Britton Mr. Marshall F.Oriskill '~IRGI[~'[L~: At a regular meeting of the Board of Supervisors of 'Chesterfield County, held at the Courthouse on September 13, 1961, at 9:00 a.m. Mr. O.B.Gates, Sheriff, gives the invocation. The Counvy Engineer comes before the Boar¢] and presents two (2) Special Water Contracts. Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Hague, it is resolved that the following Special water contracts be and they hereby are approved: No. 5~9 - Beechwood Subdivision No. 559 - Bruce Farms On motion of Mr.B~.itton, seconded by Mr. Driskill, it is resolved that the.County Engineer be and he hereby is authorized to send to Mr.J.id.~/ilkinson the sum of $6720.00 rebate on awater line installed on Belmont Road according to the contract signed with the County for this' construction. There arose a discussion on the progress of t~e Powhite Sewage lagoon to serve the the area around the '.'.~oodmont Subdivision. Upon consider.'~tion whereof, and on movion of Mr. Driskill, seconded ~y Mr.Britton~ it is resolved that this Board request the Commonwealth's Attorney to dr~w a contract to cover the cost of engir~ering and surveying the sewage project according to Mr.Timmon's letter to the County Engineer dated May 31~ 1961. And be it further resolved~ that the 'County Engineer be and he hereby is authorized ~o seek bids on the project. On motion of Mr. Hagerman,seconded by Mr. Goyne, it is resolved that the Fire Committee report be and it hereby is approved and the Purchasing Agent is re~.uested to seek bids on the fo!loving equipment: New fire trucks for Enon, Ma~hester and Bon Air and a brush truck for the Ettrick fire Department. On motion of Mr. Driskill~ seconded by Mr. Britton, it is resolved that t~e report of the Street Light Committee, excluding that request for street lights at the inter~ection of Rts. 1Cand 1, be accepted, and the ExecutiveSecretary is authorized to have street lights installed at the locations recommended, a list of which is filed with the papers of this Board. M~. Driskill moves that the County install two (2) street lights at the inter- section of Rts. 10 and !, whereupon Mr. Hagerman seconds said motion. Mr. Goyne makes a substitute motion to put up four (4) lights at the intersection of Rts. 10 and 1, citing the fact t~at this was the recommendation of the Virginia Electric & Power Company's engineers. A vote being taken on the substitute motion, Mr. Goyne votes aye. Mr.Driskill, Mr. Britton, ~"~r. Hague, Mr. Homer, and Mr. Hagerman, vote Nay. A voze being taken on the original motion, the motion carried unanimously. This cay the County Road Engineer in accordance with directions from this Board made report in~,~'iting upon his e~amination of Cannock Road in the LandO'pines Subdivision, in Dale M~isterial Dis~,rict, which shc~s that in the opinion of the County Road Erm~ineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr.Hague, it is resolved that Cannock Road in the Land-O-Pines Subdivision, Dale Magisterial District, be, and the same is hereby established as a public road. And be it further resolved, that the Virginia Department of ~_ighways, be, and it hereby is requested to take into the Secondary Road Syst,:-~m of Chesterfield County, Cannock Road, from the intersection of Rt. 2122 and 2t.2121, .12 of a mile eastwardly to Tuskwillow Drive, thence .10 of a mile southeast t~ O'Bisque Drive. This road serves 3 houses. And be it further resolved, that the Board of Supervisors: of Chesterfield County guarantees to the Virginia Department of Highways, rights of way of not less than 50 feet for these roads. Dedic~tion of said right of way in Plat Book Page , Chestefffield Courthouse, Virginia. This day the County Road En.~ineer in accordance with directions from this Board made report in writing upon his examination of Roosevelt Avemue and Plum Tree Street in the Subdivision of ?,rest Chesterfield H~fghts, Matoaca Magisterial Districz, which shows that in the opinion of the County Road Engineer it is expedient t~at said roads be estaolished as public roads~ Upon consideration whereof, and on motion of Mr. Hagerman, it is resolved that Roosevelt Avenue and Plum Tree Street in the Subdivision of '?est Chester- field Hei~..ts, Matoaca District, be, and the same are hereby established as public roads. And be it f~rther resolved, that the Virginia Department of Highways, be, and it hereby is requested to take into the Secondary Road System of Chesterfield County, Roosevelt