Upon consideration wher~eof, and on motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board requests the Cormnonwealth's Attorney to prepare an omnibus deed for the ~acquisition of this right of way. On motion of ~.Goyne, seconded by Mr. Brit ton, it is resolved that this Board exp~lesses its appreciation and thanks to the Highway Department £or the traffic lights and other improvements on Rt.#l and the currenv drive to eliminate the safety hazards that did exist on this highway. There was read a letter from the Hollandsle men's Civic Group concerning the pavement and drainage problem at the intersection of Fernbrook Drive and Troy Road. Upo~ consideration whereof, and on motion of Mr. Britton, seconded by Mr~HaguS, it is resolved that this Board requests the Highway Department to investigate the condition of this intersection and to correct same, if possible. On motion of Mr. Britton, seconded by Mr. Ma~e, it is resolved that the Executive Secretary be requested to investigate the cutting of timber on Bryce Lane, which operation has resulted in the blocking of drainage on this road. There was cited the need for a new radio frequency under the ruling of the F.C.C. and upon consideration whereof, and on motion of ~r.Driskill, seconded by Mr. Ha-german, it is resolved that bids be received for a new radio frequency and the Police Committee to discuss with the Chief of Police the advisability of securing ~ additional ramio dispatcher. T~he Executive Secretary presented certain bids on heavy equipment to be used in the proposed land-fill for the County, whereupon the Chairman appoints Mr. Britton or a qualified bulldozer evaluator and the Executive Secretary to inspect the v~rious kinds of used equipment. 06 motion of Mr.Driskil!, seconded by Mr.Hague, it is resolved that the above n~amed Committee be authorized to purchase a piece of equipment suitable for the operation, at the best possible price. On motion of Mr. Driskill, seconded by ~.Britton, it is resolved that the land-f~ll Committee makes recommendations on the various procedures that must be established before a land-fill c~n be~initiated in the County. There was read a letter from Mr.C.C.$winson requesting an extension of time on the rezoning of a ~rcel of land at the inter~ection of Kenmore Road and Rt.lO in the Enon area, which land ~as zoned on Sept. 13, 1961, and had the re- strictions ', a major portion o~ construction be started or completed by January 1, 1963". On motion of Mr.Hagerman, seconded by Mr. Driskill, it is resolved that a meeting be scheduled with the Commissioner of the Revenue for 1:O0 p.m. on the 27th day of December, 1962. On mo%ion of Mr.Driskill, seconded by Mr.Britton, it is resolved ghat the bid of the Nationwide Insurance Company be accepted for the fleet insurance of the County, which bid was the lowest submitted for this service. On motion of Mr.Britton, seconded by Mr. Ha~ue, it is resolved that the erroneous tax olaim of Mr. Aubrey C.Kramer in the amount of $50.80, be, and it hereby is approved for payment. There were read letters from Sr. Junie Bradshaw and Mt. Fred T. Gray concerning the ~nstallation of the Business and Professional License Tax. Upon consideration whereof, and on motion of Mt.Hague, seconded by ~r. Britton, it is resolved that the Gcmmonwealth~s Attorney be and he hereby is requested to investigate th~ methods of payment of the License Tax in other localities, both as to times and wholesalers' bad debts being charged a~ainst purchases, and prepare a proposed amendment to the Ordinance. Mr.Luther Roane and Mr. Winfree comes before the Board to discuss the drainage on Hudson Street. On motion of Mr.Hagerman, seconded by Mr. Driskilt, it is resolved that more detailed plans be drawn on this project so that the citizens of the area will know more about the proposed improvements. On mo~ion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the following standard water contracts be and they hereby are aoproved: ~ No. 332 - Falling Creek Eourt $3605.OO No. 333 - C.J.Purdy -Lee S+reet,Chester,Va. 1581425 No.583 - CentralChapel Methodist Church 1150,00 On motion of Mr.Hague, seconded by Mr.Britton, it is resolved t-hat the Special ].'~ater Contract No.550-B in the Cambr~ge Subdivision, Section "C", be, and it hereby is approved. On motion of Mr.Britton, seconded byMr. Driskill, it is resolved that the contract for-a central waver syste~ in the Lake George Hamlet Subdivision be and it hereby is approved. On motion of Mr. Britton, seconded byMr. Driskill, it is resolved that contract No.6102-19 for the installation of sewers in the Pocoshock area be and it hereby is awarded to the low bidder, the Laramore Construction Company of Danville, Virginia, in the amount of ~166,477.56, which contract calls for the use of concrete pipe, gravity sewers and cast iron force mains. On morion of R~r.Britton, seconded by Mr.Driskill, it is resolved that the Contract [~o.6102-21D, be and'it hereby is awarded to Lyttle and Barnes, low bidder, in the amouuv of ~9~,883.15, which calls for the use of ~bncrete pipe in constructing collector sewers in the Pocoshock area. On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that Contract S-62-702,~ 'ce and it hereby is awarded to the low bidder, E.G.Bowles, in th~ amount of $55,955.65 for the construction of a lagoon and other miscellaneous work in the Bellwood Manor area, which contract sells 'for completion date within sixty days. On motionof ~'~r. Driskill~ se~;onded by ~r.Britton, it is resolved that contracts be let in the ~oodmont area where the number of ~onnectors make such lines financially feasible. On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that the Board authorizes further study of the pro[osed second lagoon to serve the ?