A manufactured home has been located on the subject property since 1985. Approval for the
manufactured home was renewed multiple times between 1985 and 2013 for various applicants.
On May 22, 2013, the Board of Supervisors approved the most recent permit (13SN0186) for seven (7)
years, expiring May 2020. Although the permit has not yet expired, the applicant no longer resides in
the manufactured home and has a contract purchaser for the property.

AREA DEVELOPMENT TRENDS
While Central Park subdivision was recorded in February 1958 as a single-family neighborhood,
through the years temporary manufactured home permits have been approved by the Board. Since
1985, with the issuance of the initial manufactured home permit on the property, staff has
identifiedup to seventeen (17) other manufactured homes located within a quarter mile of this
request; however, currently, there are five (5).
Over the last ten (10) years, Central Park subdivision has experienced a significant increase in the
construction of new single family dwellings, some of which replaced temporary manufactured
homes approved by the Board. Within this period of time, fifty-seven (57) new single-family
dwellings have been constructed as illustrated in Map 3. Recognizing this change in area
development and character, and the importance of revitalization in aged communities, Staff would
not be supportive of a manufactured home permit for a new applicant as a first time
owner/occupant. Staff is, however, supportive of renewals for previously-approved applicants as
owners/occupants of the manufactured home, and the manufactured home and property continue
to be well-maintained and in compliance with conditions of their previous permit approval.

PROPOSAL
The applicant is seeking a temporary manufactured home permit for seven (7) years, and is contract
purchaser of the property.
Staff’sinspection of the property revealed the manufactured homeand property to be maintained
in good condition. The manufactured home was replacedin 2008 by another applicant. Although
the home is being maintained, due to the neighborhood experiencing new investment in the
construction of single-family dwellings, the manufactured home is no longer in character with the
area development. Should this request be approved, the following conditions should be imposed.
