the Airport Manager should meet with the area representative of the Virginia Aviation
Commission, Mr. Carl M. Lindner, and Department of Aviation Officials to discuss
Chesterfield's situation.

WHEREAS, t~e Chesterfield County Airport is considered a basic reliever
facility for Byrd International Airport by State and National Airport System
P1 ans; and
WHEREAS, the Chesterfield County Airport. requires expansion of runway,
taxiway and related improvements and increased navigational aid capability
to fill the role anticipated by state and Federal plans; and
WHEREAS, expansion of the Chesterfield Airport is compatible with local
plans and-objectives; and
WHEREAS, expansion of the facility will contribute to the long term
viability of Byrd International Airport by increasing its ability to
better serve air carrier traffic; and
WHEREAS, Chesterfield County has been pursuing for the past three years
Federal assistance through Airport Development and Aid Program for the~
planned expans.ion, which program i~ now~ being reconside_r~ed for-~f_unding
the Congress of the United States; and
WHEREAS, the contrib'ution of Chesterfield Airport to the Federal and
State Airport System justifies continuing the 90% Federal, 5% State and
5% local funding formula; and
WHEREAS, the improvement t'o Chesterfield County Airport will contribute
significantly to the desirability of the metropolitan area for economic
development.
NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of
Supervisors respectfully requests its Congressional representatives to
work toward fully funding the Airport Development and Aid Program to
the extent necessary to assure the continued development of the Airport
System in Virginia according to adopted local, state and national plans,
with the program being ninety percent (90%) Federal funds and ten percent

SUMMARY OF INFORMATION: The County has completed right of way acquisition and
utility relocation responsibilities prerequisite to construction of the
following projects:
(1) Ramblewood Road industrial access project
(2) Bellwood Road industrial access project
(3) Rockwood Park recreational access project
(4) Warbro Road rural addition project
(5) Satinwood Drive rural addition project
Attached are six resolutions that the Board must adopt to proceed with these
projects. The first resolution authorizes right of way transfer for Ramblewood
Road, Bellwood Road and Warbro Road (Rockwood Park and Satinwood Drive were
done previously). The other five resolutions notify the VDH&T that County
obligations are complete for construction.
Recommendation: Board of Supervisors adopt the attached resolutions.

streets into the secondary system of highways within
the limits of available funds and the mileage
limitation in such County as required by the State
Highway and Transportation Commission policy for rural
additions for taking such roads into the secondary
system of State highway system; and
Whereas, Warbro Road qualifies as a rural
addition road under Section 33.1-72.1; and
Whereas, the Virginia Department of Highways
estimates the construction of Warbro Road not to exceed
a cost of $105,000; and
Whereas, Chesterfield County has obtained and
recorded an unrestricted right-of-way of sixty feet and
required easements, cuts, fills, and drainage on
Warbro Road.
Now, Therefore, Be It Resolved that the
Chesterfield County Board of Supervisors does hereby

Transportation accept Warbro Road from intersection

Selection of an Architect for the Ettrick Fire Station Renovation

SUMMARY OFINFORMATION:- As part of the new Ettrick three-year Community Development
Block Grant (CDBG) program, the community fire station is to be expanded and renovated.
The use of active and passive solar energy is to be a part of this renovation and
expansion. Community Development has advertised and received fifteen (15) Statements
of Qualifications from architects for the station renovation. Staff from the Fire
Department and Community Development reviewed the statements independently using
experience with fire stations, renovations, HUD funded work and solar design as
selection criteria. Based on staff's combined evaluation, three firms were selected
for more detailed examination. These firms were Owen & Mayes, Inc., Chenault &
Associates, AIA, and Glave-Newman-Anderson. These firms developed and presented
proposals for the station renovation to representatives of the Fire and Community
Development Departments.
Owen & Mayes proposes a joint venture with Harrison & Hardison. Both firms are
from the Lynchburg area; however, Owen & Mayes has a Richmond office. Owen & Mayes
has a strong background in solar design and retrofit along with considerable HUD
funded work. Harrison & Hardison has designed several fire stations, and is familiar
with the specific needs of such a facility. Their combined fee for the renovation
design, construction supervision, and Federal Labor Standard monitoring is $20,000.
Chenault and Associates was also interviewed. This firm designed the Clover Hill
Fire Station and has done work in Ettrick before. The firm has experience in solar
design but it has had limited exposure to Federally funded work.. Their fee for