Avenue, from a point on Rt.ll-6, .21 of a mile northwest of Rt. 113~, .21 of a mile northeast to Plum Tree Street; Plum Tree Street, from the northern end of maintenance on Rt.ll3~, .03 miles northwest to Roosevelt Avenue. These roeds serve 2 houses and are connecting roads. And be it further resolved, that the Board of Supervisors of Chesterfield County '~=uarnatees to the Virginia Department of Highw@ys, rights of way of not less than 50 feet for these roads. Goyne, seconded by Mt.Hague, it is resolved that tBis Board requests the Highway Department to install a cross-over between the lanes of Rt. 10 at the Inge Road, running southwardly from Rt. 10, being between Colgin's Service Station and the Hundred Road. This is a 30-ft. right of way which is Being improved and the Board of Supervisors agrees to rec~o~nend its acceptance into t~e State Secondary System of roads at the propertime. On motion of Mr.Goyne, seconded by Mr. Hagerman, it is resolved that this Board request the Highway Department to hard-surface .1 of a mile of Forest Glynn (Rt.~6?), in the Enon area, at a cost not to exceed ~400.00, same to be paid from t~e 3~ Road Fund of the County. On motion of Mr.Goyne, seconded by Mr.Britton, it is resolved that this Board reouests the Highway Department to hard-surface Bensley Road (Rt. 1~13) for a distance of .2 of ~ mile, at a cost not to exceed ~8OO.O0 to be paid from the County's 3~ Road Fund. On motion of Mr. Driski!l, seconded by Mr. Britton, it is resolved that this Bcard requests the Highway ~epartment to improve th~ roads in the Southam Subdivision, so that same can be taken into the State Secondary System of roads at a cost not to exceed ~900.00. It is here noted that the County ?~s received a check for ~9OO.00 from Mr.A.W. Grandis to pay for the work in his Subdivision. On motion of Mt. Hague, seconded by Mr. Hagerman, it is resolved that this Board requests the Highway Department to hard-surface that part of Upp Street, lying in Alice Heights, between the present State maintenance and Hening Heigk~ts at a cost not to exceed ~800.00'. An~ be it further resolved~ that the Executive Secretary is authorized .to send the above resolution to the Highway Department upon the receipt of a certified check for ~800.O0 from Mt. Curtis Rudolph. On motion of Mr. Britton, seconded by Mr. Driskill~ it is resolved that this Board requests the Highway Department to construct a headwall to divert the water comin~ into the western side of Bradwill Road,at a cost of approximately ~150.00, and charge same to the 3¢ RoadFund of the County. On motion of M~r.Goyne, seconded by Mr.Driskill~ it is resolved that this Board request the Highway Department to improve Petersburg Street, from Curtis Street to West Street, and to install an 18'' culvert on an easement on the property of ~.J.Gordon Moncure, and charge same to the 3¢ Road Fund of the County. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board accept the deed to the widening of Twinridge Lane, and the ExecutiveSecretary is directed to notify Mr. Clyde ~hildress that building permits will not be issued until the proper right of way is secured southwardly from said property on Rt.60. On motion of Mr.Driskill, seconded by Mr.Goyne, it is resolved that the Buildini~ Insoecvor be and he hereby is reoues~ed ~o ~ssue no further building permits in the Subdivision of Old Gun Estates until such roads are improved to mee~ the Highway's s~ecifications and vurned over to the Highway Department for acceptance invo the State Secondary Sysvem of roads. On mo~ion of Mr. Hague, seconded by Mr.Hagerman~ it is resolved that the Executive Secretary be and he hereby is authoriz, ed to make a bona fide offer to Mr.V.L. Wadkins, combining the County's offer with an amount of money the Stave will offer for the 10-ft. easement requested over and above the 10-feet on which the gounty has reached an agreement. The Executive Secretary read a report of the Forest Fire ~'[arden and this repor~ is received and filed ~th the Board's papers. There was read a revort of the County jail. Upon consideration whereof and on motion of Mr. Britton, seconded by Mr. Driskill~ it is resolved that sa~d reporv be receive~ and filed with the Board's papers. Sewer Construction Fund 5~000.00 Total Appropriations ............. ~931,860.00 On motion of Mr.Hagerman, seconded by Mr. Eriskill, it is resolved that the sum of $5000.OO be paid to the Appomattox Basin Industrial Development Corporation