John Thoma~ comes before the Board requesting a Variance from nhe Subdivision Ordinance to allow the construction of a dwelling on a proposed private right of way leading northwardly from Fair ~ines ~oad in the Land ()'Pines Subdivision. ~pon consideration whereof, and on motion of Rir.Hague, seconded by Mr.Hagerman, it is resolved that the request of Mr. Tbomas be and it ~ereby is approved~ subject to the approval of the Planning Commission. I','m.J.E.Taylor, President of the ]?oodstock L~nd Corporation, along with i~'~r. Sam Bemiss, Mr. Jerry Bemiss, Col. Hancock Reed, Mr. Chas. Schremp and others, resent a plan for the development of certain sections of the Woodstock property. 't was generally agreed that this plan would be acceptable to the County, provided further investigation of the sewer program proves satisfactory. ~irs. Robe~% 'J.Spencer, Rt.~2, 'Chester, Virginia, comes before the Board asking for a Variance from tl'e Subdivision Or~inance in the ~ivermont Hills area, and it was generally agreed that this ~atter be deferred for thirty (30) days. On motion of RYr.Britton, seconded by ~r.Driskill, it is resolved that this Board reouesz the Highway Department to investigate the feasibility of installing a traffic light at the intersection of Bassett Avenue and the Atlantic Coast Line Ry. On motion of ~'~r. Britton, seconded hy Mr.Driskill, it is resolved that this Board request the Highway Dep~rtment to review the traffic problems at the ~;outhampton School Playground on Prairie Street and to install a culvert if same is feasible so that nhese b~zards may be eliminated. And ce it further resolve~, that the Bo~.rd will pay for the cost of the culvert from the County's 3¢ Road Fund. This day the County Road Engineer in ~,cc~rdance with directions from this Board made report in writing upon his examination of Prestonwood .Avenue in the Subdivision of Beechwood, Section "A", Dale Magisterial DisVrict, which shows tha~ in ihs opinion of the County Road Engineer, it is expedient that said roads be established as a public road. ~9pon consideration whereof, and on motion of i~r.Hague, it is resolved that Prestcnwood Avenue in the Subdivision of Beechwood, Section "A", Dale District be anm the same is hereby established as a public road. And be it further resolved, theft the '~irginia Department of Hiyhways be, and it hereby is resuested to take into the ~ec6~ndary Road System of Chesterfield County~ Prestonwood Avenue, lteginning at a point on Rt.637, .0.28 miles west of Route 2318, extending westwardly .23 miles to Cascade Street. This road serves 8 houses. And be it furvher resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, right'.s of way of not less than 50 feet for ti;is road. Dedication of said right of way in Plat Book 12, Pages 58 and 59, Chesterfield Courthouse, Virginia. This day the County ltoad Engineer in accoraance with directions from this Board msme report in writing upon his examination of Lynchester Drive, Gregory Drive, C~llis Road, and Weisiger Koad in the Subdivision of Falling ,]reek Farms~ Section "C", Dale Magisterial District, '~,~hich shows that in the opinion of the County ~ioad Engineer, it ]s expedient that said road be established as ~ public rca d~s. Jamee Jloan, ar.d ascertain if he will pay said improvement cost. On motion of Mr. Hague, seconded by Mr. Britton, it is resolved that the r~'.quest of }<r. Willis Burton Gravely, presented by Mr. Humma,Building Inspector, for a Variance from the Subdivision Ordinance to allow the construction of a home on an unimproved road 600 feet from Happy Hill Road, be and it hereby is approved~ provided the ~ounty is nob held responsible for the mainten8nce of said road. There arose a brief discussion on House Bill 221, passed in the last General ~%ssembly, which gives the Board of Supervisors the right to set aside certain roads unier certain conditions for r'ecreational purposes. It was generally agreed that this matter be studied further. Mr.Henry McGranighan reaues~ss that vhere be a purge of all election books in the County. Upon consideration whereof, and on motion of Mr.Britton, seco~ted by M~.Driskill, it is resolved that the purge of the qualified voterst list be and it hereby is authorized. Mrs. i.L.Langley comes o efore the ~oard requesting traffic control at the Curtis Elementary School. It was genera%fly agreed tNat Mrs. Langley would discuss the maL~er with Lqr. Hugh Goodwyn, School Trustee~ in the area, that the Executive Secrezary would discuss the r~tter with Chief Smith as to the utilization of existing personnel. The tentg~ive budge~ for the County of Chesterfield for the fiscal year ending June 30, 1962~ was advertised in the Richmond Times-Dispatch on June 2, 1962~ aha this date was ssL for the ~ublic hearing on said advertisement. After a discussion of the County budget, and on motion of Hr. Bri'tton, seconde.,~ by Mr. griskill, it is reso!