Glave-Newman-Anderson was interviewed as well. While this firm has not designed
any fire stations, they do have extensive renovation experience and propose to
use Engineering consultants who are familiar with fire stations. The firm has
solar design experience and has done HUD funded work. Their proposed fee was
$30,000 for renovation design, construction supervision, and Federal Labor
Standards monitoring.
RECOMMENDATION: Staff recommends that the Board of Supervisors authorize the
Acting County Administrator to enter into a contract with Owens & Mayes to design
and supervise the Ettrick Fire Station renovation.

Ettrick Project
You have asked me how the project in Ettrick can be expedited so that the
construction work can be continued rather than shut down for a period of
months and then started up again. I have attached staff's original project
schedule. The projects can be accomplished prior to this schedule. The
schedule already includes a reduction in the time normally anticipated for
HUD review. The schedule was developed so that one contract for sewer and
water improvements could be made at a time when the bulk of the HUD funds
would be available. This is the end of Year 1/beginning of Year 2 with
construction anticipated about February 1982. The contract would be subject
to the availability of HUD funds and would include a "Loan" from the Utilities
Department of 'about $200,000 to be repaid in May 1983 when third year HUD
funds would be available. It is possible to expedite this schedule by seeking
a loan o.f $600,000+- from the Utilities Department to be repaid in two install-
ments: $400,000 in May 1982 and $200,000 in May 1983. The Board of Super-
visors would need to make the appropriation in August or September 1981. This
issue has not been fully discussed with the Utilities Department; yet, it looks
promising.
It should be clearly understood that the County staff, each year, enters into
a contract with HUD and usually needs to negotiate HUD objectives (with regard
to Fair Housing, Equal Opportunity, Housing Assistance Planning, etc.) with
the County's preferences. If we can get the Federal funds within the limits
of what we feel the County is willing to do, the staff recommends that the
contract be signed. If we cannot reach agreement, we can recommend not
entering into the contract and cutting back the project. Prespending in
anticipation of funds reduces our strength in negotiation. With the~new
administration in Washington, this may not be a serious problem. As well,
there is a very remote possibility that the Block Grant may not be fully
funded in future years. We feel this is remote because while many programs
are being cut, the Block Grant program seems to be one that the new adminis-
tration likes and has not cut.

Another problem with expe.diting the schedule, beyond the need for an
appropriation of $600,000-~, is the design of the drainage work which
should be accomplished prior to developing construction plans and speci-
fications for the sewer and water replacement. Construction plans and
specifications and bid document need to be developed by Weston Engineering
for the replacement design which has already been developed and which has
a few minor problems. To do the drainage design work, the County needs
to competitively select and contract with an engineering firm. We were
able to convince HUD that this process was not necessary for the sewer
and water project because the design had already been done by Weston as
part of the previous grant. HUD will not allow a non-competitive process
for the engineering of drainage work or architectural services for design
of the fire station renovation.
The attached schedule calls for engineering and architect selection recom- /~
mendations to the Board of Supervisors (a._t their 1 ~ ' June)
so that contracts could be signed, and worn in July a, ~ th~-~-~me time
HUD funds become available. We have already begun the selection process;
May 8 is the last day for submittal of qualification statements. The County
cannot enter into contract or pay for professional design services prior to
HUD's approval of the application and we cannot reimburse ourselves for
costs incurred prior to that approval.
To expedite the design process, we have several options. We are talking
with HUD about a further reduction in the review process (typically 75 days
is required; we have already negotiated a 45-day review). This week, we
discussed a reduction to 15 days which will require a waiver from Washington,
HUD Area Office approval, a statement of reasons, A-95 review waiver and
citizen review waiver. I believe all the above is possible. If not we
can do the following: '
1. Unofficially authorize Weston to do plan specs and bid documents for
the water and sewer project. ~ Weston would bill the County a couple
of weeks after our application was approved and the County would assume
that all the work was done after our official notice to Weston to proceed.
2. Competitively select engineer for drainage project; get Board authoriza-
tion to enter into contract for engineering services subject to the
availability of HUD funds. With this in hand, unofficially authorize
the engineer to proceed. And the rest would proceed as with Weston's
situation above.

