On motion of Mr. Britton, seconded by Mt.Hague, it is resolved that the Special :ffater contracts for the installation of water ~ains in the Cambridge Subdivision in the Circle Shopping Center, be, and they hereby are approved. On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the standard water contract of Mr.J.L.Longest and others for the installation of water mains in the Chester area in the amount of $1567.50 be and it hereby is approved. On motion of Mr.Britton, seconded by ~ir.Hague, it is resolved that the sewer agreemer~ proposed by the County Engineer with the Circle Shopping Center be and it h~reby is approved. On motion of Mr. Britton, secOnded by iV~r. Hague, it is resolved that this Board agrees, in general, with the request of R.Stuart Royer & Associates for a fee of 3% of the cost of the project to review the engineering services of the firm of Causey and Weeks. l. On motion of Mt.Hague, seconded by ~r.Goyne, it is resolved that the firm of R.Stuart Roger & Associates be requested to submit,in writing, any c'oHtract existing between the engineers and the County. proposed change in the The Board was notified that Sheffield.Pla'ce in Laurel Branch Subdivision had been accepted into the State Secondary System, which road is described as follows: Sheffield Place - from a point on Route 1107, 0.06 mile east of Route 1103 and running north 0.21 miles to turn-around O.21 mile. This day the County Road Engineer in accordance with directions from this Board made ~eport in writing upon his examination of Ottowa Road in the Stratford Hills Subdivisioln, ~ection "V", Manchester Magisterial District, which shows that in the opinion of the County Road Engineer, it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. Britton, it is resolved that Ottawa Road, in the Stratford Hills Subdivision, Section "V", Manchester District, be, and the same is hereby established as a public road. And be it further resolved, that the Virginia Department of Highways be, and it hereby is requested to take into the Secondary Road System, Ottawa Road, beginning at a point on Route 1~9~, .10 of a mile west of Route 1~1~, running southwardly .1~ miles to Route l~&~. This road serves 2 houses. And be it further resolved, that the Board of Supervisors of ~hesterfield County guarantees to the Virginia Department of Highways, right of way of not less than 50 feet for this road. ' , This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Flagler Road and Ponce de Leon Road in the Beulah Village Subdivision, Sections 1 and 2, in Dale Magisterial District, which shows that in the opinion of the County Road Engineer, it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mt. Hague, it,is resolved that Fagler Road and Ponce de Leon Road in the Subdivision of Beulah Village, Sections I and 2, in Dale District, be, and the same are hereby established~as public roads. And be it further resolved, that the Virginia Department of hereby is requested to take into the Secondary Road System, Highways, be~ and it on Route 863 at the end of existing maintenance southwardly Flagler Road, beginning ..07 miles to a turn-aroundl Ponce de Leon Road, beginning at the intersection of Routes 86C and 861 southwardly, .12 milea to a dead end. These roads serve 11 houses. ' And be it further'resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, rights of way of not less than 50 feet for these roads. Driskill, it is resolved that this Board request the Highway Department to improve the drainage at the intersection of Tilford and Byswick Lane at a cost not to exceed $75.00. On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that this Board requests the Highway Department to clean the drainage ditch between the Capitol City Iron lVorks and the lots facing Cardwell Avenue in Grindell Park at @ cost not to exceed $30o.oo. The Executive Secretary notified the Board that the allocation from the Highway Depart, ment for primary roads in the County would amount to $857,000.00 for the County of Chesterfield. On motion of Mr. Goyne, seconded by ~r. Hague, it is resolved that this Board request theI Highway Department to remove the soil from the boat landing at the Virginia Electric and Power Company particularly that soil which appears · low tide, and to shape the road from the hard-surfaced road to the boat landing. On motion of l~:lr. Britton, seconded by }4r. Driskill, it is resolved that the Highway Department be requested to improve the extension of Rt. 1689 at its intersection with Rt. 1691, at a cost not to exceed ~150.00 and charge same to the 3~ Road Fund of the Count y. On motion of Mr. Britton, seconded by ~r. Driskill, it is resolved that this Board · requests the Highway Department to clean the ditfhes and shape the shoulders on l~oody's Lane in Chesterfield Court Subdivision. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the Executive Secretar·y be and he hereby is requested to get at least a 40-ft. right of way on the . Stoney Point Road; fromRt]. 