as the County's share in the cost of this project. A request was presented for a Variance to allow the construction of a home on Dowd Lane by Mt.Myer Brigman, which proposed Lane is 30 feet w~.de and virtually unimproved. On motion of I~[r.Britton, seconded by Mr. Driskill, it is resolved that the Variance be granted to allow the construction of a dwelling by Mr. Brigman, provided a ~O-ft. snreet is dedicated from the end of State maintenance, through t~ property sold, and ~hat it be understood by all property owners in the area that the :County will have no responsibility for the construction of maintenance of this roadway. There was read a letter from the Guided Tour Productions concerning the filming of certain historical sites in Chesterfield for the Sivi! War ~entennial, and it was generally agreed that the Executive. Secretary would write to Mt.Jack McGowan, President of the. Guided Tour Productions, expressing the Board's concern over the lack of contact with County Officials in the filming of this project. The ExecutiveSecretary present',ed certain recommendations for rezoning in Manchester and Be.rmuda Districts by the Board of Supervisors. Upon consideration whereof, and on motion of B"k'.Britton, seconded by Mr. Goyne, it is resolved that these be advert~ised for hearing at the next meeting of this Board. On motion of Mr.Goyne, seconded by Mr.Driskill~ it is resolved that this Board resuests the Commonwealth's Attorney to write the necessary Ordinance setting up the C~ni~rgl Accounting Office in the County of Chesterfield. 61-k7.. ~.L.R.Goyne a~_ain comes before the Board seeking the rezoning of certain properties on the northeast corner of the -~illis Road and Toll Road,said request being d~f~rred from August9, 1961, cites the fact that his ~Attorney cannot be presenv a~d reguests that the matter be deferred to November 8, 1961. Mr. Leo Myers and others of the area state generally that they have no objections to this deferment. On motion of Mr. Goyne, seconded by ~ir. Hague, it is resolved that this matter be deferr~ed again to NovemberS, 1961. 61-50. Mr.H.J.Bolton comes before the Board requestin~ the rezoning from Agriculture no General Commercial of a ~rcel of land of irre:~ular shape fronting 15~ feet On Rouse 60 and extendin~ southwardly 18~8 feet, being 670 feet east of Rt.686, and presently zoned General Commercial for a'depth of 300 feet. There appearing no one in opposition to this request, it is on motion of Mr. Britton, ~econded by Mr. Goyne, resolved that 'the aforedescribed parcel of land be and it hereby is rezoned for General COm~nercial use. 61-51.. Mr.E.B.Swineford~ Jr., represented by Mr.Arlie Ruby,:-~ttorney~ requests the rezoning from Agriculture to i~esidential-1 o~ a parcel of land of irregular shape fronting 350 feet on Route 6~1 and extending northwardly approximately 1500 feet~ being north of the intersection of Route 6~1 and Route 6~O, in Dale District. There anpearing no one in opposition to this request~ it is on motion of Mr. Mague, seconded by Mr. Ha~erman, resolved that the aforede~cribed parcel of land b~ and it hereby is rezoned for Residential-1 use. 61-5.2. The Albemarle Realty a~d ~'~ortgage Corporation requests the rezoning from Aericulture to General Commercial of a parcel of land fronting 32g feet o~ the' northwest line of Route 360 and ?g5 feet on the northeast line of Swanson Road, bei~n~ pr'esently zoned General Commercial for a depth of 200 feet on Route 360, in ~[anchester District. Come also ~everal citizens in the area opposing the rezoning request of the entire tract. Upon consideration whereof, and on motion of Mr. Britton~ seconded by Mt. Hague, it is resolved that an additional 200 feet in depth be zoned for General Commercial use, making a total of ~00 feet so ~oned in depth, fronting $2~ _feet on the north line on Rt.360. 