Changes in the construction that need to be made due to the Utilities
Department's design modification or interface problems with the drainage
system could be handled as change orders if there were not adequate

time to coordinate the process before the bidding process.
If all the above were accomplished (the $600,000-+ issue, the unofficial
authorization for engineering and design services, and the reduced review
period by HUD), it is possible that we could bid the project by June 30,
1981, award the contract by July 30 and issue construction notice to
proceed by August 15, 1981. If we do not get the waiver from HUD, it is
possible to bid the project by July 30, award the contract by August 30
and issue notice to proceed by September 15.
There are risks in "rush" that I do not need to elaborate. Basically,
two risks exist: (1) you need to know that "unofficial" notice to proceed
may be practical but not legal, (2) to coordinate this will take cooperative
effort and time from many departments, not only ours, but Utilities,
the County Attorney and Environmental Engineering. This schedule does not
include measures necessary to expedite the major portion of the drainage
work or the fire station because expediting these projects is not critical
at this time.

Submission of 1981 Community Development Block
Grant (CDBG) Application
BACKGROUND
Chesterfield County has been participating in the Department of Housing
and Urban Development Community Development Block Grant (CDBG) program
since 1975. The Community Development Department has always had the lead
responsibility for this program. During the first three years of program
involvement, the County received less than $400,000 and projects were
limited to sewer line installation. In 1978, the County received $1.5
million dollars for three-year program in Ettrick. With these funds, the
County began to replace the old water and sewer system which serves Ettrick.
Also included in this application was a total of $80,000 for housing rehabili-
tation and recreation improvements. In 1980, the County applied for another
three-year comprehensive $1.8 million dollar grant for Ettrick to complete
the water and sewer system replacement begun under the previous grant, to
renovate the existing fire station within the community, to make various
drainage improvements, and to provide low interest home improvement loans.
In March of 1981, the County was notified that this application had been
selected for funding and was advised that a first year application for
$600,000 was to be submitted to the area office on May 15, 1981.
The Ettrick water and sewer system is the oldest central water and sewer
system in the County. The water and sewer lines were installed as a result
of a severe typhoid outbreak in the 1920s. The Ettrick system is connected
to the Petersburg utilities system and was regarded as a totally independent
sanitation district within the County until 1977. At that time, because of
inadequate maintenance and user fees the County was forced to dissolve the
authority and assume responsibility for the system. During the years that
the Ettrick water and sewer system was administered by the independent
authority, maintenance of the lines was piecemeal, and replacement of small
inadequate lines was virtually non-existent. Therefore, when the County
assumed responsibility for this water and sewer system in 1977, there were
tremendous problems with the system.