147 to Westgate Drive. .On motion of i~r.Driskill, seconded by Mr. Goyne, it is resolved that this Board requests the Highway Department to review the condition of Old Spring Road and to rebuild same if necessary. A discussion was held on the installation of sewers in conjunction with the Highway Department's policies, and it was agreed generally that the plans presented by Mr. R.V.Lancaster, II.I, Resident Engineer, in which the Highway Dep~rtment would re-treat all roads disturbed by the installation of sewer mains at a stated cost to be acceptable to the County. On motion of ~r.Hague seconded by Mr. Goyne, it is resolved that this Board authoriz es! the payment of two (21 School Scholarships requested in the total amount of $252.13. And be it further resolved, that the Treasurer be and he hereby is requested to transfer the sum of $252.13 from the unappropriated surplus to the Scholarship Fund. On motion of Mt. Hague, seconded by Mr.Britton, it is resolved that the date of ~ay 8, 1962~ be recommended to the Judge of Circuit Court,the Honorable William Old, as the date for a Referendum on the proposed $10,000,000 Bond Issue for the construction of schools in the County of Chesterfield. The following resolution, pursuant to Chapter 19.1, Article 3, Title 15, of the Code of Virginia, 1950, ~s amended, herein~called initial resolution was introduced by l~r. Nritton, and seconded by Mr. Driskill, and unanimously adopted~- BE IT RESOLVED BY £HE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY, VIRGINIA: 1. The County School Boamd of Chesterfield County, Virginia, on the 22nd day of M~rch, 1962, adopted the attached resolution, marked Exhibit WA", requesting this Board of Supervisors to adopt an initial resolution, requesting the Judge of the Circuit Court of Chesterfield County to order an election upon the question of the County of Chesterfield contracting a debt in the amount of Ten Million Dollars $10,000~000.00) and issuing general obligation bonds of the County of Chesterfield in such amount to finance projects for school purposes as set forth in said resotutiom. 2. It is hereby determined that it is necessary and advisable to erec~ new school buildings, additiona to school buildings, to furnish and equip new and existing school buildings, or additions to school buildingw and to erect other isprovements to the school system as will be required on account of the increase in population or actual ed~ational needs in Chesterfield County, Virginia. 3. It is hereby determined that it is necessary and advisable to contrac~ a debt on the credit of the County of Chesterfield in the maximum amount of $10,000,OOO1 for the purposes of erecting new school buildings, additions to school buildings, furnishing and equipping new and existing school Buildings, or additions to school buildings and erecting other improvements to the school system as will be required on account of the increase in population or actual educational needs in Chesterfield County, Virginia, and to issue general obligation bonds of the County of Chesterfield in the maximum amount of $10,000,000.00 to finance such projects pursuant to Chapter 19.1, Article 3, Title 15 of the Code of Virginia, 1950, as amended; which said bonds shall bear interest at a rate not exceeding six per cent (6~) per annum, shall mature in such annual or semi-annual installments, as may hereafter be determined by resolution of this Board, the last installment of which shall bepayable not more than thirDy years from the date of such bonds, and said bonds may be made redeemable befor~e maturity, at the option of this Board, at such price or prices and under such terms and conditions ss may be fized by this Board prior to the issuance of the bonds, k tax sufficient to pay the principal and interest of said bonds as the same mature shall be levied upon all of the property subject to taxation by said County. 4. A certified copy of this initial resolution shall be presented by the Clerk of this Board to the Judge of the Circuit Court of .Chesterfield County and the said Judge of said County is hereby requested, to erter an order requiring the Judges of Election on a day fixed in his saidorder, not less than-ten (10) days, nor more than thirty (30) days, from the (late of said order, to open a poll and take the sense of the qualified voters of the County of Chesterfield, on the question of contracting a debt in the amount of ~10,OO0,000.O0 and issuing general obligation bonds of the County of Chesterfield in such amount for the purposes set forth in paragraphs 2 and 3 of this resolution. 5. This resolution shall take effect immediately. On motion of i~ir. Britton, seconded by'Mr. Goyne, it is resolVed that the pay for the election officials be increased to and established at the following rates: Chief Judges All Clerks and Judges ¢22.,50 20.00 On motion of Mr.Goyne, seconded by Mt. Hague, it is resolved that the School Budget for the fiscal year 1962-~63 be received. This day the matter of vacating a certain thirty (30) foot easement for road in Manchester District came before the Board. Upon consideration whereof and on motion of Mr. Britton, seconded by Mr.Driskill, the following resolution is ad opt ed: WHEREAS, application has been made in writing to the Board of Supervisors of the County of Chesterfield, Virginia, by James M. Seivert and Helen B. Seivert, his wife, andrew J. Staton and Florida H.Stat~nw his wife, H.P.Loving end'Elizabeth W. Loving, his wife, and Vernon