61-53. The Ever-true Beneficial Club represented by the Travis Realty Corporation comes before the Board requesting the rezoning from Residential-2 to General. Commercial of a parcel of lan~ of irregular shape, fronting g5 feet on the north line of Zorest Hill Avenue, and 2~l~ feet on the west line of Chippenham Parkway, in Manchesver District. Upon consideration whereof, and on motion of Mr.Britton~ seconded by Mr. Goyne, ~t is resolved that since the propert~r is verv limited in area that further consideration be deferred until plans of the building and a plot plan be presented to show the actual proposed use of this parcel of land. 61-5L. Mr. H. F. Ritter comes before the Board requesting the rezoning from Agriculture to General Commercial of a parcel of land frontinz 352 feet on Route 60 and extending southwardly 839 feet, being g60 feet west of Route 733 and presently being commercially zoned for 20~, feet on Route 60 with a depth of 300 feet, in Manchest er Distri ct. And cites the fact that he does not wish a junk yard to be placed on this property and that be has no s~ecific use in mind. On motion of Mr.Britton, seconded by Mr.Hague, it is resolved that the property be zone~ for Gener~,l Commercial use for a total of 400 feet in depth, fronting 352 feet on the south line'of Rt.360. 61-55. The Citizens Bank of Chesterfield requests a Use Permit to conduct a banking facility on a parcel of land fronting 170 feet on Buford Road, and extendin~ westwar~ly 210 feet, being 240 feet north of Forest Hill Avenue, in Midlothian Magisterial District. The Citizens Bank of Chesterfield was represented by Mr.David Mead White. There being no opposition to this request, it is on motion of Mr.Br~ton, seconded .by Mr. Hagerman, resolved that a Use Permit be granted to conduct a banking facility on the aforedescribed parcel of land, provided adequate parking be provided. 61-56. Mrs. Marie Jurgens comes before the Board requesting the rezoning from Residential-1 to General Commercial of a parcel of land of irregular shape, fronting 100 feet on Forest Hill Avenue, and extending southwardly 200 feet, being 200 feet east of Buford Street. And cites the fact that she wishes to construct a hardware store. Mr.C.P.Hilliard of the Rose an~ Lafoon, Real Estate 'S~mpany, states-that his Company wishes to construct the store.. Upon consideration whereof,and on motion of Mr. Britton, seconded by Mr.Hague, it is resolved that the aforedescribed parcel of land be and it here~y is rezoned for General Commercial use, provi.ded the plans and proposed layout be approved by the Board of Supervisors. 61-57. M~.S.R.Neblett, Jr., represented by Mr.C.C.Swinson comes before the Bo~d requesting the rezoning from Agriculture to General Commercial to construct a shopping cen2er on a 20-acre parcel of land of irregular shape, fronting g30 feet on the northeast line of Route 10 and 1370 feet on the south line of Route 691, and extending southwardly to The Brook, being presently zoned General' ]ommercial for a depth of 200 feet on Route 10, in Bermuda District. There appeared no one objecting to the use of this land as proposed, it is on motion of Mr. Goyne, seconded by Mr. Hague, resolved that the aforedescribed parcel of land be and it hereby is approved, provided no partment building of any · kind be placed on the 20-acre tract, and the land to be used exclusively for a shopping center,and that a major portion of the project be started by January !, 1963. 61-58. The Board of Supervisors request-: the rezoning in Dale Magisterial District, from Agriculture to InduStrial and a Use Pez~nit to operate a sanitary land-fill on a 7.1 acre parcel of lend of irregular sha~e, being 200 feet south ~f Route 6~1, said parcel being 2300 feet southwest of the intersection of Route 625 and Rt.631. And there a~pears some opposition to this request, it is on motion of Mr. Goyne, seconded by Mr. Hague, resolved that the req~uest of the Board of Supervisors for a Use Pentlit to operate a sanitary land-fill on the above described parcel of land be and it hereby is withdrawn. On motion of Mr~Britton, seconded by Mr.Hagerman, it is resolved that the Executive Secretary be and he hereby is ~uthorized to request the City of Richmond and the 'County of Henrico to change back to standard time at midnight, Septen~~er ~0, 1961. On motion of ~'Lr. Britton, seconded by I~[r. Goyne, it is resolved that this Board autb. orizes the ExecutiveSecretary to answer the request of the City Manager of Richmond for an exchange of information to the effect that the County will grant the City's request,subject to certain operational procedures. On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that the Executive Secretary be and he hereby is authorized to purchase a bulldozer for the Water Department, upon the recommendation of the County Engineer after the County Engineer views all types of equipment available for the work tobe done by his Dep er tment. On motion of Mr. Britton,. seconded by Mr. Hagerman, it is resolved that the minutes of July 12, 2~, August 9 and 2~,1961, be, and they a, re hereby approved.