The Community Development program like any federal program has strings
that are attached to the funds beyond those of program implementation.
In the case of CDBG program, such things as fair housing, equal employ-
ment opportunities, housing assistance for low income families are some
of these program "strings." In the past, the County has experienced
some problems in resolving these particular issues in conformity to
County policies and wishes. Most of these problems have been resolved
and I do not anticipate any such problems with the current application.
SITUATION
The water and sewer replacement work funded under the old grant is
underway. Stamie E. Lyttle Construction Company is the contractor for
this work and estimates that construction should be completed at the
end of May 1981. Mr. O'Neill is very interested in implementing the
remainder of the water and sewer work funded under this second grant as
quickly as possible. I have attached a memorandum addressed to Jeffrey
Muzzy which outlines the current program execution schedule and the
possibilities of acceleration.
To shorten the lag time between formal application submission and
approval, staff has submitted an unsigned application to the area office
for review. The neXt step is to request a waiver to the 45-day waiting
period for citizen comments. I have attached a letter for your signature
requesting this waiver.
The Board has scheduled and advertised a public hearing on the application
for May 13, 1981. After this~public hearing, the Board will be asked to
authorize you to submit the application. Once this action has been taken,
staff will deliver to the area office the signed application and the waiver
request.
To shorten the lag time between application approval and project execution,
the following steps have been or will be taken:
(1) A wage rate determination has been requested for construction;
(2) A meeting with the Utilities Department has been scheduled to
determine if it is possible to bid the construction work by
July 1, 1981, and what actions would be required;
(3) Based upon the above meeting with the Utilities Department, a
meeting with the water and sewer engineer will be scheduled to
suggest advance preparation of construction specifications.

Chesterfield County respectfully requests a waiver to the 45-day waiting
period for citizen comments required for our 1981 Community Development
Block Grant Small Cities Application. This application involves water
and sewer line replacement, fire station renovation, and drainage design
work in the village of Ettrick. The previous three-year CDBG program
was also for Ettrick, and presently construction is underway replacing
water and sewer lines in the previously funded neighborhoods. Residents
in the neighborhoods scheduled for replacement under the new three-year
program are eager to get the work started in their areas.
The waiver is being requested for several reasons. First, citizen involve-
ment in program development and design has been extensive. Several public
meetings and hearings have been held in Ettrick. These meetings were well
attended and citizen comments,'while being very favorable, indicated a desire
to expedite program implementation. I have enclosed a letter from the
chairman of the Citizens Advisory Committee in Ettrick which indicates the
interest of area residents in immediate program implementation. On May 13,
1981, the last public hearing was held before the Board of Supervisors to
allow County-wide citizen comment on the 1981 application. There were no
adverse comments offered at this hearing. The application being submitted'
to HUD is exactly the program presented to the citizens at the two public
hearings in Ettrick and the two hearings before the Board of Supervisors.
The second reason which the County feels supports a waiver of the 45-day
comment period involves the cost savings which would result from early
implementation of the work scheduled in the first program year. The savings
which would result involve all the scheduled activities. The State Highway
Department plans to resurface Chesterfield Avenue in the late summer. If the
County can complete the drainage design prior to this highway work, it may be
possible to have State forces install the necessary drainage pipe under
Chesterfield Avenue before resurfacing. This would mean considerable savings
for the drainage project scheduled for Ettrick. Early start would reduce the

effect of inflation resulting in cost savings for the water and sewer work
and fire station renovation. With a waiver, the project can be bid two
months early, resulting in savings of as much as $50,000, since we propose
to bid all three years of water and sewer work and the two years of fire
station renovation under single contracts.
Lastly, there is a perception of Ettrick residents that this application
is a continuation of previous CDBG activities. It is difficult, if not
impossible, to convince area residents that the present application
represents a totally new program in their community which requires time
delay inherent in a new program. Because the water and sewer work involves
replacement of existing lines, Ettrick residents have been inconvenienced
by the replacement work, having to deal with torn-up roads, disruption of
services, and all the other things that go along with this type of work.
Residents are eager to have all the replacement work completed and their
community restored to normal as soon as possible. Therefore, the County
feels it would be in the best interest of everyone involved if the work
could be continued in the neighborhoods funded under this new application
when the work in the old CDBG area concludes in early summer.
The County has already taken several steps to neduce the time normally
expected for program implementation. We have secured awaiver to the
A-95 review which would normally be required for this application, and
have enclosed a letter from the Area-wide Clearinghouse confirming this
waiver. Also, the County has begun the selection process for a drainage
engineer and the architect for the station renovation. When application
approval and authorization to incur costs is given by your office, the
County will be ready to execute, these contracts.
The County hopes that it will be possible to reduce the time required for
an authorization to incur project costs. We feel a waiver of the 45-day
waiting period is important to the timely implementation of our entire
comprehensive program and we are ready to work with the Area Office on
whatever steps need to be taken to secure such a waiver, We appreciate
all the support which the Area Office has given Chesterfield in'the past
and look forward to working with you in the future. Please let me know
if there is anything we can do to assist you in securing the waiver requested.