[oodmont area. On mo~,ion of Mr. Driskil!~ seconded by Mt. Hague, it is resolved that this Board requesters the Highway Department to improve the roads, after sewer mains have been installed on contracts numbered 6102-19,6102-21B and extensions to contracts No.6!8-C an~d S-6213-C. On motion of Mr. Britton, seconded by Mr.Hague~ it is resolved that the ~Gounty Engineer be and he hereby is authorized to award to the lowest responsible contractor the installation-of a pumping station in the Grindall Creek~ which bids will be received on December 1~, time being of the essence· On mozion of Mr. Britton, seconded by Mr.Driskill, it is resolved that the Cardwell Machinery Company be requested to submit the road layout of their property to the Planning Commission for approval and acceptance into the State System of roads. On motion of Mr.Britton, seconded byMr. Driskill, it is resolved that this Board requests the Cardwell Machinery Company to install sewer lines to serve said plant along the Railroad spur from the County trunk sewer to the new road serving the Cardwell Ma chine Company's property. On motion of Mr.Hagerman, seconded by )~r. Driskill, it is resolved that the county Engineer be and he hereby is authorized to send a final letter to the prospective service users advising them the dare'limits of the cheaper connection fees. On morion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board requests further study on a plan to furnish sewer service to certain areas in the Village of Chester. 62-65. Mr. Thomas ll.Maslin comes before the Board, requesting the ra~mning from Agriculture to (C-2) General Business of a parcel of land fronting 67 feet on the south line of Route 360 and 150feet on the east line of Bywood Lane in Manchester Magisterial District. There appearing no one in opposition to this request~ it is resolved on motion of Mr.Britton, seconded by Mr. Driskill~ that the aforedescribed parcel of land be and it hereby is rezoned for General Business purposes. 62-66. Mr.M.P.Barden comes before the Board requesting the rezoning from Agriculture to (C-2) General Business of a parcel of land of irregular shape~ fronting 100 feet on Route 360 and extending northwestwardly ~58 feet~ he~ng 500 feet west of Silverwood Drive, in Manchester Magisterial District, and explain~ his plans for the development of the property. Thereappearing no one in opposition to this request, it is on motion of Mr. Britton, seconded by Mt. Hague, resolved that the aforedescribed parcel of land be and it hereby is rezoned for General Business purposes. 62~67. Mt. Thomas Newton, Attor~ney, representing Mt. Wallace LaPrade, comes before the Board requesting the rezoning in Manchester Magisterial District, from Agriculture to {c-2) General Business of an additional depth of 200 feet on a parcel of land of irregular shape, fronting 388 feet on Route 60 and eRtending southwardly 825 feet~ being approximately 550 feet east of Warwick Road and presently zoned C-2 for a depth of 300 feet. Mt. Fred Crowder, Attorney~ representing a delegation of 5 persons present, presented a petition against the requested rezoningo ~r.~allace LaPrade explains the proposed plans. Upon consideration whereof, and on motion of Mr. Britton~ seconded by Mr. Driskill, it is resolved that the aforedescribed parcel of land be and it hereby, is rezoned for General Business purposes. 62-68 M ~ .... · r.A~.S.Englesby, representing Nash Euclid mqu~pment, comes before the Board requesting the rezoning from Residential-2 to (C-2) General Business of an additional depth of 450 feet on a parcel of land of irregular shape, fronting 470 feet on U.S.#i and 301 and extending westwardly 750 feet~ being 200 feet north of Goolsby Avenue and presentt~ zoned C-2 for a depth of 300 feet, in Manchester ~'~agi s teri al District. ~ Comes also Mrs. Ingred Godwin stating that the use of the land as requested would be detrimental to multiple family housing~which she proposed to build. · Upon consideration whereof, and on motion of R~r. Brithon, seconded by Mr. Driskill, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned for General Business purposes. 