AVir. John Booten comes before the Board complaining of a pack of dogs killing
certain sheep on his farm in the vicinity of Chester, and it was generally
agreed that Mr. Booten would submit a claim at a later date for the number of
sheep killed.
On motion of Mr.B~itton, seconded by ~r.Driskill, it is resolved that an agreement
between the firm of Horner& Newell and the County of Chesterfield for a water
system in the McKesson Place, Section A, Subdivision, be, and it hereby is approved.
The Chairman and Clerk of this Board are authorized to sign said agreement.
Mr. Britton presents a request from the Woodstock Recreational Association and
upon consideration whereof, it is on motion of Mr. Britton, seconded by Mr. Goyne,
resolved that this Board authorizes the County Engineer to install a free water
connection, to dig the ditch and furnish the necessary copper line to connect
water from the County's water main to the comfort station of the Woodstock play-
ground.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this Board
award to the firm of M.E.Howard Company, low bidder, on the proposed utility
building, a contract for the construction of said building at a price not to
exceed $25,933.00.
On motion of Mr.Hague, seconded by Mr.Goyne, it is resolved that the Purchasing
Agent be and he here~y is requested to secure bids for the installation of
water, sewerage and electricity for the proposed trailer court at the Fairgrounds
for trailers serving the Fair.
On motion of Mr.Hague, seconded by Mr. Goyne, it is resolved that the Purchasing
Agent be requested to get individual bids for the demolition of the Hening
Building, Educational Building and the Beef Carrie Building.

On motion of Rlr.Britton, seconded by Mr. Dri~kill, it is resolved that the
following Ordinance be and it hereby is adopted:
AN ORDINANCE establishing a retirement system to b~e known as Chesterfield
County Policemen's Pension and Retirement System; establishing Chesterfield
Policemen's Pension and Retirement Board; setting forth the general powers,
authority, and duties of such board; provided rules and regulations for
dete~ming eligibility for retirement and to receive such pensions and benefits
as prescribed herein; prescribing how much each member shall contribute monthly
to fund the system and providing for annual contributions by the County to assure
that the system shall be financially solvent; providing for effective date of such
ordinance under certain conditions.
BE IT ORDAINED BY £HE BOARP OF SUPER¥ISO~S OF CHESTERFIELD COUNTY, VRGINIA:
1. There is hereby established the Chesterfield Policemen's Pension and Retirement
System as provided for herein.
2. There is hereby established the Chesterfield Policemen's Pension and Retire-
ment Board consisting of five members, three appointed by the Board of Supervisors
from the citizens of Chesterfield County for temms of two, three, and four years,
respectively, one member shall be the Chief of Police of the Chesterfield County
Police Department, and one member shall be an employee of the Chesterfield County
Police Department elected annually by the membership of the Police Department.
Such retirement Board shall have the duty to operate and administer the retirement
system and review all applications for retirement or other benefits as provided
and shall have the further duty to investigate the reports that minor children
of a deceased police officer are not properly cared for and if such reports prove
true, shall have the authority %o make payments for the said minor children as
they deem in the best interest of said children. Any member on disability
retirement is subject ~o review by the Retirement B~a~d, and any member fas the
right to ap~l the decision of the Retirement Board to the Board of Supervisors.
Such Board shall at its first meeting, and annually thereafter, elect one of its
members as president, one as secretary and may also elect a vice president, and
shall elect a treasurer.
3. The general powers, authority and duties of such Board shall be as follows:
(a) To make and adopt by-laws, rules and regulations lawful to be made,
which the Board may deem necessary for the proper conduct of itm affairs;
~(b) To provide for such clerical, legal and medical and other services as the
Board may d~em necessary or proper, and provide for the payment of suitable
compensation for such services;
(c) To provide for, and require, deductions from the salaries of active and
paid members of such police department and aause the same to be paid into the
treasury of the ~oard, certain percentages of salaries, as hereinafter specified,
for the purpose of raising funds for the necessary purposes of the Board in the
administration of its affairs.