Block Grant (CDBG) program, drainage improvements in the community are scheduled.
Community Development has advertised and received twenty-one (21) Statements of
Qualifications from Engineers for the drainage project. The eight selection criteria
used to evaluate these statements are attached. Nine firms satisfied at least six
of the criteria and were selected for further analysis. Staff met with representatives
of all nine firms, reviewed information available on the project, and requested a fee
proposal be submitted by June 25, 1981. Eight firms returned fee proposals within the
requested time period.
After evaluating the scope of services offered and proposed fees, it is staff's
recommendation that Charles C. Townes and Associates' design fee proposal of $22,261.50
be accepted. This firm has done extensive drainage work in Chesterfield and, therefore,
is familiar with the County's procedures and requirements for drainage work. Also,
Charles C. Townes' offices are less than a mile from Ettrick. The firm's proposed
hourly rate for redesign and negotiation services is very low. Given the uncertainty
as to the type and extent of drainage improvements in Ettrick, these lower fees could
result in a considerable savings to the County over the life of the project. A list
outlining the eight firms submitting proposals and their strengths and weaknesses is
attached.
RECOMMENDATION: The Board of Supervisors is requested to authorize the Acting
County Administrator to enter into a contract with Charles C. Townes and Associates
for engineering design services for the Ettrick Draina~ge Proj~.

Request to Consider a Resolution Concerning the Development of a
Regional Policies Plan by the Richmond Regional Planning District
Commission

At the July 9, 1981 meeting of the Richmond Regional Planning District
Commission (RRPDC), Chesterfield representatives to the Commission will
be asked to endorse a resolution supporting the preparation of a regional
plan. It would be helpful for the Chesterfield delegation to the RRPDC
to have the Board's guidance whether Chesterfield should endorse the
regional planning effort cited in the resolution.
Planning staff has carefully considered the effect of adopting the
resolution and recommends that it be supported. A brief explanation of
staff's recommendation and the proposed resolution is attached.
RECOMMENDATION: Staff recommends that the Board of Supervisors endorse
the concept of defining and discussing in a regional forum/~rough the plan
process, issues of greater than local significance.

STAFF RECOMMENDATION CONCERNING THE PROPOSED
RICHMOND PDC REGIONAL PLAN DEVELOPMENT RESOLUTION
Virginia Code requires that PDCs undertake comprehensive plans for their
territories and review such plans each five year period (Code of Virginia
Sec. 15.1-1-406-407). However, there is no specific date for compliance
with the law. There is also a provision that to be an official plan, it
must be endorsed by the local jurisdiction. The RRPDC produced a plan,
Horizon 2000, in 1975 but the plan was never endorsed by the member
jurisdictions.
The PDC first approved in the FY 1980-81 Work Program and Budget to
undertake a new plan based on an issue and policy basis rather than
land use maps. The first year of the plan development addressed key
issue areas in the metro area; including Regional Cooperation, Utilities,
Economic Development, Solid Waste amd Transportation. The second year
program is to refine the issues and problems into a policy action program.
The third year program is uncertain depending upon reaction to this year's
activities, but is likely to include additional regional issues as well as
providing forums and staff to promote accomplishing defined objectives.
The regional plan once adopted by the Planning District Commission shall
be used to guide the actions and directions of the Commission. If the
regional plan is adopted by local governing body, the plan shall be used
to guide public improvements which are of greater than local significance.
The plan does not need to be adopted at the local level to be useful at
the regional level. The Board can consider after the plan is prepared
whether or not local adoption of the regional plan is desirable.
While planning staff is skeptical about the regional plan being any more
useful than the past regional plan, Horizon 2000, staff believes that there
is benefit in local policy makers discussing in a regional forum issues of
broader than local significance.
Staff believes that the amount budgeted for the plan preparation this year
($45,000) is adequate. We have stated before, however, that other projects
of the Planning District Commission should be geared to specific local
technical assistance needs. Currently, a Geographic Based Information
System (GBF/DIME) is a very high priority for Chesterfield's planning staff.
Therefore, because the plan process promotes interaction between local
policy makers about issues of greater than local significance, staff
recommends that the resolution concerning the development of a Regional
Policies Plan by the RRPDC be supported.

