On motion of Hr. Britton, seconmed by hr. Hagerman, it is resolved that ntis Board
sval~s i~s agreemen~ ~o accept a parcel of land labeled "Playground" in Block D,
of the Forest View Heights Subdivision, and agrees to waive the outstanding taxes
on this parcel.
There was presented a plan ['or changing the street lights in Ettrick and a
request to irstall street, lights in ?festlake Hills, Manchester Baptist Church
and the Fire Department, and at the two (2) new high schools. On motion of
fir. Hague, seconded by [':[r. Goyne, it is ~'esolved that the street light request
presented be referre~, to 'the Street Light Committee.
Mr. Clarke comes before the board complaiming about a ditch a~jacent to his
property, constructed by ~he T&T Corpor'ation to drain csrtain sections of Quail
Oaks. On motion of Mr. Goyne, seconded by Hr.Hague, it is resolved that this
matter be referred to the Highway Oepartment and the County Engineerin6 Department
for investigation.

This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Glencove Lane, Greenvaie Drive
and Greenvale Court in the Subdivision of ';~estlake Hills, Section "6", Manchester
Magisterial District, which shows that in the ~pinion of the County Road Engineer
it is expedient that said roads be established as public roads.
Upon consideration whereof, and on motion of Mr.Britton,' it is resolved that
Glencove Lane,Greenvale 'Drive and Greenvale Court in the Subdivision of %';esttake
Hills, Section "6", Manchester District, be, and they hereby are established as
public rca ds.
And be it further resolved that the Virginia De~ rtment of Highways be and it
hereby is requested to take into the Secondary Road System, Glencove Lane, beginning.
at ahe intersection of Routes 1934 and 1972 and extending northwardly .14 miles
to Greenvale Drive; Greenvale Drive, beginning at the intersection of Glencove
Lane and Greenvale Drive extending westwardly .12 of a mile to Greenvale Court;
Greenvale Court, beginning at a point on Greenvale Drive .12 miles w~st of Glencove
Lane and extending southwardly .12 miles to a turn-around. These roads serve
4 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
uarantees to theVirginia Department of Highways rights of way of not less than
0 feet on Glencove Lane and Greenvale Drive and 50 feet on Greenval~ Court.
Dedicgtion of said rights of way recorded in Plat Book, Pages,
Chesterfield Courthouse, Virginia.
On motion of Mr. Hagerman, seconded by Mr.Britton, it is resolved that this Board
requests the Highway Department to improve approximately 200 feet of North Street
in-the Village of Ettrick and charge same to the 3¢ Road Fund of the County.
The following letters were read: Mr. L.R.Treat, District Engineer, Virginia
Department of Highways, thanking the Board for its ~intere~t in traffic safety
on Rt.#l; a letter from Nr.R.V.Lancaster, Resident Engineer, stating that the
traffic hazards currently existing at the intersection of Rts. 618 and 619, will
be relieved upon the completiOh of the project.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the County
secure easements on Oak Road, in the Shields Subdivision, so that said road may be
accepted into the State Secondary Road System.
On motion of Mr.Goyne, seconded by ~r. Britton, it is resolved that this Board
accepts the 1962-~63 final budgetfor the Secondary System of roads as presented.
Mr. "ancaster, Resident Engineer, Virginia Department of Highways, gives a report
on the status of the circumferential right of way in the construction of said
ro ad.
Rir. ~uther .Roane and Mr. Perdue come before the' Board discussing the drainage
condition at the esst, ern end of the Beecknut Acres Subdivision.
The drainage condition of Hudson and Beverly Streets also was discussed and the
County Engineer states that the cost of improving this condition would be a
total of $7500.00, $4200.00 of which would not be shared by the State.
Upon consideration whereof, and on motion of Mr. Hagerman, seconded by )Ir. Driskill,
it is resolved that this Board pay to ~r.Luther Roane the sum of $200.00, provided
Mr. Perdue pays an additional $200.00 and that adequate easements be obtained from
~[r. Roane to carry the drainage water across his property toward the Old Town Creek.
And be it further resolved, that the proposed improvements to the Hudson and
Beverly Street areas be presented to the citizens residing on these streets in
an attempt to raise one-half of the $4200.00 remaining to be paid on this project.