(d) Draw warrants on the ~reasury o~ t~e Board, for the payment of pensions
and benefits hereunder, and costa and expenses of administration, which warrants
shall be signed in the name of the Board and countersigned by its president.
4. The treasurer of such Board shall be the custodian of all the funds and
securities of the Board, ~nd shall give bond, payable to the Board, in such amount
and with such surety as may be required by the Board, conditioned for the faithful
performance of his dutims and the proper accounting for all funds and securities
coming into his hands, the cost of the bon~ to be paid out of the funds of the
Board; and he shall disburse the funds of the Board on warrants drawn on him by
the Board, an~ signed and countersigned as hereinabove provided for.
5. MEMBERSHIP:
Membership in the retirement system shall be voluntary for police officers
presently employed at the time this ordinance becomes effective. Thereafter, all
police officers employed by the County shall be required to become members of
the retirement system. Each member shall contribute monthly an amount equal
to three per centum ~3~,) of his monthly compensation.
6. ELIGIBILII~f FOR RETiREJ~EI'~T AND PENSION:
Any member who has attained the age of fifty-five (55) years and twenty-five
years of creditable service with the Chesterfield County Police Department shall
be eligible for retirement. Creditable service shall mean one.year's credit
for each year as a member of the Police Department become chartering of the
Chesterfield Police Benevolent Association and one year's service for each
year as a member of the Chesterfield Police Benevolent Association and one
year's service for each year after thais plan is adopted. Each year a member
of the Chesterfield Police Benevolent Association is in the Armed Forces
involuntarily shall count as one year creditable service providing the member
returns to the Police Department after being Honorably Discharged from the Armed
Forces.
Upon retirement a member shall receive an annual retirement allowance which
shall equal one per centum (1%) of the highest five {5) years average income
multiplied by the number of years of his creditable service. '~hen any member
shall have reached the age of sixty years or over and has twenty-five (25) years
of creditable eervice, he shall be eligible for retirement and his minimum
retirement payment shall oe One Hundred Fifty Dollars {~150.OO) per month.
If any ~ember after retirement shall die, leaving a widow, then the widow of s~uch
member during her widowhood, shall receive an annual allowance payable monthl.
equal to one-half {1/2) of the member's retirement payment. Said widow receives
this amount until she reaches eligibility age for receiving Social Security
Benefits. If he leaves no Widow, or tb~e widow die~ or remarries, then such
child or children, if any, of the deceased member, under the age of eighteen
years, shall be paid such allowance until such child or children die or attain

carrying out any duties as a member of the Police Department shall be retired and

Any member at any time before retirement who becomes pe~anently disabled

per centum (1-1/~) of the hi,est five years average income multiplied by the
number of years of freditable service. In the event the member does not ~ve
five years cremitable service, %hen the average shall be his average income for
the time employed.
7. DEATH B ~
EFOEE ELIGIBILITY FOR RETIR~Y~T AND SEPARATION FROMSERVICE.
In the event a member of' the Chesterfield County Police Department who participates
in the retir~en~ system shall die before retirement or shall cease to be a member
of the depar~ent, his estate shall receive the ~ount he has contributed to the
Retirement Fund. If a member resigns or is separated from the Police Department,
he shall, on application, be paid the ~ount of his contributions paid into said
Retirement Fund and into the 'Chesterfi~d Police Benevolent Association, Incorporated,
or if he has at least fifteen {15) years creditable service, he may elect to leave
the amount contributed in said fund and he shall be paid annually one per centum (1%)
of his highest five (5) years annual average for creditable service multiplied by
the n~ber of years of creditable service in monthly installments w~n such member
reaches the eligibility age for receiving Social Security Benefits. In the event
of bis death prior to reachi~ the eligibility age for receiving Social Security
Benefits, then ths ~ount contributed shall be paid bis personal representative.
8. C~NTRIBUTIONS BY THE BOi~D OF SUPERVISORS: .
The Board of Supervisors shall contribute annually sufficient funds to assure the
proper operation of the system and the payment of benefits falling due hereunder.
