SUMMARY Three 170-square-foot murals are proposed on the north-facing elevation of a building which is currently under construction by the Richmond Volleyball Club in the Stonebridge development. The murals would depict images related to volleyball and are considered signage. Based on the building frontage facing Karl Linn Drive, the Ordinance would permit a maximum of 200 square feet of building-mounted signage. Exceptions are requested to increase the permitted sign area to 606 square feet (an excess of 406 square feet). Proposal A new facility for the Richmond Volleyball Club is currently under construction in the mixed-use Stonebridge development. Three murals, each containing 170 square feet of area, are proposed along the northern building elevation. The murals would depict images related to volleyball. These images are considered signage because they advertise the use of the facility. These murals would be in addition to one other building-mounted sign, permitted by the Ordinance on the north elevation. Exceptions to Sign Area The Zoning Ordinance limits building-mounted signage based on the amount of building frontage where the primary exterior entrance is located. The new building has approximately 273 feet of frontage on the northern façade (facing Karl Linn Drive), which is the location of the primary entrance to the facility. The chart below outlines the difference between the signage permitted by the ordinance and the proposed signage. The Plan also promotes businesses development within the corridor as an economic center for the region. The proposed recreational facility represents continued investment in this commercial corridor. 418SN0725-2018FEB28-BOS-RPT Staff is supportive of this request for exceptions to sign area. The proposal will allow for flexibility to provide artwork which will enhance the large building façade. In addition, the proposal will not be highly visible from multi-family units to the east of the site. Finally, the signs will be located more than 1,700 feet from Midlothian Turnpike, therefore they will not be highly visible or create a distraction for travelers.
