Horner, Chairman Mr. H. T. Goyne Mr. H.K.Hagerman Mr. Stanley R.Mague, Jr. Mr. R. J.Britton Mr. Marshall F.Driskill NLr.Bernard Savage and others come before the Board requesting the installation of a 'water meter on Lot 8, ~lock A, in the Bradley Hills Subdivision, and it was pointed out that the original subdivider had gone bankrupt and t~e road had not been improved to meet the State's specifications and had not been accepted into the State Secondary System of roads. Upon consideration whereof, and on motion of ~r. Britton, seconded by Mr. Driskill, it is resolved that the County Engineer be and he hereby ia authorized to install a war er meter to a house on said lot since the building permit had been obtained prior to the bankruptcy suit. On motion of Mr. Hague~ seconded by R~r. Britton, it is resolved that the following standard water contract~ be and they hereby are approved, and the Chairman and Clerk · this Board ar~ authorized to s~xn said contracts: No. ~20 - C.F.Bryan, Manchester Heights No. 179-C-Woodmont Development Corporation $965.00 27~.00 On motion of Mr. Britton,seconded by R~r.~riskill, it is resolved that this Board request the Treasurer of the County to transfer the sum of ~50,0OO .¢rom the Meter Installation Fund to the Construction Fund of the Water Department. On motion of )ir. Britton, seconded by Mr.Driskill, it is resolved that the sum of $20~OOO be and it hereby is appropriated from the unappropriated surplus of the Improvement, Replacement and Extension Fund. On motion of kr.Britton, seconded by Mr. Driskill~ it is resolved that the revised budget of the Water Department be and the same is hereby aD~roved, a copy of which budget is recorded with the minutes of this B~rd. On motion of Mr. Hag ue, seconded by I~r. Driskill, it is resolved that the following bills for R.Stuart Royer & Associates be and they hereby are approved for payment: For the preparation of a sewer report,. Invoice dated November 16, 1961, in the amounO of $857.70 For the preparation of a water repor~,_invoice dated November 16, 1961, in the amount of $~673.2~. On motion of Mr.Britton, seconded by Mr. Driskill~ it is resolved that the sum of ~5526.86, be paid to J.K.Timmons, Engineer, for engineering services on the Powhite Creek Sewer Project, according to invoice dated November 2~, 1961, provided the funds from the developers of the area a~e received by the County. On motion of Mr.Hague, seconded by Mr. briskill, it is resolved that the schedule as amended for the installation of certain water lines according to the Master Plan of the County, be approved and that final working plans be authorized. On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that the agreement of the County of Chesterfield and the developer of the Powhite Creek Sewer System be and it ~ereby is a~proved and the Chairman and Clerk of this Board are authorized to sign said contract ~ubject to the receipt of the developer's portion of the funds. On motion of ~'ir. Driskiil, seconded by Mr.Hague, it is resolved that a resolution from the SChool Board requesting the County Board of Supervisors to authorize the remaining ~3,000,OOO School Bonds to be sold, be, and it hereby is received. On motion of Mt. Pursuant to the election heretofor ~ held on the 19th day of April,1960, and the resolution of the County School Boa rd of Chesterfield County heretofore adopted on the 15th day of November, 196t, certified copy of which has been filed with the Clerk of the Board of Supervisors, there shall be issued Three Million Dollars (~,000,000) School Bonds of Chesterfield County, Virginia, to be dated January 1, 1962, to be of the denomination of One Thousand Dollars {$1,O00) each, to be numbered from one (1) to three thousand (3,000), inclusive, and to mature serially in numerical order One Hundred Fifty Thousand Dollars(~ 150,O00) bonds on January in each of the years 1963 to 19~2, inclusive, Said bonds shall bear interest payable semi-annually July 1st and January 1st at such rate or rates as may be fixed at the sale of said bonds. Upon consideration whereof, and on motion of Mr.Driskill, it is resolved that Bridgewood Road and Brookview Drive, in the Kellersley Subdivision, Midlothian District, be and the same are hereby established as public roads. And be it further resolved, thatthe Virginia Department of Highways, be and it hereby is requested to take into the Secondary Road System of Chesterfield Coun~ Bridgewood'Road, from a point on Rt.360, .55 miles west of Rt.651, .lg miles south ~o Brookview Drive; Brookview Drive, from its intersection with Bridgewoo~ Road .15 miles eastwardly to a turn-around. On motion of ~'h~.Britton, seconded wy Mr. Driskill, it is resolved that this Board wilt recommend' for inclusion into the State Secondary System, the roads in Keaneland