Each annual contribution shall be an actuarially dete~ined percentage of payroll
such that the aggregate present value of future contributions at such percentage
rate, to~ther with the current assets ofthe fund and the a~regate present value
of future members contrigutions shall e~ual the present value of all benefits under
the system.
9. DEDUCTIONS FROMSaLA~ ~:
There shall be deduct~ from the salaries of such polices:en who are members of the
retirement system such amounts as provided for herein which be paid into the
treasury of the Chesterfield Policemen's Pension a~ Retirement Board.
10. TRA~S~'E.R OF AS~ETS TO COUNt:
Any and all assets and funds derived or obtained from or transferred to the County
of Chesterfield, Virginia, by the CheSterfield Police Benevolent Association, Inc.,
shall ~ %ransferred to the Chesterfield Policemen~s Pension and Retirement Board.
ll. INVEST~ENT OF FUND~:
All cash assevs and funds not necessary for i~ediate pa~ent of pensions or
benefits as provided hereunder, shall be invested in securities that are legal
investments under the laws of this Commonwealth.
12. RIGHT OF APPEAL:
An appeal of right shall lie from the action of such Boa~ on any matter in which
the Board is given discretionary power, to the Board of Supervisors~ and, if an
adverse decision is rendered, an appeal of right shall be allowed to the CirCuit
Cou~ of Chesterfield County, Virginia.
13. EFFECTIVE Da'f~:
An emergency e~s%ing, this ordinance shall be in full force and effect at such
time as the Chesterfie~ Police Benevolent Association, Inc., executes an agreemeng
~th the Boa~ of Supe~isors of Chesterfield County, Virginia, agreeing to transf~er
to the County o~hesterfield, all of the assets of such association.
Mrs. Dunnaway and ~r. and Mrs. Combs come before the Board requesting improvement
on Cabin Lane, a rosa leading westwardly from Turner Road and lying ~mmediately
south of Falling Creek. It was generally agreed that a lawyer would be procured
by the citizens of the area to ascertain the rights of way of %he road and the
rights of the citizens in this area.
On motion of Mr. Goyne, seconded by ~,%r.Britton, it is resolved that the County
Engineer be authorized to install a 2" water connection to the Enon Fire Department,
free of charge.
It was generally aEreed that the Executive Secretary would send a directive to all
fire departments on the proper use of County water.
Mr. Norman Quail, ~4r. Ward and others, representing the Seaboard Airline Railway
come before the Board seeking the County's permission to cross Rt. 618 and Rt. 619
with s railroad %o serve the American Tobacco Company and other future land~.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by ~4r. Driskill,
it is resolved that this Board approve the request of the Seaboard Airline Ry.
and authorizes the crossing of Rt.618 and Rt. 619 by the railway as shown on a
map recorded with the Board's papers.
r~r.J.J.OtLeary from the Appomattox Basin Industrial Development Corporation comes
before the Board discussing the operation of this Corporation and how it affects
Chesterfield County.
On r,~otion of~4r. Goyne, seconded by ~'~r. Britton, it isresolved that this Board again'
enter into a contract with the Federal Government for a water survey on Falling
Creek, the cost of which to the County will be $~50,00 for the fiscal year
1962- ' 63.
Nr. Childress comes befo~re the Board citing the problems in obtaining rights of
way at the intersection of Twinridge Lane and Rt..;60, and it was cited that a permit
had been issued by Mr. Mumma, Building Inspector, for the construction of a dwelling
by Mr.C.T.McCormiok, fronting on Twinridge Lane, a 20-ft. right of way. Upon
consid era% ion '~hereof, and on motion of R'lr. Driskill, seconded by Mr. Goyne, it is
resolved that the Building Inspector be requested to stop the construction of this
house and that the Board requests Mr.Ohildress to continue his efforts to obtain
an adequate right of way for this road.
On motion ofMr. Britton, seconded by Mt. Hague, it is resolved that this Board go
into Executive Session.
