SUMMARY
Initially opened in 1929, the -service retreat serving
individuals with special needs. The addition of a multi-purpose building to this
planned (Attachment 2). Campus buildings are currently served by individual septic systems. Use
of private septic is also proposed for this new multi-purpose building. The property is located
within a mandatory wastewater connection area, necessitating an exception to public sewer use.

Proposal
-service retreat serving individuals with special
needs. Buildings located on the campus are currently served by public water and private septic
systems. A new multi-purpose building, measuring 9,650 square feet is planned for the campus
in accordance with the conceptual site layout provided in the Exhibit (Attachment 2). The
applicant is requesting to continue utilizing a private septic system for this new building. The
property is located within a mandatory wastewater connection area, necessitating an exception
to public sewer use.
Exception to Mandatory Water and Wastewater Connections
Section 18-60 of the County Code requires the use of public systems for properties located within
the Mandatory Wastewater Connection Area. An exception to the use of public systems must be
evaluated by the Directors of Utilities and Planning, the Planning Commission, and subsequently
by the Board of Supervisors. The decision of such exceptions must be based upon the following
criteria:
Would the use of private systems encourage future area development inconsistent with
the Comprehensive Plan; and
Would the ability to extend the public system to other property be adversely affected.
Comprehensive Plan and Future Area Development
Currently, area properties along Beach Road are zoned Agricultural (A) and are occupied by single-
family residential uses on acreage parcels or remain vacant.
The Comprehensive Plan suggests that properties within an area along the southwest line of Iron
Bridge Road, north of Beach Road, east of Swift Creek, and south of established residential
development (Deerfield Estates subdivision) are appropriate for a mixture of concentrated
commercial and higher density residential uses with public spaces. The Plan recognizes that such
uses should be located on tracts having a sufficient size to accommodate such mixture. Use of the
public utility system will be necessary to achieve the uses and densities suggested by the Plan. The
request property is located at the western edge of this community mixed use designation. It is
anticipated that aggregation of area properties for future redevelopment consistent with
recommendations of the Plan would be the catalyst to support the extension of public wastewater
service through the construction of a new wastewater pump station as described in the Utilities
section of this report. Until this occurs, Planning supports the requested exception to public sewer
to permit the proposed addition to the Camp Baker campus (multipurpose building).

The property is located in the mandatory water and wastewater connection areas for non-
residential development per Sections 18-60.A.1.c and 18-60.A.2.c of the County Code.
Public water is available through a 16-inch waterline along Beach Road and an 8-inch waterline on
the site. The existing structures are currently connected to the public water system. Any new
structures proposed for the site would also be required to use the public water system.
Public wastewater is not immediately available and would require the construction of a new
wastewater pump station with force main and an offsite extension of approximately 3,200 linear
feet of gravity wastewater line along Swift Creek. A conceptual cost estimate to construct these
improvements would be $5.5M. While the existing structures are currently served by on-site
septic systems, any new structures proposed for the site would be required to connect to the
public wastewater system.
The applicant is requesting an exception to the requirement to connect to the public wastewater
system. The Utilities Department does not support the request because there are no
downstream capacity issues, no other underground utility conflicts and the extension would
provide immediate public wastewater access to seven existing single family homes with the
potential to serve an additional 24 single family homes through shorter future extensions.
Should the decision be made to grant the exception, the Utilities Department requests the
following conditions be applied, as located in Attachment 1:
1.Any site plan or building permit for the subject parcel shall provide and dedicate public
wastewater easements in locations acceptable to the Utilities Department to
accommodate the future extension of the public wastewater system. Such easements
shall be dedicated prior to the site plan approval.
2.In the event the public wastewater system is extended to a point within 200 feet of the
property, the public wastewater system shall be extended to a point acceptable to the
Utilities Department and the multi-purpose building and all future uses requiring
domestic water and wastewater shall be connected to the public wastewater system.
Existing uses served by private wastewater systems shall not be required to connect to
the public wastewater system for as long as the existing private systems are in
compliance with Health Department regulations.
3.The exception to the use of public wastewater would apply only to the proposed multi-
purpose building. Separate exception requests would be required for any future buildings if
still a requirement by code at the time of development.

CONDITIONS
Note: The following conditions are recommended by both the Planning Commission and Staff.
1.Utility Easements. Any site plan or building permit shall provide and dedicate public
wastewater easements in locations acceptable to the Utilities Department to
accommodate the future extension of the public wastewater system. Such easements
shall be dedicated prior to site plan or building permit approval, whichever occurs first.
