03-01-62 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County,~held at the Courthouse on March 1, 1962, at 2:00 p.m. Present: ~h~. Irvin G. Hage rman Mr. 1,'!arshall F.Driskill On motion of Mr.Hal]ue, seconded by Mr.Driskill, it is resolved that this Board approves the authorization of $100.O0 to send Mr. John Simmons, Safety Officer for the Police Department, to the Safety Council meeting in Little Rock, Ark. Mrs. Harry J. Donati comes before the Board requesting a Variance from the road requiraments to allow the construction of a house on Lots 16 and 17, Block 7, in ~entral Park Subdivision. On motion of Mr. Goyne, seconded by i~r. Hague, it is resolved that this matter be deferred to March 14, 1962~ when Mr. Goyne will study and report on this matter. On motion ofMr. Hague, seconded by Mr. Britton, it is resolved that this Board approve the standard water contract in Alice Heights in the amount of $200.00. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the Commonwealth's Attorney be requested to review the situation involving the Chester tank site on property owned by Ivir.Sam.Ellison and to report the Board's position in this matter. Mr. Robert Goyne comes before the Board describing his efforts in obtaining an airport south of the Willis Road and west of the Seaboard Airline RR., and requested that the Board of Supervisors investigate tfe possibility of making this a County-~wned venture. Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the Executive Secretary and the County Planner investigate furt~er~the possibility of suggesting other sites and the feasibility of ¢onstructimg a ~ounty-~ned ~r. mo%ion of Rtr. Johnson Fannie K.Harvie Fannie K. harvie (1960) $72.80 ( 1961 ) 72.80 138.00 (1960) 13.52 (1961) 13.52 On motion Of Mr.Bri~ton, seconded by Mr. Driskill, it is re~olved that this Board reoues~ the Highway Department to'investigate the possibility of painting a white line in the middle of Rt.679, immediately north of its intersection with Rt. 1831, an~ ~o erect additional signals on this dangerous curve to eliminate the ~evere traffic hazard which currently exists. The Highway Department notified the County that the following roads were accepted into the State Secondary System of roads: Ebbw Vale Hills Subdivision: Dorset Court -from a point on Route 1650,0.08 mile south of Route 1695 and running south O.18 mile to turn-around Eellersley Subdivision, Section "A": Bridgewood Road - from a point on Route 360, 0.55 mile west of Route 651 and running south 0.14 mile to Brookview Drive Brookview Drive - from a point on Bridgewood Road, O.14 mile south of ~Qoute 360 and ru~ning east 0.15 mile to turn-around Dorhhest er Subdivision: Woodmere Drive - from end of maintenance Route 2328 and running south O.Og mile to Route 1696 Amberley Road -from end of maintenance on Route 2326 and running east 0.01 mile to Archwood Road Archwood Road - from its intersection of Amberly Road, 0.0t mile northeast to desd end and ~rom the intersection of Amberly Road to O.O~ ~'ile southwest Of Holcombe Road Holcombe Road - from apoint on ~rchwood iload, 0.03 mile southwest of Amberly Road and running southeast O.tl mile to a dead end 0.18 mile 0.14 Mi. 0.15 mile O.O4 Mi. Hagerman, seconded by Mr.Britton, it is resolved 'that the Purchasing ~gent i.~e and he hereby is authorized to purchase a fire truck for the Ettrick Fire Department in order that said Department might combat the woods fires in the southern part of the County, the price of which truck is ~11~295.81. ~ On motion of I~r. Goyne, seconded by Mt. Hague, the following resolution is adopted: ~HE~S~ it is proposed that the re-opening of Fort Darling be made on Saturday, Mayl2, 1962; and WHE~S~ it is desirous t~at the ~istorical event which took place on May 15, 1~62, be properly commemorated, and that this hallowed ground which was dedicated one hundred years ago by the blood of the pasriots of Chesterfield County be re-ooened as apublic National Park; and WHEREAS~ the Board vrishes to extend to General Douglas l~acArthur its warmest invitation to address our people at these commemorative exercises; NOW, TH~EFORE, BE IT RESOLVED, that the Board doth hereby ~extend to General MacArthur its warmest invitation to be here at the commemorative exercises on M~y 12, 1962, and to make such remarks as he deems appropriate, and the Board doth request the distinguished Senior Senator of Virginia, the Honorable Harry Flood Byrd to extend on behalf of this Board this invitation to General Douglas MacArthur. On motion of' Mr'. Britton, seconded by i~'lr. Driskill, it is resolved that the sum of $1000.00 be appropriated to Item 18 in the County budget from the unappr6priated surplus for the incidental ~xpenses incurred in connection with the coming Fort Darling commemD~ation. On motion of ~h~.Hague, seconded by Mr. Goyne, it is resolved that this Board accepts the offer of Massey, V!ood and !