Reconvening -
The 'Commonwealth's Attorney cited certain hardships in the obtaining of all
necessary names on a rental agreement for the construction of a lagoon on
Kingsland Creek in Dale District. Upon consideration whereof, and on motion of
Mt. Magus, seconded by i~r. Goyme, it is resolved that the County Engineer be and
he hereby is requested to proceed with the construction of a lagoon on the property
belonging to Mr. Joe Lotz and try to get additional signatures on .the rental
agreement.
On motion of Mr. Hague, seconded by ~r. Goyne, it is resolved that the County
Engineer be and he hereby is requested to acquire a permanent easement for a
sewer main across the property owned by ~r. Joe Lotz.
The County Engineer advised the Board that on June 2C, he had made application
to Mt.Robert Hopson, Director of Public Works, for the City of Richmond, for
crossing the City property with a sewer line along Grindall Creek and that on
July 3, 1962, he had received a reply which states that the request should be
considered with other sewer negotiations now underway. It was the general
agreement and understanding of this Board that since the ~alling Creek plant had
already been authorized that this reouest for crossing the City line should have
no bearing on the negotiations with 6he City for sewer service. It was. pointed
out that since the County had granted to the City the right to deepen~Grindall
Creek, it was expected that the City should grant to the County the same right to
put in a sewer main within the City.
On motion ofMr. Britton, seconded by ~r.Driskilt, it is resolved that this Board
request the Highway Department to construct a retaining wall along the ditch
leading northwestwardly from the Jahnke Road along the~,property of Mr. Eley,
a distance of approxim~ely 440 feet, for the price of $550.00, the same being
an estimate presented by Mr. Lancaster, and the same be charged to the 3~ Road
Fund of the County.
kr.R.V.Lancaster, III, Resident Engineer, Virginia Department of Highways,
reported that the request of the County to improve Old Spring Road, between
Riverside Drive and Southampton Drive, has been accomplished.
Mr. Lancaster, advises in writing, theft the request of the County to improve
the intersection of Rt.679 and Rt. 1801, has been accomplished by additional.
traffic signs.
~lr. Lancaster stated in writing, that the reeuest of the Board for a cross-over
on Rt.360, at the entrance to Manchester Heights, cannot be accomplished because
it would create a safety haxard.
~On motion of Mr. Driskill, seconded by ~r. Britton, it is resolved that this Board
requests the H.i. ghway Department to improve the roads in Old Gun Estates at a cost
not to exceed ~1930.00, the same to be charged to the 3¢ Road Fund of the County.
~'And be it fffr'ther resolved~ that the foregoing resolution be sent to the Highway
Department upon the receipt of a check for ~1930.00 from Mr. James Sloan, the
subdivider of Old Gun Estates.
The Highway notified the County that the following roads have been received into the
State Secondary System of roads:

On mo%ion of Mr.Britton, seconded by Mr. Hague, it is resolved that the following
Ordinance be and it hereby is adopted:
AN OttDINANJE to amend the Code of the County of Chesterfield,
Virginia, Chapter 17, Section 17-2& thereof, to provide standards
under which Use Permits may be granted by the Board of Supervisors.
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY, VIRGINIA:
1. That Section 17-2& of the County Code be amended and
re-adopted as follows:
Sec.l?-2&. applicaOility of Section 17-23 end standards set
forth for granting ~se permits by Board of Zoning Appeals to
apply to Board of S~pervisors.
The provisions ofSection 17-2~ requiring notice shall be complied
with when a use permit is granted by the Board of Supervisors, Whenever the
Board of Supervisors is authorized under the p~ovision of this chapter to grant
a use~permit then such standards and regulations as are set forth for granting or
denying use permits by the Board of Zoning Appeals in Section 17-20 of this Code
shall apply to the Board of Supervisors, in determining whether a use permit
shall or shall not be granted.
An emergency existing, this Ordinance shall be in full force and effect
upon its passage.
It was generally agreed that the request of Mr.C.W.Schremp, Assistant Secretary of
the Woodstock Land Corporation, for an answer tothe sewerage request of this
Corporation be deferred for thirty (30) days.
