VIRGINIA: At a regular meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on March 14, 1962, at 9:00 a.m. Present: Mr. Irvin G.Horner, Chairman Mr. H. T. Goyne ~[r. I~r.J.Y.Cunningham comes before the Board seeking information on u?~e County's policy on the return of the installation cost of water lines installed in Clifflawn Subdivision in 195~. Mr, ~illiam Schremp, Engineer for the '¥ater Department explained the cost involved and the County's policy existing at that time. The Commonwealth's Attorney requested the Board to approve the appointment of Mr. Lee R.Gordon as Assistant Commonwealth's Attorney. Upon consideration whereof, 'and on motion ofYr,~ ..~ritton,~ seconded by ~r.Driskill, it is resolved that this Board approve the appointment of Mr.Lee R.Gordon as Assistant Common- wealth's Attorney, effective March 22, 1962, at a salary of ~?~0.00 per annum. On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that this Board publicly records its commendation and thanks.to Mr.E.D.Hubbard, 5istrict Engineer~ and Mr.R.V.LanCaster, III, ~esident Engineer~ of the Highway Department,for this cooperation and expediency in the removal of snow during the recent heavy snows in the County. The Board wishes the Highway Department to know that it appreciates greatly the hard work and many long hours required in removing the snow in such an expeditious manner. ' On motion of Mr.Driskill, seconded by i','lr. Britton, it is resolved that thiS Board · approves a special water contract for the installat.~on of water mains in the Brighton Green Subdivision, Section 3. ~r. Robt. Painter and Mr.Raymond Birdsong of the Engineering Department present plans for the construction of a shop building for the water storage yard on the Walmsley Boulevard. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Driskill~ it is resolved that the plans for the proposed shop building be and they hereby are approved and the Engineering Department is authorized to construct the building by sub-contracting various phases of the work. Mr. R.E.Patterson comes before the Board seeking the policy of the County in the construct~'.~on a road connecting Green Acres with the ;Voodstock Subdivision, across the ditch constructed by the County along the Bogey tract. On motion of Mr. Hague, seconded by Mr. Britton, it is resolved that this request be and it hereby is referred to the Engineering Department for investigation as to the responsibility and the cost of the project. i~.Robt. Painter, County Engineer, presents a request for several sewer connections in the h"indsorview Subdivision to the sewerage treatment plant in Kenmore Ridge. On motion of Mr. Brirton, seconded by i~'.r. Driskill, it is resolved that the sum of $275.00 be set as the charge for sewer connections in this area at this time. On motion of Mr. Hague, seconded by Mr.Hagerman, it is resolved that this Board rescinds a resolution passed on February l&, 1962, requesting the Treasurer to invest surplus funds of the ~fater Department. On motion o£ Mr. Britton, seconde~! by Mr.Driskill, it is resolved that the Treasurer of the County beauthorized to direct the Trustees of the water funds to invest such surplus funds, from time to time, as the Treasurer of the County and the County Engineer shall determine. And ~e it further re~lved, that the Treasurer be authorized to invest, from time to time, such Surplus funds in the '.?ater Department not held by the Trustees as the Treasurer and the County Engineer shall determine. There was read a letter from the l'.;agstaff Circle Fire Department requesting a brush truck. On motion of ~ir. Driskill, seconded by Mr. Britton, it is resolved that this request be referre~ to the Fire Committee and same be considered in the 1962t63 budget. On motion of Mr. Britton, seconded by ~"r. Driskill, it is resolvod that the Executive Secretary be authorized to have installed street lights on Cherokee Road and Rt. 147, and Chippenham Parkway and Rt. l~?,at a cost to the County of. ~302;25 and a street light on Broad Rock Road and Planfield Road at a cost to .the County of $&72.82. On motion of ~lr.Britton, seconded by l'~r. Driskill,'the following resolution is adopted: WHERERS, on June 30, 1961, there was sent to the City officials of the City of Richmond, a proposed contract for the installed of sewers in the ~County of Chesterfield on a cooperative basis with the $ity of Richmond; and WHEt~EAS, the County has received no reply tothis proposal. NO',V, THEREi, ORE, BE IT RESOLVED: That'the Executive Secretary is requested to notify the City Manager of the City of ~ichmond that this Board withdraws its proposals contained in this contract. BE IT F~THEk~ REf~LVED: That the Chairman of th~s Board is authorized to appoint a Committee to discuss with the proper City officials the construction cf a cooperative sewerage system with the City of Richmond. There arose a discussion on the buildings- permit issued to Mr.J.M. Lanzarone,$r., on Rio Vista Road in Normandale Terrace~in consideration for the construction of said road by the Subdivider. Whereupon, Mr.Goyne agreed that the road would be cons~ructed in the very near future. WHER~$, on March 6, 1962, there was ai:~roved a referendum on the installation of sewers in hester~ield County after an extensive election campaign led by the Committee for Sanitary Sewers, the officers of which were [~".r. The Atlantic Coast LineRR. Company requests the rezoning in Matoaca Magisterial District, from General Commercial (C-2) te Industrial (M) to manufacture plastic items on a parcel of land of irregular shape, fronting 600 feet on the east line of the Atlantic Coast Line Railroad, 230 feet on the southwest line of Woodpecker Road, and 50 feet on the north line of RoU~e 36. ~r. Jeff Vaughan comes before the Board questioning the intent of the Railroad to fence the proposed manufacturing site and stated he has a private agreement with the [~CL RR.that this be not done. Upon consideration whereof, and on motion of Mr. Hagerman, seconded by Mr. Driskill, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned for Industrial purposes.