~r. Paul Jacobs comes before the Board seeking some clarification of the agreement
toinstallsewers in the Woodmont area. Upon consideration whereof and on
motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this Board
requests Mr. Jacobs to install sewers in the undeveloped section of V~oodmont
within ten (10) years of the present date, in accordance with the contract between
the County and the companies owned by Mt. Jacobs.
On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that the Special
Water Contract for Section "D" of the ~Noodstock Subdivision, which contract is
numbered R-537A, be, and it hereby is approved.
On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that the water
contract No.578 for the Kingsland property in the amount of $5364.00 be, and it
hereby is approved.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the request
from the City of Richmond to install gas mains in the Walmsley Boulevard area, be,
and it hereby is referred to the Commonwealth's Attorney.
On motion of Nr. Britton, seconded by Mr. Driskill, it is resolved that the Sewer
contract No. 6102-10 be awarded to the Luck Corporation, submitting the low bid
of $212,459.60, which bid incorporated the use of concreu~
On motion of Nr. Britton, seconded by Mr. Driskill, it is resolved that the Sewer
contract No. 6102-11 be awarded to Gimbert and Gimbert,
the amount of $128,366.75, which contract incorporates a Roanoke Corporation, in
the use of cencrete pipe.
On motion of Mr. Driskill, seconded by ~r. Britton, it is resolved that contract
S-62-8C be awarded to Lingerfelt and Carpenter in the amount of $32,372.70, which
contract incorporates the use of concrete pipe.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the Executive
Secretary and the County Engineer be authorized to award the contract to the low
bidder on piping the Bellwood lagoon.
On motion of Nr.Britton, seconded by Mr. Driskill, it is resolved that this Board
authorizes the installation of a large septic tank in the ~#oodstock area to prevent
the necessity ~f pumping sewerage at the present time.
On motion of Mr. Hague, seconded by Mr.Goyne, it is resolved that this Board
requestss the Highway Department to repair and improve the streets damaged by
the installation of sewers in Contracts 6102-10, 6102-11, S-62-~C.
On motion of Nr. Driskill, seconded by Mr. Goyne, it is resolved that the County
install a sewer line to serve a small area of Crowder Court in the Chesterfield
Court area, provided the owner pays $500.00 for each of three connection~.
It was agreed that Mr.Goyne would investigate the problem of house numbering
in the Village of Chester.
On ~otion of Mr.Goyne, seconded by Mr. Driskill, the following resolution is
ad opt ed:
BE IT RESOLVED, by the Board of Supervisors of Chesterfield County,
Virginia, that we here in regular session do pahse to express our respect and
commendation to Mrs. T.Roy Jarratt for becoming the World President of the
Woman's Christian Temperensce Union. Such an outstanding achievement by
one of our County citizen~ merits the praise and acclaim from every County
Official an~ citizen. It is entirely proper and ~ittlng that we should do this.
On motion of ~r. Hague, seconded by ~r. Goyne, it is resolved that the County
Engineer be and he hereby is requested to lay that portion of the Mas~e~- rlan
water line on ~aseade Avenue, immediately east of Rt. 10 to serve the new Church
of St. Barnabas, presently being ~rected. ·
62~53. The application of Messrs. N.W.Harris and Allen White, deferred from
October lO, 1962 was withdrawn by the applicant's attorney Mr. Jack Clanton
and it is resolved on motiom of Mr.Britton, seconded by Mr. Hague, that the
withdrawal of this rezoning request be and it hereby is accepted.
62-48. Mr.C.F.Bryan comes before the Board in'behalf of his request to rezone
from Residential-2 toGeneral Business a parcel of land in Manchester Magisterial
District, fronting 203 feet on Shadybrook Lane, extending southeastwardly 500
feet, being 200 feet southwest of Bywood Lane and better known as Lots ~ and 5,
Block ~C, of the Elkhardt Home Sites, and states that he now wishes to withdraw
his request. On motion of ~r. Britton, seconded by Mr. Driskill, it is
resolved that the withdrawal of the aforedescribed rezoning request be and it
hereby is accepted.
62-60. Mr.~ark Boyd, Jr., comes before the Board requesting the rezoning in
Bermuda ~agisterial District, from Residential-2 to General Commercial (C-2)
of a parcel of land of irregular shape, fronting 211 feet on Rt.613 (Willis Road)
and extending southwardly approximately 1~12 feet, being 120 feet east of Route
95 (Richmond -Petersburg Turnpike), and states that he wishes to reduce the
requested depth from that which was advertised, being 1812 feet to a depth of
200 feet.
