Upon consideration wher~of, and on motion of Mr. Goyne, seconded by Mr. Hague, it ms resolved vh~v the Chairman appoint a Committee to work on this project and to wrive with ~hehelp of the Co~mmonwealth's Attorney, such rules governing the pro gr~m. On motion of l~ir. Driskill,seconded by ~lr.Britton, it is resolved that M~.H.T. Goyne be made a member of the Civil '?ar ~useum Committee. On morion of ~ir.Goyne, seconded by ~ir. Hague, it is resolved that the Executive Secretary be and he hereby is requested to examine the needs for location sigrs in t~he Fort Darling area. On motion of ~'~.Goyne, seconded by Mr. F~a~gue, it is resolved that 'this Board accept the sewer agreement, and deed conveying the sewerage disposal plant in the .~uaml Oaks Subdivision on the recomme~ation of the County Engineer. £here was read a letter from Mr.Roy E.Staples, suggesting that Rt.36 be named Robert E.Lee Road and it was generally agreed that this letter be filed with the papers of this Board. This day the Counvy Road Engineer in accordance with directions from t.his Board made report in writing upon his examination of Lancers Boulevard arfl Lancers Circle, in Manchester Heights in Manchester Magisterial District, which sho~s that in the opinion of the County Road .Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Britton, it is resolved that Lancers Boulevard and Lancers Circle in Manch ester Heights, Manchester I.,ta~isterial Districv, be,and tl~e same is hereby established as public roads. And be it further resolved, that the Virginia Department of Highways, be,and it hereby is requested to take into the Secondary ~oad System of Cb. esterfie!d County, Lancers Boulevard,from a point on Rt.360, .1~ miles west of Rt.1675, .06 miles south to Lancers Circle, thence .1~ miles south to Elk Road; Lancers Circle, from a poiht on Lancers Boulevard, .07 of a mile south of ~t.360, .05 of a mile east ~o a vurn-around. These roads serve 7 houses. And oe it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, rights of way of mot less than 50 feet for these roads. Dedication of said rights of way in Plat Book 11, Pages 11 and 12, Chesterfield Courthouse, Virginia. This day the County Road Engineer in accordance 'with directions from this Board made report in writing upon his examination of Bicknell Road in Oxford Suvdivision, Section C, Y~idlothian District, which shows that in theopinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. Bri. ttaF~it is resolved that Bicknell Road in the Oxford Subdivision, Section g, Midlothian 'District, be, and the same is hereby established as a public road. And be it further resolved, that the Virginia Department of Highways, be, and it hereby is reauested to take into the Secondary Road S~tem of Chesterfield Countyi~ Bicknell Road, from the northwest end of maintenance of Rt. 1890, .06 of a mile northwestwardly to Rt. And be it further resolved, that the Board of Supervisors of ~hesterfield County guarantees to the Virginia Department of Highways, right of way of not less than 50 feet for this road. Dedication of said right of way in Plat Book 11, Pages 11 and 12, Chesterfield Courthouse, Virginia. On motion of Mr.Hague, seconded by Mr. Britton, it is resolved that a petition signed by some 25 citizens on Hopkins l{oad requesting some improvement as far as sight distance in the vicinity of Beulah School, be referred ~o vhe Highway Department for investigation. ~m = read a letter from },ir.Lancaster citink the fact that ~ohe survey of vhe ~ner= was . . Traffic and Planning Engineers of traffic on Rt 10, between Chesver and Rt #1 disclosed that the 55-mile speed limit should be retained, which le%%er is filed with the papers of this Board. There appears a delegation of residents from Richmond Street in Chester requesting hard-surfacing on said street, citing the fact that there are 35 homes £hat would benefit from this improvement. Upon consideration whereof, and on motion of Hr. Goyne, seconded by ~.