Ettrick system. We propose to continue using Weston's services

of approximately 1.2 million dollars for utility work. The re-
maining engineering work will be performed under the "additional
services" section of the contract at an amount not to exceed $37,000.
The scope of work will involve preparation of the contract
documents, specifications, modification of the plans to match the
grant amounts and periodic onsite inspection. This may involve
three (3) separate contracts. We hope to perform this work under
one construction contract, in which case the engineering fee should
be less than the $37,000.

In December of 1980, we purchased approximately 220 acres from
the Sinclair Estate for $386,000; however, to properly construct the
park, additional land was necessary. The Board previously authorized
the Right of Way Office to negotiate with Continental Land Sales for
a parcel adjacent to the Sinclair Tract containing 162.8 acres.
Since there were no funds available to acquire this parcel, we
were to attempt to trade surplus County land for the parcel owned by
Continental. We have reached a tentative contract with Continental
Land Sales and recommend approval based on the following conditions.
The County will be conveying the following:
1. A Tract of land along River Road at Ivy Mill Road con-
taining 49.653 acres.

purchased by the County.
The contract is conditioned upon Continental Land Sales being able
to have the 26.5-acre parcel, to be conveyed by the County, rezoned to
R-9 zoning and a tentative subdivision approved by the Planning Commis-
sion for at least 84 lots. If either of these conditions is not met,
the contract shall be void.
This land exchange and purchase, combined with the Sinclair Tract,
will give the County a net of about 360 acres for the Dale Park.

Authorization to proceed with an unknown heirs condemnation
case to acquire an easement across the Estate of Emmett B.
Rowlett for the eXtension of a water line along Happy Hill
Road.

SUMMARY OFINFORMATION:
The Utility Department is preparing to advertise for construction
of the 16" water line to be installed along Happy Hill Road from the
end of the existing water main to the proposed Mistwood Subdivision.
In order to install this line it is necessary that an easement be
obtained across the Estate of Emmett B. Rowlett. Since Mr. Rowlett
died without a will and some of his children died witho~ wills,..the number
of heirs to the estate is considerable. Since several of the heirs are
out of State and their addresses are unknown and we can not be sure we
know all of the heirs,it is necessary that a condemnation suit be filed
against known and unknown parties.
Since an emergency exists and it is necessary that we proceed with
the construction of this water line, we ask that Board approve a resolution
authorizing ~he County Attorney to proceed with the condemnation case and
to publish notice to the heirs and obtain a right of entry for the
construction of this line as soon as possible.

SUMMARY OF INFORMATION:
The purpose of this grant request is to provide State funding for the
purchase of twelve traffic radar units. Accident reports indicate that
the drunk driver and the speed violator are the major contributing factors
to fatal and injury accidents. The traffic radar units would provide the
opportunity for the patrol officers to readily detect and apprehend the
speeding motorist while the officer is performing the other functions of
patrol.
The State funding would be matched by the County in existing police
salaries. There is no expense for the County beyond the grant period.

SUMMARY OF INFORMATION:
The purpose of this grant request is to provide funding for two additional
police officers and their equipment to be used for selective traffic
enforcement. During the grant period they will focus their efforts in
high accident locations with the objectives of detering, detecting, and
apprehending the traffic violator thus reducing the accident rates.
The funding during the grant period would be matched by the County in
existing police salaries. At the end of the grant period the County could
pick up the cost of salaries or absorb the team's cost in the natural
expected growth of the Department.

