Hague Mr. Marshall F.Driskill VIRGINIA: At a regular meeting of the Board of Supervisors of Chesterfield County, he~d at the Courthouse on December 28, 1961, at 2:00 P.M. Absent: Mr. H.K.Hagerman Y~.~obert 'Noodhead comes before the Board stating his opposition to the construction of a dwelling on a lot fronting on Halesworth Road, 60 feet west of Sherbrook Road, stating that h~ questions the feasibility of constructing a house on a lot which the Health Department says there was a reasonable chance for a septic tank functioning properly. He questions further, what would happen to the house being constructed should the creek become flooded. ~r.Tom Lewis of the Health Department, and Mr. Elbert Mumma, Building Inspector, both state that approval has been given according to proper procedures. On motion of Mr. Goyne, seconded byMr. Britton, it is resolved that the bid for the fleet insurance be awarded to the Nationwide Insurance Company for the year 1962 for an amount totalling $7517.O?. There was read a letter from I~%r.E.D.Hubbard, District Engineer, Virginia Department -of Highways, concerning the flashing signals requested on Rt. l&? at St.Edwards' Catholic Church, which letter advised that the lights were not warranted. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the Executive Secretary notify Father Bowers of the action of the Highway Department. On motion of R~r. Goyne, seconded by Mr. Driskill, it is resolved that the street light at the intersection of Rt. 616 and Rt. #1, be replaced with a more modern facility. On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that a water contract with the Virginia S~ate College in the amount of ~3078.25 be and it hereby is approved. ~nd oe it further resolved, that the work be completed before the bill is sent to the State. On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that a water contract #323, for the installation of lines 6n Winfree Street, costing appr6ximately $648.00 be approved, subject ~o the prohibition of constructing a dwelling on Lot 289, at the intersection of Daniel Street and ~infree Street, until such time as the proper right of way is secured. On mo%ion of Mr.Britton, seconded by Mr. Driskill, it is resolved that a war er contract with the T & T Company for installing water lines in West Chesterfield Gardens in the amount of ~732.00 be,and it hereby is approved. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the followin~ street names be and they hereby are changed as follows: That portion from Midlothian Turnpike (Rt.60) to Falling Creek be designated South Providence Road. That portion from Falling Creek to Courthouse Road be designated West Providence Road. That portion from Midlothian Pike (Rt.60) to Reams Road be designated North Courthouse Road. That portion from ~eams Road to Hull Street R~ad (Rt.360) be designated South Courthouse Road. That portion from Midlothian t:ike to Poeoshock Creek be retained as North Arch Road. That portion from Pocoshock Creek to Reams Road be desiginated as South Arch Road. That South Arch Road, that portion from Reams Road to Adkins Road be changed to Adkins Road. That Adkins Road, running East from Courthouse Road be assigned ~ new name. That Beach Road be assigned a new name. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Dorset Court in Ebbw Vale Hills Subdivision, in Manchester Magis%erial D~strict, which shows that in the opinion of the County Road Engineer, it is expedien% that said road be established as a public road. Upon consideration whereof, and on motion of Mr.Britton, it is resolved that Dorset Rourt, in the Ebbw Vale Hills Subdivision, I~anchester District, be, and the same is hereby established as a public road. ~nd be it further resolved, that the Virginia Department of H~ghways be and it hereby is requested to t. ake into the Secondary Road System of"Chesterfield County, Dorset Court, from a point on Rt. 1650, .08 of a mile south of Rt. 1695, .18 milem south to a turn around. This road serves 2 houses. And be it further resolved, that t~ at the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, right of way of not less than 50 feet for this road. ,~.Dedication of said right of way in Plat Book 12, Page 5, Chesterfield Courthouse, Virginia. This day the County Road Engineer in accordancewith directions from this Board made report in writing upon his examination of East Booker Boulevard' and WeSt Booker Boulevard, in Carver Home Sites, in Dale Magisterial District, which shows that in theopinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mt.Hague, it is resolved that East' Booker Ooulevard and West Booker Boulevard, in Carver Home Sites, Dale District, be, and the same are hereby established as public roads. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the Secondary RRad System of Chesterfield County, East Booker Boulevard, from a point on Rt. lO, .~& miles northwest of its inter- section with Rt.7OS, .20 miles south to Rt.7OS; %VeSt Booker Boulevard, from a point on Rt. 10, .08 miles northwest of East Booker B6ule~ard,.2& miles south to Rt.?OS. These roads serve ? houses. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, rights of way of not less than 50 feet for these roads. Dedication of said rights of way in Plat Book 8, Page 1~2, Chesterfield Courthouse, Virginia. The Executive Secretary stated that ~ir. Hugh Hawthorne had guaranteed, in writing, that the two stub roads in Penn Acres would be graded and graveled by April 30, 1962. On motion of Mr. Dviskill, seconded by Mr. Goyne, it is resolved that this guarantee be accepted and that the remaining roads in Penn Acres be taken into the State Secondary Road System. On motion of Mt. Hague, seconded by Mr. Goyne, it is resolved that the erroneous tax assessments of Maxine M.Harper for $1.00 and Henry L. Harper for $10.O0 be, and they hereby are approved for payment. On motion of Mr. Britton, seconded by Mr.D~iskill, it is resolved that the following resolution be and it hereby is adopted: If the State ¥,~ater Control Board permits the County of Chesterfield to make 75 additional connections tO the Kenmore Ridge sewage tratment plant, thus enabling the County to meet commitments it has made vo provide additional sewarage service, the Board of Supervisors commits the County to profide treatment facilities acceptable to the State WaDer Control Board for sewage now being treated by this plant, as well as that from the proposed additions, at a date not later than when sewage of the City of Ricb~nond in this area is treated. If it does not make arrangments with the City of Richmond for the treatment of this sewage, the County will, prior to the date when Cit'y facilities are in operation, have completed planning, engineering, financing and construction so that a County plant will be available to provide such treatment. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this Board gives its approval for the transfer of $456.16 from the Category of Permanent Employees to Extra Help for the office of the Treasurer of the County. On motion of Mt. Hague, seconded by Mr.Goyne, it is resolved that the bill in the amount of ~1~5Z,.57 be approved for payment to the League of Virginia Counties~ the same being the County's portion of membership dues and urban counties contribution. There arose a general discussion concerning the actions o~ the Fire Committee particularly, as they pertain to the Chester Fire Department; however, no action was taken in this matter. On motion of Ick~.Driskill, seconded by Mr. Britton, it is resolved that the Purchasing agent be and he hereby is authorized to purchase radios for all new fire trucks assigned to the various fire departments in the 8ounty. On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that this Board accepts the low bid for the purchase of three radios for the Police Department, the low bid being $595.00 each w~th the aerotaon Company. On motion of Mr.Driskill, seconded by ~r. Goyne, it is resolved that a radar ~i~e~r be purchased from the H.G.Boyd Company, at a price of $1395.00. On motion of Mr.Driskill, seconded by Mr. Goyne, it is resolved that the minutes of November 30 and December 13, 1961, be, and they hereby are approved. On motion of Mr. Goyne, seconded by Mr.Driskill, it is resolved that the follo~in~g Ordinance be and it hereby is adopted: An Ordinance to amend the Code of the County of Chesterfield, Virginia, by modifying Section 7-18 thereof, to repeal the prohibition against certain times that. a public dance can be held during Monday through Saturday of each week. BE IT ORDAINED BY THE BOARD OF SUPE£{VISORS OF THE COUNTY OF CHESTERFIELD, VIRGIN IA: 1. That Section 7-18 of the County Code is hereby repealed and readopted as follows: Sec. 7-18. Same -When operation prohibited. It shall be unlawful for any person conduc ting a public dance hall to have such dance hall open on Sunday between the hours of 12:01 A.M. and 11:59 P.M.
