On mo%ion of Mr. Goyne, seconded by }J~r.Hague, it is resolved that the standard ~aver contract with the Ric~nond Improvement Company for the installation of water in Bellwood Terrace, be, and it hereby is approved. On motion of R~r. Britton, seconded by Mr. Driskill, it is resolved that a Special Contract with the firm of Homer and Newell, to put water in the McKesson Place, be, and it hereby is approved, subject to the approval.of the Commonwealth's Atto rn ey. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the County Engineer be and he hereby is authorized to install a water n~e~e~r for the Beulah Methodist Church parsonage, at one-half of the standard price. On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the Treasurer of the County be authorized to invest up to ~lO0,OO0.O0 water funds, after conferring with theCounty Engineer on an amount of reserve ~cessary to be retained. On motion of Mr.Britto~, seconded by ~r. Driskill, it is resolved that the Purchasing Agent, be, and he hereby is authorized to purchase a chassis from the Richmond Motor Company for ~2562.9~ and crane equipment ~o be placed on said chassis from the Baker Equipment Company for ~11,067.50. There was presented to the Board a copy of a resolution passed by the County Planning Commission transmitting to the Board of Supervisors its recommendation for a new Zoning Ordinance and zoning maps and recommending that same be adopted by the Board of Supervisors after appropriate public hearings. On motion of Mr. Hagerman, seconded by Mr.Goyne, it is resolved that this Board authorizes the payment of ~200OoO0 to the Appomattox Ri~r Water authority to finance the purchas~ of rights of way for the proposed Appomattox River ~'~ater Authority, it being understood that when bonds are sold to finance same, said ~2OOO.00 will be returned to the County. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Sunlight Avenue in Broad ~ock Ho~e Sites, Section 2~ R~anchester Magisterial District, which shows that in the opinion of the County Road Engineer, it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr.Britton, it is resolved that' Sunlight Avenue in Broad Rock Home Sites, Section 2, Manchester District, be~ and the same hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the State Secondary Road System, Sunlight Avenue, beginning at a point on ~t.12~8, at its intersection with Route 1208, extending westwardly .03 miles. This is a connecting road. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, right of way of not less than 50 feet for ~his road. Dedication of said right of way in Plat Book 8, Page 1~6, Chesterfield Courthouse, Vi rgi ni a. This day the County iYoad Enginee~ in accordance with directions from this Board made report in writing upon his examination of Marilea Road and Bradwill Road, in the Bradley Hills Subdivision, Manchester Magisterial District, which shows that in the opinion of the County Road Engineer, it is expedient tb~ t said roadsDe established as public roads. ~Upon consideration whereof, and on motion of Mr.Britton, it is resolved that ~rilea Road and Bradwill Road in the Braaley Hills Subdivision, Manchester District, be, and the same are hereby established as public roads. And be it further resolved, that ~he Virginia Department of Highways be and it hereby is requested to take into the Secondsry Road System, Marilea Road, beginning at s poin~ on Route 1817, at ~ts intersection with ~oute 1~29, .11 miles easteardly %o ~radwill Road; Bradwill Road, beginning at a point on Y~arilea Road,5 houses'il, miles east of ~oute 1827 , southwardly .18 miles. These roads serve And be it further resolved, that the Board of Sul:ervisors of Chesterfield County guarantees to the Virginia Department of Highways, rights of way of not less than 50 feet for these roads. VirginiaDedication. of said rights of way in Plat Book 10, Page 8?, Chesterfield Courthouse, There was read for the Board's hearing a letter stating that the Highway De~rtment denies the request for a "Stop" sign at the intersection of Rtz. 2259 and 2260 in !Vort[ington Farms, which letter is filed with the minutes of this Board. The Board of Supervisors was notified that the following roads havebeen accepted into the State Secondary System: South am Subdivision: Southam Drive- from the intersection of Routes 1969 and 1758 and ru~ning southwest miles to Brown Road. 0.14 mile. .~arver Hom,e Sites Subdivision: · East Booker Boulegard - from a point on Route 10~ 0.34 mile west of Route 708 and running sou~h 0.20 miles to Route 708 ,'~est Booker Boulevard - From a point on Route 10, .042 mile west of Route 708 and running south O~22+ mile to Route.708 0.20" 0,24 " On motion of.Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board request the Highway Department to improve the remainder of the road in the Isaac h~alton Park' to sufficient standards so that this road will be taken over as a Rural Road on July 1, 1962. Mr.J.J.JeWett presents the proposal from the Salisburg Corporation requesting that .8 of a mile of Salisbury Road be taken into the Highway System as a Rural Road and pointed out that this road was currently i,'.$ proved and used by the school buses and was a very good connecting road. On motion of R'lr.Driskill, seconded by Mr.Britton, it is resolved that if the Salisbury Corporation will dedicate the 70-ft. right of way proposed, the County will accept a deed for said right of way, and request the Highway Department to take in said road as a Rural Road on July 1, 1962. On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the Executive Secretary be and he hereby is authorized to pay the Guided Tours Production, Inc., the remaining ~1000.O0 on its contract for the making of a film of Chesterfield County, and purchase an additional copy of the color film at the price cf$S1.OO. On motion of ~r.Driskill~ seconded by l~r. Britton, it is resolved that this Board receive the petition signed by app~ximately 30 people, requesting the improv~nent of Coalfield Road, co~nonly called the CCC Road, and the Executive Secretary is requested to send same to the Resident Engineer of the Highway Department asking that he consider this in the Highway budget for the coming year. On motion of Mr. Goyne, seconded by Mr,Hague, it is resolved that this Board request the Highway Department to Consider Robinson Street, south of Shop Street in Chester and Holly Hill Road, from Grove Avenue to Route 616 in the coming year's budget for ha rd-surfacing. On motion of Mr. Goyne, seconded by ~ir. Driskill, it is resolved that the Executive Secretary be authorized to study the proposed legislation involving the appropriation to the counties for school purposes, which aPpropriation it is understood would decrease the amount the Countywould get from the State for this purpose and if he deems it necessary oppose the legislation. The Executive Secretary presented a proposal to increase the appropriation for recreational purposes in theCounty and to set up an organized program for recreation. Whereupon, the Chairman appoints, Mr. Britton, Mr. Hague, the CountyPlanner and the Executive Secretary to submit a proposal to the Board concerning a recreational program. On motion of Mr.Britton, secor~§d by Mr. Driskill, it is resolved that the game claims be approved for payment~adjusted. The Engineering Office presented plans for improvements to Fort Darling involving c~mfort stations. Upon consider~tion whereof, and on motion of Mr. Go~ne, seconded by Mr.Hague~ it is resolved thst the plans presented be accepted with the suggested amendments and construction started as soon as possible. On motion of Mr.Driskill, seconded by Mr.Britton, it is resolved by the Board Of Supervisors of Chesterfield County,Virginia, that the following appropriations be and the same hereby are made for the month of March, 1962~ from the funds and for the functions or purposes indicated, in the amount of ~713~227.O0. Hancock comes before the Board requesting the rezoning in Clover Hill Magisterial District, from Agriculture to General C omm erc ~ al of a 10.8 acre parcel of land of irregular shape, fronting 666 feet' on Route 360 and extending southwardly 753 feeg, being 4?0 feet east of Route 730 and presently zoned General Commercial for a depth of 250 feet. There appearing no opposition to this request, on motion of Mr. Britton, seconded by Mr. Driskill, resolved that the aforedescribed parcel of land be and i~ hereby is rezoned for General Commercial purposes. The McLean Trucking Company, represented by Mr.R.P.Sowers, requests the rezoning from Agriculture to General Commercial in Manchester Magisterial District, of a parcel of land of irregular shape, fronting 452 feet on Route 60 and extending southwardly 1960 feet, being 500 feet west of Rodman Road and presently zoned General Commercial for a depth of 300 feet. There appearing no opposition to this request, it is on motion of Mr. Britnon, seconded by Mr. Goyne, resolved that tbe~aforedmscribed parcel of land be and it hereby is reiGned to General Commercial. 