~lest, heating contractors, to replace the present oil burmers in the Circuit Court building with two National Airoil Burners at ~a total cost of .~2500.00, from which sum there will be deducted approximately ~tTO0.O0,which is the cost of the Iron Fireman equipment which proved.unsatisfactory, all in accordance with the firm's letter dated February.6~ 1962, to the Executive Secretary. On motion of Mr. Goyne, seconded by ~,[r. Hague, it is resolved that this Board request the Highway Department to. accept GaryAvenue in the Searcy Subdivision, Section 3, provided it meets the s~ecifications of the State Highway Department. On motion of Mr.Goyne, seconded by Mr. Hague, it is resolved that this Board request the Highway Department to surface-treat Rt. 619, from Rt. i to Rt.62Oo On motion of Mr. Hague, seconded by Mr.Goyne, it is resolved that this Board requests the Highway Department to hard-surface the Gregory Mill Road, Rt. 612. On motion of ~ir. Driskill, seconded by ~lr. Goyne, it is resolved that the Executive Secretary is requested to install a street light at the intersection of Penrose Avenue and Rt. 1~? and to obtain pric'es for the installation of lights at the intersection of Shoreham Drive and Rt. 157. On motion of )~.Driskill, seconded by ~. Britton, it is resolved that the suggestion from the Ric~nond Regional Planning Commission involving a cooperative effort in snow removal be given further study. On motion of Mr. Driskill, seconded by Mr. Hagerman, it is resolved that the request of the Chesterfield Fire Association bo meet with the Board concerning the fire training center be referred initially to the Fire Committee. On motion of Mr. Hague~ seconded by Mr. Goyne, it is resolved that the request of Mr.William A. Pope, Chairman, of the Rabbit Breeders~ Association for the use of the Exhibition Building be and it hereby is denied because the School Board is presently using almost the entire building for storage facilities. On motion of Mr. Goyne, seconded by Mr. Hagerman, it is resolved that the Executive Secretary be and it hereby is authorized to give to the Clerk of the Circuit Court of Colonial Heights, a copy of the Code of the County. On motion of R~r. Britton, seconded by ~Mr.Goyne, it is resolved that the County Engineer be requested to study the report of the Atlantic Coast Line RR. ~ompany concerning the drainage underneath the tracks east of Belt Boulevard. un motion of Rir. Ooyne, seconded by Mr. Hague, it is resolved that the E~ecutive Secretary be requested to study the sewerage condition caused by the enclosure of a pipe line underneath the Atlantic Coast Line RR. at the Thomas Dal~ High School sewerage treatment plant. ~ On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the County Engineer be requested to draw plans changing the Locker Plant building to a County Garage. This day the County Road Engineer in accordance with directions from this Board made report in ',writing upon his examination of Gary ~ venue in the Searcy Subdivision, Section 3, Bermuda Magisterial District, which shows that in the opinion of the County Road Engineer, it is expedient that said roads be established as a public road. Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Gary Avenue in the Searcy Subdivision,Section 3, Bermuda District, be, and the same is hereby established as a public road. And beit further resolved, that the Virginia Department of Highways, be, and it hereby is requested to take into the Secondary Road System, Gary Avenue, in the Searcy Subdivision, Section 3, Bermuda District, beginning at a point on Route 11~1, .C7 miles east of Route 11~9, extending southwardly O.17 miles to a turn-around. This road serves 9 houses. And be it further resolved, that the Board of Supervisors of Chesterfield 'County guarantees to the Virginia Department of Highways, right of way of not ]sss than 50 feet for this road.
