Messrs. Pease, Landrum and Hening come before the Board on behalf of the creation
of an Advisory Committee for theoperation of the Chesterfield County Museum.
After consideration of the rotter, the following resolution is adopted:
In Re: Creation of Advisory Committee for the Operation of Chesterfield County Museum.
WHEREAS, this Board is of the opinion that a Chesterfield County Museum
sh6uld be established in order to preserve the history of Chesterfield County
in an appropriate setting where the citizens of the County may view such
historical items as may be collected from time to time and to provide for
the perpetual care thereof; and,
WHEREAS, the eight (8} Ruritan Cl~ubs of Chesterfield County have been very
active in the creation of this museum and ~ave agreed to assist in the promotion
and establishment of same,
NOW, THEREFORE, BE IT RESOLVED on motion of Mr. Goyne, seconded by Mr.Britton,
that: '
1. There i~ hereby established the Chesterfield County Museum which shall
be operated in an appropriate place in the County and under such rules and
regulations as this Board may from time to time determine.
2. The Board doth hereby create an Advisory Committee of this Board
assist the Board in operating and maintaining the Museum, to be known as the
Chesterfield County Museum Committee, consisting of ten (lO members. The
initial membership shall be one {1) member from each of the present eight (8)
Ruritan Clubs existing in Chesterfield County, one (1) member at large, and
one (1) member of the Board of Supervisors of this County. Membership on
the Committee shall be selected by the Board of Supervisors. The initial members
wiill b~e appointed three (3) for a period of three (3) years, three (3) for a
period of two (2) years, three (3) for a period of one {1) year. The member at
large shall serve for a period of three {3) years, and the member of the Board
of] Supervisors will serve for a period of one (1) year. The term of office,
after initial appointment, shall be for a period of three {3) years. Vacancies
oc_curring during the term of office of any member shall be filled by the Board
of~ Supervisors of Chesterfield County upon the recommendation of the Chesterfield
CQunty Museum Committee. ~embership shall not be limited to members o~ the
Ruritan Clubs of this County.
3. The Chesterfield County Museum Committee shall adopt such rules and
regulations as it may determine necessary for its own operation and for the
pr~oper conduct of its affairs, subject to however, the approval of the Board of
Supervisors. The Chesterfield County Museum Committee shall elect from among
its members a Chairman, a Secretary and any other officers deemed necessary.
The terms of the offices of Chairman and Secretary shall be for a period of
one (1) year.
4. The purpose of the formation of the Chesterfield County Museum Committee
shall be to discover, procure and preserve natural, civil, literary, military
and ecclesiastical history of Chesterfield County, in particular, and to establish
and maintain such collections; to operate and maintain a museum, to obtain by
donations or on loan, such historical items, articles and relics of interest
tO 8hesterfield County, and to house and keep the same in an appropriate place
to be designated by the Board of Supervisors of Chesterfield County, to solicit
funds, if necessary, for the purpose of operatien and maintenance of said museum.;
and to do any and sll things necessary and proper to promote the objects and
purposes of the operation of the Chesterfield County Museum, including the
s~pervision of the museum proper when and if a building is obtained to house
these historical relics.
5. The Board doth hereby appoint Mr. W.C.Mitterer, Clover Hilt~ Mr. John
Watkins, Midlothian; and Mnr.J.R.Robertson, Southside 'Chesterfield, for a term
of three (3)years; Mr.Rifhard L. Oayle, Central Chesterfield, Mr. Fred Pease,
Bermuda, to the Committee for a term of two (2) years, and Mr. Irby Brown,
Chesterfield, Mt.Olin Taylor, Dale, and Mr.Frank Laundrum, Broad Rock, to the
Committee for a term of one (1) year; and Mr. J.G.Hening, as a member at large
for a term of three (3) years, and M~.H.T.Goyne, as a member representing this
Board.
On motion of Mr. Hagerman,. seconded by Mr. Goyne, it is resolved by the Board of
Supervisors of Chesterfield County, Virginia, that the following appropriations
be an~ the same hereby are made for the month of December, 1961, from the funds
and for the functions or purposes indicated, in the amount of $812, 560.00:

for appoint as Police Dispatcher.
On motion of Mr.Britton, seconded by Mr. Hagerman, it is resolved that the Executive
Secretary be and he hereby is authorized to pay to the John Randolph Hospital
in HoPewell, Virginia, the bill for testing blood for alcoholic content of
prisoners who could not pay for this service.
On motion of Mr.Goyne, seconded by Mr. Hagerman, it is resolved that this Board
award to the Metropolitan Construction Company the contract in the am6unt of
$17,424. O0 for remodeling and air-conditioning the CircuitCourt room.
On motion of Mr.Goyne, seconded by Mr. Britton, it is resolved that atthe request
of ~4r. Herbert S.Small, Secretary of the South Chesterfield Puritan Club and ~4r.
Thomas Patrick, President of the Bermuda Puritan Club, that this Board will charEe
o~nly the sum of $25.00 for the use of t~e grandstand for a donkey baseball game
on the night of August 4, 1961.
On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that this Board~
request the Commonwealth's Attorney to prepare a deed of lease to the County of
Chesterfield 'and the Virginia Electric & Power Company for the boat landing and
parking area near the Chesterfield Power Plant.
On motion of ~h-. Goyne, seconded by Mr.Britton, it is resolved that this Board
requests the Highway Department to clean the thick layer of mud from the boat
landing at the Power Plant,which mud was deposited during the recent high waters.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the following
roads be recommended for inclusion into the State Secondary Road System.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of %~oody's C'ourt in the Crowder
Court Subdivision, Manchester Magisterial District, which shows that in the opinion
of the County Road Engineer it is expedient that said road be established as a
public road.
Upon consideration whereof, and on motion of Mr. Britton, it is resolved that
Woody's Court in the Crowder Court Subdivision, in Manchester District, be, and
the same is hereby established as a public road.
And be it further resolved, that the Virginia Department of Highways, be, and it
hereby is requested to take into the Secondary RoadSystem of Chesterfield County,
Woody's Court, from a point on Woody~s Lane, .O& miles northeaBt of Olive Avenue,
· 03 of a mile East to a cut de sac. This road serves 1 house.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways, right of way of not less than
50 feet for this road.
Dedication of said right of way in Plat Book 11, Page 88, Chesterfield Courthouse,
Virginia. -,
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of River Road in the Mt. Blanco
Subdivision, in Bermuda Magisterial District, which shows %ha.t in the opinion of
the County Road Engineer, it is expedient that said road be established as a
public road.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that River
Road in the Mt. Blanco Subdivision, Bermuda Magisterial District, be, and the
same is hereby established as a public road. ·
And be it further resolved, that the Virginia Department of Highways be and it
hereby is requested to take into the Sefondary Road System of Shesterfield County,
craver Road, from a point on
M~. Blanco Road, .29 of a mile East of Rt. 619, .O~
a mile northwardly, thence .05 of a mile eastwardly. This road serves 2

And be it further resolved, that the Board of Supervisors of Chesterfield County~'
guarantees to the Virginia Department of Highways, right of way of not less than
50 feet for this road.

This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Mt. Clair Road, in the Dalewood
Annex Subdivision, Bermuda Magisterial District, which shows that in the opinion
of the County Road Engineer it is expedient that said road be established as a
public road.
Upon consideration whereof, and on motion of Mr.Goyne, it is resolved that .Mr.
Cla£r Roadin the Dalewood Annex Subdivision, Bermuda Magisterial District, . be, and
the same is hereby established as a public road.
And be it further resolved, that the VirEinia Department of Highways, be, and it
hereby is requested to take into the Secondary Road System of Chest~rfield County,
Mt.Clair Road, at a point at the southern end of maintenance on Rt. 1533, .14 of a
mile southwardly to a dead end. This road serves 2 houses.
And be it further resolved, that the Board of Superffisors of Chesterfield County
guarantees to the Virginia Department of Highways, right of way of not less than
~ 50 feet for this road.
Dedication of said right of way in Plat Book 8 Page 24, Chesterfield Courthouse,
Virginia. ,
This day. the County Road Engineer in accordancewith directions from this Board
made report in writing upon his examination of Garthdale Road, Jamson Road and
Rock Spring Drive, in the Rock Sgring Farms Subdivision, Dale MagisteriaI District,
which shows that in the opinion of the County Road~ Engineer, ~ is expedient that
said roads be established as public roads.
Upon consideration whereof, and on.motion of Mr. Hsgue, it..is resolved that Garthdale Road,
Jamson Road, and Rock Spring Drive, in the subdivision of Rock Spring Farms, Dale
Magisterial District, be, and the same is hereby established as public roads.
And be it further resolved, that the Virginia Department of Highways, be. and it
hereby is requested to take into the secondary Road System of Chesterfield County,
Garthdale Road, from ~he intersection of Rts. 2111 and 2118, .11 of a mile north
to Jamson Road; Jamson Road, from the intersection with Garthdale Road, .04 of a
mile wes%wardly to a dead end and from said intersection .08 of a mile eastwardly
to Rock Spring Drive; Rock SDrinz Drive from its intersection with Jamson Road,

And beit further resolved, that the B~rd of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways, rights of way of not less than
50 feet for these roads.

Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writingupon his examination~of tVoodmere Drive, Amberly Road. Archwood
Road, and Holcombe Road in the Dorchester Subdivision, Manchester Magisterial
District, which shows that in the opini'on of the County Road Engineer, it is
expedient that said roads be established as 10ublic roads.
And be it further resolved, that the Virginia Department of Highways, be, and it
hereby is requested to take into the Secondary Road System of Chesterfield County,
Woodmere Drive. from a point on Rt. 2301, .10 miles East of Rt. 1650, .06 miles
south to Amberly Road, thence .04 miles South to Rt. 1696; Amberly Road, from a
point on Woodmere Drive, .06 of a mile south of Rt.2301, .10 of a mile East to
Archwood Road, .O1 miles northeast to a dead end and from Said intersection
.03 miles southwestwardly to aH~lcombe Road, Holcombe Road, from a point on
Archwood Road, .03 of a mile southwest from Amberly Road, .11 of a mile southeast
to a dead end. These roads serve 35 houses.
And be it further resolved, that the Board of Supervisors of 'Chesterfield County
guarantees to the Virginia De~rtment of Highways, rights of way of not less than
50 feet for these roads. Dedication of said rights of way in Plat Book i and 12,
Pages 72 and 45, Chesterfield Courthouse, Virginia.
On motion of Mr.Britton, second ed .by ~4r. Driskill, it is resolved that this Board
requests the Highway Department to investigate the road complaints in the
Subdivision of Cherry Gardens.
On motion of Mr. Hagerman, seconded by ~r.Driskill, it is resolved that this Board
install two (2) street lights at the northern end of the Ettrick Bridge·
On motion of Mr. Britton, seconded by Mr. Driskii1, it is resolved that the
Executive Secretary hnd the Highway Department be requested to investigate ahd
report on a drainage ditch lying south of South Drive and slightly west of
Scottvi ew Drive.
On motion of Mr.Goyne, seconded by Mt. Hague, it is resolved that this Board
request the High~ay Department to survey Rt. 616 near the Church of Latter Day
Saints and to survey Treely Road, running southwardly from the Harrowgate Road,
as to the necessity of establishing a lesser soee~ limit.
Mr.E.M. Hopkins, residing at 1~.(~4 South ~,~infree Street in Chester, comes before
the Board presenting several petitions requesting the Board of Supervisors
to attempt to complete the water system and sell the remaining $750,000 in bonds.
After much consideration of this ~tter, it is on motion of Mr. Goyne, seconded by
Mr. Britton, resolved that this Board ~eceive the petitions and that the remaining
$750,000 water bonds be seld as soon as possible, in compliance with the Bond
Indenture and proceed immediately thereafter with the attempted completion of the
Master Plan as may be amended by the Board of Supervisors from time to t~me.
On motion of Nr.Britton, seconded by Mr. Driskill, it is resolved that the water
contract for the Elkhardt Baptist Church in the amount of $780~OO be and it
hereby is approved.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the name of
the Courthouse Road, from Ruff in Road in the City of Richmond to the Cogbill Road,
in the County, be and it hereby is changed to Old Court Road.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the
Building .Inspector ~eand he hereby is author~ed to issue a free building permit
to Mr.E.N.Owens whose home on Rt.604 was destroyed by fire,and said house is to be
reconstructed by citizens in the neighborhood.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the
Building Inspector be and he hereby is authorized to offer the sum of $~500o00
per year with a raise of $500.00 in six months if employee is satisfactory
for one {1) Plumbing Inspector and one {1) Electrical Inspector.
It is here noted that there was received a letter from Mr. Fred L.Cook, Chairman
of the Plumbing Examining Board stating that a 'second Plumbing Inspector is needed
in the County of Chesterfield.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board
go into ExecutiveSession.