62-69. Mr. Dave Constins, Jr., representing the Belt Bouleva~'d Church of God comes before the Board requestin~ the rezoning from Residenti,~i-2 to (C-2) General Business of a parcel of land fronting 285 feet on the south line.of Belt Boulevard, and 300 feet on the west line of Berkley Road and better known as 172, 176, 180 and 184 Belt Blvd. Comes also, Mr. Oates McCullen speaking for the citizens residing in the Green Acres Subdivision, citing traffic hazards presently existing. ~'[r. John Campbell and the Preacher of the Church speak for the re~oning. Upon consideration whereof, and on motion of Mr .Britt on , seconded by Mr. Driskill, it is resolved that the aforedescribed parcel of land be and it hereby is re~oned for General Business purposes. 62-70. Mrs. Marie Jurgens comes before the Board requesting the rezoning from Residential-1 to General Business of a p~rcel of land of irregular shape fronting 200 feet on the east line of Buford Street and 225 feet on the south line of Forest Hill ~venue. There appearing no one in opposition to this request, it is on motion of Mr. Driskill~ seconded by Mr. Britton, resolved that the' afore- described parcel of land be and it hereby is rezoned f~or GeneralBusiness purpose~ provided the plans showing the type of construction,materials and location of th~ building be approved by the ~oard of Supervisors. 62~-?1. Mt. Graham Jennings, Attorney, comes before the Board in behalf~ of the Virginia Housing Corporation, requesting the re~oning from Residential-1 to (C-2~' General Business, for the construction of multi-family dwellings on a 62-1/2 ac~e (more or less) parcel of land of irregular shape, fronting 2000 feet on Forest Hill Avenue, and extending southwardly to the Southern Railroad~ said parcel being east of Huguenot High School and south of Nerm~ore Road~ in Manchester Magisterial District. :~.~hereupon, Mr. Britton states that a sixty day delay is in order% Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Driskill~. it is resolved that this ~a5%er be 'deferred to February t3, 1963. On motion of Mr.Driskill, seconded by Mr. Britton~ it is resolved that an investga- tion be made of the complaint of a building being erected on the York property leading off of the Arch Road. On motion of Mr.Britton, seconded by Mr. Hague, i'~ is resolved that the request of the City of Ric~h~ond to install a gas line into the Subdivision of Falling Creek ~our% be and ~t hereby is granted. On motion of Mt.Hague, seconded by Mr. Britton~ it is resolved that the employees of the County of Chesterfield he paid for the month of December on the 21~t day of December, 1962. On motion of ~'ir.Hague, seconded by Mr. Britton, it is resolved that the s~m of $25.37 b~. added to the bud?e% of the Treasurer for repairs to office furniture and equipment. On motion of Mr.Britton~ seconded byMr. Hague, it is resolved that the Puechasing Agent' be and he hereby is authorized to purchase certai~ fire fighting equipment for the Forest View Fire Department. On motion of ~:~r. Hagerman, seconded by ~¥ir.Hague~ it is resolved that the minutes of November 14, 19 and 29th, be and they hereby are approved. On motion of Mr. Britton, seconded by Mr.Hagerman, the following resolution is adopted: WHEREAS, Gray Realty is the developer of a certain subdivision entitled, Southampton Acres, Section 3, plat of-which dated February 2~+,1960 and prepared by Geo. M.Stephens is recorded in the Clerk's Office of the Circuit Court of '~hesterfield County, Virginia, in Plat Book 12, pages 15 and 16; and WHEREAS, Gray R. ealty is the sole owner of Lots 7, 8 and 9, Bloc~ J, as shown on said Plat of Subdivision; and WHEREAS, said Plat of Subdivision shows a 16-foot easement along the dividin~ line between Lots 7 and 9 and between 7 and 8, all in Block J said easement being 8 feet on either s~de of said dividing lines; and ' WHEREAS, Gray Realty now desires to vacate and abandon said easement and Chesterfield County is willing to give its consent tn said~acation and abandonment. NOW, THERE~fRE, BE IT RESOLVED: That the Board of Supervisors does hereby approve the vacation of that portion of the 16-foo5 easement shown in red on plat by George M.Stephens,Jr.~ dated December 6~ 1961, said easement being located along the dividing line between Lots 7 and 9, Bloc~ J, and also between Lots 7 and 8, Block J, as showr~ on plan of Southampton Acres, Section ~, dated February 24, 1960, and recorded in the Clerk's Office of the 'Circuit Court of Ghesterfield County, Virginia, in Pl~t Book 12, Pages 15 and 16. This resolution is conditioned upon and shall become operative when the aforementioned petitioner shall haveexecuted and acknowledged for record on a form approved by the Commonwealth's Attorney and the County Engineer an appropriate deed of vacation. ~fhen such deed of vacation has been approved, the same shall be recorded in the Clerk's Office of the Circuit Court and said Clerk shall indicate the vacation of said 16-foot alley easement on the margin of the recorded plan of "Southampton Acres, Section 3",recorded in the Clerk's Office in Plat Book 12, Pages 15 and 16,and shall enter the same on the Grantor side of the General Index of Deeds in the name of the party hereto.
