Mt.Louis Longest comes before the Board in behalf of Mrs. Lucy Curtis Rodkey,
t~e owner of a home in Chester which was damaged by water which was occasioned
by the turning on of the water meter and the kitchen faucets were left open.
Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr.
Hagerman, it is resolved that the County ~!ater Department had done everything
legally necessary and that the request be denied.
On motion of Mr. Britton, seconded by i~r. Driskill, the following resolution is
adopted:
WHEREAS, ~y~'l. and S.Fleet and Frances S.Fleet, his wife, are t~ owners of
a parcel of' land in Manchester District, Chesterfield County, Virginia,designated
as a part of Lot No.D-1 as shown on the "Map of Chesterfield Hills Subdivision,,,
made by W.W.LaPrade.& Bros., Civil Engineers and Surveyors, dated May, 193~
revised November 29~ 1939, recorded in the Clerk's Office of the Circuit Court of
Chesverfield County, Virginia~ in Plat Book 5, page 198; and
~HEREaS, ~esper D.Lane and Dorothy F.Lane, his wife, are the owners of
Lots Nos. A-5 and A-6 on the aforesaid plat; and
WHEREAS, the common dividing line between the lands of said parties extends
along the center line of Salem Road as shown on the sa~d plat, which sa~d road
is not improved and is not a part of the secondary highway s~stem of this County; and
WHEREAS, the said owners have agreed to convey to this County an easement
16 feet in width along the center line of said road for utilities and drainage
over their respective parcels of land; and
WHERE~S, the said owners now desire that the portion of Salem Road extending
across their respective parcels of land, as shown on the said plat, be vacated; and
WHEREAS, the said parties are the only owners of properties abutting the
part.of ~he said road to be vacated and such vacation does not abridge or destroy
any of ~he rights or privileges of other property owners within the bounds of
the area of land shown on the plat.
NOW, ~I~E~EFO~E, BE 1T ~ESOLVED:
That the Board of Supervisors of Chesterfield County, Virginia, do hereby
approve the vacation of th~, portion of Salem Road extending southwardly from
Belmont Road for a distance of 170;2 feet, mor~ or less, as shown on a certain
plat of survey made by M.Lewis Certified
1962, entitled "Eap William , Surveyor, dated December 20,
Showing Property With Improvements Thereon, No.3629 and
Containing 0.62-Acres, Situated at the Southeast Corner of Belmont and Salem
Roads. ~
This resolution is conditioned upon and shall become operative w~sn the
aforementioned petitioners shall have executed and acknowledged for record on
a form a~proved by the Con~.onwealth's Attorney an appropriate declaration of
vacation together w~th an a~propriate instrument conveying to the County of
Chesterfield,Virginia, an easement of right of way ~or utilities and drainage
16 feet in width along the center line of that portion of Salem Road now being
vacated. When such declaration of vacation and the said easement of right of
way have been a~proved, the same sahll be ~ecorded in the Clerk's Office of the
Circuit Court of this County and the said Clerk shall indicate t~e vacation ~n
the margin of the recorded "Map of Chesterfield Hills Subdivis~on,,,in Plat
Book 5, page 198 and small inde~ the same on the Grantor side of the General
Index of deeds in the name of the parties to said instrument.
Mr.J.R.Mundy comes before the Board requesting a ~ariance to allow the construction
of two ~ouses on 2-1/~ acres of land wi~h only 50-feet frontage on Robious
Road. It was agreed that Mr. Britton and Mr. Driskill would view the propertv
and report at a later date. '~
On motion of }.!r. Driskill, seconded by Mr. Hagerman, the fUllowing resolution
is adopted by the Board of Supervisors of Chesterfield County on the 27th day
of December, 1962:
WHEkEAS, the Salisbury Corporation has filed its petition asking that
the Board approve t~e vacation of a drainage and utility easement eight feet
in width extending along the western line of Lot 2, Block K, Section A,
Salisbury~ as shown on a plat by J,K.Timmons, CivilEngineer and Survey or, dated
January 5, 1962, revised August 31, 1962, a copy of which is attached to said
petition;
WHEREAS, the Salisbury Corporation owns all of the land surrounding said
easement and it has been established that the vacation of that portion of said
easement affecting the western line of Lot 2, Block K, does not abridge or destroy
any of the rights or privileges of other property owners within the bounds of
the area of land shown on the plat of Salisbury, Section A, dated June 8~ 1961,
recorded in Plat Book 12, pa~es 53, 54 and 55, wb, ich said plat establi.3hed said
easement.