~r.J~ck Burge appears in opposition to tBe depth of 1812 feet but states he has no
opposition to 200 feet zoning.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr.Britton,
it is resolved that the aforedescribed property limited to a depth of 200 feet,
be, and it hereby is rezoned.
62-61. Mr.Raymonu ,~. ~.awless comes before the Board requesting a Use Permit
to erect one 18,0OO gallon and onel,OOO gallon tank to store propane gas on a
parcel of land in Bermuda Fmgisterial District, fronting 200 feet on U; S. #l
and extending wes%wardly 1050 feet, b~ng 30 feet south of the intersection
of Routes i and 618 and better known as Lot 2 in Block A of Mid-City Farms.
There appearing no opposition to this request, on motion of Mr. Goyne, seconded by
~r. Driskill, it is resolved that a Use Permit to erect an 18,OOO gallon tank
and a 1,OOO gallon tank to store propane gas on the aforede~cribed parcel of land
be and it hereby is granted.
62-62. Mr. Pierre C. Warwick, represented by ~r. Beverly Randolph and Mr.
Narstella~ come before the Board requesting the rezoning from Agriculture and
Residential-2 to Industrial in Manchester Magisterial District, of a 24.2? acre
parcel of~ land of irregular shape, fronting 2038 feet along the western line of the
Atlantic Coast Line RR. and 848 feet along the northeast line of Atlantic ~venue
being north of the subdivision of Ampthill Heights. '
There appearing no oppositi6n to this request, it is on motion of Mr. Britton,
seconded by ~[r. Driskill, resolved that the aforedescribed parcel of land be and it
hereby im rezoned for Industrial purposes.
62-63. Mt. Thomas L.Daniel comes before the Board requesting the rezoning from
Agricultural to General Commercial {C-2~ for the purpose of constructing multi-family
buildings with related recreational facilities on a parcel of land in Manc~hester
Magisterial District, of irregular shape, being 492 feet by 542 feet, and being
~50 feet ,south of Route 360 and 45? feet west of Route 650 {Turner Road).
There appearing no one in opposition to this request, it is on motion of
Britton, ~seconded by R~r. Driskill, resolved that the aforedescribed property be
and it hereby is rezoned for General Business with the limitation of constructing
multi-family buildings and related facilities.
62-6&. Mr.J.Gerald Rowe comes before the Board requesting the rezoning from
Agriculture to General Commercial (~-2) in Manchester Magisterial District, of a
parcel of land 200 feet hy 41& feet, being mpproximately 300 feet south of
Route 60 ',and opposite the intersection of Route 678 (Buford Road) and Route 60,
and states that he will accept a Use Permit for the construction of an office,
shop and °storage yard. Upon consideration whereof and on motion of ~r. Britton,
seconded'by Nr.Driskill, it is resolved that a Use Permit for the construction of
an office, shopand storage yard be and it hereby is granted.
And be it further resolved, that a Variance be granted to allow the construction
of such facilities on a road not in the State Secondary System.
On motion of~Mr. Bmitton, seconded by ~'Ir. Hague, Z~ ~s resolved that a Notice
concerning the Estes Freight Lines requests for a franchise De received and filed
with the-Board's papers.
On motion of Mr. Goyne, seconded by Mr. Sritton, it is resolved that a contract
with the Virginia Electric & Power ~ompany for the electric service at the Chestar
High School, be, and it hereby is approved.
On motion of Mr.~oyne, seconded by Mr.Hagerman, it is resolved that the request
of the U.S.Filter Corporation for an alarm system at the Courthouse be and it
hereby is approved.
On'morion of ~.Britton, seconded by Mr. Driakill, it is resolved that this Board
reecind its actio~ taken on October 12, 1962, in wn~c~ the Board requested the
Treasurer to transfer $200,000.00 of the unappropriated surplus of the General'~
Fund to the Sewer Cons%ruction Fund.
There wa~ read a letter from the State Auditor recommending that until such time
as a ~centralized accounting office can be established, the earning records of
all County employees other than t~ose of the School Board, be maintained in the
Treasurer's office an~ posted simultaneously when payroll checks are prepared,
an~ that the present payroll forms be revised so that future payroll checks
would show ~the various deductions from the employees' accounts. Upon
conside~ration whereof, and on motion of Mr.Hague, seconded by Mr. Hagerman, it is
resolved that until such time as the County can establish a centralized accounting
system, that this Boar~ approves the recommendation of Mr.J.Gordon Bennett, State
Auditor.