SU~ECT Annual Report of the Youth Services Commission
Enclosed you will find the yearly Annual Report of the Youth
Services Cor~m~ission. In order to give you a better perspective
of the achievements of the Commission, I have begun the report
with the inception of the Commission and carried it to date.
I believe that you will find that once the Commission was
established and goals were set, that through the joint efforts
(as supported by the Board of Supervisors) of the major
administrators of all County service agencies, law enforcement
officials, Commission members, and concerned citizens that the
Commission successfully completed its goals and provided a
cooperative network through which the Commission could work with
the youth of the County.
Specifically, the Rent-a-Teen Program, the Substance Abuse Task
Force working closely with the news media and the project
"Student Organization to Develop Attitudes" are just a few
examples of the effectiveness of the Commission.
The Youth Services Commission appreciates the support of the
Board of Supervisors and looks forward to another productive
year.

SUFRW~RY OF ACTIVITIES TO DATE
June, 1977 - First meeting of citizens and professionals interested in the
special problems of Chesterfield young people called by Joan
Girone at the Hull Street YMCA to consider the formation of a
Youth Commission - Jeff Kellam presiding.
A Task Force was appointed to study the type and structure of
Commission desired and to report its findings to the Board of
Supervisors.
Oct., 1978 - First meeting of fifteen, Supervisor appointed, adult members
arranged by County Manager, Nicholas Meiszer. Carol Coukos was
elected temporary chairman - later confirmed.
Several months were spent in establishing by-laws, appointing
youth members, selec~'~n~ officers, and exploring avenues for
funding necessary expenses' such as printing and mailing.
A $1,000 allocation administered by the County Manager's office
was approved by the Board of Supervisors.
March, 1979 - The following goals were established - (completion dates):
(a) Establish a professional advisory committee from local
and state service agencies -PAC- and survey this group for
their perspective of youth needs in Chesterfield (Fall, 1979)
(b) Investigate and implement programs for temporary job
opportunities for County youth (Rent-a-Teen program established
Summer, 1979, in cooperation with VPISU Extension, Carolyn
Camden coordinating. In 1980, the program was placed under
the direction of the Virginia Employment Com.)
(c) Compile, print, and distribute a Youth Services Directory
(By Nov., 1979, 1,000 copies were printed by Chesterfield
Printing Services and distributed through the Guidance Dept.
of all secondary schools and interested citizen organizations.)
(d) Establish a youth advisory committee with six members
serving yearly terms on the Commission -YAC - (Several approaches
proved unsuccessful, but accomplished by March, 1980).
(e) Compile the results of PAC, YAC, and Commission member surveys
as to needs and programs of action (October, 1979 joint
workshop of professionals, youth, and Commission members).
July, 1979 - It became apparent that a permanent coordinator and central
office would be necessary to follow through on any long range
actions. Alternate proposals were prepared for the Board of
Supervisors with our recommendation that the Commission be
maintained with local funding and local control.
Sept., 1979 - The Board of Supervisors voted to maintain County control
and establish a position of Youth Coordinator under the direction
of the County Manager and the Commission.