62 -3 -S. ~r. Tom S. Cartin, represented by Mnr. Thomas N.Parker, comes before the · Board seeking a Use Permit in Midlotbian Magisterial District, to construct a sewage lagoon on a ll.7 acre parcel of land of irregular shape, fronting 192 feet on Route 6C and extending northwardly 2050 feet, being llO1 feet east of Buford Road and presently zoned General Commercial for a depth of 500 feet. Mr. Clinton Moore, reprementing the citizens of Rock Creek Park presented opposition to said rezoning. Mr. Ellison, President,Civic Association of Rock Creek Park and others oppose the rezoning. ~r.J.K.Timmons presents the engineering plans. Mr. Tom Lewis cites~ the soil condition in the area and the need for central sewerage system. ~ Y~. Parker states that his client will donote the lagoon, when conscructe~, to the County Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this mtter be deferred for thirty (30) days in which time the Board will view the property and study further the proposal. i 62-5~S. Dennis W.Daniel, represented by Mr. Bryce Marcuson, comes before the Board requesting the rezoning in Midlothian Magisterial District, from Agriculture to General Commercial of a prcel of land of irregular shape, fronting 2&5 feet on Route 147 and extending northeastwardly 439 feet, being 228 feet north of Route 6~77. There appearing no opposition tothis request, it is on motion of Mr. Driskill, second ed by Mr. Britton, resolved that the aforedescribed parcel of land be and it hereby is rezoned for General Commercial. Mr.G.Dallas Coons comes before the Board requesting a Use Permit in Bermuda Magisterial District, to remove clay from a ~rcel of land sf irregular shape fronting llO0 feet on the south line of Route 618 and. extending seuthwestwardly along the northwest line of the abandoned Bright Hope Railroad bed, and Route 827 to the north boundary of the Seaboard Airline Railroad. There appearing no one in opposition to this request, it is on motion of ~'~r. Goyne, sSconded by ~ir.Driskill, resolved that a Use Permit to ~ine clay on the aforedescribed parce~ of land be and it hereby is granted on the condition that acceptable plans of operation be preeented to the Executive Secretary. 62-7-S. The Board of Supervisors requests ~ Use Permit in ~vlid!othian Magiste~.~iat~ District to construct an operate a sewage lagoon system on a parcel of land of irregular shape, fronting approximately 1050 feet on the south line of the Girl Scout Road and extending southw~rdly 550 feet, being 2700 feet west of Route718 and 110 feet south of th~ Southern Railroad. There appearing no opposition to this request, it is on motion of Mr.Driskill, seconded by ~qr. Britton, itis resolved that a Use Permit to conwtruct and operate a sewage lagoon system on the aforede-scribed parcel of land be and it hereby is grant, ed. 62-8-S. The Board of Supervisors requests the rezoning in Bermuda ~agisterial District, from Residential-2 to Agricultural of a parcel of land of irregular shape, ~Beg~inhing at a point on the north line of Route 617, being 200 feet southwest of Henrico Street, thence southwestwardly 450 feet, thence southeastwardly 1300 feet, thence westwardly to the Seaboard Airline Railroad, thence along said railroad to the south line of Old Wells Roads, thence eastwardly 5100 feet, thence south- eastwardly 2700 feet along an irregular ~ine to the point of beginning on Route 617, excluding t~at portion presently zoned General Commercial.. Mr. Jennings and several others of the area cite the reasons for the request .to rez~one this property to Agriculture. And there ap~pearing no one i'n opposition to t]his request, on motion of Mr.Goyne, seconded by ~r. Hague, it is resolyed th~.t the afored~escribed parcel of ~land be and it hereby is rezoned ~for Agricultural purposes. ~ The matter of Senate Bill 200, which would amend the ~ichmond-Petersburg Turnpik~ Authority Act to allow the sale of 'additional bonds ~o construct additional access or feeder roads totheTo!l Road, which would be toll facilities, was discu~ed by the Board of Supervisors and it was apparent that such a Bill was considered not in the best interest of the Eo~tnty of Chesterfield. On motion of Mr. Driskill, se6onded by M~.Britton, it is resolved that this Board recommends to its members in the General Assembly thay all possible measures be taken to oppose this legislation. ~.