{r. Driskilt, it is resolved that 'this Board requests the Hi=hway Depa.rtment to hard-surface Richmond Street at a cost ~o the .Countynot to exceed ~2000.O0. On motion of Hr. Goyne, seconded by Nr. Britton, it is resolved that this Board requests the Highway Department to study traffic conditions at the intersection of Richmond Street and Curtis Street and Gill Street, and to correct such hazardous conditions as exist. On motion of Mr.Goyne, seconded by Mt.Hague, it is resolved that this Board requests the Commonwealth's Attorney to draft an Ordinance on road specification requirements and methods of acceptance into the State Secondary System. Hr. Burford Hicks, Attorney, representing Hattie Green and Swift Homes, Inc., comes before the Board requesting a Variance from the Board's requirements .of a State approved road in front of all new ~wellings and pointed out that the property in .question was a divisio.J by Will and the Commonwealth's Attorney states that a division by ~;7ill does not legally constitute a Subdivision. On motion of Rr.Britton, seconded by Rr.Goyne, it is resolved that this Board authorizes the Building Inspector to issue a building permit on the property belonging to Hattie Green, lying on the west side of the Gravel }{il! Road. On motion of Hr. Driskill, seconded by Nr. Hague, it is resolved that ~he two game claims for poultry be and they hereby are authorized for payment. The ~atter of appointing members of the Board of Supervisors to a ~tegmon 1 Par~ Authority 8onm~ittee comes before the Board and it is generally agreed 'that the Ohairman appoint such representatives. ??hereupon, the Chairman appoints Mr. Stanley Hague, and Hr. Marshall Driskill, as members of the Board of Supervisors of Chesterfield County to a Committee to study the Regional Park ~uthority proposal. On motion of Mr. Goyne, seconded by Hr. Driskill, the following Ordinance is adopted: '~ ~ to amend the Code of the County of Chesterfield, Virginia, AN O~DIN~N~, Chapter 2, controlling the vaccination of clogs for rabies; to amend said ordinance by readopting Article III, Section 2-11, as amended, for determining the period preceding the time of application that a vaccination was obtain ed. BE IT ORDAINED BY THE BO~RD OF SU?ERVISORS OF THE COUNTY OF CHESTERFIELD, VIRGINIA: 1. That Chapter 2 of the Code of the County of Chesterfield, be amended as follows: ARTICLE III-S~DTION 2-11 as amended E~yery owner applying for a license for a dog after November 1, 1961, shall exhibit to the Treasurer of the County of Chesterfield a vaccination certificate issued in the form prescribed by the County Health Officer and showing that the dog was vaccinated at some time during the thirty-six months prior to the 1st day of November of the year for which application for the license is made with a modified live virus approved by the County Health Officer or showing that the dog was otherwisz treated for immunization against rabies within twelve months prior to the 1st day of November of the year for which application for the license is made by such other method of treatment approved by the County Health Officer. No license shall be issued for a dog i~ the owner fails, refuses, or neglects to exhibit such certificate to the County Treasurer. An emergency existing, this Ordinance shall be in full force and effect upon it s passage. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the Board of Supervisors of Chesterfield County, Virginia, that the following appropriations be and the same hereby are made for the month of November, 1961,£i~om the funds and for the fUnctions or purposes indicated, in the amount of $798,121.00. On motion of Mr. Goyne, seconded by ~.ir.Hague, it is resolved that this Board recommends to the Judge of Circuit Court, the Honorable William Old, the appointment of Leon B.Wells, Jr. ,Edward L.Gettings, and Terence Phillips, as Police Officers and Frank D.Watson, III, as Police Dispatcher, There was presented a letter sigr~d by the President of th~ three County Rescue Squads concerning the necessity of regulating the presence of small boats, rafts and skiffs in farm ponds throughout the area. Upon consideration whereof~ and on motion of Mr. Hague, seconded by Mr. Driskill, it is resolved that this matter be sent to the Commonwealth's Attorney for study and to draft prop.er ordinance if necessary, regulating location of said boats. Mr. Driskill, presents a report of the Southside Area Mental Hygiene Clinic and the work that this facility is doing in the southern part of Chesterfield ~County. On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that this report be filed with the papers of this Board. On motion of Mr. Driskill, seconded by