62-28. Mr.David Mead White, representing the B~oad Rock Land Corporation, comes
before the Board, requesting the rezoning from Agriculture to General Commercial
(C-2) of a 20.8 acre parcel of land of irregular shape fronting 250 feet on
Route 161 and ~xtending eastwardly 12~ feet to Hopkins Road (Route 637), having
a frontage of 685 feet on Hopkins Road, being approximately l&O0 feet north of the
intersection of Routes~161 and 037, in Manchester Magisterial District, and requests
that a strip of land 300 feet deep from Rt.637 should be restricted and limited to
the construction of multiple family housing.
Mr. R.Pinkney Sowers, representing certain adjacent land owners requests that the
area we~t of Rt.637, along the property of Mr. Robert ~lcDonald, to a depth of 600 feet
and on the north line of the requested property 400 feet, be restricted to the use
of multiple family housing.
Mr. J.G.Marchant, Engineering Officer for the )~cGuire Hospital, requests that the
property be rezoned for Residential use and deviations from this use be decided
on the merits of the request.
l~lr. Robert McDonald requests that some further improvements to the drainage systmm
in the area be effected, so ~hat approximately .4 cf an acre can bedrainged properly.
Upon consideration whereof, and on motion of Mr. Britton, seconded bv Mr. Driskill,
it is resolved that the aforedescribed parcel of land be and it hereby is rezoned
for C-2 uses, with the restriction that the area lying west of Rt.63?, or H~pkins
Road, for a depth of 300 feet be limited to the use of multiple family dwellings
and further that there be no junk yard placed on the entire property.
62-29. Mr.H.S.Walters, Treasurer of the 7200 Corporation,comes before the Board
requesting the rezoning from Agriculture to General Commercial ~(C-2) of a parcel of
land of irregular shape, fronting 980 feet on the north line of Route 360 and 460 feet
on the we~t line of Turner Road, having an area of 11.9 acres in Manchester
Magisterial District. There a~pearing no opposition to this request, it is on
motion of Mr. Britton, seconded by Mr.Driskill, resolved that the aforedescribed
parcel of land be and it hereby is rezoned, subject to the granting of an 18-ft.
widening strip on Turner Road and that the final layout for the flow of traffic
be approved by the Highway Department and the County.
62-30. Mt. Ralph Clinard, representing ~4r. John D. Jordan, Jr., comes before the
Board requesting tbs rezoning from Residential-2 to General Commercial {U-2) of
a parcel of land of irregular shape, fronting 297 feet on Route 1515, same being
parallel to Route 144, and extending westwardly approximately 220 feet, being
approximately 200 feet north of the intersection of Route lC and Route 144, in
Bermuda Magisterial District.
There appearing no one in opposition to this request, it is on motion of Mr. Goyne,
seconded by Mt. Hague, resolved that the aforedescribed parcel of land be and it
hereby is rezoned,subject to the condition that t~re will be established no
automobile garage, junk yard, uatomobile graveyard or any other type of business
that would not be in keeping with the various types of businesses in Chester.
62-31. 'Mr. John Pearsall, Attorney, representing Mr. Guy C.Bayliss, comes before
the Board requesting the re~.oning from Residential-2 to Industrial of a p~rcel of
land fronting 998 feet on the north line of Gayland Avenue, and 825 feet on the
south line of Gayland Avenue and extending northwardly 430 feet and southwardly
32~ feet, being 500 feet east of Route 1, better known as Lots 10 through 21,
Block E, and Lots 17 through 22 in Block F of Patterson Park, in Bermuda Magisterial
Di strict.
The owners of Lot 9, Block E, of Patterson Park, an adjacent lot to the requested
property appear in opposition to this request.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Driskill, it
is resolved that this Board rezones the aforedescribed parcel of land, with the
understanding that no duplexes or housing developing similar to that established
to the south o~ junk yards be established on this property.
