Approved (1/1979) Proposal The subject property is currently undeveloped and contains no structures. The applicant has indicated that sale of the property for either a truck terminal or electrical contractor with storage yard is planned and he would like the option of using a private septic system. The property is located within a mandatory wastewater connection area, necessitating an exception to public wastewater use. Existing zoning would permit uses allowed in the Heavy Industrial (I- 3) Zoning District. It is important to note that with the imposition of Condition 3, the only uses that would be permitted on a private septic system would be a truck terminal and electrical contractor with storage yard. Exception to Mandatory Water and Wastewater Connections Section 18-60 of the County Code requires the use of the public sewer system for properties located within the Mandatory Wastewater Connection Area. An exception to the use of the public sewer system must be evaluated by the Directors of Utilities and Planning, the Planning Commission, and subsequently by the Board of Supervisors. The decision of such exceptions must be based upon the following criteria: Would the use of private systems encourage future area development inconsistent with the Comprehensive Plan; and Would the ability to extend the public system to other property be adversely affected. Comprehensive Plan and Future Area Development The Comprehensive Plan suggests area properties are appropriate for corporate office, research and light industrial uses. The Plan encourages non-residential development with the use of public utility systems. This property is currently zoned I-3. The applicant has indicated his intention to sell the property and does not have a proposed development plan for the property. Public water service is available through a 16-inch waterline along Old Bermuda Hundred Road and an 8-inch water line along Ramblewood Drive. Any new structure(s) proposed for the site are required to use the public water system. Public wastewater service is not immediately available and would require the construction of an off-site gravity wastewater line of approximately 850 linear feet from an existing 12-inch gravity wastewater line north of the subject property and does require jack and bore crossings of both a CSX Railroad right-of-way and Old Bermuda Hundred Road. A conceptual cost estimate to construct an 8-inch gravity wastewater line to the site would be $220,000. Any new structure(s) proposed for the site are be required to connect to the public wastewater system. The applicant is requesting an exception to the requirement to connect to the public wastewater system. The Utilities Department does not support this request because, unlike previous requests, the applicant does not have a plan of development and is seeking the exception only to sell the property. This could set an unfavorable precedent. Additionally, there is a viable way to provide gravity wastewater service to the site, there are no capacity limitations, there are no other underground utility conflicts, and there are approximately 20 additional acres of industrial zone property and 47 existing homes that could benefit from this extension. Such easements shall be dedicated prior to the site plan approval. (U) 2.In the event the public wastewater system is extended to a point within 200 feet of the property, the public wastewater system shall be extended to a point acceptable to the Utilities Department and all uses requiring domestic wastewater shall be connected to the public wastewater system.