~.S.Carnes, repl~esented by I~r.J.K.Timmons, comes before the Board seeking a Variance from the Zoning Ordinance to allow the use of certain parking areas in front of the Apartment house facing on Angela Drive. R'Ir. Timmons points out that the parking area could be' used to the extent of 15 feet within violating the County Ordinance and requested the right to bard-surface the entire 25-feet. Upon consideration whereof, and on motion of I~Ir.Britton, seconded by R~r. Driskill, it is resolved that a Vai~iance be granted to I~ir.W.S. Carnes to allow.the use of the parking area in front of Luray Apartments, as propos ed. On motion of Mr. Hague, seconded by ~r. Hagerman, it is resolved that the Commonwealth's Attorney be and he hereby is requested to review the proposed zoning ordinance with respect to the parking section and to submit a proposed ordinance to be enacted in place of the present zoning ordinance as it pertains to parking. Driskill, the following resolution is ado pt ed: WHEREAS, the County School Board of Chesterfield County, Virginia, is the sole o~ner of all property adjoining the hereinafter described streets and alley in R~idlothian District of ~hesterfield County, Virginia, beir~ shown on a plat of Bon Air Knolls, recorded in the~Clerk's Office of the Circuit Court of this County in Plat Book 4~ at page 139, and further shown on a map of LaPrade Bros., dated May 17, 1961; and marked in red such streets and alley to be vacated; and WHEREAS, the proposed vacation will not ihterefere with any rights and privileges of other property owners within the bounds of the area of land shown on the plat of Bon Air Knolls, and that the County School Board of Chesterfield County, Virginia, is the owner of all property abutting such streets and alleys to be vacated; and k~HEREAS, pursuant to Section 15-766.1 of the Code of Virginia, 1950, the County School Board of Chesterfield County, Virginia, desires to wacate· those portions of the plat of Bon Air Knolls as shown on the plat of ~y 17, 1961, heretofore referred to above. There was read a letter from the Clover Hill Volunteer Fire Department thanking the Board for the new siren, which letter is received and filed. On motion of Mr. Britton, seconded by ~lr.Goyne, it is resolved that the Chesterfield County Chapter of the american ~ed Cross be and it hereby is authorized to use the Exhibition Building for an art exhibit on May 7 through May 12, 1962. On motion of Mr.Hagerman, seconded by Mr. Goyne, it is resolved that the sum of $~34.65 be appropriated from the unappropriated surplus of the General Fund to Item 3a-212 for additional ~bohd for the Treasurer of Chesterfield County. On motion of Mr.Goyne, seconded by Mr, Britton, it is resolved that this Board recommends to the Circuit Court Judge, the Honorable ~filliam Old, the appointment of ~lr. Kenneth H.Saunders, to be Police Dispatcher. On motion of )ir.Hagerman, seconded by Mr. Hague, it is resolved that this Board approves the expenditures of its share of ~150.OO to cover repairs, to the office furniture and equipment, including service contracts on office machines in the office of the Sheriff. It is here noted that the Compensation Board has already approved this request. On motion of ~vlr. Britton, seconded by Mr. Goyne, it is resolved that the proposal of the R.B.Augustine Insurance Company, to place the fire insurance of tm Courthouse and surrounding buildings under the Public and Institution Property Plan, thereby saving the County approximately $428.O0 each y~ar, be, and it hereby is approved. The Chairman appoints Mr. Goyne, and the Executive Secretary to meet with Bishop Garber of the Methodist Conference to explore the possibility of locating a hospital in the County. On motion of Mr. Britton~ seconded by Mr. Goyne, it is resolved that the County Emgineer and Executive Secretary be and he here~y is authorized to meet with Mr. Stuart Schmidt to review the sewer connection and contract covering the sewer system in Kenmore Ridge. WHEREAS, Mrs. Birdie Ann Heintzman, wife of Mr. William H. Heintzman, did depart this life February il, 1962; and WHEREAS, Mrs. Heintzman was a lifelong resident of Chester, taking an active part in the religious, social and civic affairs of our County; and WHEREAS, Mrs. Heintzman was one of the six founders who organized, built and operated the W.W.Baker Child Welfare Camp in Chesterfield County and exhibited exemplary leadership while serving 2s Secretary and Treasurer of this fine Camp; and WHEREAS, Mrs. Heintzman has served on numerous Boards, Commissions, and Committees, performing civic, welfare and religious seC..vices throughout the County and has endeared herself to every citizen in the entire area by her good work s, NO'~, THEREFORE, ~ E IT RESOL¥ ED, on motion of Mr. Goyne, seconded by Mr. Hague, that this Board of Supervisors publicly records its great appreciation for the many acts of service performed by M~rs. Heintzman, and that this Board of Supervisors extends with great sadness its warmest expression of sympathy to her relatives. It is here ordered that a copy of this resolution be spread on the minutes of the Board of Supervisors and that a copy be sent to the family of the late M~s. Heintzman.
