White Recently released from prison and seeking employment, Mr. Brown was discouraged, believing all he had to look forward to was a series of menial positions given his background. After a few sessions with his case manger and review of labor market information, he enrolled at Shipper's Choice and earned his CDL Class A certification. Soon after, he had two job offers paying between $15 and $17 an hour. (He took the $15 hour job with GRTC because while a lower wage, he felt it offered more stable, chances to advance and he would enjoy the work environment better that oil and gas hauling. • E. Jones Cashier laid off from Martin's; enrolled in pharmacy technician training, completed an externship and is now employed full time in retail pharmacy as nationally certified technician. • E. Smith While having 30 years of "real-life" experience in technology field, she found it increasingly difficult to find employment without industry certifications. Despite also caring for an ill husband she was committed to investing in her future and earned three industry -recognized national credentials in the IT field. She now has a long-term contract position as a database administrator with the potential to earn up to $100,000 a year. A work session on the proposed Capital Improvement Program (CIP) has been scheduled for this date. The CIP encompasses a five-year period, FY2019 2023, and proposes funding for new facilities, renovations and expansions of existing facilities, transportation and technology projects. The Proposed CIP sets forth a plan for the acquisition, development, enhancement or replacement of public facilities to serve County residents as guided by the adopted Public Facilities Plan. The Riverside Regional Jail Authority ("RRJA") operates the Riverside Regional Jail in Prince George County. Williams was hired by the Chesterfield County Parks and Recreation Department as a groundskeeper in April 1988; and WHEREAS, in August 1994, Mr. Williams was promoted to a labor crew chief/landscaper in the Department of General Services' Buildings and Grounds Division; and WHEREAS, Mr. Williams continued to learn new landscaping skills which resulted in the reclassification of his position to a horticulturist in October 1999; and WHEREAS, Mr. Williams demonstrated his commitment to the county and contributed to a positive work environment; and WHEREAS, Mr. Williams was an invaluable member of the Horticulture Shop because of his positive attitude, willingness to help others, and vast horticultural knowledge; and WHEREAS, Mr. Williams was very safety conscious while handling all equipment assigned to him and had minimal down time; and WHEREAS, Mr. Williams strived to improve job efficiency by inquiring about all aspects of new projects before proceeding, while diligently working to see the job to completion; and WHEREAS, Mr. Williams supervised seasonal grounds employees, overseeing them in the performance of assigned duties; and WHEREAS, Mr. Williams' strong work ethic was inspirational to co- workers and other county employees; and WHEREAS, Mr. Williams supported the county's goals, values and objectives through teamwork and dependability; and WHEREAS, Mr. Williams retired on January 1, 2018, after providing over 29 years of service to the citizens of Chesterfield County. S. "Congressional Record"; and WHEREAS, Major Stone was the recipient of a Life Saving award for his actions when he and a fellow officer entered frigid water to pull a person who was struggling and floundering to stay afloat to safety, and due to his actions, the person's life was saved, and Major Stone also received a Valor Award for his actions from the Retail_ Merchants Association of Greater Richmond; and WHEREAS, Major Stone received the National Service Award for his two- week deployment to Mississippi to assist fellow law enforcement officers and the citizens of Mississippi while working under extreme conditions following the devastation of Hurricane Katrina; and WHEREAS, Major Stone was recognized with an Achievement Award for his significant role in the training of and conversion to the Armament System and Procedures (ASP) Tactical Baton, with over 450 officers from the Chesterfield County Police Department and Sheriff's Office, as well as officers from the cities of Hopewell, Colonial Heights and the counties of Prince George and Powhatan Police Departments being trained and making a smooth transition to the weapons system; and WHEREAS, Major Stone created the Central Virginia Most Wanted Program, a partnership among multiple law enforcement agencies, news media, and local businesses aimed at apprehending fugitives; and WHEREAS, Major Stone leads effectively by combining experience, wisdom, maturity, and tremendous human relations skills; and WHEREAS, Major Stone worked tirelessly on salary and career development whereby he created and maintained the Police Department's salary structure, contributing to enhanced career development programs for sworn and non -sworn personnel; and WHEREAS, Major Stone is recognized for his relationship building skills, his work ethic, and his teamwork and communication skills, all of which he has utilized within. the Police Department and in assisting citizens of Chesterfield County during his career; and WHEREAS, during his tenure, Major Stone has received numerous letters of commendation, thanks and appreciation for services rendered; and WHEREAS, Major Stone has provided the Chesterfield County Police Department with many years of loyal and dedicated service; and WHEREAS, Chesterfield County and the Board of Supervisors will miss Major Stone's diligent service. This project had the full support of Chesterfield'officials. • On January 10, BARD sent each of you a 14 point proposal to move the "Matoaca Mega Site" to the Tranlin Industrial site. In the two weeks since, I have had no response from any of you. According to Mr. Hart's own EDD web site, there are over 7,600 acres of industrial property available there, near 1-95, rail lines, and utilities, in the established Jeff Davis and Walthall Technology Zones. Instead of spending millions irresponsibly on a site located miles away, we propose to use what we already have. The argument that the Tranlin site is "too small" is ludicrous. After all, Tranlin was a $2 BILLION project, supported by you, Ms. Jaeckle, which was supposed to settle there. The Mega site is being designed for a $1 BILLION company. It seems "size" does not matter, in this case. Mr. Hart's contention in his answer back seems to be that he wants not one, not two, but MANY heavy Industrial sites in every street corner of the County! • On December 30, BARD sent our County Attorney several legal questions concerning the EDA. You were all copied on 1 that