SUMMARY Continued parking of a recreational vehicle (a tow-behind camper) within the side yard of a residential lot is planned. The applicant does not plan to meet the Ordinance restriction that the recreational vehicle be parked in the rear yard. In August 2016, the Planning Department received a complaint relative to the parking of a 33-foot long tow- behind camper within the side yard. In November of 2017, the applicant sold the camper and purchased a larger tow-behind camper measuring approximately 40 feet long, 8.6 feet wide and 13 feet tall. The vehicle is currently stored in the driveway within the left side yard as shown in the figure below. Ivyridge Drive Recreational Vehicle Parking Area 517SN0604-2018MAR14-BOS-RPT The Zoning Ordinance permits the parking and storage of recreational equipment within a residential district with certain restrictions: No more than two (2) items of equipment permitted to be stored outside of an enclosed building Equipment is located in the rear yard with minimum setbacks from the rear and side property lines Except for repair, wheels on the equipment are not removed Equipment is not used for living or commercial purposes; and, Equipment is not connected to utility services. These ordinance restrictions are designed to minimize impacts of larger vehicles and equipment on area residential development and the streetscape. If any of these restrictions cannot be met, the use may be allowed by conditional use. The applicants recreational vehicle complies with the ordinance restrictions except that the vehicle is parked within the side yard of and does not meet the minimum side yard setback of five (5) feet. Therefore, the applicant is seeking conditional use approval to permit parking of the recreational equipment at their residence. Alternative Parking & Storage Location An alternative location for the recreational vehicle was recommended by staff to the applicant. This alternate location is highlighted on the map on the following page. By locating the recreational vehicle to the rear of the dwelling, the use restrictions for parking and storage of the vehicle would be achieved. By being further removed from the street and having an existing privacy fence along the side and rear property lines, visibility of the recreational vehicle to adjoining property owners and the street would be significantly reduced. The property slopes downward towards the left side property line and an existing pool and patio are located as close as 14.7 feet from the left side boundary. Staff recognizes that parking the vehicle in this location would possibly require grading of the rear yard, a retaining wall, and removal of a portion of the existing pool patio. 617SN0604-2018MAR14-BOS-RPT Alternative Recreational Vehicle Parking Area Ivyridge Drive Current & Proposed RV Location Pool Alternative RV Location (Within Rear Yard) While staff is not supportive of permitting the vehicle in its current location, the following provides an overview of conditions that may reduce the impact of this use on area properties should the Commission wish to recommend approval of this request. The applicant has suggested that the RV can be moved further back behind the front of the home, which would bring the vehicle to a location that is in line with the rear yard of the neighboring property located at 12402 Ivyridge Court. In addition, the applicant is agreeable to constructing a 6-foot tall fence to minimize the views from the street and neighboring properties. Non-Transferable Ownership. This Conditional Use approval shall be granted exclusively to Faye B. Whitlock, and shall not be transferable nor run with the land. (P) 2. Use. This Conditional Use approval shall be for the parking of one (1) recreational vehicle having no more than two (2) axels and no greater than forty (40) feet in length. (P) 3. Location of Recreational Vehicle. The recreational vehicle shall be parked within the side yard, as shown on Exhibit A. The parked recreational vehicle shall be setback a minimum of one-half (0.5) foot from the side property line and 17 feet behind the front wall of the garage on the existing dwelling. (P) 4.
