11-19-62 MinutesVIRGINIA: At an adjourned me,ting of the Board of Supervisors of Chesterfield County; held at the Courthouse on November 19, 1962, at 8:00 p.m. Present: Mr. Irvin G.Horner, Chairman Mr. H. T. Goyne Mr. Stanley R.Hague, Jr. Mr.H.K.Hagerman M~. R.J.Britton Mr. Marshall F.Driskill Mr.Britton gives the invocation. Mr. Irvin Homer, Chairman of theBoard, states that this meeting is called to discuss the imposition of a Merchants' License Tax and cites the growth of the County, its needs and its responsibilities. Mr.J.D.'~illiams, License Inspector, explains the situs sections of the Ordinance and how same will affect the people of our County. Mr. George Tapscott, President, Southside Plaza Merchants' Association, presents Mt. Alexander Hudgins, Secretary to said organization, who speaks against the Ordina nc e. Mr...Leo Myers, speaks against 'the' Ordinance. Mr.,,alter ~Whitt, representing the restaurants in the County, speaks agair~t the ordinance and states that food prices will have to be raised. Mt.Clifford Peterson, Motel owner, on Rt. 1 and President of the Motel Association, speaks against the Ordinance. Mr. George Pence, $ice-President of Pence-Briggs, Rambler Sales, sneaks against the Ordinance. Mr.W.E.Harrington, PreSident of the Hollandale Men's Civic Association, speaks in favor of the Ordinance. Mt. Frank Straus, Executive Vice-President of the Food Dealers, of Richmond,' sneaks against the Ordinance. Dr.Bragg state,rtl, arc, he reserves his opinion until the next meeting. Mr. Roy Lafoon from Ettrick, speaks against the Ordinance. Mr. Jeff Smith, Retail Merchants' Association, speaks against the Ordinance. It was suggested that the maeting at which this ordinance would be further considered would be held at night. On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the hearing on the proposed Licanse Ordinance be adjourned to 8:00 p.m. on Norther 29, 1962. On motion of Mr. Goyne, seconded by Mr.Hague, it is resolved that this Board requests the Virginia Electric & Power Company to relocate the light at the intersection of Rts. 1 and 10, from the northwest to the southwest corner, and to relocate the light at the intersection of Rts. 1 and 616 on th~ northern to the southern si~de, which request is based on the recommendation of the Highway Deoartment for better lighting in the area. On motion of Mr.Hague, seconded by Mr. Goyne, it is re~olved that the roads in Fuqua Farms be taken into the Secondary Road System, and the usual resolution will be written. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Fuqua Avenue, Harrette Drive, Harrette Circle, Rodophil Road, and McHoward Road in the Fuqua Farms Subdivision, Section A and B, in Dale Magisterial District, which shows that in .the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion cf Mr. Hague, it is resolved that Fuqua Avenue, Harrette Drive, Harrette Circle, Rodophil Road and McHoward Road, in the Subdivision of Fuqua Farms, Sections A and B, Dale District, be, and they hereby are established as public roads. And beit further resolved that the Virginia Department of Highways be and it hereby is reguested to take into the Secondary Road System, Fuqua Avenue, beginning at a point on Rt. 6~1, 0.13 mile East of ~oute 637, extending southwardly 0.15 mile to its intersection with McHoward Road; Harrette Drive, ~eginning at a point on Fuqua Avenue, O~10 mile sputh of Route 6&l and extending eastwardly 0.21 miles to a turn-around; Harrette Circle, beginning at a point on Harrette Drive, ©.07 mile east of its intersection with Fuqua Avenue and Harrett Drive and p~oceeding northwardly 0.03 mile to a turn-around; Rodophil Road, beginning at a point on Rt.6A1, 0.07 mile east of its intersection with Rt.229& and extending southwardly O.13 mile to a turn-around; McHoward Road, beginning at a point on Rt. 637, O.16 mile south of its inter~ection with Route 6&l and extending 0.13 mile east to its intersection with Fuqua Drive. These roads serve ~ houses. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia DeDartment of Highways rights of way of not less than ~O feet £o~this road. Goyne, seconded by Mr. Driskilt, it is resolved that this Board pay to theEnon Optimist Club for the lights furnished during the summer of 1962 in tb~ sr~me proportion that the Board has Maid in other localities in the County.