On mo~ion of ~%r. Britton, seconded by ~.Hague, it is resolved that the following
Ordinance be and it hereby is re-adopted:
That Section 15-33 of the Code of the County of Chesterfield,
Virginia, is hereby repealed.
On motion of ~lr. Hague, seconded by ~'lr. Hagerman, it is resolved that the request
of the St. Barnabas Church be approved in part to the effect that the Rectory
of the Church be put on one water meter with the understanding that if the
Rectory be sold that a separate water meter would h:~ve to be insvalled for the
Rectory.
M~.Alden J.Horner comes before the Boardciting the fact that as of January 1,
1963 he will be retirihg from his position as Forest Fire Warden, a position
he has held for 35 years,and cites his appreciation to the officials of the County
for their cooperation during his tenure of office.
The Board thanks ~lr. Horner for his devotion to the citizens of the County and
wishes him a long and pleasant retirement.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the
Commonwealth's Attorney be requested to draft an Ordinance amending the proposed
Ordinance vo inc&rporate the following schedule on charges for electrical
permits:

The reports of the Compensation Board on salary allowances for the various
Constitutional officers of the County were reviewed'by the Board. Upon
consideration whereof, and on motion of Mr.Driskill, seconded by Mr. Hagerman,
it is resolved that this Boar8 requests the Compensation Board to reply to the
Board's letter da~ed October 29, 1962, concerning the inequities existing between
the pay scale of the offices of the Commissioner of the Revenue an~ the Treasurer.
On motion of Mr. Driskill, seconded by Mr.Britton, i~ is resolved that the proposed
schedule of holidays for the year 1963 be and it hereby is adopted, which
holidays are as follows:

On motion of iVlr.Hague, seconded bv Mr. Hagerman, it is resolved ~hat the sum of
$2000.00 be appropriated from the unappropriated surplus of the County Garage
Fund to the County Garage.
On motion of Mr.Hague, seconded by [~'[r. Hagerman, it is resolved that the sum of
~6g. O0 be approp~te4 from the General Fund of theCounty to Item 1763-399 of the
School Board budget~ as per their request by resolution dated Decemberl9, 1962.
On motion of Mr. Hague~ seconded by Mr. Britton~ it is resolved that this Board
requests the Highway Department to r~pair the roadways disturbed by the installation
of sewers on Contract 6102-7C1 and bill the County for said cost of repairs.
On motion of Mr.Hagerman, seconded hy Mr. Driskill, it isresok~d that the 1942
Chevrolet Fire truck at the Chester Fire Department be transferred to the Courthouse
and efforts be made to secure a purchaser for this piece of equipment.
This day the County ~oad Engineer in accordance with directions from this Board
made repor~ in writing upon his examination of Bruce Street ar~ Windsor Road in the
Bruce Farms Subdivision, in Bermuda Magisterisl District, which shows that in the
opinion of the County Road Engineer it is expedient that. said roads be established
as public roads.
Upon consideration whereof, and on motion of Ylr. Goyne, ~t is resolved that Bruce
Streev and Windsor Road in the BruceFarms Subdivision~ in Bermuda Magisterial
District, he, and they hereby are established as public road.
And be it further resolved that the Virginia Department of Highways be and it
hereby is requested to take into the Second@ry Road System, Bruce Street, beginning
at a point on Route lq06~ .06 miles south of Route 1~£~ extending westwardly .25
of a mile to a turnaround; Windsor Road, beginning at the intersection of
Routes 1824 and 1525 extending ~outhwsrdly .09 miles to Bruce Street. These
roads serve houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees vo the Virginia Department of Highways of not less than 50 feet for these

This day the County Road Engineer in accordance with directions from this Board
made repor~ in writing upon his examination o~ainfleet Drive and Apache Road,
in the Traylor Estates Subdivision, Section "E", Midlothian Magisterial District~
which shows that in theopinion of the County Road Engineer it is expedient that
said roads be established as public roads.
Upon consideration whereof~ and on motion of Mr.Driskill, it is r~solved that
Wainfleet Drive and Apache Road in the Traylor Estates Subdivision, Section "E"
Midlothian District, be, and they hereby are established as public roads.
~nd be it further resolved that the Virginia Department of Highways be and it
hereby is requested to t~ke into the []ecOndary Road System,Wainfleet Drive~
beginning at the intersection of Route 1790 and Rt. 1791, and extending westwardly
.12 of a mile to a dead end; Apache Road, beginning at the intersection of
Routes 179~ and 1791 and extending southwardly .30 miles to Route 1790. These
roads serve 5 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of ~Iighways rights of way of not less than
50 feet for these roads.