On motion of Mr. Driskill, seconded by Mt. Hague, it is resolved that all of the
bids on the construction of a sewage lagoon and the laying of sewer lines in the
Woodmont area be rejected.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the County
Engineer be and he hereby is requested to seek new bids for the construction of
sewer lines and a lagoon in the Woodmont area and to award said bid to the
approved low bidder.
61-61. Mr.J.L.Parker comes before the Board again requesting the rezoning from
Residential-2 to General Commercial of a parcel of land in Manchester Magisterial
District, fronting 225 feet on Rt.647 and extending southwardly 350 feet, being
at the intersection of Rts. 6~7 and 1668 which recuest was deferred from October 11,
1961. ' ~
Mr. Parker presents a plan for the construction of a grocery store and filling
station on the proposed site for rezoning. ~hereupon, Mr. J.H.Duty, states
his opposition ~o this request and ~rs. Alice Wilson opposes the construction
of any new business in this area.
Upon considerqtion whereof, and on motion of Mr. Britton, seconded by Mr. Driskill,
it is resolved tha~ this request be and it hereby is denied.
It is here noted that Mr. Goyne and Mr. Hague vote No.
61-68. Mr. Cecil E. Hoyle comes before the Board, representing his request,
in Midlothian Magisterial District, for the rezoning from Agriculture
to General Commercial of a parcel of land of irregular shape, fronting 377 feet
on the north line of Rt.360 and 125 feet on the west line of Rt.652, and states
that he wishes this matter to be deferred for thirty (30) days in order to work
out a solution with the neighboring citizens.
Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Goyne,
it is resolved that this matter be deferred for thirty (30) days.
61-67. Mr. L.R.Goyne again comes before the Board requesting the rezoning from
Agriculture and Residential-2 to General Commercial of aparcel of land in
Bermuda Magisterial District, of irregular shape, frontig 600 feet on the north
line of Willis Road (Rt.613) and 2500 feet on the east line of Richmond-Petersburg
Toll Road (Rt. 95) its north boundary being Kingsland Creek, and states he wishes
to amend his request for general business from the Toll Road ~long the Willis Road
eastwardly to the recorded easement for ~ drainage ditch approximately ~00 feet
from the' Toll Road. ,

Upon consideration whereof, and on motion of Mr. Goyne, seconded by Nr. Driskill,
it is resolved that the aforedescribed parcel of land as amended be, and it here~y
is rezoned for General Commercial use with the limitation agreed to by the
applicant, that the business be limited to a motel, restaurant, service station
and essential buildings to such businesses. '
61-69. This day Mr. O'Grady, representing the Muhleman & Company, Inc.,requesting
the rezoning from Agriculture to Residential-2 of a parcel of land of irregular
shape, fronting 225 feet on Narwick Road and extending sou%hwardly 1400 feet,
said parcel extending east and west of Bromwell Road, approximately 185 feet,
and better known as Section A, Green Ridge Subdivision.
And there appearing no one in opposition to this request, it is on motion of
Mr.Britton, seconded by Mr. Hague, resolved that the aforedescribed parcel of
land be and it hereby is rezoned for Residential-2 purposes.
61-70. Mrs. Marie Jurgens comes before the Board requesting the rezoning from
Residential-2 to General Commercial of a parcel of land of irregular shape,
fronting approximately 270 feet on the southwest line of Forest Hill Avenue and
250 feet on the north line of Choctaw Road, being 310 feet east of Bu~ord Street,
and states that she wishes to construct a garden center and a professional
building on this parcel of land.
Mr. John Gunn, who lives on Buford Road, presents a written statement of limited
oppo si ti on.
Mr. John Dillard, who lives on Forest Hill Avenue, requests that the zoning be
controlled ~o minimize the harmful effect on the adjacent property.
On mo~ion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the
aforedescribed parcel of land be and it hereby is rezoned for General Business
use, provided the plans and the type of business is approved by the Board of
Supervisors.
61-71. Mr.R.E.Grubbs comes before the Board requesting the rezoning from
Agriculture to General Commercial to operate a trailer court on a parcel of land
fronting 200 feet on Rt. 1 and extending westwardly 1050 feet, being 50 feet south
of the~intersectiOn of Routes i and 618, presently zoned General Commercial for a
depth of 300 feet. On motion of )Ir.Goyne, seconded by Mr. Hague, it is resolved
that the aforedescribed parcel of land be and it hereby is rezoned for GenerAl
Commercial use.
On motion of Mr. Driskill, seconded by ~r.Britton, it is resolved that this Board go
into Executive Session.
Reconvening:
On motion of ~;~r.Britton, seconded by Flr. Driskill, it is resolved that this Board
request the Contmonwealth's Attorney to prepare an appropriate resolution for this
Board to the Judge of Circuit Court, to request a Referendum on the proposed
sewer bond issue in the approximste amount of $9,000,000 as recommended by R.
Stuart Royer and Associates in a report dated )lay, 1961 and later amended.

Nr. Hagerman is not present when the vote was taken but indicated previously that
he would approve such a resolution.
On motion of Mr. Britton, seconded by Mr. Driskill. it is resolved that this