November, 1979 - At the joint workshop, three priority long range goals
were established for consideration and proposed action. They were:
(1) Some methods to inform and improve the quality of parenting
(2) Explore and improvise further positive uses of leisure time,
including parttime employment, for all segments of the youth
population
(3) Survey needs and advocate actions to stem the growing problem
of substance abuse.
January, 1980 - Ron Bessent was hired as coordinator of youth affairs.
The duties of this position were defined as working closely
with the Commission as coordinator of actions, director of
the YAC activities, and contact person for youth related
services channeled through the County Manager's Office.
February, 1980 - The Commission voted to concentrate its actions on the
growing problem of substance abuse. The plan for a major Task
Force under the chairmanship of Bill Gray was approved. The
Task Force was to bring together major administrators of all
County service agencies, law enforcement officials, Commission
members, and concerned citizens to define and initiate a total
action program to touch all areas of the substance abuse problem.
The first meeting in April was complicated by media spotlighting,
but in this and subsequent meetings definite communication was
established between agencies and goals were set for specific
actions.
April, May, June 1980 - Meetings of the Substance Abuse Task Force and
establishment of the education or changing of attitudes arm of
the overall plan. Sue Lofquist was appointed chairman of this
subcon~ittee. (Note: A progress report on the Countywide approach
to dealing with the problem of substance abuse was prepared in
October, 1980, by Mary Ann Warren, and is on file in the Youth
Office files.)
July, 1980 - Release of the first part of the approved survey, Facts and
Figures on Chesterfield County and Its Youth, prepared in
cooperation with the Children and Their Neighbors federal grant.
September, October, 1980 - As a part of the Substance Abuse Task Force,
the Commission organized and led community forums in each
district to discuss the problem and report on the issue at the
beginning of the school year. These forums were generally poorly
attended although media publicity had been generous.

October, 1980 - Close cooperation with the schools to help publicize the
teacher/adult workshops sponsored by the schools to update both
teacher and parent information on identifying and aiding youth-
ful substance abusers. Concurrently, the School Board underwrote
a three-credit course under the direction of Peter Hackett,
University of Virginia, for teachers. The semester course was
completed by thirty or more teachers and other school personnel.
The workshops also attracted strong teacher attendance, but
generally few private citizens.
April - June, Fall, 1980 - One strong side effect of the meetings of the
Substance Abuse Task Force was the opportunity the Commission had
to make strong contact with the news media. A series of letters
commending strong articles and programing were prepared by the
Coordinator for the Commission.
October, 1980 - A draft of the second phase of the needs assessment based
on interviews and interpretations made by the Children and Their
Neighbors personnel generally confirmed the previous findings
of the Commission.
November - December, 1980 - Harold Reagen was elected chairman of the
Commission, but all of his duties fell on the Vice Chairman,
Marge Simpers, as Rev. Reagen prepared to leave the state for
a new appointment. Mrs. Simpers was confirmed as chairman in
December.
January, 1981 - Ron Bessent resigned to take a job in the public sector
creating a vacancy in the coordinator position.
January thru May, 1981 - Under the direction of Sue Lofquist, the SODA
program was reintroduced into the Chesterfield Schools. The
Commission arranged for training and for purchasing manuals from
Henrico County to start pilot programs involving two high
schools and three elementary schools. This project, "Student
Organization to Develop Attitudes," was strongly endorsed at the
May meeting of school principals. In the coming year, the
program will be administered by the Schools - Leonard Rogers
coordinator. '
April, May, 1981 - The education arm of the Substance Abuse Taks Force
held several meetings to discuss ways in which a media campaign
might be initiated in this County. After much discussion, the
decision was made to launch a pilot program that would involve
5th grade students and their parents. The objective of a series
of meetings is to shift attitudes concerning the use of drugs and
alcohol as an accepted teenage practice. Discussion is underway
at this time to involve the County Council of PTA in sponsoring
the project with the Commission aiding in organization and securing
qualified leadership.

May, 1981 - A subcommittee on personnel was established to define and
draw an evaluation form for the position of Coordinator.
Cyndi Gadberry was appointed chairman. This committee will work
closely with the County Administrator's office.
May, 1981 - The Executive Committee agreed on dates for a session of the
Commission to evaluate the actions of the past year and to
establish a new priority goal (while continuing the actions
initiated under the Substance Abuse Task Force), and for a
joint workshop between PAC, YAC, and Commission members in
the early Fall.
YAC actions 1980-81 - Survey of all business managers at Cloverleaf Mall
on suggestions to aiding youth plus problems as they see the~.
--TV program, Newsmaker, Channel 12 taped segment -- Pilot survey
Meadowbrook High School on interest in an expanded
intramural isports program -- Two representatives visited
Newport News Youth Office to discuss their service
areas -- Work started on rewriting Youth Services
Directory to be essentially important for the young people.