Farms Subdivision, if the extension of LaBrook Drive to the south, is graded and graveled to the extent of the recorded right of way. On motion of R~r.Driskill, seconded by Mr. Goyne, it is resolved that the roads in Penn acres will be recommended to the State Highway Department for inclusion into the State Secondary System, provided 5~rble a~d Jade Roads are graded and graveled southwardly to the extent of the right of way. On motion of Mr.Hague, seconded by Mr. Hagerman, it is resolved the biennial budget of the Welfare Department be and it hereby is approved. On motion of Mr. Driskill, seconded by Mr.Goyne, it is resolved that the Purchasing ~:gent be an5 he hereby is authorized to purchase 5 compact cars, and 3 other cars for administrative officers on low bids submitted by various car a~encies, and to purchase eight (~) Ford I~lainliners from the Richmond Motor Company at $220~.?? each, and two {2) Chevrolets at ~2225.O0 each from the Dunnington Motor Company. On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that the Chairman and Clerk of thisBoar~ be end they hereby are authorized to sign the contract with the Construction Company making the alterations to the Circuit Court. On motion of Mr.Hagerman, seconded by Mr. Britton, it is resolved that the Executive Secretary be and he hereby is a~thorized to seek the aid of an actuary in trying to ascertain the cost to the County of the proposed Police Re.tirement System Program. On motion of Mr.Goyne, seconded by Mr. Driskili, it is resolved that the request of Mt. Fletcher Fyler for the sum of $7~.00 in payment for the rights of' way required for the widening oF Rt. 608, and the easement for the construction of a water line along said road, be, and it ..hereby is approved. On motion of ~r.Goyne, seconded by i~r. Driskill, it is resolved that the County ~Engineer be and he hereby is authorized to install a water meter for Mr. V~illiam Heintzman, Sr., for the price of ~110.00, the same being in accordance with a previous agreement when the County installs an altitude valve in a vault on Mr. Heintzman' s property. On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the Tilt-Top Cab- ~hassi~ be purchased for the Manchester Fire Department from the Richmond Motor Company, it being understood that the Fire Department will pay the difference between the conventional F-750 and the Tilt-Top Cab bid. Goyne, it is resolved that this Board request the Fire Committee to meet and review the other bids for fire equipment with the various Fire Departments and award said bids in the best interest of all concerned. On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the Purchasing Agent be and he hereby is requested to purchase a portable pump for the Wagstaff Fire Department. On motion of Mr.Driskill, seconded by Mr.Hagerman, it is resolved that the Commonwealth's Attorney be and he hereby i8 authorized to negotiate with the Michie Company in Charlottesville, ~firginia, for th'e preparation of a supplement to the Chesterfield County Code. On motion of Mr. Hague, seconded by Mr. Hagerman, it is resolved that the erroneous tax assessment in the amount of ~1.00 charged to Miss Phyllis R.Carroll be and the same is hereby approve8 for payment. On motion of M~.Driskill, seconded by Mr.Britton, it is resolved that the Treasurer of ths County be and he hereby is authorized to invest surplus funds of the County in U.S.Government securities. On motion of Mr.Goyne, seconded bv Mr. Britton, it is resolved tk~t the report of the Civil War Comr~ittee aoproving the script for the T.V.Film being prepared by Guided Tours Productions, be, and it hereby is aoproved. .................. ~r ....... On motion of Mr.Hagerman, seconded by ~. Britton, it is resolved that this Board at the request of the Chesterfield Lions Club waive the 10¢ per head charge on the Industrial Bowl Football game recently held at the Stadium. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that there be no charge for the High School Football games held at the Stadium for the year 196]~- ' 62. On motion of Mr. Driskill, seconded by ~4r.Hague, it is resolved that the Executive Secretary be requested to advertise the new Dog Ordinance requirements in the newspapers of the area. This day the County Road Engineer in accordance with directions from this Bo~rd made report in writing upon his examination of Seaman Road, LaBrookDrive, Keaneland Drive, and Suffton Road, in the Keaneland Farms Subdivi~n, Manchester District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. · Upon Consideration whereof, and on motion of Mr. Britton, it is resOlved that Seaman Road, LaBrook Drive, Keaneland Drive, and Duffton Road in the subdivision of Keaneland Farms, Manchester District, be, and the same hereby are established as public roads.