On mo~ion of Nr. Britton, seconded by Mr. Hague, it is resolved by the Board of
Supervisors of Chesterfield County, Virginia, that the following appropriations
be and the same hereby are made for the month of December, 1962, from the funds
and for the functions or purposes indicated in the amount of $1,$85,562.00:

of the Enon Fife'Department to have a street light installed in front of the new
fire station, be, and it hereby is granted.
A letter of thanks for the Board's cooperation was received from the Midlothian
Fire,Department, which is received and filed.
On motion of Mr.Britton, seconded by Mr. Oriskill, it is resolved that the Purchasing
Agent be ~nd he hereby is authorized to buy~' two(2) sets of hose bridges for the

approves the general layout and plans as far as the architectural design for an
apartment project on Et. 10 on Grindell Creek.
On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that the following

On motion of Mr. Hagerman, seconded by Mr. Driskill, the following resolution is
adopted:
WHEREAS, The Board of Supervisors has been petitioned by the owners of
the hereinafter described property to vacate the subdivision plat ~ "Newman"
recorded in the Clerk's Office, Circuit Court, ~hesterfield County, Virginia,
in Plat Book at Page; and
WHEREAS, said Board believes that it is to the best interest of said
County to approve such vacation; and
NOW, THerEFORE, BE IT RESOLVED, th~ the Board of Supervisors does
h~reby'approve the vacation of the subdivision of "Newman" recorded in the Clerk's
Office, Circuit Court, Chesterfield County, Virginia, in Plat Book PaEe
and the Clerk of said Circuit Court is hereby authorized and directed to make
notation of reference to this resolution on the aforesaid Subdivision plat and also
on said Deed of Vacation prior to its recordation; and upon such being done, said
subdivision plat shall be, and i~ hereby vacated as to the roads, streets, and
metes and bounds description of the property hereinafter described:
All those certain lots, pieces or parcels of land with all
improvements thereon and appurtenances thereto belonging,
lying, being and situate in Matoaca Magisterial District,
Chesterfield County, Virginia, being known, numbered and
designated as Lots i through 6, inclusive, Block A, and
Lobs i through 6, both inclusive, Block B, as shown on that
certain plat of "Newman" Subdivision, Matoaca ~ag~terial
District, Chesterfield County, Virginia~ made by E.O.Wilkerson,
C.L.S. dated April 5, 1957, and recorded in the Clerk's Office
of the Circuit Court of Chesterfield County,Virginia, in Plat
Book at ~ag~ , to which plat reference is hereby
made for a more complete description of the property covered by
this declaration.
On mo~ion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the
Purchasing Agent be and he hereby is authorized to accept the low Oid received
on several trucks and two (2) compacts for the Utility Department, and one car
for the Sheriff's Office.
~he ~ev. Russell T. Loesch again writes to know the sSatus of his request to
locate a travel trailer at his home in an R-1 area. Upon consideration whereof,
and on motion of Mr. Goyne, seconded by Nr. Hagerman, it is resolved %hat the request
of the Rev. Loesch be and it hereby is denied.
On motion of Mr.Hagerman, seconded by Mr. Driskill, it is resolved that this Board
requests the Highway Department to draw plans as soon as possible for the
improvement of Halloway Avenue, from Rt.36 to Hickory Road, so that the school bus
travel may be facilitated and that additional rights of way may be secured as soon
as poss~ ble.
On motion of Mr. Hagerman, seconded by Mt. Hague, it~is resolved that the minutes
of September 27, October 10 and 25, and No~ember 7, 1962, be, and they hereby
are approved.
On motion of Mr.~riskill, seconded by Mr.Britton, it is resolved that this Board
requests the Highway Department to clean the Oxford Parkway immediately south
of Riverside Drive, and charge same to the 3~ Eoad Fund of the County.
The Executive Secretary was requested ~o again attempt to have the monument
on Shoreham Drive and Rt. 1~7 approved by the Highway Department.
On motion of Mt.Hague, seconded by Mr. Goyne, it is resolved that this meeting
be adjourned to Novemberl9, 1962, at ~:00 p.m.