B. Parsley and Helen G. Parsley, his wife, to approve the vacating of a certain thirty foot easement for road in Manchester District, as shown on "Map of a Parcel of land Situated in Manchester District, Chesterfield County, Virginia, surveyed at request of Frank Grant" made by W.W.LaPrade & Bros., Civil Engineers, dated November 26, 1951, recorded in the Clerk's Office of the Circuit Court of Chesterfield County in Deed Book 398, Page 218, a copy of which is filed w~h the application herein; and it having been made to appear to the satisfaction of the Board that the abovenamed persons are all the owners of properties on, over and abutting which said easement is located and are the beneficiaries and grantees of the benefits of said easement and that said easement has never been open to public use and is not desirable for the development of the lands abutting it or any otherlands; that such action will not destroy or abridge any of the rights or privileges of other property owners within the bounds of the area of land shown on the aforesaid plat or of any person, firm or corporation specifically designated as the beneficiary of such easement on such plat or to whom the benefits thereof have been granted by writing duly of record; Therefore, Be it Resolved, by the Board of Supervisors of Chesterfield County, Virginia, that it hereby approves the vacation of the thirty foot easement for road as shown on the aforementioned plat filed with the application. And that it hereby approves the agreement executed by the abutting land owners, a copy of whJah is filed with said application. i~rs. Joyce ~owe comes before the Board requesting a Variance for the construction of a dwelling on a parcel of land at the end of Brunningdell Subdivision on the south side of Dorset Drive. Upon consideration whereof, and on motion of Mr. Britton, seconded by Rir.Hagerman, it is resolved that~a Variance be granted for the construction of a dwelling on said psrcel of land, provided a lO-ft. widening strip for Dorset Drive be given and that on the building permit there is a statement made that the County is not responsible for the construction oi~ maintenance of said road. On motion of Mr. Goyne, seconded by ~ir. Hagerman, it is resolved that the Executive Secretary be requested to write to Mt. Ellis W.Ha~, requesting t~at he move his trailer ~r get a Use Permit to put same on Lot ~, Block 7, Section 3, in the Quail Oaks Subdivision. On motion of Mr. Goyne, seconded by Rlr. Hague, it is resolved that a Variance be granted to Miss Anna War~ for the construction of a dwelling on a parcel of land fronting 110 feet on Percival Street and extending 99 feet on the east line of Dodameade Street. and be it further resolved, that the said dwelling may front on Percival Street. Mr. Louis Johnson comes before the Board in beLalf of Mr. Richter, owner of certain land at the end of Richland Ro~d and seeks a building permit for Mr. Hathcock. After mmch discussion of this request and upon the promise of Mr. Ritcher that the land will be suddivided and a presentation of a plat showing~ the proposed subdivision, it is on motion of Mr. Hamue, seconded by ~4r. Driskill resolved that upon receipt of a letter from Mt. Richter citing the fact that part' of the Subdivision embracing the lot in question will be recorded and the road built to State's specifications, then a building permit will be granted to Mr. Hat hco ~k. · There was presented a proposal from the Association of ~hesterfield Volunteer Fire Departments for the construction of a fire training center at the Courthouse on a parcel of land just east of thesewage lagoon. Plans were submitted along with an artist's sketch of the completed facility. Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this Board authorizes the construction of this fire training station and to appropriate the sum of $6000,00 toward the construction of this facility. The Executive Secretary explained the recreational program proposed by a Special Committee set up to study the recreational needs of tbe County and cited that such a program would cost approximately $5000.00 for the coming summer months. On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that the program be approved. And be it further resolve~, that the Treasurer of the County be requested to transfer $2500.00 from the unappropriated surplus of the County's General Fund to 18-140 for the financing of this program. On motion, the Board recessed for lunch - Reconvening: 62-12S. Mt.Robert A. Cox, representing Mt. James Martin, requesting a Use Permit to mine gravel on property owned by Mrs. Mary Stratton, comes before the Board. Mr. Fred Gray, Attorney, for the opposition argues that the matter is not properly before the Board in that Mr. Martin, the applicant, is not the owner or contract- purchaser of this land. Whereupon M~. Cox requested that Mrs. Stratton's name be placed as the applicant. On motion of /Wr. Hague, seconded by Mr. Goyne, it is resolved that this m~tter be re-advertised with Mrs. Stratton's name as the applicant. 