On motion of Mr.Goyne, seconded by Mr. Driskill, it is resolved that this Board requests the State Auditor of Public Accounts to study the proposed system of check stubs to show the deductions from the salaries of County employees. On motion of Mr.Britton, seconded by Mr. Ha~erman, it is resolved that theExecutive Secretary be authorized to purchase decals to put on County-owned cars, using black and white color, not to exceed ~350.00. On motion of Mr.Driskill, seconded by Mr. Goyne, it is resolved that the Executive Secretary be authorized to co-sign with the F.L.Showalter, Inc., for the County of Chesterfield, a work permit granted by the Richmond-Petersburg Turnpike Auth6rity for certain sewer construction crossing the Falling Creek ramp. On motion of [~ir. Goyne, seconded by ~r.Britton, it is resolved that this Board accepts the deed of easement of certain rights of way grantem by the Richmond- Petersburg Toll Road Authority. On motion of I~r. Goyne, seconded by i~r. Britton, it is resolved that the contract for the construction of the Bellwood Manor lagoon be awarded to E.G. Bowles Construction Company, who submitted the low bid. of ~1&,568.00. On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the Treasurer of the County be and he hereby is requested to invest ~100~OOO.00 of the surplus funds in the Water Operating Account. On motion of Mr.Driskill~ seconded by Mr.Britton, it is resolved that the firm of R. Stuart Royer & Assoriates be paid ~24,919.90 for ~.~ork comDleted in the Sewer program. On motion of Mr. Britton, seconded by R~r. Driskill, it ~s resolved that the owner of a lot facing Swanson Road at its intersection with Green Ridge be allowed ~o put in, less water line than the normally required in view of the extenuating circumstances attendant to this situation. Mr.R.V.Lancaster, III, present Mr.L.R.Treat, Jr., Acting District Engineer for the Virginia Department of Highways. Mr. Treat expresses his pleasure at being in the County. On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the reeuest of a number of citizens residing on Treely Road, running southwardly from the Harrowgate Road, that this Board request the State Highway Department to surface- treat said road as soon as possible. WHEREAS, for years the traveling public has been inconvenienced by the different grades of the railroad tracks of the Atlantic Coast Line RR. at ?Ialmsley Boulevard; and WHEREAS, this condition creates a real traffic hazard for the car driver who is unaware of the condition; and WHEREAS, numerous eff6rts ha~e been made to have this cohdition improved; NOW, THEREFORE, on motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that this Board request the Highway Department to study the feasibility of constructing an underpass at Walmsley Boulevard and the Atlantic Coast Line RR. ~.Goyne, cites to theBoard a series of events and studies of the U.S.Rt.#i traffic problems and the present studies currently underway, which studies are designed to show the ccnditions which must be improved to make U.S.Rt. #1 a safer highway. Upon consideration whereof, and on motion of Mr. Goyne, seconded by l~r. Britton, it is resolved that this Board of Supervisors records its willingness to help in any way possible in the studies of Rt.1 traffic and request from the Highway Department the results of said studies as soon as they are available. The traffic conditions at the intersection of Rt$. 1 and 10 were again reviewed along with the schedule on traffic accidents occurring at this intersection and the need for a "Stop and Go" directional sigral light at this intersection was expressed by a number of people. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that this Board requests the Highway Department to install a "Stop and Go" directional light at the intersection of Rts. 1 and 10 immediately. WHEREAS, the intersection of the Shell Road and Rt. 1 is a most hazardous intersection due to the overhead bridge, traffic from Bellwood, traffic from Rt. 145, and fast moving Draffic along Rt. 1; and WHEREAS, numerous fatal accidents have occurred at this intersectio~ within the past few years; and WHEREAS, the U.S.Filter Corporation, manuf~turers of filters for cagarettes will soon operate a manufacturing plant at this intersection further complicating the traffic hazards by many industrial workers, NOW, THEHEFORE, BE IT RESOLVED, on motion of Mr.Goyne, seconded by Mr. Driskill, that this Board requests the Highway Department to study the intersection of Shell Road and Rt. 1, taking Zhe future increase in traffic into consideration and to take such steps as are necessary to channel or direct the traffic to alleviate the present hazards currently existing which no doubt will be multiplied in the future unless corrective action is taken.