¥ed that this Board of Supervisors of Chesterfield County, Virginia, held a public Nearing in accordance with the resolution heretofore passed on i<ay 2~ 19u2 for informative purposes,on the contemplated budget for the fiscal year 1962-'63. The budget ~as for the informative and f&r fiscal planning purposes and was not approved, adopted or ratified by the Board of Sup. ervisors. Mary u.,vtratton,"~ "again comes before the Board re0uesting a Use Permit in Dale Magisterial District, to operate a gravel pit on a p~rcel of lan~ of irregular sh~pe~ of approximately 1-acre~ being 2050 feet, more or less, west of Route ~10 and 65C feet southeast of Falling Creek and contiguous to former excavations, and reviews the status of the objections and presents again ~?e proposals for the mining of gravel on the requested p~rcel of land. Mr.~ox states, on the amvice of ~'~r. Martin, that it is not feasible to relegate the outlet and there is no other gravel on the property to be found. k,"ir. Finley Albright raised certain ~uestions concerninE the ~s e of the land and criticises the Boarm for ,its lack of chivalry. Mr.?red Gray, Attorney~ representing ~,~r. Lyttle, Mr.?,~hite and others, presents argu~tents against the request. Mr. Hague suggests that a one-year Use Permit be considered~ whereupon, ~.~]ox agrees that one year would .~n all probability be agreeable but reserves the right to re~uest additional time if work is not completed. ' Whereupon, Mr. Hague moves that this Board grant a Use Permit to mine gravel on the aforedescribed parcel of lan~ for one year. There was no second to this motion. A vote being taken ~r. Hague, and ~r.Hagerman vote aye. Mr. Horner, Mr.Britton and ~'~r. Driskill vote Nay. 62-220. The re~uest of Mr.A.K.Leake deferred from May 9, 1962, for a General Business zoning on a p~rcel of land in Dale Magisterial District, fronting 50 feet on the eas~ line of Rt. 10 and extending estwardly 220 feet, being 435 feet north of Tucker Road, comes again before the Board. ~'~.R.M.Sprouse states that he owns the adjacent property and requests that the zoning be reduced to a Use Permit for ~ specific use. ~,'~.Hague stat~.~s that this will be agreeable ~ith the applicant,Mr.Leake. On motion of ~'Ir. Hague, seconded by ~,~r. Driskill, it is resolved that the reouest be reduced to a Use Permit for the use of f~n office for the tree business o~erated by Mr. Leake and that the Use Permit be for Mr. Leak's purooses only and is not to be transferred. ' ' 62-26 ~he request of Mr. J.A~rtbur Bcyd for the r ezoning in Bermuda Magisterial Distr~ct of a parcel of land fronting 500 feet on Parker Lane {Route 81'~) and extending westwardly 312 feet, eastwardly 225 feet, being 865 feet sour?; of Route !0, comes ~ efore the Board and there appearing no opposition to this request, it is on motion of ~ir. Britton, seconded by Mr. Driskill, resolved that the afore- des:ribed parcel of land be and it ?~ereby is rezoned for Residential-2 purposes. 62-27. The re~uest of' the N&P Corporation for the rezon~ng in Manchester [']agisterial District, from'General Commercial (o-2)to Industrial (M)"of a parcel of land of irregular shape, fronting 172 feet on the south line of 01d Route 60 and 187 feet on the east line of ~todman Road, comes before the ~o~rd. T~ere appearing no opposition, however, the Executive Secretary presents a state- ment from one of the adjoining property owners opposing the reqaezt, it is on motion of lqr.Britton, seconded by Mr. Driskill, resolved that the aforedescribed parcel of land be and it hereby is rezone~] for Industrial purposes. 62-28. Mr. Dat~id [~ead '.'~7hite, representing the applicant, the Broad Rock Land Corporation, recuests the rezoning in i~'Lnch, ester Magisterial District, from ,~griculture to General Commercial (8-2) of a 20.8 acre parcel of land of irregular shape, fronting 250 feet on Rou .... !~1 and exbendin:.' eastwardly 1244 feet to Hopkins Road (Route 637) having a frontage o~~ 685 feet on Hopkins ~ ~toa~, being approximately l&O0 feet north of the intersection of Routes 161 and 637, and states r~hat in a free hearing conference w~th t he opi~os~ng attorney there was agreed that the request be limited to mu!tiale family dwellings on the land fronting on Hopkins Road.