62~t5S. Mr. N1 D. Adkins comes before the Board requesting the rezoning in Midlothian Magisterial District, from Agriculture to General Commercial of a parcel of landor tri~angular shape fronting approximately 1748 feet on Route 360 and extending southeastwardly approximately 1350 feet being 300 feet southwest of Rout e 787, and ' Whereas, there appears no opposition to this request, certain objections were raised by a number of the Supervisors as to the possibility of the entire tract being zoned, it is on motion of Mr. Driskill, seconded by Mr. Goyne, resolved that the property be and it hereby is rezoned for a depth of 300 feet, subject to the approval by the Board of Supervisors of plans and specifications of any proposed business to be located on this tract. It is here noted that the applicant agrees to these restrictions. 62-16S. Mt. Richard Jones, representing Mr. C.J. Lundie comes before the Board requesting the rezoning from Agriculture to General Commercial of a parcel of land of irregular shape fronting 450 feet on Route 36 and extending northwardly 520 feet, being 230 feet southwes5 of Gill Road better known as Lots 21 and 22 of Gill Estate. ' There appearing no one in opposition to t~is request, it is on motion of Hagerman, seconded by Mr. Britton, resolved that the aforedescribed parcel of land be and it hereby is rezoned for General Commercial purposes. 62-17S. Mr. R.Pinkney Sowers, representing Mr.R.E.Davis and Mr. M.S. Hillier, requesting the rezoning from Residential-2 to General Commercial in Manchester District, of a parcel of land of irregular shape fronting 180 feet on Route 60 and extending northwardly 692 feet, being 3~5 feet wSst of Covington Road presently zoned General Commercial for a depth of 300 feet. ' There appearing no one in opposition to this request, it is on motion of Mr. Britton, seconded by RYr. Driskill, resolved thst the aforedescribed parfel of land be and it hereby is rezoned for General Commercial use. 62-18S. ~r.John Holt, representing Mr.C.N.Marchetti, requests the rezoning from Agricultural to Residential-2 of a 190-acre tract of land of irregular shape in Dale Magisterial District, fronting 2800 feet on the north lineof Cogbill Road, and 3900 feet on the west line of Route 856, being all that proposed subdivision, of Dale Nianor. There appearing no one in opposition to this request, it is on motion of Mt. Hague, seconded by Mr.Goyne, resolved that the aforedescribed parcel of land be and it hereby is rezoned for Residential-2 use. A request from the Enon Civic Association for the installation of three street lights on Rt. 10 is presehted to the Board. On motion of )ir. Britton, seconded by R[r.Hagerman, it is resolved that said request be referred to the Light Committee for further consideration. Mrs.D.W.Murphey comes before the Board requesting that the Library Corporation be allowed to sell the old Chester Library which title is in the name of the County, and to apply the proceeds of the sale to the construction of a new library building in the Village of Chester. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mt.Hague, it is resolved that the Chester Library Corporation be authorized to seek bids for the sale of this property and to present / same to the Board for final approval. On motion of Mt. Hague, seconded by Mr. Goyne,it is resolved that the following erroneous tax claims be approved for payment: Mr. H.W.Hancock Mt.Raymond E. Oscar Lowe, President, Parent-Teachers Association, Curtis Elementary School, requesting additiona~ patrolmen todirect motor and pedestrian traffic at school crossings be referred to Chief Smith. On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that the $20.00 fee be waived~for the application of the Bermuda Optimist Club for certain rezoning in the Enon area. On motion of Mr. Driskill, seconded by Mr. Britton, the following resolution is adopted: WHERE~S, the Town of Chesterfield, ~Rlassachusetts, will be celebrating its 200th Anniversary on July 14 through 22,1962, and WHF~E~S, the officials of the County of Chesterfield, Virginia, being in its 21~th year as a separate political subdivision, have been invited to attend said celebration, and ~HE~E~S, it~appears that it will be impossible for the County of Chesterfield to be represented at said celebration, NOW,THEREFORE, BE IT RESOLVED: That the Board of Supervisors of the County of Chesterfield, Virginia, doth hereby extend to the Town of Chesterfield, ~4assachusetts, its warmest best wishes for the commemoration of this historical occasion, and its heartiest greetings to the officials of the Town of Chesterfield, Massachusetts, along with its fervent hope for continued peace, happiness and prosperity for all concerned. The Board further waives the County license fee that is normally charged in events of this kind. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the County license fee be waived for t he annual Carnival held in the Enon area, which Carnival is sponsored byt~he Civic Organizations. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the Fair Grounds be used for a donkey baseballgame between the Dale and Bensley Fire Departments on September 7, 1962 and the Chesterfield Ruritan Club be authorized to hold a horse show at a date robe chosen in May. On motion of Mr.hague, seconded by ~r. Britton, it is resolved that the work on the second ball diamond be completed as soon as possible.