62-32. ~r. Clinton Sheppard and Mr.Che~k, representing Manchester Lodge #14,AF&AM,
come before the Board requesting the rezoning from Conditional Business to General
Business (C-2) of a parcel of land of irregular sUape, fronting 205 feet on the
south line of Forest Hill Avenue and 348 feet on the west line of Melbourne Drive,
with a two story lodge building to be constructed on the south portion to front
on Melbourne Drive, in Manchester District.
Upon consideration whereof, and on motion of ~r. Britton, seconded by Mr.Goyne,
it is ~esolved that this Board approves the request to rezone the aforedescribed
parcel of land, provided that any building other than the Lodge proposed robe
built at this time must be approved by the Board of SuperVisors.
62-33. M~.R~' Pin,ney Sowers, representing ~iargaret M.Rea and Mr. John J. McDonald,
applicants for Case 62-34,comes before the Board requesting the rezoning in
Manchester District from AEriculture to ~eneral Commercial {C-2) of an ~.2 acre
p~rcel of irregular shape, fronting 250 feet on Hopkins Road and extending eastwardly
1480 feet, being approximately 250 feet south of Corer Road, and the r ezoning from
Agriculture to.General Commercial {C-2) of a 19-acre parcel of land fronting
315 feet on Hopkins Road and extending eastwardly approximately 21OO feet, being
500 feet south of Cofer Road in Manchester District.
Mr. Thomas, Mrs. Mitch ell, Mr.Mayes and Mr.H.W.Se~kins, state that they would prefer
a buffer zone be left to protect the residents of Shaw Lane. The applicant agrees
to establish a 50-ft. setback line from the sout~~ line of the property.
Upon consideration whereof, and on motion of Mr. Britton,s~conded by Mr. Driskill,
it is resolved that the afcredescribed parcel of land in 62-33 be and it hereby is
rezoned to C-2, with the restriction that a parcel of land 300 feet to the amst of
Rt.637 be restricted to the use of multiple family housing.
And beit further resolved, that no junk yard be allowed on this property.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the afore-
~escribed parcel of land in 62-34 be and it hereby is rezoned for General Business
purposes, provided that the land 300 feet east of Rt.637 be restricted to multiple
family housing, that there be no junk yard established on the property and that
a 50-ft. setback line on the south property line be established.
Mra. R.Pinlney So~ers, Attorney, representing Mr. John J. McDonald comes before the
Board requesting the rezoning from AEriculture to General Commercial (g-2} of a
20.5 acre parcel of land of irregular shape, fronting 817 feet on the east line
of Route 620 and 1356 feet on the west line of the Richmond-Petersburg Turnpike
(Route 95) being at the southwest corner of the Walthall Interchange.

by Mr.Britton, resolved that the aforedescribed parcel of land be and it hereby is
rezoned for General Commercial uses.

requesting the re~oning from Agriculture to General Commercial ~c-Z~
of land ~ronting 200 feet on the north line of Route l0 and extending northeastwardly
200 feet] being 97b feet northwest of the Seaboard Airline Spur Railroad, better
known as Lots ~& and ~5 in Rivermont Hills, in Bermuda District,and it was cited
that ~he'Building Inspector had made a mistake in the zoning of the property along
Rt. l0 and had issued a building permit for a combination dwelling and a shop on
agricultural proper~y, but had stopped the construction of the building when the
error was ascertained.
~r. Thomas presents a petition signed by three families citing that they have no
opposition to this request.
Mrs. Cowherd speaks for approximately 15 property o~ners, objecting to therequest,
basing their objections on the sanitation, noise and the general devaluation of
proper~y because of business in the area.
Mr.Elbert Mumma states that he made an error in reading the zoning maps and had
advised Mr.Blick that the ,property was zoned for business when it was in effect
agri cultural.
Upon consideration whereof, and on motion of )~r. Goyne, seconded by ~r. Hague, it is
resolved 'that ~his matter be delayed to the fourth Thursday, July 26, at 2:00 p.m.