On mo~ion of Mr. Hague, seconded by Mr. Driskill, it ~.s resolved that the Highway
Department be an.d it hereby is requested to install a "Yield" sign on East
Prestonwood Road., at its intersection with Hopkins Road.
On motion of Mr.Br~ton, seconded by Mr. Driskill, it is resolved that t~e Highway
Department be and it hereby is requested to pay particular attention during snow
or icy weather to Rt.653 on either side of the Southern Ry. at Granite and
Rt.647 on both s~des of Rt.360~ which locations caused an extraordinary amount
of trouble during the recent snows.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resOlved that the Highway
Department be and it hereby is recuested to take such steps as are necessary to improve
the intersection of Rt.683 and RtJ684, so that school buses w~lt be able to make
this turn without interfering with the normal flow of t~affic.
On motion of Mr.Rritton, seconded by Mm. Hsgue, it is resolved that this Board
requests the Highway Department to investigate the ±nter~ection of Rts. 6~7
and 650 with a view to facilitating the flow of traffic from the schools in the
area and the large number of industrial workers using this intersection.
On motion of Rlr. Hagerman, seconded by Mr. Driskill, it is resolved that the
Virginia Electric & Power Company b~ and it hereby is requested to modernize
the lighting s~stem on Chesterfield Avenue in Ettrick, replacing the 17 lights
with mercury vapor lights and re-distributing same to effect a better lighting
system to the area~
On motion of Mr. Driskill, seconded by Mr.Hague, it is resolved that the Executive
Secretary ~e and he hereby is requested to have the Virginia Electric & Power '~o~pany
change the light on Rt. 60 near Dr. Morrissette~s office and have ~he County
assume the bill for this light. ~'

requests the Highway Department to study Rt.63~, between Rt.637 and 10 in
light of the high school being built in this area and the attending traffic
problems.
On motion of Mr.Br~ton, seconded by ~r. Hague, it is resolved that a 7,0OO lumen
light be installed at ~;~itehead Road near the parking lot at Reid School.
There was read a lette~ from Dr.H.M.Richardson concerning the License Tax recently
imposed, which letter congratulates the Board on its action.
On motion of Mr.Bri~on~econded by Mr. Hagerman, it is resolved that Mr.Horner
be and he hereby is appointed a Board member to the Regional Planning Commission.
On motion of Mr.Hagerman, seconded by M~.Hague, it is resolved that Mr. Driskil/
be and he hereby ia appointed a member of the County Planning Commission for the
year 1963.
On motion of ~.Britton, seconded by Mr. Hagerman, it is resolved that the office
of the Treasurer and certain offices in the Health Department be painted.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the low
bids on furnishing the County water meters be accepted and are hereby awarded
to the Badger Meter Company, Neptune Meter Company and Rockwell Meter Company
for various size meters.
On motion of M~.Hague, seconded by Mr. Britton, it is resolved that the Treasurer
be requested to transfer ~275,000 from'the Sewer Bond Construction Fund to the
General Fund of-the ~ounty.
On motion of Mr. Hague, seconded by Mr.Britton, it is resolved that the Treasurer
of the County be and he hereby is requested~ to invest all surplus money in the
various~funds of the Sewer System and the Water System.

awarded to the Hunt Constructmon Company ~,ol02-?ulA, in the amount of $127~635.OO
for the installation of a pumping station on GrindellCreek, be, and it hereby is
confirmed.
On motion of Mr. B~itton, seconded by kr.Driskill, it is resolved that the
following street names be and they hereby are changed:
Mercer Drive changed to South Kind~ey Avenue
Budd Road changed 5o Family Lane

On motion of i<r.Britton, seconded by Mr. Hague, it is resolved that the following
o~'dinance be and it hereby is re-adopted:
An Ordinance to amend the Code of the County of Chesterfield,
Virginia, to repeal Section 15-33 thereof.

An emergency existing, this Ordinance shall be in full force and
effect upon its passage.
[~r. Driskilt reports that R'ir.Robert I~i. Jeffress has agreed to give to the County
11.25 acres of lan~ lying along the Falling Creek in Dale -~.nd Manchester Districts,
in the proximity of Cogbill Road, with the stipulations that such land be used
for a public park. Upon consideration whereof, and on motion of Mr. Driskill,
seconded by Mr. Hag. ue, it is resolved that this Board acce~ts the gift of 11.25
acres of land along the Falling Creek, and designates same as a public park.