email. Mr. Mincks has not responded, after 25 days. Please read the copy of today's Chesterfield Observer about the EDA which I have provided for you. • Was Mr. Hart authorized to sign the option extension for the Mega Site property on behalf of the EDA, of which he is NOT a member, and does that comply with the State statute? • Does the County reimbursement of the $75,000 rezoning application fee to the EDA comply with the State statute? • How is the use of County staff by the EDA for planning, designing, and developing this proposed Mega Site justified under the State statute? We have been scammed by proposed Industrial "Deals" in the past, which turned out to be too good to be true. Thus far, nothing about this Mega Site has been responsible. Thank You, Mike Uzel BARD uzelsells@comcast.net Y,94 -720 -a 93-7 2• In BARD PROPOSAL FOR MEGA SITE at TRANLIN SITE vs. BRANDERS BRIDGE ROAD After three years, the Chinese company Tranlin has effectively backed out of the State subsidized technology site near Willis Road in the Chesterfield Jefferson Davis Technology Zone, absconding with approximately $5 Million in taxpayer dollars. Our group, Bermuda Advocates for Responsible Development (BARD) believes this site offers many advantages over the "Matoaca" Mega Site proposal on Branders Bridge Road in the Bermuda District. Therefore, we believe the County should pursue the Tranlin site and drop the Branders Bridge Road proposal, if there is truly a need for this type of development in Chesterfield. Here are our reasons: 1. 1-95, rail service, Richmond James River Port, utilities (water, sewer, electric) are available on or very near Tranlin, vs. a two and a half mile build to Branders Bridge Road site. Less tax $ for off-site infrastructure would be needed. 2. The Tranlin site is already zoned 1-3, so no rezoning would be needed at Tranlin site, and other Industrial is all around. 3. Existing large residential development is not adjacent to Tranlin site. Conforms to 1-3 zoning requirement. 4. Although Tranlin is a physically smaller site (850 acres, we've read), much less buffer would be needed there vs. the Branders Bridge Road site (initial EDA/EDD statements cited a buffer of 1000 acres there!), because it is not adjacent to large residential development. With less required buffer, a "site -ready pad" could still be approx. 600-650 acres, similar to the Branders Bridge Road site, we believe. 5. If too little acreage truly is an issue (we believe not) at Tranlin, concentrate on attracting medium-size industry instead. 7600+ acres is available in the existing and established Jeff Davis and Walthall Technology 1 Zones, according to the Chesterfield Department of Economic Development web site. 6. Tranlin is a problem for the State — placing the County Mega Site there would help solve their loss of the Chinese company. 7. The public would generally be more receptive to tax $ being spent there vs. the Branders Bridge Road site, with its many negative effects on existing residential properties (traffic, noise, environmental, etc). 8. Little or no negative impact on residential property values, unlike the Branders Bridge Road site. 9. Much less traffic impact at Tranlin, with the site very near existing 1-95 exit. 10. The on-site and off-site supporting businesses would have the advantage of available existing County Technology Zone incentives package (see County Economic Development Department web site) at the Tranlin site. 11. New industry in an economically depressed area would boost opportunities for existing residents. 12. Closer proximity to John Tyler Community College with its technical student graduate base. 13. Any studies (traffic, environmental, noise, etc.) already done for the Tranlin site could be used for the Mega Site. (Did the State do it's homework on this?). 14. The E -W Freeway, rail line, and utilities through existing residential would not be needed for the Tranlin site. N As for a use for the Shoosmith site on Branders Bridge Rd., the State recently established a 2900 acre Wildlife Management Area in Spotsylvania County. If the State believes it's a good idea for Northern Virginia, why not here? I very much agree with you that the James River Industrial Center is a great industrial property. As Tranlin did not renew its option on the property, we are actively marketing it to other prospects while we continue to talk with Tranlin about their future plans. At 800 acres, 470 useable, it does not meet the requirements of companies seeking to locate on a mega site. However, that is truly not the issue. It is not an either or. To increase the tax base and create jobs for Chesterfield citizens, we need both sites and we need more sites in addition to these two. The County as part of the planning and development process is continually looking at land parcels throughout the county and evaluating the property's potential for use in providing employment and commercial services and products to its citizens. We are working with land owners and developers who have development plans that include manufacturing and commercial uses as a normal part of good planning. This is not a one and done issue. To continue to have job creation and a strong tax base for quality services to our citizens, we need to develop and redevelop industrial and commercial property continually. Having available property is key to Chesterfield as it competes for quality development and jobs. The Branner Station property is very unique because of its size and proximity to infrastructure and workforce. If rezoned it will allow the County, region and the Commonwealth to compete for projects we have been unable to attract in the past, but it is far from the only site for manufacturing that will be needed in the County. "The Walthall Technology Zone, which became effective January 1, 2016, is comprised of approximately 3,820 acres along Route 1/301. The zone begins at Route 10 and continues south along 1-95 and U.S. Route 1/301 to the City of Colonial Heights." Why do we NEED more sites than we already have? What do the citizens want? How much development disruption must we tolerate? Let's fill at least HALF of the available Jeff Davis/Walthall industrial area looking to create more empty, unused Industrial sites. 3. HART: Looking at other large parcels in County. BARD: See A) & B). Is 7600+ acres not enough to work with NOW to attract clean, quiet, safe industry to Chesterfield? We do not need industrial sites near large established residential areas in the County. We have the County's research revealing that they could not find any existing manufacturing site anywhere in the U.S. with population density as high as that surrounding the proposed Matoaca Megasite property, yet they want to pursue it there. 4.