62-37. The Board of Supervisors requests a Use Permit to conduct a land-fill
ope~tion~n an 8.5 acre parcel of land of irregular shape, fronting 20 feet on
the east line of Route 1&35 and 1335 feet on the south line ofRoute 1&38, being
west of Fort Darling Park, in Bermuda Magisterial District.
There appearing no one in opposition to this request, it is on motion of ~!r.Ooyne,
seconded by Mr. Britton, resolved that the aforedescribed parcel of land be and it
hereby is approved for a landfill operation and a Use Permit granted for this use.
On motion of Mr. Britton, seconded by Mr.Goyne, it is resolved that the report of the
Street Light Committee be and it hereby is accepted,and the Executive Secretary
is requested to ascertain the cost of installing mercury vapor lights to replace
the present lights in the County.
On motion of Mr. Britton,seconded by R~r.Goyne, it is resolved that the Purchasing
A~ent b~ and he hereby is requested to seek bids for the proper equipment to
operate~a landfill operation.
And beit further resolved, that the Executive Secretary be requested to seek any
surplus materials available.
On motion of Mr. Britton, second ed by R'~r. Goyne, it is resolved that the Sanitation
Committee bs requested to consider the methods of dump=operation, including the
necessa.ry charges to contract haulers.

for the opera%ion of the Health Department be and it hereby is appro~d and the
Chairman and Clerk of this Board are authorized to sign such agreement, subject to

request the Highway Department to hard-surface Rt. 26, if possible, in the present
budget.
There was displayed a report from ~r.H.B.Gilliam on his activities in bringing
suit against the delincuent tax payers of the County, whichreport is filed with
the Board's papers.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the deed for
the widening of Stony Point Road on the Larus property be and it hereby is accepted.
S~veral letters were cited in answer to the resolution to the Supreme Court ruling
on prayer, which letters rare filed with the Board's papers.
On motion of ~lr. Britton, seconded by Mr. Goyne, it is resolved that this Board
requests the Highway Department to improve certain roads in Cherry Gardens at an
estimated cost not to exceed $55(;.00, same to be charged to the 3¢ Road Fund of
the County.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Epic Road, in the A.F.Jahnke P~Zace,
Midlothian Magisterial District, which report shows that in the opinion of the
County Road Engineer it is expedient that said road be established as a public
road. Upon consideration whereof, and on motion of Mr. Driskill, it isresolved
that Epic Road in the a.F. Jahnke Place, Midlothian District, be, and it .hereby is
established as a public road. And be it further re~olved that the Virginia
Department of Highways be and it hereby is requested to take into the Secondary
Road System, Epic Road, beg. innin~ at a point on'~t. 1752, .12 miles north of
Rt.789, extending eastwardly .18~miles to a turn around. This road serves
& houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to theVirginia Department of Highways a right of way ofnot less than
50 feet for this road. Dedication of said right of wa~ recorded in Plat Book 12
Page 1~, Chesterfield Courthouse, Virginia '
This day the County Road Engineer in accordance with directions from this Board
made ~eport in writing upon his examination of Bramwell Road in Green Ridge
Subdivision, Re-subdivision of Block "B", Section "A" Manchester Magisterial
District, which shows that in the opinion of the County Road Engineer it is
expedient that said road be established as a public road.
Upon consideration whereof, and on motion of Mr. Britton, it is resolved that
Bramwell Road in the Green Ridge, Re-Subdivision of Block "B", Section "A"
Manchester D~strict, be, and it hereby is established as a public road. '
And be it further resolved, that the Virginia Department of Highways be, and it
hereby is requested to take into the Secondary Road System, Bramwell Road, beginning
at a point on Route 1683, .21 miles east of Route 645, extending northwardly .30
miles to Route 6~. This road serves 12 houses.
~nd be it further resolved that the Board of Supervisors of ~hesterfield County
guarantees to t?~e Virginia Department of Higheays a right of way of not less than
50 feet for this road. Dedication of said right of way recorded in Plat Book
12, Page 65, Chesterfield Courthouse, Virginia.
On motion of Mlr.Britton, seconded by Mr. Hague, it is resolved that this meeting be