Mr. Hagerman, it is resolved that the E.Alvin Small FuneralHome, Inc., be issued an emergency ambulance permit to operate in the County of Chesterfield. On motion of Mr. Goyne, seconded by Mr. Hagerman, it is resolved that the Executive Secretary and the Commonwealth's Attorney be requested to investigate the advertising requirements, newspaper circulation and cost of said advertising. On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that a letter signed by Mt. Richard %~,'.Reidelbach requesting the clarification of the dedication of a park by plat,be, and it hereby is referred to the Commonwealth's Attorney for ruling as to legality. On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that a street light be installed at the entrance to the ~'.eid SQhool on the ?~hitehead Road. On motion of ~r.Driskill, seconded by Mr.Britton, it is resolved that Mr. George Gray be and he h~reby is appointed to the Chesterfield County Planning Commission to fill the vacancy existing after the resignation of' Mr.Edward E. Bates. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the request of Mr.H.B.~falker, Commissioner of the Revenue, for an additional $1OOO.00 for extra help during the current fiscal year,be, and it hereby is approved. It is understood that one-half of this amount is to be paid by the State of Virginia. On motion of Y~r. Driskill, seconded by Mr. Britton, it is resolved that blinking lights b.~e installed at the Catholic School on Rt.147, for the safety of school traffic. 61-21. Mr. Brockenbrough Lamb comes before the Board and by letter requests the withdrawal of the rezoning application for the LarRs Tract On Rt. 147 in Bon Air for a Shopping Center On motion of Mr.D iskill, seconded by Mr.Britton, it is resolved that t~e request of ~lr.V Lamb to withdraw this zoning application be and it hereby is accepted. 61-53. On motion of Mr. Britton, seconded by l~r. Goyne, it is re~olved that the rezoning request of the Evertrue Beneficial Club /'or 'the rezoning of property on Forest Hill ~venue, be and it hereby is deferred to Oct~er 26, 1961. This day the County Road Engineer in accordance with directions from this Board made re~ort in writing upon his examin tion of East "feyburn Road, Bicknell Road, Scherer Drive, Barningham Road, Nohawk Drive, NcCaw Drive, Brixham Drive, Halstea, d Road, Trague Road and Sherbrook Court, in the Oxford Subdivision, Section "C", Nidlothian Magisterial Distridt, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. And be it further resolved, that the Board of Supervisors of Chesterfield ,County guarantees to the Virginia Department of Highways, rights of way of not less than 50 fee~ for these roads. Dedication of said rights of way in Plat Book 12, Pages 20, 22, and 23, Chesterfield Courthouse, Virginia. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Bermuda Avenue in Chesterfield Manor Subdivision, in Bermuda Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motiSn of Mr. Goyne, it is resolved that Bermuda Avenue in Chesterfield Manor in Bermuda District, be, and the same is hereby established as a public road. And be it further resolved, that the Virginia Department of Highways, be, and it hereby is requested to take into "the Secondary Road System of Chesterfield County, Bermuda Avenue, from the end of maintenance on Rt.2~06, .06 of a mile northwardly to Rt.699, which point is .18 of a mile southeast of Rt.617. This road serves 2 houses and is a c~nnecting road. And beit further resolved, that the Board of Supervisors of Chesterfield 3ounty guarantees to the Virginia Department of Hi,ways, right of way of not less than 50 feet for 'this road. Dedication of said right of way in Plat Book g, Page 255, Chesterfield Courthouse, Virginia. There was read a list of roads officially accepted by the State Highway Department into the Secondary Road System, which are as follows: Brighton Green Subdivision: Worsham Road - from a point on Route 755, 0.52 miles west of Route 678 and running northwardly 0.22 mile~ to a dead end 0.22 Mi. 61-59. This day Mr. L.G.Hiilquist comes before the Board requesting the re~oning from ~griculture to Residential-1 of an 8.~ acre parcel of land fronting 750 feet on ~he sou~h line of Providence Road (Rt. 678) and 653 feet on ~ha west line of Hitlquist Drive, being 2930 feet east of ~tt.~53, in M~nchester District.
